sites, including the british museum. what we know so far is that last night around 10:23, a 19-year-old man began stabbing people just in this district. he killed a lady in her 60s and two of those today remain in hospital. the man himself was tasered by police and he has recently been charged with murder. they did raise a statement saying that mental health played a significant factor in this but the terrorism remains one inquiry p. and thinkw inqui inquiry. and 25 people were killed here and it still haunts this city p. and as a result of those attacks, police presence has been dramatically increased. just yesterday, they announced 600 new armed guards on the

streets of london. and that is something rarely seen here in the u.k. a number of many that we have seen. the police commission of rer of the uk saying this week an attack in the u.k. was a matter of when, not if. again, a lady in her 60s killed here and still a connection was it terrorism, was it mental health? we don't know. but serious police presence on the streets in london today. >> especially so close where the bus terror attack took place. the white house still denying that $400 million in money in that money drop to iran was ransom. as u.s. law makers slam the administration for putting u.s. lives in danger. what's going on? >> reporter: is it a case of deny, deny, deny? the obama administration

across parts of central america is the heavy rain with this storm system. the national hurricane center released its latest update at 5:00 a.m. eastern time. right now it's over land and it is weakening some, because it's cut off from that very warm water across the western caribbean, but the rainfall being the biggest threat out here. some of the purple shading is more than a foot of rain and there could be as many as 18 inches of rain. so, flash flooding will be a big threat and dangerous mud slide and across parts of the southwestern u.s. and this will be dealing with a flood potential. this is a part of the country not really used to getting a lot of rain, so that means flash flooding will be a big threat and a number of watching in effect across utah, cocloradoco

per hour. it's currently a category one and bringing heavy rains and a storm surge. maria molina is here tracking its new path. >> reporter: that's right, we saw a storm surge with the storm as it made land fall across belize in the overnight hours and still a category 1 hurricane as you mentioned. we should see the winds coming down and the intensity as well. but the moisture will continue in place and we could see as much as 18 inches of rain. so, mud slides and significant flash flooding will continue to be a threat in mexico and belize. temperatures in the southern plains and mississippi valley continue to be very, very hot. and we're talking about heat well into the triple digits. and a look at your forecast high temperatures in dallas.

ten minutes to the top of the hour. who was in charge of keeping the subway safe, but now we know he was trying to help isis. chilling details emerging about the d.c. metro cop who was stockpiling weapons. reporter melanie is live now with new information. melanie, what are you hearing on this? >> well, neighbors here tell us they are surprised but not shocked. they say that nicolas young was an odd guy who never, ever talked to them, not even if they tried to say hello. we can tell you that fbi cleared the scene here late last night. you can still see the crime tape up. they collected a lot of

evidence. young had been under surveillance for years but it wasn't until july 30th the fbi had something to pick him up on. that's when he allegedly e-mailed gift card codes to an informa informant. in court yesterday, the 36-year-old was standing there in a t-shirt and his metro uniform pants telling a judge, yeah, he needed a lawyer. he was taken into custody when he went in for work. he said nothing other than that. the hearing was over in minutes. fbi and justice department investigators, some wearing black masks to conceal their identity, descended on his home shortly after his arrest. throughout the day, they brought out boxes of evidence. according to the fbi affidavit, he was first questioned in 2010. he met with an informant some 20 times thinking the man was a militant joining isis. other things that came out, odd things about young. court documents say he dressed as jihadi john for a halloween
