waking up to news of another possible terror attack. this time, a deadly stabbing spree on the streets of london at brussels square. >> heavily armed officer on patrol as investigators try to figure out a motive. >> benjamin hall is live in london. what can you tell us? >> reporter: this is the very heart of london. yet another attack in europe. this is moments walk from the british museum. major hotels, major other tourist sites. what we know so far is last night at around 10:30, a 19-year-old man began his stabbing spree. he killed a lady in her 60s. he wounded five others. two of those remain in hospital. the man himself has just been released, just been discharged from hospital and he's now charged with murder. we're still trying to find a motive, but police have said that the mental health issues here are significant, and terrorism does remain one line of inquiry. one possible connection to that is this is brussels square where

back in 2005, islamic terrorists grew up a bomb killing 26 people. that event still haunts the city. and the results of those just yesterday british police brought 600 new armed guards onto the streets of london. that's a huge event for a country that doesn't have armed police. the was because of that the response time was so quick. six minutes from the first call to the time this man was tasered. thanks to the added police on the street, this event could have been a lot worse. it wasn't. the head of the chief of police saying here a big attack in the country was the matter of when, not if. just last night, we saw one of those attacks happen. >> they were warned, they were coming to london after the nice attack, and they said they're coming here. >> it could be terror. then again, it could be a mental health situation. >> or both. >> three minutes after the hour. to the race for the white house,

brand-new polls painting a new picture of the presidential race as donald trump tries to get back on track after a week of campaign chaos. >> peter doocy is live where trump will be live today. >> and donald trump rounded up enough money mostly with small donations in july to close the fund-raising gap with that vaunted clinton campaign machine. trump took in $82 million in a joint effort with the rnc, which is just behind the clinton and dnc haul of $90 million. trump is going to need that to compete in the homestretch because the latest fox news poll shows him trailing clinton by ten points. he's got 39%, she's got 49%. that means she's gone up five since the last poll in june. he's only gone up one. to try to narrow the gap, influential gp leaders are reportedly staging an intervention with trump to stress the importance of staying on message and steering clear of controversy. some of those involved with that effort are said to be newt

gingrich, ruda giuliani, and reince priebus. their attempt to influence the party from the outside comes amid whispers of strife on the inside, but trump himself is publicly saying it's good good. >> just want to tell you the campaign is doing really well. it's never been so well united. we started on june 16th, i would say right now it's the best in terms of being united that it's been since we began. >> and today, trump is coming here to maine. it is home of one of the gop leaders most supportive of him in the rocky last few days. the governor paul lepage, who was quoted by local outlets saying he hopes to see trump when he comes here and he wants to tell him to ignore the bad press and keep doing what he's been doing. back to you. >> well, he is getting bad press. thank you very much, peter. when he's talking about united, this brand-new fox news poll i think said about 80% of

republicans now are behind donald trump. >> 76%, and mitt romney had 93%. if he doesn't close that gap, he's finished. >> well, the independents. >> by telling paul ryan and senator mccain i'm not endorsing you, that got reince priebus apoplectic and he let donald trump know it. hopefully, he got the message, if you're a trump supporter. >> which is why they're talking about resetting the whole thing or getting pushed to the edge to do that. one thing that actually did unite them, yesterday, was bashing the obama administration about that $400 million swap, is what many called it. >> a swap? >> ransom, for the four american prisoners that were released. this story is owned by the "wall street journal." now we're learning some of the sources familiar with the discussions say there are high-level folks in the department of justice who were objecting to this, and the state department and obama administration said, we're doing

it anyway. >> senior justice department officials were telling the state department you can't do this. i don't coir what the reason is, it looks terrible. it's the middle of the night. i know about your reasoning, we're going to lose this case in the hague and have to pay more with interest, but you don't cut a deal like this. state department says don't worry about it, we'll handle it. that was in january. how do they feel about it now? >> it was exposed and the white house looks bad. josh earnest spent 20 minutes trying to throw cold water on the story. it's the classic definition of a ransom being paid. we paid money, we got people back. clear to us, not clear to josh earnest. >> isn't it essentially a ransom payment then even if the u.s. did not view it that way? >> no, it is not a ransom payment. >> would those prisoners have been released if that money would not have been paid? >> what i know is true is there were a team of negotiators --

>> but again, would those prisoners have been released then if this money had not been paid to them. >> what i can tell you is our negotiators who were talking with the iranians about what was necessary to secure the release of american citizens in iran succeeded. >> she asked the same question twice and he dodged it twice. >> drank a little built. was a little thirsty. >> the critics are saying it probably looks like a ransom payment to the iranians and isn't that what matters in the first place. isn't that putting a bounty on americans' heads when they're abroad. >> they're going to be asking questions now in congress. >> and anna mentioned the optics for the iranians. iran boasted they got the money for the release of the american spies. >> meanwhile, hillary clinton says, well, that is interesting story, but it's really old news. she was out in denver. she talked to channel 9 kusa and said i think actually this is

kind of old news. it was first reported about seven or eight months ago as i recall and so far as i know it had nothing to do with any kind of hostage swap or any other itt for tat. back in january, president obama did announce part of his iran deal was to pay them back the $400 million plus $1.3 million in interest. he did not tell the congress and he did not tell the people the circumstances where as soon as we gave the money, we got the people. >> and by the way, they took a bunch of our guys afterwards, so there's iranian americans now being held. these guys were held not because they did anything wrong. they were held on trumped up charges. we had to pay to get our americans back who were jailed essentially to get this money back and maybe to cut a better deal. i want to add to this, if you think the tone and tenor of that explanation from hillary clinton kind of saying where does that come from sounds familiar, it's exactly about benghazi, about when you talked about her e-mails.

terrifying residents there. a search for a serial killer in phoenix is intensifying at this hour. police believe the same person, the man seen in the sketch here, a suspect, they believe he's killed seven people and has tried to kill once again. now, a ninth shooting appears to match the killer's pattern this time. someone fired on a man and a 4-year-old child in a car. thankfully, they were not hurt. that suspect is believed to be using several cars to commit the crimes. the fbi is now offering a $50,000 reward for information leading to an arrest. please be in touch if you have any information. well, brand-new details and images showing the chaos when a passenger plane from india to dubai crashed into a fireball on the runway. >> that video showing passengers scrambling for the door. jumping down those emergency slides before they escaped. just moments before that plane

exploded. jump, jump, jump! jump. >> and just feet away, you can see one of the engines burning. moments before that entire plane erupts into a fireball. investigators now say the landing gear was not down when the plane hit the runway and that caused the crash and the explosion. it's not clear if there was a mechanical problem or if the pilot forgot to engage it. one firefighter was killed responded to the gaerjs. amazingly, all 300 passengers and crew members escaped safely. thank goodness. >> back here at home, a police officer escaped death with just moments to spare. a metal pipe bomb exploding inside a marked suv like this one minutes after it parked in front of the officer's home in maryland. incredibly, no one was hurt. police believe this was a personal attack. so far, no arrests have been made. thur mont is just minutes away

more than a trillion dollars over the next decade. and donald trump wants to repeal it, but hillary clinton wants to double down. so how would your health care change under a trump or clinton presidency. a question many people are asking this morning. dr. marc siegel is here to break it all down for us. >> great to see you. >> a headline this week is that more health insurance providers are starting to feel wary about participating in obamacare. >> a trillion over the next decade. aetna is not adding five more states, thinking of dropping out of the 15 they already have, and united health care is already out of the exchanges, the biggest health care insurer in the country. obamacare is having trouble getting insurers to get involved because it's costing so much and they're not making money on it. >> donald trump wants to completely repeal obamacare. that's what his health care plan would look like. let's look at the specifics on what he would look to do. he wants to introduce competition across state lines and make all health insurance premiums tax deductible. is this good?

>> absolutely. he might not be able to totally repeal obamacare. he has to get more than 60 votes in the senate. even if the republicans retain the senate and he wins. even then, the chances are he could get a partial appeal and get rid of the mandates that are very unpopular. but you know what he is going to add? not only the tax deductible parts but more competition. he's going to have insurers from overseas competing with drug companies from overseas competing with drug companies here. >> you think that will drive prices up? >> insurers across state lines will drop prices and health savings aeblsh are huge in his plan where people get to transfer them. anyone in your family could use a health savings plan you have. if you were to pass away, the next generation could use your account, and it accumulates year to year. that would make us more like other countries where people know what they're buying, you're seeing what you're getting, and that would drive prices down.

advertising. showing the storm barrel ashore, backing winds up to 80 miles per hour. >> it's a category one storm, bringing heavy rain and a storm surge, and we're tracking the path. what's next? >> well, we know the storm is now over land, so it's cut off from the very warm water across the western caribbean and it will be quickly weakening throughout the day today and into tomorrow. that's welcome news, but unfortunately, it still is a category-1 hurricane. maximum sustained winds at 75 miles per hour. it's battering the region and also looking at stronger wind gusts than those 75-mile-per-hour sustained winds. now the storm system because it's moving onshore and continuing to bring a lot of tropical moisture, we're looking at a flood threat and also the threat for some mud slides, as much as 18 inches of rain, so that's bringing in big concerns out there across the region. otherwise, in the southwestern u.s., we're continuing to deal with the monsoon like storms and expecting several inches of rain, flash flood watches remain
