york times" today, donald trump continues to push the theme that he unveiled in sunrise, florida, sunday night that barack obama and hillary clinton are, quote, the co-founders of isis. donald trump saying the interim congressional report that found that the administration, as donald trump said, cooked the books on isis. here's trump from yesterday. >> barack obama and hillary, these are the founders of isis. these are the founders of isis because of bad judgment. isis is going to present them with the most valuable player award. these are bad people. with bad judgment and at the top we have an incompetent leader. >> reporter: donald trump speaking to a group of faith leaders in orlando and actually revealed for the first time that he is having some trouble in some states telling these evangelical leaders that he's got what appears to be a pretty

franchise inside of iraq. when we withdrew our troops, when we started to cook the books on intelligence as you hear from the centcom analysts, then uefa silly tated the rise of isis with these false red lines in syria that meant nothing. all the things were put in place by this administration to help this former al qaeda franchise become a trans regional insurgency with more than 80,000 fighters today. that's fact. >> all right. when you look at the facts, it really is daunting because in 2008 as he reminds us, there was not isis. here we are, 2016, and you have 80,000 isis fighters on this j.v. team. >> yeah, but to call them the founder, you can quibble over that line. you can say are they actually sitting there. >> but the question is do they bear some responsibility? >> of course. calling them the j.v. team when all eyes were on isis starting to move throughout syria,

business president. that's a big contrast with donald trump who has spent his career stiffing small businesses, refusing to pay the bills. i don't know what would have happened in my family if after my dad had worked so hard he showed up with the fabric that he had printed for the drapes and they said, sorry, we're not paying you. honestly, that is not how we do business. >> you can see democrats that resonated some. they gave it a b plus. independents, republicans, it did not move the independents. that's good news for donald trump. it's not like they're all flying to hillary clinton. they gave her a d, republicans an f. but what they said was, you know what, i'm not sure this is credible. credibility is really important now. you're going to be the president of small businesses when you're the one speaking at goldman sachs? it just didn't resonate because they didn't buy it. >> let's look at donald trump

welcome back. some quick olympic headlines for you. michael phelps grabbing his 22nd career gold medal. >> whew! >> phelps beating his teammate and rival ryan lochte in the 200 individual medley at rio. their final olympic race against each other. lochte taking fifth place. phelps is the first olympian to win four consecutive medals in the same event. the belgian sailor is the first olympic sailor to get sick after racing on the heavily polluted bay. he reported feeling ill right

district attorney in her district. how widespread is this? is this an epidemic that parents need to worry about? >> we haven't seen it in luzerne county, and based on the information i have received, we have not seen it in pennsylvania, but the information that is being spread through the pennsylvania department of health is that it is outside the borders of western pennsylvania. it is mainly hitting ohio right now with about 20 fatalities from this drug. so it's making its way here. >> sure. the problem is -- this really is the early warning of this new thing for parents and everybody to be on the lookout for. it spreads. kids are told this is going to be the high of your life. stephanie, the thing about this, this is a tranquilizer they use for bears, for elephants. >> elephants.

>> when you even -- explain the delivery system. i know you can shoot it up. do they smoke it? i know you can rub it on your arm and get a high off that. that's a problem for first responders. >> they could do all of that when taking this drug, but i think the big distinction here, and what people should know, is that users are buying heroin and when they buy it they think they're getting pure heroin, but what's actually happening is that heroin is either laced with carfentanil or it may be pure carfentanil. that is what is causing these overdoses and the deaths. >> stephanie, what is carfentanil? >> it is a fentanyl body that is a very, very strong drug. it is used to sedate animals, specifically large animals like elephants, hippos.

>> good lord. >> it is not meant for human ingestion and that is why it's so dangerous. >> where is this stuff coming from? we know with the oxycontin problem, people breaking into pharmacies, people chopping it up, lighting it, melting it, injecting it that way. where is this coming from? >> we're hearing it's coming from china. it's being sold from china and being brought into the united states. i've also been told from u.s. senators that they're finding that it is coming in from the moeks i can cartel. so we're hearing a lot of different avenues of where it's coming from. it may be being produced in the united states, so we just don't know right now. >> so to be clear, kids aren't necessarily -- maybe they are. are they seeking this out or is it they don't know that it's even in the heroin that they're doing? they think they're getting low great street level heroin and it's being cut with this

carfentanil surprise? >> well, users are being told this is a bigger, better high. that's what they're looking for. they're looking for the next big high, and they aren't -- in my opinion, they are not being told that it's being laced with this carfentanil or it is pure carfentanil. they're looking for the high. >> how do you know if your child is on this? what do you do if they are? >> symptoms. >> you think that your child is on this, i think that you reach out to local law enforcement. local treatment centers and ask for help. some symptoms would be -- the same type of symptoms you would see if a child was using any type of narcotic. very secluded from people. don't really communicate with their friends -- their old friends very often anymore. things that seem to just make you feel like your child isn't

police near los angeles say that the suspect gotten raged because the driver in the suv apparently sprayed his car with windshield wiper fluid. more chilling video, another case of road rage. this is one at a gas station in gainesville, florida. you can see a woman waving a pistol threatening to shoot another driver all over reportedly being cut off. talk about a stinky stash. a man walking in a park when he opened the door to a port-a-potty, and saw this. branches of marijuana. it is in fact the biggest bust they have ever made. and this not necessarily something you see every day. heads turned as this man on a horse, yes, trots through the doorway of a taco bell in texas. the man apparently had just competed in the rodeo. he was hungry and he says that he does stuff like this all the time. apparently his horse was a little hungry, too. there's a look at your

headlines. back to you, clayton. trump's agenda will pull our economy back into recession. >> she's going to raise taxes $1.3 trillion. i'm going to cut taxes bigly, bigly. >> the result would be a loss of $3.4 million jobs. >> going to create millions of jobs. >> all right. well, battle is on. lots of promises. hillary clinton, donald trump going at it over jobs. who has the best plan to get the job done. let's bring in our fox business panel. co-host fbn a.m., and brian renberg, professor and chair of business. nice to see all three of you this morning. hillary's economic plan yesterday announced the most fresh that we can look at. here we'll put it up on the screen and dissect it. $275 billion in infrastructure plans for this country,

remember, president obama spent $800 billion. is this good? >> we've seen this before. eight years ago we saw the big stimulus bill. a lot of voters would say, we didn't get a lot of bang for our buck there. we look at this current plan and we say, is this really going to create the jobs that she's talking about? we've seen the story of infrastructure spending play out in countries like japan and china. it really hasn't worked. i don't think we can look at that one for big growth. >> is this a tale of two americas, typical left wing plan here? we're going to increase taxes, spend more to try to drive jobs? >> yeah. i do think in that way there is some clarity but, you know, trump has also borrowed a lot, both from house republicans as he should, but from the democratic side. when he talked about infrastructure, he wanted to double that amount. he said he would tolerate a wider deficit if that includes spending on vets, national defense and infrastructure, but to your point, hillary clinton's

plan is more traditional. a lot of people say, listen, senator sanders really yanked her further to the left. it is tax the rich and then, hey, this is what we're going to do with the money. so, again, you just have to trust, will the government use your money wisely? most americans especially at this juncture say not so much. >> a call on the middle class. donald trump is saying that he is the champion of the middle class. let's contrast it. your take on hillary's and his plan here. one of the plans from reagan. corporate tax rate cut, 35% down to 15% and a tax deductible child care. he wants to eliminate the death tax. so middle class, that's what all the focus is on. what's better for the middle class here? >> they're both painting as if they're the best candidate for the middle class, but the question is which one really is? in fact, when you look at the tax breakdown, he's simplifying the tax code. he is more favorable for those who make under $30,000. he says, you pay zero% taxes if

you make $100,000. he seems more favorable in the tax cuts, child care and job creation. cutting the rates on small business, for example, which will then create jobs further. big picture, it seems that he's being a little bit more friendly to the middle class as far as it goes. it was very interesting. what she spoke yesterday, it didn't seem so much of an economic speech as it did a political one. >> she spent a lot of time scaring us telling us how we're going to go into recession if you were to choose trump's plan. >> middle class and this idea she brings up about small business. hillary clinton talking about small business, but which plan is there for small business, brian? >> it's funny. she talked about small business and she said she wanted to cut red tape for small businesses but the entirety of her speech was about new regulations, new subsidies that makes life for small businesses more complicated. she's got two different things going at each other. i don't think her plan is the plan for small businesses. >> and higher taxes for small businesses. >> they're drowning in red tape.

heights said that the city violated their first amendment rights and rejected the mosque because of islamaphobia in the community. but city officials claim traffic was one of the main concerns behind their decision. so do they have a case? joining us to debate it, a former federal attorney. good morning to you. emily, let's start with you. was the mosque treated fairly? >> absolutely. there was a sitting ant amount of building permits that were proposed that are denied. this is a four-story building in a residential area. it couldn't be further from racial undertones. any documentation of explosive polarizing rhetoric actually is found in the complaint in the lawsuit and those surrounding the proponents. not in any documented transcript of the city officials planning meetings or even in those

bigger and bigger every day, but one of the things frustrating about his candidacy is the i feel precise language. he uses three words when he needs ten. for example, i think it's perfectly fair to say in a very powerful debate to say that the obama/clinton decision to pull out of iraq created the vacuum, which enabled isis to emerge. i think if he said it in that sense, then clearly the conditions for isis were created by a series of decisions that obama and clinton made, he'd be 100% accurate. it would be very understandable. and when you instead compress them into obama created isis, i know what trump has in his mind. but that's not what people hear. and i think that's -- he has got to learn to use language that has been thought through and that is clear to everybody and to stick to that language because otherwise the mainstream media is going to take every

possible excuse to pile on him. >> sure. >> when you ask him to do that what's his response? >> i think that his personal style is so deep that he's so used to this kind of shorthand and frankly, you know, you're dealing with a guy who carried 37 primaries and got 14 million votes and it was a style that none of his republican opponents could cope with. i don't think he yet appreciates when you're one of the two candidates for president, particularly if you're the conservative, a lesson ronald reagan learned in august of 1980 you have to understand that the news media is going to attack you every chance they get and it's your job not to give them a chance. >> and he certainly is by continuing to talk about this stuff and hillary clinton's e-mail scandal is bubbling out there. more than 70 republicans have come forward urging the rnc to cut funding so money from the rnc to the donald trump

campaign. what do you make of this and this party backlash? >> look, i think there are establishment deserters all over the place. i think they don't understand the trump insurgency or they understand it and it frightening them. i was struck yesterday, if you look at harry truman's re-election, he had wallace, henry wallace, a left winger on one side. he had strom thurmond's segregationists on the other side. he was so far behind in early september that gallup quit polling. the average poll was off by between 9 and 20 points on election day and truman just ignored them and kept coming. you have a lot of people who belong to an older model of washington insider system. trump is a direct assault on that system. and you're seeing that -- i think a profound shakeup between people who care more about developing policies than work and people who care about belonging to the establishment.

the establishment folks whether they're in foreign policy or they're party apparatchiks they're going to not be for trump because trump represents real change. >> what is the end game? so on november 9th, they can say i didn't vote for him? >> well, i think part of their end game is to feel morally virtuous. that they stuck with the good, decent people who don't use confusing language and who, you know, aren't saying things. a part of it is he genuinely scares him. he's a general gin insurgent. he's from outside. never been a part of the system. he represents new networks of power and new networks of ideas and i think you have a lot of people who are legitimately scared. part of it is a real fight over the last 15 years. i have done two facebook live broadcasts about this. you look at the foreign policy establishment republicans who signed the letter about donald trump and what you're looking at are people who helped create a

war that we're still not winning. 15 years into the war. they don't want to have a debate about the war. so they want to talk about trump's temperament. but the fact is we ought to be debating how come we're not winning? >> right. speaker, you wrote an op-ed on fox news.com about all americans deserving safety. what needs to happen to make our cities safe again? >> well, i'll tell you what's truly crazy, the justice department going into baltimore after every single officer has been exonerated and basically saying, rather than have strict policing he's let people get killed. we know how to have strict policing. new york did it under giuliani. continued to do it under bloomberg. they have brought down the murder rate by 85%. we know how to dramatically change the murder rate. we did it in richmond with the federal prosecutor who went after criminals. now, we just had -- we have had almost 100 people shot in chicago this weekend and 24 dead this week alone. since obama was sworn in, over
