west bend, wisconsin where mr. trump will be taking the stage better late than never, all most two hours late, an hour and a half and then some. it got blistering hot in the auditorium and a lot of folks have been leaving. the wait is quite long. this is billed as a historic moment. not only will donald trump use a teleprompter at his first rally, he, as you said, is promoting and talking about what he says will be ground breaking policy propels. he's talking specifically about how he would enforce law and order in this country, honor the men in blue and do a lot of things for those in the inner set city challenged by poverty and lack of opportunity. mr. trump is going to make the argument that years of liberal democratic policies and institutions have essentially failed those who need the most help in this country by instead

of giving them a handup as the cliche goes, giving them a handout that is effectively leaving them stuck and denying the opportunity. he will say that education has to be reformedlary clinton can't do it because she's captive to those teacher's unions. he'll argue there has to be more job opportunity and hillary clinton can't do it. he will say he will make sweeping changes in order to turn that cliche upside down so people can have the handup and not just the handout. he'll talk about the fail injuries of such things like welfare and had successes in the '90s. he'll talk about the need for policies and plans that will give people real opportunity instead of false hope. it's expected to be very harsh on democrats and liberals but we don't expect a lot of specifics how he'll achieve the goals. this is a priority speech laying out his vision and it was one that comes after the weekend of violence in wisconsin.

it was not originally planned to be a tell prompter policy speech but the trump campaign specifically by trump decided given the violence that happened, he had a planned meeting with law enforcement this afternoon with sheriff david clark, shcott walker was there and rudy giuliani is well-known to have cleaned up the big apple when times square was dangerous and filthy. not a nice place. but giuliani is credited with a huge turn around in new york and trump will borrow on ideas how to deal with inner city problems, lack of education, lack of income and job opportunity. all of these things trump will again blame on the left saying it's type for the right's reforms. jeff -- sean, excuse me? >> you know, carl, when you actually look at it, when you talk about baltimore, you talk

about wisconsin, milwaukee, ferguson, missouri, a lot of these cities are democratic dominated for years and the higher rates of unemployment, the lack of educational opportunities for people, i think it's going to be a compelling case. one of the reasons he's late, we had a pretty raucous town hall here tonight. you can see governor scott walker is stepping up to the podium. joins us with more, the author of defeating jihad, the winnable war. he's also the professor of strategy, irregular war fair at the institute of world politics and david clark. sheriff, you had four of your officers hurt. you had other officers pelted with rocks and bottles. you had police cars literally destroyed i understand it and nights of violence. is it connected to bad policies, bad education? is it connected to the idea that

we have 95 million americans out of the labor force, 12 million more americans on food stamps, 8 million more americans in poverty, the lowest homeownership rate and the worst recovery since the 1940s. is it inner connected? >> no doubt about it. you would have to be in denial to think it's not. i seen this city change from one that had a lot of middle class families and jobs, a functioning school system, functioning families, effective parenting that is no longer the case. okay? that vacuum is filled with emerging of under class -- >> you grew up in milwaukee. >> right. the reason is because of failed progressive urban policies that create a welfare state these policies destroy cities and create ghettos. you have massive unemployment, black unemployment and failing k-12 public education and ineffective parenting and

great, a really great governor. chairman reince priebus and mayor rudolph giuliani. we're at a decisive moment in this election. last week, i laid out my plan to bring jobs back to the country, desperately needed jobs. yesterday i laid out my plan to defeat radical islamic terrorists. tonight i'm going to talk about how to make our community safe again from crime and lawlessness. let me begin by thanking law enforcement officers here in this city and across this country for their service and sacrifice in difficult, difficult times.

the violence, riots and description is an assault on the right of all zcitizens to live n security and to live in piece. law and order must be restored. it must be restored for the sake of all and most those living in those forsaken communities, which there are many. the main victims of these riots are law-abiding african american citizens living in these neighborhoods. it's their job, it's their homes, it's their schools and communities which will suffer the most as a result. there is no compassion in tolerating lawless conduct for

the fact is we all care too much about our country to let this happen. good policing saves lives. my wonderful friend you just heard, rudy giuliani knows a thing or two about this. he's done an amazing job. the policies put into place by rudy ultimately brought down crime by 76% and murder by 84% in new york. think how many families were saved when police were put into communities and criminals were automatically and systematically removed. imagine how many lives could be saved if democratic politicians had blocked in their cities what rudy did in new york city. i'll make sure we deliver safe

neighborhoods here in milwaukee and milwaukee has got so many problems. so many problems. the world is watching. right here in milwaukee but also across the country. it's easy for hillary clinton to turn a blind eye to crime when she has her own private security force that, by the way, carries guns, second amendment. i believe all americans, not just the powerful are entitled to security. hillary clinton has had her chance. she's failed at so many things almost everything she's done. now it's time for new leadership. the hillary clinton agenda hurts poor people by far the most. there is no compassion in allowing drug dealers, gang members and felons to pray on

job. nearly four in ten single mother households are living in poverty. 55 public schools in this city have been rated as failing to meet expectations despite $10,000 in funding per pupil, which is a very, very high number. there is only a 60% graduation rate and it's one of the worst public school systems anywhere in the country. one in five manufacturing jobs has disappeared in milwaukee since we fully opened our markets and you understand what that means. we opened these markets to china and many african american neighborhoods have -- look, they have suffered. we opened our markets. they have taken our jobs. they give us our products that we don't make anymore and african, american neighborhoods along with many other neighborhoods have suffered greatly. to every voter in milwaukee, to

every voter living in the inner city, or every forgotten stretch of our society, i'm running to offer you a much better future. a much better job. single one they ruined the school and tolerated worse than many third world countries, so bad people don't want to report the real numbers beyond belief. violent crime has risen 17% in america's 50 largest cities last year. killings of police officers this year is up nearly 50%. homicides are up more than 60% in baltimore alone. they are up more than 50% in washington d.c. this is the future offered by the policies of hillary clinton and her friends. more poverty, more crime and basically just more of the same.

the future she offers is the most pessimistic thing i can imagine. it's time for a different future. here is what i'm proposing first on immigration. no country has been hurt more by immigration and policies than the african american community and she considers them a guaranteed vote. now she's proposing to print instant work permits for millions of illegal immigrants to come in and take everybody's job including low income african americans. not right. i will secure our borders and improve our jobs and wages in your community to improve the wages and improve our jobs and we're not going to let you leave our country so quickly and so
