west bend, wisconsin where mr. trump will be taking the stage better late than never, all most two hours late, an hour and a half and then some. it got blistering hot in the auditorium and a lot of folks have been leaving. the wait is quite long. this is billed as a historic moment. not only will donald trump use a teleprompter at his first rally, he, as you said, is promoting and talking about what he says will be ground breaking policy propels. he's talking specifically about how he would enforce law and order in this country, honor the men in blue and do a lot of things for those in the inner set city challenged by poverty and lack of opportunity. mr. trump is going to make the argument that years of liberal democratic policies and institutions have essentially failed those who need the most help in this country by instead

of giving them a handup as the cliche goes, giving them a handout that is effectively leaving them stuck and denying the opportunity. he will say that education has to be reformedlary clinton can't do it because she's captive to those teacher's unions. he'll argue there has to be more job opportunity and hillary clinton can't do it. he will say he will make sweeping changes in order to turn that cliche upside down so people can have the handup and not just the handout. he'll talk about the fail injuries of such things like welfare and had successes in the '90s. he'll talk about the need for policies and plans that will give people real opportunity instead of false hope. it's expected to be very harsh on democrats and liberals but we don't expect a lot of specifics how he'll achieve the goals. this is a priority speech laying out his vision and it was one that comes after the weekend of violence in wisconsin.

it was not originally planned to be a tell prompter policy speech but the trump campaign specifically by trump decided given the violence that happened, he had a planned meeting with law enforcement this afternoon with sheriff david clark, shcott walker was there and rudy giuliani is well-known to have cleaned up the big apple when times square was dangerous and filthy. not a nice place. but giuliani is credited with a huge turn around in new york and trump will borrow on ideas how to deal with inner city problems, lack of education, lack of income and job opportunity. all of these things trump will again blame on the left saying it's type for the right's reforms. jeff -- sean, excuse me? >> you know, carl, when you actually look at it, when you talk about baltimore, you talk

about wisconsin, milwaukee, ferguson, missouri, a lot of these cities are democratic dominated for years and the higher rates of unemployment, the lack of educational opportunities for people, i think it's going to be a compelling case. one of the reasons he's late, we had a pretty raucous town hall here tonight. you can see governor scott walker is stepping up to the podium. joins us with more, the author of defeating jihad, the winnable war. he's also the professor of strategy, irregular war fair at the institute of world politics and david clark. sheriff, you had four of your officers hurt. you had other officers pelted with rocks and bottles. you had police cars literally destroyed i understand it and nights of violence. is it connected to bad policies, bad education? is it connected to the idea that

we have 95 million americans out of the labor force, 12 million more americans on food stamps, 8 million more americans in poverty, the lowest homeownership rate and the worst recovery since the 1940s. is it inner connected? >> no doubt about it. you would have to be in denial to think it's not. i seen this city change from one that had a lot of middle class families and jobs, a functioning school system, functioning families, effective parenting that is no longer the case. okay? that vacuum is filled with emerging of under class -- >> you grew up in milwaukee. >> right. the reason is because of failed progressive urban policies that create a welfare state these policies destroy cities and create ghettos. you have massive unemployment, black unemployment and failing k-12 public education and ineffective parenting and

great, a really great governor. chairman reince priebus and mayor rudolph giuliani. we're at a decisive moment in this election. last week, i laid out my plan to bring jobs back to the country, desperately needed jobs. yesterday i laid out my plan to defeat radical islamic terrorists. tonight i'm going to talk about how to make our community safe again from crime and lawlessness. let me begin by thanking law enforcement officers here in this city and across this country for their service and sacrifice in difficult, difficult times.

the violence, riots and description is an assault on the right of all zcitizens to live n security and to live in piece. law and order must be restored. it must be restored for the sake of all and most those living in those forsaken communities, which there are many. the main victims of these riots are law-abiding african american citizens living in these neighborhoods. it's their job, it's their homes, it's their schools and communities which will suffer the most as a result. there is no compassion in tolerating lawless conduct for

anyone. crime and violence is an attack on the poor and will never be acre se accepted in a trump administration. the narrative has been pushed aggressively for years and now by our current administration and pushed by my opponent, hillary clinton, you know is a totally false one. you know that. the problem in our poorest communities is not that there are too many police, the problem is that there are not enough police. more law enforcement. more community engagement and more effective policing is what our country needs desperately. just like hillary clinton is

against the miners, she is against the police, believe me. you know it, and i know it and guess what? she knows it. those peddling the narrative of cops as a racist force in our society, a narrative supported with a nod by my opponent shared directly in the responsibility for the unrest in milwaukee and many other places within our country. they have fostered the dangerous anti policed a most fe ed atmos america. every time we rush to judgment with false facts and narratives, whether in ferguson or in baltimore and fullment further unrest, we do a direct disservice to poor african american residents hurt by the

high crime in their community, a big, big unfair problem. during the last 72 hours investors have raged against the police here in milwaukee. another nine were killed in chicago and another 46 were founded more than 600 people have been shot and over 4,000 people killed in president obama's hometown area since his presidency began, not too good. that's for sure. attacking law enforcement. our police must end and --

the fact is we all care too much about our country to let this happen. good policing saves lives. my wonderful friend you just heard, rudy giuliani knows a thing or two about this. he's done an amazing job. the policies put into place by rudy ultimately brought down crime by 76% and murder by 84% in new york. think how many families were saved when police were put into communities and criminals were automatically and systematically removed. imagine how many lives could be saved if democratic politicians had blocked in their cities what rudy did in new york city. i'll make sure we deliver safe

neighborhoods here in milwaukee and milwaukee has got so many problems. so many problems. the world is watching. right here in milwaukee but also across the country. it's easy for hillary clinton to turn a blind eye to crime when she has her own private security force that, by the way, carries guns, second amendment. i believe all americans, not just the powerful are entitled to security. hillary clinton has had her chance. she's failed at so many things almost everything she's done. now it's time for new leadership. the hillary clinton agenda hurts poor people by far the most. there is no compassion in allowing drug dealers, gang members and felons to pray on

innocent people. it is the first duty of government to keep the innocent safe and when i'm president, i will fight for the safety of every american and especially those americans who have not known safety for a very, very long time. i'm asking for the vote of every african american citizen struggling in our country today who wants a different and much better future. it's time for our society to address some honest and very, very difficult tests. the democratic party has failed

and betrayed the african american community. democratic crime policies, education policies and economic policies have produced only more crime, more broken homes and more poverty. >> thank you. >> let us look at the situation right here in milwaukee, a city run by democrats for decade after decade. last year killings in this city increased by 69% plus another 634 seconds of non-fatal shootings. 18 to 29-year-olds accounted for nearly half of the homicide victims. the poverty rate here is nearly double the national average. almost 4 in 10 african american men in milwaukee between the ages of 25 and 54 do not have a

job. nearly four in ten single mother households are living in poverty. 55 public schools in this city have been rated as failing to meet expectations despite $10,000 in funding per pupil, which is a very, very high number. there is only a 60% graduation rate and it's one of the worst public school systems anywhere in the country. one in five manufacturing jobs has disappeared in milwaukee since we fully opened our markets and you understand what that means. we opened these markets to china and many african american neighborhoods have -- look, they have suffered. we opened our markets. they have taken our jobs. they give us our products that we don't make anymore and african, american neighborhoods along with many other neighborhoods have suffered greatly. to every voter in milwaukee, to

every voter living in the inner city, or every forgotten stretch of our society, i'm running to offer you a much better future. a much better job. [ cheers ] and a much higher wage. >> thank you. thank you. the democratic party has taken the votes for granted. they just assume they will get their support and done nothing on support of it. they have taken advantage for the african american citizen. it's time and to reject the failed leadership of a rigged

political system and that's what it is. it's a rigged system. i'm not a fan of the corrupt system. the corrupt system is trying to stop me. i've been paying my own way, tens of millions of dollars. they defied the donors, consultants and the nominee is me. the other party, the democratic party nominated the personification of special interest corruption. the democratic party rigged the

nomination to give it to hillary clinton, thus giving the soul of their party this year to special interests. what else is new? i'm running to listen to your voice. to hear the cries for help from so many people in our nation. the quiet voices in our society not the loudest demonstrators need to have their demands heard. jobs, safety, opportunity, fair and equal representation, we reject the bigotry of hillary clinton, which panders and talks down to communities of color and sees them as votes, not as individual human beings worthy of a better future. they have taken advantage.

hillary rodham clinton. hedge fund managers the powerful protecting only the powerful they don't care about you, but leave me. insiders fighting for insiders but i'm fighting for you. that's what i'm doing. when we talk about the insider, who are we talking about? it's the comfortable politicians looking out for their own interest. it's the lobbyist that know how to insert the perfect loophole into every single bill and get richer and richer and richer at your expense. it's the financial industry that knows how to regulate the competition right out of existence so there is no

single one they ruined the school and tolerated worse than many third world countries, so bad people don't want to report the real numbers beyond belief. violent crime has risen 17% in america's 50 largest cities last year. killings of police officers this year is up nearly 50%. homicides are up more than 60% in baltimore alone. they are up more than 50% in washington d.c. this is the future offered by the policies of hillary clinton and her friends. more poverty, more crime and basically just more of the same.

the future she offers is the most pessimistic thing i can imagine. it's time for a different future. here is what i'm proposing first on immigration. no country has been hurt more by immigration and policies than the african american community and she considers them a guaranteed vote. now she's proposing to print instant work permits for millions of illegal immigrants to come in and take everybody's job including low income african americans. not right. i will secure our borders and improve our jobs and wages in your community to improve the wages and improve our jobs and we're not going to let you leave our country so quickly and so

easily to take their and not going to happen. we will only invite people to join our country who share our tolerant values, who support our constitution and who love all of our people. they love our people. they have to love our country or what are we doing? on trade, i'm going to regular negotiate nafta, one of the worst deals signed in the history of our country. perhaps the worst signed in the history of our country in the world. we'll have to stand up to china. withdraw from tpp which is another disaster and protect every last american job. we are going to protect every

last american job, which we are not doing now. on taxes i'm going to give a massive tax cut to every small worker in this country. bring thousands of new companies and millions of new jobs on to our shores and make it very difficult for our businesses to leave. it will be a costly proposition for them to fire everybody and leave. i'm going to reform regulations so jobs stay in america and new businesses come to america to hire workers, even right here in milwauk milwaukee. every policy my opponent has sends jobs outside of the country and overseas. i'm going to bring trillions in

new wealth back into the united states. our education, believe me, you look at the education, it's time to have school choice, merit pay for teachers and to end the ten-year policies that hurt good teachers and reward bad teachers. and there is no job more important than a good teacher. please remember that. there is no job more important. we are going to put students and parents first. hillary clinton would rather deny opportunities to millions of young african american children just so she can curry favor with the education bureaucracy, which is very big and a lot of votes. i am going to allow charter schools to thrive and help young

kids get on the american latter of success, a good education and a good paying job. that's what they want. on crime, i am going to support more police in our community, appoint the best prosecutors and judges in the country, pursue strong enforcement of federal laws and i'm going to break up the gangs, the cartels and the criminals terrorizing our neighborhoods all over the country and that includes milwaukee. to every lawbreaker hurting innocent people in this country, i say your free reign will soon come crashing to an end.

on health care, we'll get rid of obamacare, repeal it and replace it. it's caused soaring double digit premium increases and we're going to give choice to patients and consumers across our land. aetna just announced today they are dropping out as is major insurance companies. obamacare is a disaster. a disaster. on government corruption, i'm going to restore honor to our government. we've seen the corruption of hillary clinton the mass e-mails -- look at what is going on, folks, look what is going on. the mass e-mail dell leaeted. the paper plane at the state department, the proof fearing,

the favors given to foreign governments at taxpayer's expense and it's not accepted any longer. it's corrupt. we've seen a former secretary of state lie to congress about her e-mail scheme and risk innocent american lives and bring dishonor on to our government. grease dishonor. in my administration. i'm going to enforce all laws concerning the protection classified information, those laws are already protected we thought but perhaps everybody is wrong perhaps all of those that have served jail time were wrong. she got special favors and nobody has ever seen anything like it in the history of our

country. no one will be above the law. i'm going to forbid senior officials for creating favors for cash by preventing them from collecting lavish speaking fees through their spouses when they serve. i'm going to ask my senior officials to sign an agreement not to accept speaking fees from corporations with a registered lobbyist for five years after leaving office for from any entity tied to a foreign government, what's happening is disgraceful. this is all just the beginning. we're going to make this a government of the people once again.

stamps and so obama has been president, 20% increase referencing this, increase in african americans that are out of the labor force and obama has been president, he talked about crime and violence and how there is a need to get to cities to get back to law and order. he talked about drugs and gangs and cartels and criminal element and how things will change under a trump administration and we continue with milwaukee sheriff david clark is with us and dr. sebastian. that, if you put this speech together with last night's speech, he's got a pattern going, laying out huge problems we're facing and talking about how things will be different and offering a different vision for the country and frankly, i think it's about as on message as he's ever been. >> look, he's tuned in. all right? you can see it tonight. talked about last night, the last couple speeches and when he's tuned in, he connects with people. you feel when i listen to this, when i listened to his speech in
