port, right? >> not lately but i haven't been out past my curfew. >> thank you for joining us. >> "american headquarters" starts now. today donald trump is going to receive his fivtd intelligence briefing in less than an hour from now. this as the campaign undergoes a big shakeup at the top. hello, everybody. good afternoon you do. i'm martha maccallum. donald trump here in new york where he gets his first intelligence briefing in about an hour. this is something that's done for the nominees in both parties. hillary clinton right now wrapping up a speech in ohio. she's talking about taxes and her new plan. here's a new gop poll showing hillary clinton leading by 11 points, 47-36 in a three-way contest in the home state of his

running mate mike pence. chief political correspondent carl cam rob is live outside trump tower where the action is today in new york city with more on this for us. hello, carl. >> reporter: hi, martha. you have to remember it's a red state. if you look at a lot of the battleground states including quinnipiac polls out today, in a lot of the battle grounld states, hillary clinton has moved tout a double-digit lead. the trump campaign realizes they've got to do. as for the classified briefing scheduled for 3:00, that's looking look it's going have to slide. trump also plans to have a meeting with law enforcement today, a roundtable discussion, as a matter of fact. it looks like that might start late, and given that the briefing is at the federal building more than 30 or 40 south blocks of here in traffic, 3:00 may be a little early for that briefing, but it is an

important moment. donald trump will get his first briefing from a variety of officials. he'll bring with him retired lieutenant general mike flynn as well as new jersey governor chris christie. trump has said this morning and over the last couple of days, he's not sure he can trust the analysis of government officials looking at the analysis given so many mistakes that he dates back to the day the decision was made to go to iraq which he said he opposed. there is a shakeup. the campaign has now added two new senior officials. the first is stephen bannon who will become the chief executive of the campaign outranking all others. bannon is the boss. he's a firebrand conservative, the kind that likes to go against the establishment in a very, very big way. it's becoming a predominant theme.

politics as we know it has to change. the establishment and government and politics as we know it has to be undone and refashioned in the trump world. the second person added is the new campaign manager is kellyanne conway. she's a longtime republican pollster and consultant. both bannon and conway have known trump for years. so this sort of lair s -- lay paul manafort who will remain on the job, but it suggests that manafort and others who have tried to get trump to pivot and be more mainstream has not been that successful and trump continues to run the kind of campaign he wants to run on his own terms. >> we've got them coming up. carl, thank you very much. as you just heard, duch is holding a roundtable.

this is a followup. he told a crowd there in milwaukee last night that hillary clinton is against the police, he believes, and working to win over african-american voters. >> the police, believe me. you know it and i know it and guess what? she knows it. they have fostered the dangerous anti-police atmosphere in america and all throughout america. i'm asking for the vote of every african-american citizen the democratic party has failed and betrayed, the african-american community. >> he touched on something here that is getting a lot of attention and a lot of conversation given what we've seen going on in inner cities in this country. let's talk about this with xavier pope, a sports and entertainment attorney.

and former nypd detective. xavier, let me start with you. you heard the outreach last night from donald trump saying to african-americans in cities like milwaukee democratic leadership has let you down, they promised you things, and you show up and vote for them when the time comes, but they don't follow through on those promises. what do you think about that? >> i think donald trump should deliver on a promise by making one. what is donald trump going to do to change the mind of african-american voters who have historically voted democrat for years? what is the plan donald trump plans to put forward? we want to hear more than rhett writ. we want to hear plans. >> i understand what you're saying, but for the moment let's look at what happens. he's saying in these cities like milwaukee, for almost 100 years or more than 100 with democratic leadership, the problems have only increased for african-americans in these cities in terms of unemployment

and the breakdown of the families. he says, look, you've been promised all these things but you haven't gotten the handout or the help or the handout hasn't done wait was supposed to do what was build people up. i would love for people to address that. is it a failure of the democratic leaders in these communities or not in your opinion? >> i think there is a disconnect in politics in this country. donald trump is addressing some of the worst fears of african-americans and saying, come vote for me in saying you've been failed by democratic leadership. that's not the point. the point is what is he going to do? >> hold on, exavier, because you're dodging my question here. do you feel like in places like in milwaukee and in baltimore and detroit, have they done what they promised to do for the african-american community? are you satisfied with the work

they've done? that's the first question? can you answer that? >> my answer to that, martha, is what -- >> no, that's not an answer. i'm saying look at the last 50 years ex-avier in these cities because as you say they've routinely added officials, if you look at it with an open mind do, you think they've gotten what they asked for or given you a vote and not gotten negs baan essentially. >> never mind. i tried three times to ask you a question. >> we have to move forward. we can't keep looking bardback ward. >> that's the argument. should african-american people look at another option politically and say i want something better? >> they absolutely should look at another option. they should options.

no one should check off democrat and make their vote that way. my point is people want to hear plans in this election. people are tired of rhetoric, tired of he said, she said. people want solution. like everyone in your audience that's watching this program right now, they want to know how to get back to work, whether it's in the small town of america or urban merge. how to improve education, how to create jobs, improve our standing in the world. those are important questions to beanced. instead of blaming and going back and forth, people need solutions and plans so then he could get the votes that he's seeking, martha. >> let's see what the others have to say. >> i think what donald trump needs to address, we need a short-term response to the anti-cop temperament that's in

here and long-term solution. we cannot allow cities to burn down every time a police officer does his or her job and that's the temperament in this community now. to stop that, donald trump needs to address that. you cannot do it this way. and we can't have cops afraid to do their jobs and protect the rest who aren't violently protesting. that's what cops do. we can't have them in the shadows because of protests like this constantly every time they do their job. >> cops are holding back. we hear it time and time again. is that your experience? is that your understanding? >> yes, it is, martha. i believe what the others are saying and what the current leadership has done was distract to the police officers what the true problem is in the inner cities with the democratic

environment and they blame the police officers going back to remember beergate with professor henry lewis gates when the president came out and aligned the cambridge police department and said they acted stupidly without knowing the facts. we've seen that happen and seen every political leader take that stance because it's now okay. yeah, officers do fear fear going back out and not so much for the people that are out there but because of those that are not going to back our backs. >> exavier, you do want to have a final thought on this? >> i believe police officers should be allowed to do their jobs and those who break the law should go to jail. i think that police officers should be trained. but there also should be some outreach in those communities so that there is -- when i grew up there was officer friend will in

our classroom. let's have more construction. instead of, hey, let's lock them up, let's see how to bring officers and communities together and then we can focus on getting people back to work, getting proper education and building the communities up. i don't care if they're democ t democratic or republican. >> do you agree with donald trump, he said we have to make these cities safe. you can't do anything until people feel safe and i have heard many people in these communities say, look, i'm afraid to go out of my house. i need the police. i need them to keep my block safe so i can get to work in the morning, so my kids can go to school. they need the strong presence and if anybody steps out of line, there will be repercussions. do you recommend that idea? >> i recommend that the police work in the communities they serve so the residents feel comfortable and the police fees comfortable. we want to protect them too.

how does it look there today? >> reporter: what they're worried about is what's happening now. i come to my right, your left. you see what's burned out here. you notice the wind is starting to pick up in the trees. out on the hillside is where one of the areas continues to burn here. it's rapidly expanding. you can see the smoke blowing from several different directions. you can see units going in all different directions. it's burning all over here, burned through yesterday. we're going to come around here. there's at least two plumes of smoke. right here and one on the hillside to the left up there. they have fire dropped helicopters as well as planes. more than 30,000 acres have burned here. 30,000 homes have been affected. 80,000 people here.

misunderstanding of how politics works. they may have worked on the hill for a year. you need to care. not only should we care about not giving the majority over to hillary clinton, if you want to remain we need a healthy and strong and vibrant top of the ticket. there's no other way to run, so any republican who doesn't understand that is frankly helping to hand the keys not only to hillary clinton in the white house but hand the democrats the majority in the senate and that's an unbelievably dangerous thing. it's one thing for her to nom nant appointees but not to have mitch mcconnell and the like stop them, they're playing with fire. this is not a good strategy at all. >> very interesting. i want to share a story that came out of "the boston globe" with regard to hillary clinton. it endorses hillary clinton but it calls on the clinton foundation to cease all accepting of donations.

in today's op-ed, they write many of the donations come from overseas with troubling human rights records. they go on to suggestion they should be shuttered all together if she wins calling it a distraction and liability. what do you think about that? >> again, i think there's no question. the clinton foundation has raised some serious question about the relationship between the donors who gave to the clinton foundation and the treatment give given to the state department. we've seen one instance of an individual with absolutely no credentials being appointed to an intelligence task force by the government. the bigger question that hillary clinton has still to address, what would happen to the foundation under a clinton white house? those are real serious questions. it's not only the past but they've avoided any conversation about how they'll handle them in

all right. let me give you a sense of what you're seeing in this room. this is actually very interesting. this is the trump conference room in trump tower. you can see the trump/pence sign on that monitor right there. this is right in trump tower, several floors above fifth avenue. he's holding a roundtable on terrorism, on law enforcement, and he's surrounded by really his top advisers on these issues. you see peter king, the

congressman from new york who's been very involved in security. rudy giuliani is also in that room. at one end i believe on the right-hand side is kellyanne conway and paul manafort. it's hard to see from this angle. there's rudy giuliani. he's been speaking quite a bit with regard to issues of terrorism. obviously he has a tremendous amount of experience given the fact he was a mayor of 9/11. he also answers the other part of the equation in terms of policing in forks. he cracked down crime in new york city and helped foster new zones, the 42nd street area that started with the disaster and during the giuliani mayoral term a lot of it turned around. it's about creating a safe place and economic grouchlgt just an interesting thought.

you don't often see the inner working of the trump campaign. we see a lot of rallies during the trump campaign. this is trump at work. that's basically the boardroom of trump tower and he's surrounded by individuals who are talking about strategy when it comes to planning for intercity security and terrorism. i also want to bring in now the c congressman. your thoughts as you look at this room and the people in it, what does it tell you? >> martha, thanks for having me on today. the names that you just read off there are some serious thinkers about how to turn the tide that the president's refused to do in taking on the threat of the islamic terrorism. rudy giuliani and peter king

have a vested interest since 9/11. they're serious thinkers. i think it's just fantastic that they're there lending their wisdom to our nominee mr. trump. >> also i think mike flynn is in that room and perhaps governor christie who we don't see in that shot as we're looking at right now and he may be in there as well. those are the two gentlemen that are going to be accompanying trump. i believe he's going to get three briefings on intelligence which is customary when someone secures the nomination of that party, they're brought into the loop to some extent. how classified is this briefing going to be, do you expect? >> martha, i believe he'll have nearly full access to the panoply of national security information and they'll cover the globe. they'll talk about issues of asia and after ka and the middle east and threats here at home as well. they'll talk about this at a

very high level. he'll get detail that i'm confident he's not had access to before. he'll learn things he didn't know. i remember when i first went on the intelligence committee i learned a lot of things i didn't know. it's very important for our nominee as he moves through the course of the process over the next ten weeks that he understands the scope of the threats around the world and i'm glad these are taking place. >> we're going to stay here in this shot on the left-hand side of the screen. i want to talk about the clinton e-mail issue because, you know, there was so much discussion about the fbi investigation, the questioning of hillary clinton, and exactly what was said in that room because we know director comey when he spoke about it said he did not believe she had lied to them at all, and that was part of, you know, his reasoning in terms of believing that he had the full story from her as she knew it. so now the redacted version of

that fbi interview has been released to congress. you've seen it. what are your thoughts on it? >> yes, ma'am. we received last night a number of documents a 30-page document from the fbi, a document of the interviews, not only mrs. clinton but others as well as mr. bag lee any who set up her private serve. we're under deep restripgss about what we can share and the contents of those materials but we'll be looking to see if we agree with mr. comey. i'll tell you i spent 11 hours with mrs. clinton about the benghazi committee. she said her lawyers reviewed every document. of course, we know she did not do. we'll be sharing with the american people just about everything we can.

speech, she did not respond to reporters' questionsing that but then her campaign manager responded to the trump shakeup in which he talked about the breitbart executive and stephen bannon's promotion to the trump campaign. here's what he said. >> donald trump has decided to double down on his most small nasty and divisive instincts by turning his campaign over to somebody who's best known for running a so-called news site that peddles divisive at times racism, anti-muslim, anti-semitic conspiracy theories. >> clinton instead focused on trump's refusal to release his tax returns again and trump's proposal to give, what she said, give tax breaks to him and his family, which would give him a break of billions of dollars,

veteran in ohio. that's the argument she made here at this gymnasium moments ago. >> thank you. back to the floodwaters in louisiana, we're told they're receding in some areas and getting a closer look at the disaster left behind. at least 11 people died in this flooding and 40,000 homes were damaged in what some call the worst natural disaster since hurricane sandy. now volunteers from across the country are hitting the ground there to help victims recover. look at this. i mean this is incredible. here we go again for the people of louisiana, the beginning of recovery in all of kaycy stieg casey stegall joining us. >> it's pretty sobering. when the water came through it busted out this person's window.

follow me this way. the waters got so high on the house next door you can see all the debris here on the very top of the chain link fence. in fact, a lot of the belonging from inside the home have now been pulled out and just thrown here in the yard. people trying to salvage what they can. just not terribly far from here the same story. we met up with katherine roberson cocoa and her husband who is spending his 90th birthday in floodwaters and watching them rush into his home where they have lived for decades. they have no flood insurance like so many in this area, but they say that it's their faith that is getting them through. >> we have some good neighbors. they've all been pitching in and working with everybody. i'm grateful for that. if people can come through for us, everything will be already. but i trust god more than anything. >> the governor of this state

what do you make of all this? >> well, he's in trouble and that is why the shakeup is happening even though the campaign surrogates are out there saying it's not a shakeup, it's an skpachlkts everyone can see through this. i actually respect them for bringing someone on like kellyanne conway who's very measured, very focused on issues, she's a woman. it's about time they had someone in their senior leadership who was a woman. but it's also a little bit too late, i think, when you look at how much crisis they're in and just the little time they have to make up for it, but even in this crisis moment and with the polls being so in your face, they're unable to just be authentic and say, look, we've heard, we're listening, and so we're making these changes. they're getting it all mixed in with really bad messaging, and then also when you bring him on as ceo to say that he's going to only step up the trump being

this is an interesting story. brazilian judge issued an order for two american swimmers to remain in rio. one of those swimmers is gold medalist, ryan lock tehte, but order is already too late. we have more on that, hi, trace. >> reporter: hey, martha. the reason the judge wanted them to surrenderer and stay in rio is because police have no

questions saying there is no evidence the u.s. swimmers were robbed. part of the confusion is lochte and his teammates never reported the crime and olympic officials denied it happened and then they said it did. ryan lochte told the "today" show that he and his teammates were robbed in a taxi cab on the way home from a party, and the robbers took his cash and wallet but left his cell phone and olympic credentials. surveillance video obtained by the daily mail.com shows the swimmers returning to athletes village at 6:56 sunday morning wearing their watches. there were some reports lochte said his watch was taken but in his statement he said no, it was just his wallet and his cash. rio police say the swimmers were unable to provide details like the color of the taxi, where they were robbed, what time it happened. lochte says they different remember because they were
