elections has meant much for their communities. >> you live in your poverty, your schools are no good, you have no jobs, 58% of your youth is unemployed, what the hell do you have to lose? >> about an hour from right now, trump is going to work on beefing up his support with another constituency that he hasn't focused a ton on to date, hispanic voters. there is a new joint adventure. today's meeting at trump tower will include hispanic leaders from 12 states that represent hundreds of thousands of evangelicals. they will discuss strategies to his proposal to turn around an anemic economy, revive a

shrinking middle class. now that paul manafort is out of the picture. hashtag, where's hillary? sleeping. trump spent a lot of time talking about how he does not think secretary clinton has the mental or physical stamina to be president. that is the latest way he is trying to make that argument. >> we've seen his attack lines and seen donald trump doing something he didn't do a lot in the primaries, using the teleprompter, using notes. can you look at the podium, is a prompter t eer set up for today rally? >> they are getting things set up here. if he does continue with a teleprompter, it will be the latest in a string of very closely scripted speeches that basically make sure the candidate stays on message,

which he has done effectively the last few days. >> sounds good. thanks. see you soon. >> let's dig deeper. thank you for joining us. i want you to give us a sense of what transpired behind the scenes. we know the news headlines of the new leadership changes. what can you tell us is going on behind the scenes? >> behind the scenes it's quite simple. paul manafort facing intense scrutiny for his previous political consulting gigs with russia, with the ukraine, decided to hand in his resignation earlier this week. essentially it was at the same time when two new staffers joining the campaign, getting promoted.

he said he offered his resignation, paul manafort, and the campaign continued onward. >> can you tell us anything about kellyanne conway and steve? >> i asked what can we expect in terms of changes? she told me she feels herself and steve bannon complement each other. he is a bulldog type of political operative within the republican party. you have kellyanne conway is who very analytical and numbers driven. she relies on polls to craft messages. the sources of the trump world say that will couple well with the trump world culture which is

a detailed-oriented. donald trump lagging in the polls but clearly on message, putting the democrats, president obama in particular, on defense for his response to the tragic louisiana flooding. >> when did you first learn he was going to louisiana and did that surprise you? do you think that had something to do with the new influences inside the campaign? >> i do think so. we learned just when he was speaking at a very well-received speech earlier this week when he spoke on the teleprompter, when he said he "has regret for some of the comments he has made." that was a very different tone than the donald trump that i've seen and covered for the past year. i spoke to people in the room and his supporters, and they really -- that message resonated with them, just as he was concluding that speech, news

broke he would be going to louisiana. he was very careful not to make this trip really a lot about him. he didn't take many reporters, it was the emphasis with him and governor pence was on louisiana and the flooding. of course president obama on the golf course. he will be there tuesday. you had rudy giuliani, chris christie coming out with statements criticizing the louisiana governor for politicalizing this event. i think it does finally get trump on offense and put president obama on defense. that's a win for this trump campaign in the first few days of this new shake-up and new leadership. >> you brought up his speech, obviously it was on the teleprompter this week where he did utter the word regret. i want to get your personal reaction. you've been covering this campaign from the beginning. what was your first reaction when you heard him utter those words? >> it was news. that was my reaction.

i've asked him this, a lot of reporters asked him about his controversial comments over the past year. he said repeatedly he does not have regret. i think what was interesting about this is that it clearly shows that this is a candidate who wants to win. this is a candidate who wants to make this a referendum on hillary clinton. all the senior staffers from paul manafort to the new staffers that i speak with have all said if they can make this an election about hillary clinton's record, they feel they are in a position to win. they have not been able to do that in recent weeks. they have to be able to do that in order for the republicans to win. >> i wish we had the whole hour. good luck on the trail. >> thank you. of course, with polls tilting in her favor, hillary clinton is spending the day in friendly territory, the island of nantucket off the massachusetts coast. tomorrow she attends a fund-raiser hosted by cher. there is no break from her

e-mail troubles. our own brian yennis is following that story. >> late yesterday a federal judge in washington, d.c. ordering that hillary clinton must answer written questions under oath about her private e-mail server. it is a win for the conservative watch dog organization. judicial watch has until october 14 to submit its questions to clinton. she will have 30 days to respond. the organization tells fox news they will submit their questions in the coming days, meaning clinton will have to answer questions about her e-mail before election day on november 8th. in a statement, judicial watch says, "we would have preferred live testimony in a deposition, but we have questions composed and that will create a sworn record. we believe it is a victory for law and order to get hillary clinton under oath answering questions about the server

set-up and why she did it." in response, the clinton campaign saying, "judicial watch is a right wing organization that has been attacking the clintons since the 1990s. this is just another lawsuit intended to try to hurt hillary clinton's campaign. so we are glad that the judge has accepted our offer to answer these questions in writing rather than grant judicial watch's request." leaked notes handed over to congress submits in clinton's fbi interview reveal she told investigators secretary of state colin powell advised her to use a private e-mail while at a dinner party at madeleine albright's home. a spokesman for powell says general powell has no recollection of the dinner conversation. he did write former secretary clinton an e-mail memo describing his use of his personal aol e-mail account for unclassified messages and how it vastly improved communications

within the state department. at the time there was no equivalent system within the department. clinton can request a delay, and if granted, she could push off having to answer these written questions until after election day. we shall see. >> a story that just won't quit. does this judicial watch ruling represent a chance for an october surprise? as we understand it right now, hillary clinton is up in nantucket after a tough day in martha's vineyard. live pictures right now as she gets off, that looks like gulf stream. not a bad way to travel to martha's vineyard. i can't imagine she is all that worried about the judicial watch rule? >> no it saves her the embarrassment of having to break from the campaign trail, answer questions in person. that creates a news story that is distracting for her. the fact this is held to a

written type of testimony sort of thing, she's been through the wringer on this already saves her embarrassment. >> written annalses judicial watch versus sitting down with the fbi, little different state there you can imagine they get the questions. they have as long as they want to vet these things. clintons have enough lawyers to take care of that. what's the point of this? >> just keeping it in the news is the whole point at this point. just to continue to press clinton for further answers. part of judicial watch's schtick has been the aides didn't answer the questions the way we want them answered. clinton has to have another aide testify now, the person who supposedly told subordinates don't question about this e-mail service. it's furthering the narrative. that's all you can get out of

it. >> these big-money fund raisers. so much is the used canned stump speech. the donors who have given hundreds of thousands of dollars get to ask the candidate questions normally off the record, no press in there. one of the questions would you imagine being asked is you're way ahead in the polls, but donald trump had this campaign management reset, are you worried? is clinton world worried? >> it's going to be worried if we continue to see the donald trump we saw wednesday night, more restrained, more on message, hitting key points. can he do that longer than 24 hours? >> now we are at approximately 48 hours of a disciplined donald trump. last night when he was talking, he said about african-americans, what the hell do you have to lose voting for me? seems like that's something the clinton campaign is going to start capitalizing on.

>> could be. clinton already has this massive consistency in her coalition. that was assembled in 2010 with barack obama. we have the trump side trying to turn out blue collar whites. he has to assemble them in numbers we've never seen before. >> as you look where the race stands right now, is there a possibility of a "reset" that we know of? or is it an unknown unknown we have to think about. >> a known unknown. that's been the story of this campaign. every single day it's something new. it has been one of the most fascinating campaigns to cover for myriad of reasons. one has been there is no such thing as an october surprise. it's an everyday surprise. less than 90 days to go till november. we are going to have to continue to check our phone at 3:00 a.m. in the morning. >> mike pence will tell you, this is the preseason. we haven't gotten to labor day when the gun goes off.

does that make sense? do you think that passes the smell test right now? >> it does because a lot of voters don't start to pay attention until september, until october. of course we talk about them every day. it's constant exposure. even in this 24 hour news cycle era we are in with twitter and information constantly out there, people tune in closer to election day. >> there's people like you and i who have lives, kids, soccer games and other things to enjoy. appreciate your time. all the best. still talking about politics. many of clinton's fiercest critics are on capitol hill. tomorrow you'll hear from one of her congressional supporters. shannon breen in for chris wallace has an interview with maryland senator ben cardin. she'll talk with rudy giuliani who is often on the plane with donald trump following what has been a busy and perhaps bumpy week inside the trump campaign.

that's on "fox news sunday." now to elizabeth. >> thank you. to a growing scandal for the white house now. ransom or leverage? you've probably seen these headlines. members of congress are seeking more answers after the obama administration admitting this week a negotiated $400 million cash transfer to iran was conditioned for the simultaneous release of four american prisoners. kristin fisher has been following this story. >> reporter: obama administration is not backing down. they are refusing to call it ransom. the argument they use is that this was money owed to the iranians no matter what. why not use it as leverage to make sure those four americans got home? >> we took advantage of the timing because we didn't want to have to pay more interest. we took advantage of the timing to converge these all within a 24-hour period. i make no apologies for the fact that at the endgame, the very

final hours, we use the leverage of having that money. >> that argument does not sit well with republicans on political. they argue you can call it leverage, but ransom is ransom. here is chairman of the house foreign affairs committee. >> it was ransom. we now know it was ransom. on top of that, they put more american lives at risk, and we now know they transferred that $400 millionf the iranian revolutionary guard corps which is a terrorist organization. >> earlier this month, in fact just over two weeks ago, president obama flatly denied any connection between the payment and the prisoners. >> this wasn't some nefarious deal. we did not pay ransom. we won't in the future. >> house speaker paul ryan says the president owes the american people a full accounting of his actions and dangerous precedent he set. senator john mccain says the administration made a mockery of

the united states' long-held policy against paying ransoms and put americans in danger in the process. this is nowhere near over yet. republicans on capitol hill are planning to hold hearings about this leverage or ransom payment, whatever you want to call it. some time after congress returns from summer recess. >> another scandal. visitors to miami beach are not safe from zika. five people, including three tourists, have been infected there. these cases are not connected to the previously-declared active zika zone across the bay in mainland miami. this second zone stretches 20 blocks in one of the most popular tourist destinations south beach, adding economic concerns to the already serious health concerns. >> with the county to make sure

the mosquitos on miami beach are removed and specifically in that one area. i said it last night and i'll say it again. between our efforts and the county's spraying efforts, the last thing i want to be on miami beach right now is a mosquito. we'll do everything in our power to make this city safe for our residents and tourists. >> now video of miami beach, the cdc is advising pregnant women to avoid the area. 36 people have now been infected locally in florida. in hindsight, ryan lochte says he's learned a "valuable lesson." after trashing a gas station bathroom in rio and misleading the police on what happened that night. the fallout which is personal and financial. fed up corporate sponsors and sanctions could permanently

sideline lochte's sport career. lochte has reportedly hired a crisis management pr firm to repair his image. we'll have more on this later in our program as the rio games just begin to wind down. how things ended after a horrifying collision between a tractor trailer and a minivan. the massive wildfire destroys 96 homes in southern california this week. could there finally be some relief from mother nature? those down in louisiana need relief as they wade through massive flooding. the one thing they don't want is any more rain. janice dean standing by with the answer to both in the fox extreme weather center. rivers are starting to recede. we still have flood advisories and major flooding in many cities around louisiana. we'll talk about the forecast. ...clear for take off.

their homes turned to ash and rubble. one man was so fortunate that the fire skipped over his house. >> these people you care about, you live close to, everything you work hard for, it's just, it could have been gone in an instant and it was for so many people. so i'm just feeling very blessed. >> officials in one of the hardest hit cities say they expect more big gains against the fire this weekend. if that happens, even more of the evacuees will be able to return home. >> now to another weather story. the people of louisiana continue to suffer from severe weather, more than 2 1/2 feet of rainfall over the past week has caused record flooding that has killed 13 people so far. nearly 40,000 homes have been damaged. many residents say they lost everything they own. as of thursday, 4,000 people are living in shelters.

for more on this, we'll check in with meteorologist janice dean. what a devastating story for these folks. >> really. historic for this area. the worst flooding we have seen since superstorm sandy. these folks are hurting. unfortunately, we have the potential for more rainfall in the forecast. not the 30 plus inches we saw this time last week but any more rain is going to cause a terrible situation for all of those folks who are without homes. it looks like we could see half inch to an inch of rain in baton rouge and new orleans tuesday. central texas is saturated with a lot of water over the last couple of months. new orleans, louisiana, a chance of rain in your forecast for the next five days. watching this area so closely. hearts and prayers to the first responders and all those suffering. this is a time when neighbors help neighbors.

the other big story is the wildfires. too much of a good thing across the gulf coast and not much rainfall for the west where they need it. firefighters are exhausted here. we could see the potential for a little bit of moisture getting to the four corners. for california and the northwest and northern rockies, not getting the rainfall in and it's also very warm here. 10 to 15 degrees above average where we have heat advisories if effect. good news is we have a cold front moving in later on this weekend and temperatures brought down to more seasonal averages. for now we are watching both stories. back to you. >> let's hope for a cold front and cease in that rain. thank you. >> okay. of course. still ahead, liz needs more twitter follows. space aliens, ufos, zero
