interesting day in politics. thanks for joining us. >> it's about to get more interesting. america's headquarters returns right now. >> any minute we expect donald trump to cross the border for a high-profile meeting with the president of mexico. hello, everybody. i eek martha maccallum. this considering a bold move. this is going to happen at 9:00 p.m. this evening. mr. trump accepted the invitation that was delivered to both the candidates, hillary clinton and donald trump, but donald trump when he found out a couple of days ago said, yes, actually i will take you up on that invitation to meet you in mexico. the president of mexico enrique
11:01 am
peno just spoke. carl, good afternoon to you. interesting day covering the trump campaign, no doubt. >> reporter: it surely is. i got a phone call last night just before 7:00, getting ready do glenda van susteren's take. he made the decision pretty much on saturday and sunday and decided to go public with it. it sets the stage for tonight's speech as you said, but it also gives donald trump an opportunity to beat the secretary of state at diplomacy bied mying and have that meeting with a world leader before she does. the clinton campaign has already put out some dismissive
11:02 am
statements and noted she has met with him before and will meet with him again and will meet with several world leaders. but it puts trump's speech in the many say he's not welcome in mexico and they criticize the current president for even offering the invitation. but having said that, there are three issues the candidate has to fix in his big speech policy, one, what to do with the undocumented immigrants now. he says there will be no path unless they go home and come back. really bad criminals will be removed first and then average criminals second and then l law-abiding immigrants who crossed the border illegally. that's the first question. then he said about the wall it would be a great big wall, not a
11:03 am
fence or piecemeal jobs but he said there are things in the way, so technology would be required. he has to explain that. lastly, the muslim ban. he said there would be a ban ominous limbs from around the world. now he says we'll do extreme, extreme vetting but not sure what countries and under what circumstances. all of this has to be figured out. by going to mexico he has made his first foreign trip as a nominee for the republican party and it's a big one. it is clear it will be a major part of the debate in the remaining now less than 70 days, martha. >> fascinating. carl, thank you very much. moments ago hillary clinton was speaking in ohio and she took an
11:04 am
opportunity to slam donald trump's visit to mexico. here's that. >> you don't build a coalition by insulting our friends or acting like a loose cannon. you do it by putting in the slow hard work of building relationships, and it certainly takes more than trying to make up for a year of insults and insinuations by dropping in on our neighbors for a few hours and then flying home again. that is not how it works. >> so there's that from ohio this afternoon. chris wallace joins me now, the anchor of fox news on sunday afternoon. good to have you with us. >> good to see you. >> how do you think all of this plays politically? >> i think that donald trump and more importantly thanmy, a lot of top republican strat jits is taking a big risk today with this visit because he doesn't control it. look. he wants to give a speech about
11:05 am
immigration in arizona. he can say whatever he wants. he's got complete control of that. he's going to go down to meet with the president of mexico who has his own popularity problems and could do nothing bitter than stand up to donald trump who's talking about we're not only going to build a wall but make the mexicans pay for it. and tr the president of mexico to stand up to it and say, no, we're not going to pay for it, it would seem like an easy political play. i don't know if that plays to donald trump's advantage if that comes out. it's a big risk in terms of how it colors or even overshadows his big speech on immigration. >> let's play on the interview earlier from mike pence when i asked him whether or not this is
11:06 am
gamble. here's what he said, chris. >> this is a great opportunity for a current world leader and future world leader to begin to sit down and begin to establish a kind of relationship that will enable us to have the kind of dialogue about all the issues we're dealing with. >> obviously they're spinning it in a positive way. i find it interesting we don't noah kind of visuals we're getting out of this situation. as you say, it's an unkrocontrod document. john roberts tweeting it was interesting they were not bringing reports on this trip but they brought them to scotland. >> that's right. an opening of a golf course there, they were happy to have reporters come along. but here he is his first meeting with a foreign leader as a presidential candidate, certainly a nominee, on the certain issue of his campaign and there's no traveling press
11:07 am
pool. they had just set up a press pool. but they're not going to be here for one of this importance. you know, you talk about the fact -- and mike pence in his interview with you, it's an important opportunity. i'll tell you ronald reagan didn't go anywhere where basically the whole meeting had. been set up and decided beforehand. that's what you do when you're on a side trip. one of those was the issue in 191 1996 with gorbachev. >> it's the brainchild of steve bannon who said, let's go to baton rouge tomorrow and did that and it worked out very well for him.
11:08 am
he's in a tough position in the polls as is well documented so perhaps these kind of hail mary passes are what they hope sit up and take note. maybe it's time for that. >> maybe. as i say, a lot of us who say trump hasn't been following the book has been wrong. ly say a trip to visit louisiana after the floods is a lot safer than visiting the president of mexico who has kind of a vested interest in pushing back and maybe even showing you up. i just -- i will tell you, a lot of republican strategists are shaking their head at this one. >> could be. i want to put up new unfavorable polls which are pretty darn ugly. i guess the good news for them in this is hillary clinton's unfavorables have gone up. they see this as a silver lining. what say you? >> obviously it is a favorable
11:09 am
lining. as the ad says, she's got those the old-fashioned way. after james comey said there would be no indictment, the e-mail scandal was behind her politically, boy, it sure wasn't. since he announced on july 5th there would bo no indictment, revelations of 15,000 new e-mails that have been discovered, the cozy e-mail system and the state department, as i say, it's not a prize the unfavorables are up because she's had nothing but bad news the last few weeks. >> and she han't put anything out there that's turned things positive. chris, thank you so much. good to see you as always. >> thanks, martha. >> you can catch more.
11:10 am
they'll return on fox with an interview with her. we'll look forward to that. meanwhile newly released documents reveal that clinton continues to send classified material after she left office. this as the fbi prepares to release a report on their investigation. remember when they sat down with her on that saturday afternoon over the fourth of july weekend. they talked with herron and they're going to release, we understand, off a lot of that, the notes from that discussion. we're joining with the very latest on this. what are we learned on this now? >> martha, let's start with the e-mail in 2013. it was sent by hillary clinton after she left the state department and she's writing to her former government colleagues about a foreign policy deal. what you see when you look at this e-mail is sections are
11:11 am
heavily redacted. those are the big white heavy sanctions and they use that b-1 classic code. the rnc who obtained the e-mail alleged that that's classified information and clinton sent it four months after leaving the job. the state department says the information was upgraded to satisfied after the fact and was not indicated at the time. i was hoping to draw your attention to the line there at the bottom. actually what that is right there is a link to a "new york times" story and that's important because it's a pattern we see over and over with these e-mails. they'll take a news report and there may be one classified with it and discuss openly the unsecured server. the bottom line is they'reopoly gated to always protect the information. so just because something is in a "new york times" story or fox stoirks it does not give them a lie says to discuss it in this way, we saw it in particular
11:12 am
with these citations for human spying which are the special access programs, martha. >> is it because it would give legitimacy to it once it's out there? is that why? >> when you look at the e-mails and see the discussions. you have a sense watching the exchanges that they're dealing with it like gossip, but if you're a security clearance holder, you have an obligation not to confirm or deny the elements of the classification. so even if it's in "the new york times," it does not give you the license to discuss. that is the pattern we see older and older again. that is the kind of paper that issing paem to jail in the past. >> thank you. three powerful storms are on track including a major hurricane that is now turning
11:13 am
toward the big island of hawaii with another one right behind us. chief meteorologist is standing by for that. plus a high-profile meeting today between the president of mexico and donald trump. what will it accomplish? we'll be right back. >> we're going to talk about, i'm sewer, the complication of the wall, barrier, what wi want to see regarding illegal immigration of the country.
11:15 am
11:16 am
11:17 am
he will meet with the mexican president. this is his first meeting with a foreign leader and he basically goes into the lion's den in a situation that has been tricky for him, but he is hoping to improve it by making this trip, and it comes ahead of what his campaign is billing as a major speech tonight on immigration. this has been postponed. it was supposed to happen a week or ten days ago. it will happen tonight in arizona. he'll lay out what the immigration plan is. he's been criticized for the way it's evolved. we'll talk about it with jess dewitt. also joining us democratic congressman den nace cuellar, president of president nieto. thank you, gentlemen. you're great guests to have with us on this day for this campaign. let me start with you. what do you expect since you know the president, how do you
11:18 am
think this meeting is going to go? >> actually i think the president nieto if i can say this is bringing trump into a situation that's going to be a no-win for trump. let me explain. pictures and words. even though trump calls himself a brilliant negotiator, there's no way he's going to get nieto to pay for the wall. pictures is when he talks about calling the mexican immigrants rapists and murderers, he sounds like jeb bush, marco rubio and all those he's criticize. even though he says he's just
11:19 am
changing policy, there's a flip-flop. >> in today's world when you say something on video, it doesn't ever go away, so these are the images and words representative cuellar refers to. let's watch. >> when mexico sends its people, they're not sending their best. they're sending people that have lots of problems and they're bringing those problems with. they're bringing drugs, they're bringing crime, they're rapists, and some, i assume, are good people. i'm going to stop heroine from coming into this country and there are going to be big repercussions and i'm going to get the government of mexico to stop it. >> is he potentially walking into a dangerous situation here, jess dewitt? what do you think? >> again, trump's position has not change. he is a world-class and one of
11:20 am
the best. after doing this, i wouldn't be surprised if he came back with a check from mexico to pay for the wall. >> seriously? you really think that's going to happen today? come on, jeff. >> there's no question we believe in a strong border policy. as the sound bite says we have to stop the flow of crime coming over the border. i'm from arizona. i know firsthand about the drugs and crime coming across the border, no question about it, but the cost to our citizens for the illegal immigrants here. it's not fair to put that cost and burden on them. when you look at hillary clinton's policies, it will cost the american taxpayers $400 billion extra for all the immigrants that come into this country. >> right. i think everyone understands that the form of paying for the wall is likely to come in the
11:21 am
form of trade or deals that surround our relationship with mexico that create a surplus that donald trump will argue essentially paid for the wall. but in terms of this, the optics of this today, i think we may not get what either one of you are putting forward. a check nor an awkward situation. if we get that, obviously it will blow up in his face, this situation. however, if we get sort of a diplomatic meeting that comes and really nothing more, all i have to say is we have established a relationship, i enjoyed talking with him. i believe we can work together. that's all i need to walk away from this, representative cuellar. >> again, if you and jeff were betting folks, i would bet jeff is not going to come back with a check. i can tell you we can bet dipper on that. it's not going happen. listen, i've been to the border. in 2001 we had about 1.2 million

a fox extreme weather alert. a hurricane warning is now in effect. in fact, they're all over the place. twin storms bearing down in hawaii. you've got hurricane madeleine expecting to pass dangerously over the island tonight. oh, my gosh. look at that one. that's a big one. good afternoon, rick, you're a busy guy today. >> we have a busy story going
11:26 am
on. here's madeleine. this first one, i think, will have bigger impacts to the island of hawaii tonight and into tomorrow. a lot of wind, a lot of rain. the second one, i think, is going to skirt to the north of it and be a delight to a lot of suffer, especially along the north shore. we're going to watch that one certainly. then let's look at the impact across the 48. we have gaston. that's not an issue. tropical storm eight. that's not a big one. this came across after krica ane itself way across the gulf.
11:27 am
this is a tropical storm named hermine. that's where wi think this is going to make land fall tomorrow night. likely is a strong tropical storm. can't rule out it could be a minor hurricane as well. fortunately not a lot of population in that spot but we're going to get a lot of rain and wind across florida. one last think i want to point out. when you get out there, models really emerging here or diverging i should say. so big areas of the northeast, we're going to watch this very, very closely in the early part of next week. the carolinas, not great. the last weekend of the summer across the seaboard, it's going to be tough. >> keep that thing moving on out to the ocean. we'll keep blowing on it and hoping it goes that way. rick, thank you very much. pretty good day for senator john mccain and senator marco
11:28 am
rubio, both winning their republican primaries in the year that was supposed to be the year of the outsiders? does this mean the establishment is very much alive? we'll debate that. and how are they getting ready? what are they really doing? why the trump campaign says there's such a thing as too much practice. so they're not doing that. >> why not just show up and have a debate on issues. why all this caveman stuff and psychological warfare?
11:29 am
11:31 am
it's a very specific moment, the launch window. we have to be very precise. if we're not ready when the planets are perfectly aligned, that's it. we need really tight temperature controls. engineering, aerodynamics- a split second too long could mean scrapping it all and starting over. propulsion, structural analysis- maple bourbon caramel. that's what we're working on right now. from design through production, siemens technology helps manufacturers meet critical deadlines.
11:32 am
i think this'll be our biggest flavor yet. when you only have one shot, you need a whole lot of ingenuity. so what's going on across the border. we know donald trump is meeting with president nieto. that's all we know. a lot of intrigue. that's all we know. so we'll get more. the presidential race in wisconsin. we love looking at the states in particular here because according to the new monmouth university poll that came out today, clinton is up by five points in wisconsin, 43% to 38%. the poll says it looks very similar to the 2012 race as of
11:33 am
right now. president obama won the badger state, 52.8% to 45.9%. are we looking at changed state or are we? in the meantime trump's immigration speech tonight may not only have serious things but it could affect the arizona race. so last night senator john mccain won his republican primary. now he will face off against democratic challenger congresswoman ann kirkpatrick. chief correspondent jonathan hunt is live in pennsylvania. it's huff election, right? how does it play right now in arizona? >> reporter: yeah, it going be a tough election for john mccain. the senator himself has called it the race of my life. that is a quote. and donald trump will absolutely be a factor in particular, of course, on the immigration issue
11:34 am
in a state that is 30% hispanic. and when you talk to senator mccain, it is very clear he has not yet decided whether he wants to fully embrace the talk of the republican ticket. when i talk to him, he's certainly trying to keep donald trump at arm's length. listen here. >> would a donald trump endorsement help or hurt you? >> i don't think it has much effect either way because as i say, i've been representing the people of@for many, many years and they judge me on my record. >> and very interestingly we have breaking news here of martha. we have learned in the last few minutes that senator mccain will not attend donald trump's major immigration speech tonight. he will, in fact, be at home in sedona. that probably tells you all you need to know right now about how the senator feels about the talk
11:35 am
of the republican ticket. martha? >> he was among those who skipped the convention in the summer in cleveland as well, so sticking with the theme. thank you very much. marco rubio won the primary election after bowing out of the presidential election earlier this year. here he is. >> i couldn't face losing a position, with a vacancy on the supreme court, with all the issues facing america and i'm so grateful now as i'm back with you here today for the support that so many people have given us. >> fascinating story. marco rubio. and there he is sewing that part of the race up. a political consultant for firehouse strategies now and dan ger steen is the president of
11:36 am
gotham ghost writers. thank you, gentlemen. welcome to you. >> thank you. >> you must be pleased that the person you supported for so long is still in the senate race. >> yeah, of course. i mean it was a really big night for marco rubio. it's a lot more than people thought. for a man who spent $8 million in campaigning and yet had a resounding victory, it's reflective that he's been there. or fighting the important fights, via obama care, the iran ordeal. it sets up a very exciting general election for marco rubio. patrick murphy is somebody who hasn't worked for florida when he's been in the house. he's made up his things on his resume and he's got one of the
11:37 am
most ineffective records. it's very exciting for someone who's a supporter to have this general election. >> so you look across the landscape so far, dan, and it looks like incumbents are doing fairly well at this stage of the campaign. so what does that indicate if anything for the presidential election, do you think? >> one thing is voters judge presidential candidates using different criteria. marco rubio lost to donald trump pretty badly in his home state and comes back in a senate context where people know him, trust him, and they probably want him back in the senate and he wins resoundingly. i think the other thing is the tea party influence and the fear of primaries on the right have already had their impact. john mccain and marco rubio both decided to preserve their
11:38 am
viability to change the position which is the singest hottest issue long before they faced the voters. therefore they insulated themselves from a lot of that inger. >> i want to get you started on one more topic. here's kellyanne conway this morning on the initial debate prep. >> hillary hired a psychologist. i won't touch that. but if it's to help to get under donald trump's skin easily, what's sh so afraid of? why doesn't she just show up and say i'm going to show up. >> so, alex, what do you make of it? well, real quick, marco rubio's question is the same as it's been for years. hi won the primary having that position. to answer that question, look, donald trump is an excellent debater. i know because i helped prep marco rubio and donald trump won moist of those debates.
11:39 am
he did very, very well, in part because he's so unpredictable. if hillary clinton is trying to plan what he's going do, it's so hard to predict how he's going to come up. >> dan, your pick? >> he ice right. to overprep makes you look like an automaton. but i think it's one of the reasons why he's going to lose the election is people don't think he's competent or disciplined. he doesn't have the character or temperament to be president. >> thanks, you guys. good to see you both. >> thanks. >> thanks, martha. >> donald trump is guyering up as we said for a very important meeting and a call to deport illegal immigrants. and this as well. breaking news just moments ago. we'll bring you that right after the break. ♪

peter and. jenna, welcome. i think we may hear some nuance in terms of priorities. i spoke with mike pence and he basically said the first priority are like the people who killed kate steinle and then you work your way back from there. is it leaggal and how will it work? >> i agree. is it league? sure. there are a few areas we need to get rid of immediately. number one, let's get rid of the sanctuaries because they're political. number three, we work in the court system is not rill geel about keeps tabs own those arrested.
