thank you very much. the factor live at 11:00 p.m. eastern tonight with reaction to donald trump's immigration address. until then, we'll all be pounding red bulls in the green room. please remember the spin stops right here because we're looking out for you. breaking tonight. millions awaiting answers sitting minutes away from a major speech by donald trump. focusing on a cornerstone of his campaign. immigration and border security. welcome to "the kelly file." tonight's speech will take place in the border state of arizona and comes just hours after mr. trump made a short and controversial trip to mexico to meet with mexican president enrique pena nieto. they delivered remarks afterwards, addressed key policy differences and agreed that working together to stop illegal activity benefits both of our countries. >> translator: we might disagree

on several issues. but your presence here, mr. donald trump, shows that we do have fundamental common ground. mexican people had felt insulted by certain comments but i was certain that his genuine interest is to a relationship that might lead us to provide both our societies better conditions. >> having a secure border is a sovereign right and mutually beneficial. we recognize and respect the right of either country to build a physical barrier or wall on any of its borders to stop the illegal movement of people, drugs, and weapons. cooperation toward achieving this shared objective, and it will be shared, of safety for all citizens is paramount to both the united states and to

mexico. >> our chief political correspondent campaign carl cameron at the site of the trump speech standing by. hi, carl. >> reporter: hi, shannon. big news out of mexico city, brought a tremendous amount of attention to tonight's speech. and for the most part, the trump campaign pleased with the way things went and a flap at the very end where mr. trump said that they did discuss the wall and didn't discuss who was going to pay for it. later in the day, the mexican president himself said, actually, the very beginning of the meeting he said that mexico was not going to pay for it. democrats are jumping all o that suggesting that trump had the big event blow up for him. it's brought attention to the podium where trump will speak around 9:30 or so. he's returned from mexico. and tonight's a speech he's twice postponed but the campaign has been talking about for more than a month and a half. the big immigration policy speech to knit together all of

his utterances of 16 months of being a candidate and put it into actual policies that voters chew over, debate and make a decision on. that's the deportation of some of the 11 million undocumented immigrants in the country now. that means dealing with visa overstays. that means dealing with the way in which he wants to secure the border. will it be a wall from the pacific coast to the gulf of mexico? probably not. trump said mountains make it impractical in some places to build that wall and technological means to secure the border. all of the things caused consternation both for the critics and supporters because it's appeared that he was wavering a little bit. and he did get one sort of sharp message from the mexican president saying that a lot of mexicans hurt by some of his rhetor rhetoric, having said that in the early stages of the campaign mexico was sending criminals and

rapists and not the best. today donald trump didn't apologize but changed the tone talking about mexicans. watch. >> the united states first, second and third generation mexicans are just beyond reproach. spectacular, speck tar lar, hard working people. i have such great respect for them and their strong values of family, faith and community. >> reporter: the trump campaign says what we saw today was donald trump at his presidential best. conducting diplomacy, meeting with a foreign leader on a stage set up the way world leaders do when it's the white house travel call. a bilateral and trump isn't an official officeholder but it was official and a great opportunity to bring it here with the speech tonight. and launch what we're told will be a much more clear enunciation of the foreign policy and domestic immigration policies. shannon? >> carl, it sounds like a lot of energy there in the room.

people very fired up. do they expect or have you heard from anybody what their expectations are about tonight? do they think they'll hear something new or a continuing of this evolution of softening? what is your sense? >> reporter: well, when you talk to trump supporters the types that come to the rallies here, they're ardent supporters and time and again when most of the media is pounding trump for what they call flip flops or lies with relation to the not discussing who's going to pay for the wall today, they think that it's essentially media bias and that democrats pr propagandizing and in polls closing the gaps of hillary clinton r. they enthusiastic? absolutely. here in arizona, particularly. that is state at the forefront of border security and immigration problems. they look at donald trump as somebody who's finally speaking their lack wage. shannon? >> all right, carlment we'll

check back with you. thank you very much. as we mentioned, there is a lot of talk that donald trump is softening his position of illegal immigrants here in the u.s. a fox poll founds that 48% say it would make them more likely to vote for him. just 15% say they would be less likely to support him. and that's a needle to thread tonight. chris is our fox news digital editor. you wrote about this today talking about the fact that there was some risk involved with what mr. trump did today. the visit of mexico's president, how do you think it went? >> went great. he took a chance. he walked in to the lion's den. he did a good job. and he managed to get out essentially unscathed. obviously, when's got to pay the price for it rately relating to mexico paying for the wallet set ra. but rebranding and remaking of

himself for a labor day reboot in the general election to get the race competitive he did a good, good job. >> all right. i think he could count success in one way. monitori monitoring tweets, bill kristol said this today, hard when your challenger to seem presidential, trump there looks presidential. good day for trump. if you're making points with bill kristol, the trump camp's doing something right. >> probably didn't sway the vote and donald trump took a chance and it paid off and that's what he was looking for. look. we had been expecting that this race holds the same trajectory from now until election day and the only thing that changes is hillary clinton is indicted or the russians hacking or faking something to blow the race up. donald trump took the race into his own hands today. he went to mexico and took a chance and got away with it. and is coming back to the united states now in the position that

supporters say, look, we don't -- i think this is the most important part with donald trump and the core voters. they don't believe him. they believe in him. they don't believe what he says. they believe in him as a person. him as a movement. him as an idea. him as a leader. so, he has a lot more latitude than normal politicians do because his followers, core group of believes, will walk through fire for him. they think he's the right guy. >> quickly, he laid out five things today he thought were important in the relationship of mexico and the ideas on immigration. do you think we'll basically hear more of those maybe fleshed out tonight, anything out of left field or we know what he's going to say? >> the campaign is working hard to manage exec takeses. he has clean-up work to do on the immigration policy. he used to beat the stuffing out of the fellow republicans for holding. basically, he is working his way to mitt romney's self

deportation and strong border security, tough internal enforcement and over time illegal immigrant that is don't want to be part of the system have to leave and go home on his own. he's working toward the position of 2012 and got to do it with flourish business the supporters, this is his reason. there would be no donald trump if it was not for the wall he said he would build. athere would be no donald trump if he had not mocked and laughed at other republican politicians who said anything other than mass deportation. so this is a tough -- this is a tough pivot. >> all right. chris, we'll see you again later. thank you. >> you bet. as carl mentioned, a defining characteristic of the donald trump policy is construction of a wall on the u.s.-mexico border. he's been repeatedly defiant about who's going to pay for it. >> build that wall. we're going to build that wall. don't worry about it. we're going to build that wall.

we're going to build the wall and who's going to pay for that wall? who? oh, they think we're kidding, too, don't they, folks? we are not kidding. we're not kidding. we did discuss the wall. we didn't discuss payment of the wall. that will be for a later date. >> which maybe why almost as soon as the meeting with mexico's president ended media outlets started quoting him saying at the beginning of the conversation with donald trump i made clear that mexico will not pay for the wall. joining me now, david wall, attorney and supporter of donald trump and jose antonio vargas, an immigration and author of "define america." it sounds like a further clarification of the trump camp saying, you know, if the president mentioned it off the top and then he didn't respond, there was technically no

discussion of it. jose, does that fit? can they both be right about what was said or not said? >> well, i mean, i have to say, listening to all the rhetoric in the past few hours after the meeting, i mean, is this a reality tv show? like, is him being presidential going to mexico and actually not offending somebody, isn't that just being human? like, why is that all of a sudden just being presidential? >> jose, his critics said he can't do it, can't stay to message and avoid taking the bait. >> you know -- >> fair to give him credit for that? >> i have to say, well, i just have to say, as someone who's directly impacted by this issue as aen documented immigrant myself, he's about to speak in arizona. home to about 300,000 undocumented immigrants and many of whom with relatives of u.s. citizens, naturalized or u.s. born. this is about family who is are u.s. citizens, hearing all this rhetoric and heard he said in the past year and a half and

called us criminals and illegals as if we're insects off people's back. you can't just take that back. you can't just unsay that. right? >> david, i thought it was interesting that everything mr. trump laid out today with mexico's president was very much addressing both countries saying there are problems we both are suffering. we're both being hurt by the illegal flow of illegal cash, weapons, drugs going both ways on the border an it sounded like he was trying to make a very conciliatory tone. we need to help each other. >> the post-meeting press conference of mr. trump and mr. pena nieto was nothing short of extraordinary. they looked like they were at theu.n. what mr. trump did today is leapfrog over hillary clinton coming to conduct becoming of a president. and you're absolutely right. they touched on issues that they agreed on. the right to stop human trafficking and drug trafficking. the right to amend nafta to

benefit both countries. the most amazing thing is keeping wealth and keeping industry within our hemisphere. not just in america. but within america and mexico to benefit both countries and not allowing it to go overseas to china, for example. this conciliatory tone, this tone of wanting to help mexico be better because a better mexico benefits america is just amazing. it was unbelievable. >> all right. okay. gentlemen, i'll ask you both to stand by. we're going to dip in to rudy giuliani ahead of mr. trump's speech. >> second generation. third generation. the tremendous contribution they have made to the united states and how much he loves them. he also made it clear that illegal immigration hurts both countries. donald trump will secure our borders and hillary clinton will not.

it's as simple as that. donald trump will build a wall. she'll open our borders even more. look at the situation with the syrian refugees. this is really very hard to understand. it's really hard to understand that we have all these refugees from syria, all of that caused by the fact that president obama and hillary clinton have totally ruined the middle east. hillary clinton is running on her experience as secretary of state. based on her experience, the secretary of state, i wouldn't hire her as the dogcatcher in new york city.

not only that, based on how she handled top secret information, she wouldn't pass a fbi background check for a government position! and they want to make her president. can you imagine that? i wouldn't let her near a fbi office or a u.s. attorney's office. anyplace sensitive. i wouldn't put sensitive information many her hands because as the director of the fbi says, she was extremely careless. >> giuliani. he talked about refugees in this country and immigrants and there is an element of danger. there are those who have admitted to use the process to,

you know, hide bad actors among people who are good, innocent people coming here. you must acknowledge that there is something to be said for cleaning up the immigration system and securing the borders. >> well, absolutely there's something to be said that we need an actual modern system to that we know who's here. there is just a report on mother jones, by the way, said apparently there's undocumented models working for donald trump under the trump model management. right? we should know if people here are illegally and we know what the system looks like. i absolutely agree with you. are we hearing mexicans blowing things up in this country? >> it is not even just the fact we're thinking of mexicans are terrorists. >> no. >> you have to think about both leaders today admitted people from other countries through mexico to get into the u.s. they said other countries aside from mexico, people clearly bad actors to blend in and get across the border. >> caught at the border and

also -- donald trump did today was he went out of the way to acknowledge the amazing contributions of mexican-americans. i work with some unbelievably talented lawyers. appearing in great judges of mexican-american descent. look, they benefit, too, if we enforce the border and make sure that the people across the border are good guys and not bad guys. it is that simple and going to vet them and that may be the process of the 11 million undocumented in the country. may be a hyper vetting process. we have to wait and see but it's going to be something fair and humane. >> we'll see as we await details and hopefully he'll outline things in detail tonight. david and jose, thank you both for your expertise and viewpoints. all right. again, this wildly anticipated trump speech on immigration expected any minute now. it's supposed to offer details on the plan to overhaul immigration, a plan trump's team says is unchanged since the

inception. let's go back to july 2015 and here's how he was defining the issue at the start of his race. >> do you think it's a great danger to be here for you? >> they say it is but i have to do it. i love the country. there's nothing more important than what i'm doing. and i'm the one that brought up the problem of illegal immigration. and it's a big problem. it's a huge problem. you know it better than anybody. and you look at the crowds outside. we have big crowds, all screaming in favor of trump. they want the problem fixed. >> it's been an amazing experience. mexico's booming. absolutely booming. and jesus the city manager and pete did an amazing job right here. but a lot of what's happening here is because of the fact that mexico is doing so well. just doing beyond, beyond what anybody ever thought. and i don't know if that's good for the united states but it's good for mexico. i think i'll win the hispanic vote.

i have thousands of mexicans and hispanics. over the years, thousands and thousands of hispanics have worked for me and now work for me and the relationship is very good. >> you keep saying there's a danger and the crime rate along the border is down. what danger are you talking about? >> with the illegals and we are discussing that. we have a tremendous danger on the board we are the illegals coming in. yes, ma'am? >> have you seen evidence here to confirm your fears of mexico sending the criminals across the boarder? >> yes. in fact, as you know the border patrol was the one that invited me. i think most of you have that invitation. the border patrol invited me and then canceled because, frankly, they don't want to get involved. the reason they invited me is because of the tremendous problem and the tremendous crime and all of the things that you're talking about. so they invited me and then at the last moment, i mean, we were virtually in the air and they said, we can't involved. i heard they got the orders from

washington. >> what evidence specifically have you seen? >> we'll be showing you the evidence. >> -- called you a racist. >> there were a lot of people at the airport and waving american flags and they were all in favor of trump and what i'm doing. and i mean, virtually everyone we saw, such a great, warm -- i was actually surprised. but there was such great warmth at the airport with those people there and we're very, very honored. >> there were plenty of -- >> no. they're chanting for me. >> plenty of -- >> i didn't see them. >> many feel that what you said when you said that the people that cross the border, rapists and murderers -- >> no, no, no. illegal immigration. everybody understands it. you know what? that's a typical case. wait. that's a typical case of the press with misinterpretation. they take a half a sentence. they take a half a sentence. by the way, they take a half a

sentence and a quarter of a sentence and put it altogether. so typical thing. >> that press conference got a little wild. all right. while the team insists tonight that little changed since the remarks over a year ago, chief washington correspondent james rosen did some digging and here's a look at what he found. >> good evening. the danger of donald trump in shifting positions on illegal immigration is not simply that he's ridden this issue so hard in this cycle, but that it threatens to undermine the broader reputation as a non-politician who shoots from the hip without fear of political repercussions. >> when mexico sends its people, they're not sending their best. they're bringing drugs, they're bringing crime. they're rapists and some i assume are good people. >> from the day, donald trump launched his once improbable bird in the republican nomination, imlegal immigration is the signature issue. he promised to build a wall along the southern wall. >> they built the great wall of china. 13,000 miles here.

here we need 1,000 with natural barriers. >> reporter: and make mexico pay for it. >> going to have a deportation force. you're going to do it humanely. >> reporter: and not to approach the existing population of illegal immigrants of half measures. >> we have at least 11 million people in this country that came in illegally. they will go out. they will come back, some, will come back. the best. through a process. they have to come back legally. >> reporter: the proposal for the wall has stayed and trump now the gop nominee still promises to deport the criminal elements but he appears to have backed off the pledge to deport all 11 million. >> and there can be a softening because we're not looking to hurt people. we want people. we have some great people in this country. we have some great, great people in this country. >> reporter: as part of that softening, trump's talk of a deportation force yielded to proposals rather similar to those put forward by the candidates he derided as weak.

>> they'll pay back taxes. they have to pay taxes. there's no amnesty as such. there's amnesty. >> right. >> but we work with them. >> reporter: most vocal in the alarm over the shifts is supporters on the right. many of whom waited their adult lives to here a gop nominee speak like trump has on immigration and two prominent players agree there's been no shift. >> people need to leave the country to be able to obtain legal status or citizenship. and that's very consistent with what he said throughout the course of this campaign. >> people have been coming out already on his team and saying, no, we are still going to have a deportation force. we'll see what he says. >> if trump's shifts driven by the low poll numbers of hispanics as the critics charge, he is headed in the right direction. the fox news poll this week finds 77% of registered voters supporting a system for illegal immigrants working here to be

legal residents with 19% favoring deportation of as many illegal aliens as possible. shannon? >> thank you. joining me now trump supporter and former candidate himself, dr. ben carson. doctor, great to see you tonight. >> you, too, shannon. >> you know that donald trump has an uphill battle with this particular issue. he has to convince those that think that he is too much of a hard liner that he cares about people as human beings, compassionate but keep the other end of folks who liked him so much in the primaries because he was hard on immigration. how does he do that? >> well, i think people recognize that he's different than the politicians of the past. you know, both democrats and republicans have promised that they were going to secure the borders. has it been secured? of course not. he will secure it. there's no question about it. and also, he will make sure that the laws are enforced.

there are multiple immigration laws on the books that have not been enforced. we don't even know what the country locks like when you enforce the rules because we haven't done it. always trying to curry favor and votes. so, that will be a very different situation and it will result in a different population. also, he wants to get rid of the sanctuary cities and get rid of the criminal element. when you do all of those kinds of things the people who are left can be looked at again. you can be thinking about guest workers. there are a number of opportunities to look at this in a fair and compassionate way. >> doctor, you talk about changing policy on sanctuary cities and continue to get millions and millions of dollars in funding from the federal government and refusing to comply as you know with federal law. that would take cooperation of congress. do you think a president trump is prepared to get down to the nitty-gritty and work the issues out with congress so that the immigration system can be streamlined, can be made better for everybody involved?

>> absolutely. and i don't think that he would hesitate to call out members of congress who refuse to cooper e cooperate, who refuse to put the interest of the american people on the front burner. and that's going to cause a lot of people to rethink their position. >> all right. and by the way, we want to note that the number two on the ticket, indiana governor mike pence, who's the gop's vp pick at this point is now taking the stage. and we assume we're just minutes away from donald trump. until then, dr. carson, we'd like to ask you a few more questions. i have a statement of the clinton campaign today talking about, obviously, p 0o-pooing the idea of mr. trump going to mexico and this speech tonight. and saying in part that trump is committed to splitting up families and deporting millions of people. how does he deal with that accusation when part of his policy is going to involve some of those things?

unless he's making massive change tonight. >> right. he continues to talk about the real issues and the real solutions. of course, the clinton people are going to disparage anything he says or does. i would completely ignore that. that's foolishness. and i think a lot of the american people are starting to recognize that. what they want to hear is a compariso comparison, direct comparison of donald trump policies and hillary clinton's policies. one will secure the borders, put americans first and try to be fair and equitable and the other one will just open the borders to whoever wants to come in and an attempt to curry favor and votes. and i think it's pretty obvious. and i think the american people are actually a lot smarter than anybody gives them credit for and i think they can see right through this. >> all right. it is always a treat to see you. thank you so much. >> you, too. thank you, shannon. all right. we are standing by because we

understand minutes away from the speech of donald trump talking about all day. his team is talking about it. we're going to hear from him on his details about immigration. it is something that we have been watching and waiting for. as we try to figure out what his positions are. it seems there's been some softening or evolution recently and meantime, we have been left to speculate on where he stands on these things. brand new fox news poll shows the white house race is tighter than in weeks. hillary clinton's lead over donald trump is narrowing down from 10 percentage points in early august to 6 points tonight. trace gallagher live with more on when's happening in this tightening race. hi, trace. >> hi, shannon. in the 25 years that americans have come to know hillary clinton their opinions of her never been lower. according to the new "the washington post"/abc news poll, 56% of americans now have an unfavorable impression of clinton and just 41% view her favorab favorably. even more troubling for the

clinton campaign is the numbers are dropping with groups of supporters. among women, the variables down to 45%. among hispanics, down from 71% to 55%. and among liberals, her favorables have dropped from 76% to 63%. hillary clinton would be the most unpopular presidential nominee in modern history if not for donald trump. only 35% view him favorably. 63% unfavorably. but trump's popularity is relatively steady and clinton's declined and trust appears to be a major factor. a fox news poll asked why clinton set up of private e-mail server, 52% said for convenience. but 44% saying she was trying to hide things. and when asked the likelihood, the clintons were selling inflounce to those that donated to the clinton foundation, 66% say it's very or somewhat likely versus only 30% who now say it's

not likely. and the other shoe may be yet to drop. among the 15,000 e-mails recovered by the fbi during its investigation into clinton's private server, 30 may be related to the benghazi attack which sparked the e-mail investigation in the first place. the clinton camp maintains that, quote, some if not all of the e-mails are duplicates of ones mrs. clinton turned over to the state department. the state department will only say they are still reviewing those e-mails. shannon? >> all right. trace gallagher on the brand new numbers, thank you so much. all right. we are going to bring in chris, our fox news digital producer. chris, those are some interesting polling numbers. there are some positives there for both candidates and plenty of negatives, too. these two are the most unliked two primary candidates left for the general election probably

now, you know, this is where it all began for me. remember that massive crowd, also? so i said, let's go and have some fun tonight. we are going to arizona. okay? thank you. this will be a little bit different. this won't be a rally speech per se. instead i'm going to deliver a detailed policy address on one of the greatest challenges facing our country today. illegal immigration. i've just landed. having returned from a very important and special meeting with the president of mexico, a man i like and respect very much. and a man who truly loves his country. mexico. and by the way, just like i am a

man who loves my country, the united states. we agreed on the importance of ending the illegal flow of drugs, cash, guns and people across our border. and to put the cartels out of business. we also discussed the great contributions of mexican-american citizens to our two countries, my love for the people of mexico, and the leadership and friendship that we have between mexico and the united states. it was a great and substantive conversation and it will go on for a while and in the end we're all going to win.

both countries. we're all going to win. this is the first of what i expect will be many, many conversations and in a trump administration we're going to go about creating a new relationship between our two countries. but it's going to be a fair relationship. we want fairness. but to fix our immigration system, we must change our leadership in washington and we must change it quickly. sadly, sadly, there is no other way. the truth is, our immigration system is worse than anybody ever realized. but the facts aren't known because the media won't report on them. the politicians won't talk about them. and the special interests spend

a lot of money trying to cover them up because they are making an absolute fortune. that's the way it is. today, on a very complicated and very difficult subject, you will get the truth. the fundamental problem with the immigration system in our country is that it serves the needs of well think donors, political activists and powerful, powerful politicians. it's all you can do. thank you. thank you. let me tell you who it does not serve. it does not serve you, the american people. doesn't serve you. when politicians talk about immigration reform, they usually

mean the following. amnesty, open borders, lower wages. immigration reform should mean something else entirely. it should mean improvements to our laws and policies to make life better for american citizens. thank you. but if we're going to make our immigration system work, then we have to be prepared to talk honestly and without fear about these important and very sensitive issues. for instance, we have to listen to the concerns that working people, our forgotten working pace of immigration and its impant on their jobs, wages, housing, school, tax bills and

general living concee ing condi. these are concerns expressed from patriots of all backgrounds all over. we also have to be honest about the fact that not everyone who seeks to join our country will be able to successfully assimilate. sometimes it's just not going to work out. it's our right as a sovereign nation to choose immigrants that we think are the likeliest to thrive and flourish and love us. then there is the issue of security. countless innocent american lives have been stolen because our politicians have failed in their duty to secure our borders and enforce our laws like they have to be enforced.
