lee. donald trump is gearing up for his next big event, a rally in wilmington ohio less than an hour from now. earlier as john mentioned he addressed the american legion national convention, telling the veterans group he will promote american patriotism in schools and invest more money in the military to make sure soldiers have the best equipment and medical care. john roberts is live in ohio where that speech was held with more for us today. reporter: good morning, as the american legion convention donald trump pledging to reform the veterans affairs administration as he has many times in the past and also pledging to uphold the values that veterans thought and many died for including respect for the flag which would also include the national anthem. he would also like children across america every day to stand up , salute the flag and say the pledge. donald trump also speaking nieto saying the both of them have common goals they can pursue together. here's trump. >> we can work together to accomplish great things for both countries, that mexico and the united states. >> we agreed in the meeting on the need to stop the illegal flow of guns, drugs,

cash and people across the border and to take out the cartels. reporter: donald trump also talking on laura ingram's radio show about his immigration proposal he outlined last night in phoenix insisting that despite the soft tone of the speech there is a softening of approach toward many of the people who entered the country illegally. trump saying last night he plans to kick all the criminal illegal aliens out but after the border security, a disposition of what to do with many of the remainder. trump last night also talking about the importance of assimilation when it comes to allowing people into the country. here is from phoenix . >> we also have to be honest about the fact that not everyone who seeks to join our country will be able to successfully assimilate. sometimes it's just not going to work out. it's our right as a sovereign nation to choose immigrants that we think are the likeliest to thrive and

the new vice president and possibly a majority of as many as several seats. join us now, larry sato, director of the center of politics at the university of virginia, have you want again. >> good morning john. jon: for those who don't follow the numbers closely, democrats are expected to have an easier time this time because they are defending very few seats compared to republicans. >> that's exactly right john. they only have 10 seats of the 34 seats on the ballot this november. republicans have to defend 24 and not only that, the seats were last elected in 2010 which was a very good republican year for the senate and to some degree for the house so the republicans who were elected in 2010, some of them, far from democratic leaning states like pennsylvania, like wisconsin, like illinois. you come to a presidential election, you have a much bigger turnout. that turnout tends to be disproportionally democratic,

boom. you've got a problem. and i should add it's very important, the democrats have exactly the same problem coming up in 2018. we keep reversing polarity here between the two parties. jon: how does it look right now? when you look into the crystal ball, you're saying democrats have a pretty good chance of at least a 50-50 split in the senate, maybe even an outright majority? >> yes. it's right on the edge of the fence post. we didn't predict an absolute majority. it depends on what's happening at the presidential level. there is going to be coattails , recently you had more than 80 percent of the senate seats going the same way as the presidential vote in the states so it's really important so what happens at the presidential level. that will influence some of these seats really you are talking about the democrats picking up four seats. there are nine really competitive races and eight of the nine or republican seats. the democrats only have to worry about nevada, it's 50-50 in the.

jon: what about the house of representatives? >> that's a much tougher road to hope for democrats, they would have to pick up 30 net seats and i think it's very difficult . we certainly don't project a democratic majority. they will pick up seats, they will cut the republican margin by some number but we are not ready to say what number thatis . jon: it has been noted that hillary clinton has moderated her criticism of republicans of late, specifically except for donald trump of course because she feels like if she does win the presidency she's going to have to work essentially with mitch mcconnell if he holds onto his majority in the senate and almost certainly speaker ryan in the house. >> yes, that's half of it john. the other half is, she's getting a lot of endorsements from people who served in the

two bush administrations and even some back during reagan's time. she wants to work with them and not to offend them during the campaign because after all, they've endorsed her. jon: what about donald trump's speech this morning? i'm assuming you caught it, what did you think? is he broadening his appeal as he tries to go for this general election victory? >> that's his crown, more or less. i watched clinton there yesterday, the days are so packed anymore i can't remember one or the other but i think clinton was at the american legion convention yesterday. jon: i think you're right quick it was yesterday, it was a very cool reception. there didn't seem to be a whole lot of applause, it was polite, no one was rude. there was more in applause, more intensity today and that's what pollingshows. the demographic attending the american legion is much more prone trump and program republican . jon: larry sabado, university of virginia center of politics we will check in with the

crystal ball in a week or so . jenna: were going to stay with politics for a moment, more than 16 million people have turned 18 since the 2012 elections sure they are eligible to vote this time for the first time and a crucial part of this right for the white house, especially in the ground states. david lee miller joins us live from our new york city newsroom with more on this interesting story, david? reporter: college students could be the deciding factor in the upcoming presidential election. a recent study shows the youth vote could have a disproportionately high impact in 10 states including pennsylvania, ohio and florida. among the reasons, a significant number of college age students who often vote differently from older americans. >> policies definitely decide who the next president of the united states is in key battleground states there are more than enough college students todetermine who wins . reporter: uncertain is how

many students will go to the polls. enthusiasm on many campuses as wayne without bernie sanders in the race. >> the two candidates are not the best but it's the lesser of two evils. >> a group of students were trump says it has 150 chapters across the country. among its goals, winning over for sanders ordered. right college democrats of america says it has more than 600 campuses nationwide, knocking on doors trying to register voters and focusing on issues like debt-free college. a recent online survey by direct textbook .com found 95 percent of students said a candidate's position on school that will influence their vote. we heard a similar concern at rutgers university. >> school is more important for me. >> i don't want to be devolving on my student loans when i'm graduating from college if i can't find a job right away. that's my biggest concern right now . reporter: even students who want to vote face obstacles. each state has its own rules regarding student ids so students no longer living at home must determine their legal residence.

data from the last two presidential elections shows an eight percent drop in the young voters casting a ballot . jenna: david lee, thank you. jon: now fox news alerts and an explosion this morning at the space x on site in cape canaveral during what was supposed to be a routine test and have a weekend watch. explosions continued for several minutes after the initial blast and people in buildings miles away say they could deal the concussion. the company says there were no injuries and are blaming the explosion on an anomaly on the pad during test firing. the rocket was supposed to launch an israeli communications satellite into space monday but space x says both the rocket and the satellite were destroyed. no kidding will join us in the second hour of "happening now" with a live update.

jenna: overseas news, thousands of protesters flooding the streets of the capital city of venezuela today and ending a recall referendum to oust the unpopular socialist president nicolas maduro. venezuelans growing increasingly frustrated by the failing economy there, treat triple digit inflation, long lines at the grocery store, shortages of basic necessities. extra police and government troops are stationed around the capital preparing for violence as well as a referendum vote scheduled and it goes against maduro. his vice president will serve out the rest of his term which ends in 2019 .

polling, florida police link another brutal attack to synthetic designer drugs. they see 19-year-old nico gallo was high on a drug when he crashed into the window of a family's home and attacked two people. this all happened weeks after a florida state student was arrested for killing a couple. in both cases, authorities say the attackers showed abnormal strength. mike loves the new memoir, he writes that fellow bandmember dennis wilson claimed he

cruising around the world. here they are in bikinis, drinking from coconuts in kentucky. having fun frolicking on some pacific beaches but on day 51 of their 68 day cruise, australian border force officers searched their cabin, searched the ship and found $30 million worth of cocaine in these suitcases. the women are charged with trying to smuggle the drugs into australia. they face life in prison. heather hansen's trial attorney brian claypool, criminal defense attorney, both of you have completely clean the luggage when you travel so great to have you. ryan, you say these young women might have a good argument to get lesser charges. how so? >> i got a foreword defense for them. it is not my bag. jenna: it has their name on it.

>> let's start with this, jenna. this trip began in london. do you really think these two young ladies could walk through a london airport with that much cocaine in their bag? there's absolutely no way given the global terrorism we've been facing, that's number one. jenna: we don't know it came from london. >> but that's where the trip started so they had to get through security to get through. the only way to get on the boat is if they were on a port like colombia or peru and somehow the luggage gets on the boat then. jenna: tiffany, that's the point. they are going to different ports all over the world, they are not in possession of their suitcases all the time, maybe it's just a mistake? >> i think that's going to be a really tough defense. it is a potential defense, they don't have a whole lot more. ultimately what's going to happen is these two women are likely going to turn against other members of what is probably a crime syndicate.

to have this much cocaine, and there was also an older gentleman on this boat that had a great deal of cocaine, there has to be some sort of crime syndicate involved. the authorities are likely goingto want to make a deal with these women in order to get the other members of the syndicate and that maybe their wet best way to avoid life in prison . jenna: it brings up an interesting question. not only do youhave the largest drug bust of its type on a cruise ship but one of the other reasons brian is you have all these social media posts of their vacation over the last several weeks . in general, how will the social media come into play if at all in this case? >> i think the social media helps them jenna. these two young ladies look like they could be actual rents as opposed to convicted felons. they are very beautiful, they're having fun on a trip. it doesn't lead somebody to believe they could be involved in something this heinous. one other point iwant to make , the government has to prove these young ladies had knowledge that that cocaine was in that luggage and federal authorities jenna have already come out and

said we don't know where that cocaine came fromor how it got onto the cruise ship. that's a real problem . jenna: heather, you did have several different forces involved. you have the australian federal authorities, law enforcement in the states as well as canada involved in this so they must have something but then you have always pictures of them not doing drugs, obviously, not selling drugs on instagram and i wonder how that comes into play when they are presenting their case? >> listen, i think the jury is not going to be inclined. if there's evidence that supports the fact and i think there will be that these drugs came on in peru or one of the south american countries where these drugs are more prone to, it will anger a jury to see these young ladies are frolicking and enjoying the wealth of their riches that is made from drug money.i think perhaps it could be used against them and we will see this more and more often as these criminals are using social media to document the things they are doing . jenna: 200 pounds of cocaine

about the weather in hawaii, meantime tropical storm hermine already flooding parts of southeast florida and it could make landfall later today as a category one hurricane. andrew is reporting live from panama city beach with more. reporter: in fact, if it did let make landfall as a hurricane it would be the first hurricane to make landfall in the atlantic hurricane season. right now you see conditions are clear so tourists are out here enjoying a day at the beach but the red flags are up warning people not to go into the water. you see there is already heavy surf and off on the horizon some ominous clouds as the first either bands are

headed this way. if you look at the radar images from the gulf of mexico you can see the heaviest rains are concentrated far east of the center of the storm and even with the eye of the storm way out at sea you have places on florida's central gulf coast, we are talking about cities like tampa, st. petersburg, largo, clearwater as well as the sarasota braden area receiving huge amounts of rainfall even though they were not receiving strong winds because they were so far from the center of the storm. that was wanting in some local areas and then we anticipate that as the center of the storm this way we will be experiencing similar rain not only along the florida panhandle but also in southern portions of georgia . georgia governor nathan deal has declared a state of emergency in some of the southern georgia counties in anticipation of the storms mobilize resources to respond

as needed and as a precaution, florida state university is canceling classes this afternoon as well as tomorrow and also school districts up and down the florida panhandle have canceled classes today and tomorrow, not only to keep the kids safe but also to free up buildings in case they need to be used as emergency shelters for people who need to be evacuated from flood prone areas or places like mobile home parks that might not be able to withstand heavy winds, especially if the storm comes ashore as a category one hurricane, jenna? jenna: best to prepare for the worst but hopefully it won't be too bad. thank you very much. jon: as we look at the prospect of natural disasters like a hurricane, louisiana is reeling from devastating floods that killed 13 people and destroyed thousands of homes. donald trump and running mate mike pence visited three days

after the devastation. hillary clinton said she would go later when it would not disrupt rescue efforts. last night trump called out mrs. clinton for not going to, hillary clinton didn't go to louisiana and now she didn't go to mexico. she doesn't have the driver stamina to make america great again. obviously he's making a political point. is it an obama traveled to the state five days after donald trump's visit after you received widespread criticism for not cutting short his vacation to tour the flood zone earlier and help with the federal response. let's talk for a bit about presidential reactions to natural disasters with the author of a brand-new book, shall we wake the president? two centuries of disaster management from the oval office. here's debbie troy, presidential historian and former senior white house aide and former deputy's secretary of the department of health and human services. that book out today, is that right? >> absolutely and thank you for having me on to discuss it be on it absolutely is an

it's kind of interesting what happened in louisiana. the worst flooding, worst natural disaster there since katrina, probably the worst storm to hit this country since the hurricane sandy. the president was on vacation and didn't go, at least not right away. the first person to get there was donald trump. what do you make of the reaction of trunk, the president and mrs. clinton? >> i have to say is one of the savvier campaign moves that donald trump made and when he went there and was getting out the lies on the ground that showed compassion. it's important for president to do that in case of a disaster. i don't think obama necessarily needs to fly down immediately because when the president does travel to an affected area it takes away resources but the topic of continuing to play golf was not good for him and he obviously did follow the trump visit with a visit of his own and in terms of mrs. clinton, i think the fact that she has visited and gave a poor excuse of saying i want to go as not a distraction, if she's

thinking when she is president you might go, that would be a distraction aswell so i think she has played the worst of the three . jon: did trump's visit this group or argument that you can't visit when you are a presidential candidate without causing havoc on the ground? >> it is clear that when a president travels, that causes the most havoc but sometimes it's worth it to have a president go. president bush obviously in katrina had that terrible fly over initially but then he made multiple trips to the affected area within a few weeks of these storms back in 2005 so while the presidential visit can bring good attention and show compassion and show the president is in charge of the situation, it's not always the right angel moved. >> but presidential was excoriated for that flyover in the press and by people on the ground and yet he used the same arguments, he said if i land air force one down there in new orleans, all of a sudden you got to have police and all kinds of protective detail and it makes a real mess of things.

is there i guess a double standard? >> there is a double standard. republicans often get the short end of the stick when it comes to media but the fact is president bush's mistake was in not going initially but it was in allowing the photograph to be released and in researching my book i found lyndon johnson did a disastrous flyover over washington in 1968 during the rioting post martin luther king's assassination and he's looking down in a helicopter on what's going on in washington and he looks eerily like president bush in 2005, it was a terrible shot be on you have to wonder whether donald trump's visit three days after the flooding high watermark, whether that sort of impressed the president to godown there. >> absolutely, i think it put pressure on the president. was saying i'm here, i'm giving out supplies, showing that i'm compassionate . it was a savvy media move and it was one of trunk is that he understands the media. he obviously would have spent a lot of time on tv in terms of his own shows and in terms of appearances over the last 30 years.

ithought it was a media savvy move . >> having been through much of hurricanes myself i'm looking forward to reading the book but one of the points you make is the federal government is not necessarily the best equipped organization to handle some of these big disasters. >> absolutely. we are seeing in louisiana the initial rescue efforts done by the cajun navy which is a volunteer organization of people with boats down there saving lives and the federal government is a slow behemoth, it has a lot of resources but is not always fast to deploy so i think louisiana learned a lesson between 2005 and today in terms of having local community and individual responders take the first steps and then the president and the federal government helped later with the checks and the bigger money. jon: the book is shall we wait for the president? i understand you've got a list of things individuals should do to be prepared for disasters so i look forward to reading it. thank you.

ways to watch what they are doing, how they are massing their troops so we should let them know that. we should be sure they know that if they move more troops , if they have more aggression against the ukraine, that the sanctions that are already hurting them will get worse, can get much worse and they know that there's a price to be paid so there's that diplomatically, we have to continue to isolate the russians on this issue. they have to understand that if they take action, that violates all the agreements, all the understandings, all the trees since world war ii and represents the end of the cold war that there will be a price to pay so there are determines that we have to do. >> we all know what happened with crimea in the past, that was a huge news story. the question is, why now? why is russia doubling down now in this part of the world when they have so much going on elsewhere in syria? >> i think this is a very good question and we don't really know what's going on

in mister putin's mind but we can guess that the sanctions that i mentioned a minute ago together with low oil prices dropping again, they are still low and getting lower, are really squeezing the russian economy, their reserves are going down, the reserves will run out next year. are trying to refinance a lot of their loans, those loans, the refinancing is not available so the russians are feeling the squeeze, they are probably looking for some way to back down and so in order to go back to the negotiating table which they have not done, they want to increase their military leverage on the border so that maybe the reason why. jenna: let me ask you a quick final question. you said last time russia caught the world by surprise with their actions in crimea. what would a surprise this time look like? what should be we be watching for? >> we should be watching for
