that determination. there was a blast in seaside park, new jersey. there was one later on. we can't ignore that fact. during the course of ours investigation, we have to see if there's a connection. >> [ inaudible ]. >> that's what the bomb squad is very carefully working on right now. we want to be able to take that apart to see what exactly it consists of. >> mayor de blasio, when you toured the site earlier, twha did you see, who did you talk to? >> very quickly. i talked to a number of community residents. a number of folks who were in their homes last night when the blast occurred. a lot of folks who work in the area were coming in this morning. i think the response -- i talked to a few dozen people. the response was very, very similar. of course it was unsettling when the blast occurred, but people didn't know what it was.

so they continued going about their business until they knew more. tremendous appreciation for the response by the first responders. since this morning, they needed to go on about their lives and knew there was a very, very strong police presence in the neighborhood. several people said to me they didn't doubt today they would go about their lives and their business. one woman came in from queens to go to a churning nearby. i said, did you hesitate? she said, no. for one thing, fwod is with me, and for another thing, as a new yorker, i'm going to of course keep going. another guy in a starbucks we were in came down from washington heights to his job. i said, did you wonder whether your job would be open? he said, no, i knew i should go, and i knew it would be open. i think there's a sense of resilience si and a real faith that the nypd is addressing the situation. >> [ inaudible ].

>> we will look at everything. we'll look at motivations. we'll look at individuals. we'll look at associations. we'll look at social networks, all incoming tips and leads. everything that comes in gets a look. we don't discard anything. we take everything into account and move from there. it's that simple. >> commissioner, on july 3rd of this year, we had an explosion in central park. have you found any commonality between any of those events or those devices and any commonality between 23rd street and the suspicious package -- >> let me let the chief discuss that. he's got that july 3rd investigation. >> good afternoon. right now the central park issue from july doesn't appear to be

related to this at all. it's two different issues, from what we can see. we're not prepared right now to say that the 23rd and 27th street because we don't have everything in. think of it as a jigsaw of evidence on the street right now. we have to assemble that and analyze that. do we think they're related? yes, we have to move in that direction. but right now we're not ready to make these calls. bomb squad right now is up at their headquarters analyzing that. we want to do is intelligently, move forward. right now that evidence could be crucial to our case. >> and no connection to central park. >> there's no connection to central park at this point. >> how can you say there's no link to terrorism when the "inspire" magazine published instructions on how to build one of these pressure cooker bombs like the one we see? >> again, the job for all of us

believe are involved? >> as an agency, this is what we do. we do it very well. we've been doing this for years. we took a look at our coverage, our detail for the weeks. we're satisfied we are where we need to be. it's -- i am concerned. we did have a bomb that was detonated on 23rd street. we have no one apprehended, so of course i'm concerned. i know working with our federal partners and atf, fbi, state police, nypd, i know we're dwoegoing to find out who did this, and they'll be brought to justice. >> [ inaudible ]. >> well, it's not only what the police are doing. we put out a message last night that went to everybody's smartphone. it's about the public too.

we've talked about this every time i'm at the podium. if you see something out there that makes you feel uncomfortable, that looks unusual, you have to take that step to make sure somebody knows and we can respond and fully investigate it. that's how we're going to keep this city safe. it's not just the police department. it's everybody that lives, works, and visits new york city. >> how did you find the second device? and for the mayor, when were you prepared to use the word terror? whatever the motivation is, this is an act that harmed people through a bombing. >> we had two very dedicated former nypd state troopers who responded to the initial job ra last night. any time we have a suspicious package, especially when it's

detona detonated, we do a serarch for secondaries. the state troopers took part this that search. they parked their vehicle and walked down the block. that's how they found it. they did a great job. >> just to finish david's question. here's what we know. it was intentional. it was a violent act. it was certainly a criminal act. it was a bombing. that's what we know. to understand any specific motivations, political motivations, any ceonnection to an organization, that's what we don't know. it's important to say what we know and what we don't know. it could have been something personally motivated. we don't know yet. we will keep the public informed every step of the way. as we get actual real evidence. >> [ inaudible ]. rvelt that's what we don't know. we know it was organized in the sense of some individual put it there. originally, we had the question, could it be a gas leak, could it

be some other kind of accident. we obviously last night were able to tell you it was not an accident. it was sbeintentional. i understand everyone's desire to have as much detail as possible at this moment, but we're devoted. all of the agencies in new york city with our federal partners, to getting you facts that are confirmed. when we have those confirmed facts, we're going to give them to you right away. i think we've covered it. we've covered it. >> [ inaudible ]. >> the commissioner will handle that. >> so as far as video recovered, i did view a video last night of the blast. we are canvassing for additional video to see who might have been walking down either street before the blast. so we're in the process of doing that last night. the video i saw last night was one of the detonations.

it's the same thing that the cops from the tenth precinct saw when they were about a block away. >> [ inaudible ]. >> i'm not going to give you specifics about this. we're still in the process of going through that crime scene, so we're not done with that yet. >> it doesn't arouse such suspicion when someone puts something in the garbage. >> i can speak about the new york city incident. there were dumpsters there. dumpsters are a part of life in new york city. there's major rehabilitation to that building on 23rd street. unfortunately, that's -- there's so much construction in new york city, there are dumpsters all throughout the city. >> [ inaudible ]. >> i'm not going to discuss what

was found on 27th street. >> [ inaudible ]. >> we're in the process of investigating that right now. we can't say with 100% degree of certainty where the blast originated. >> [ inaudible ]. >> we have the 1-800-577-tips. each one of those tips is being vetted. every lead we get is going to be vetted. i don't want to get into that specifically yet. this is an ongoing investigation. >> [ inaudible ]. >> david, we are acknowledging

there was a bomb blast on 23rd street last night. we are in the process of investigating that. that and the device that was found on 27th street. during the course of the investigation, and we are going to determine what the motivation is at some point, we'll say it loud and clear. if it is an act of terrorism, we're going to come out and say it. >> that's right. one other point. new yorkers are very smart and practical. they're going to see a very substantial police presence. well armed, well trained, critical response groups, strategic response group. you will see a lot of police presence. you'll see it in the subway. you'll see it at major events. you'll see it at major crossroads of this city. well-armed police officers. people are smart enough to figure out to be vinl lant and to call in anything they know. again, we'll give you the facts as we get the facts. >> [ inaudible ]. >> it came over my phone. i have two cell phones, and i

got it. when they asked people to stay away from the windows and get o the rear of the building. when the containment vehicle left the scene, that was broadcast too. i think it was very effective. it helped keep us safe. >> would you use it again in future incidents? >> we're going to use whatever technology is available to keep the people of the city safe. >> i want to follow up. [ inaudible ]. >> what i saw was the blast. i saw vehicles leaving the scene. i saw people running up the streets. we're in the process of looking at this now. >> just to follow up on your question on surveillance tapes, the key it to get there before the blast and take a look that the. that's what we're doing this morning. you got o remember, a lot of the businesses are closed, but their cameras are still active, so we can't get in there. we'll spend the next couple days seeing who was on both blocks prior to the explosions.

for our detectives and intelligence bureau, we want to see who was on that street prior. that's where we are right now. you got to remember, it's a warm saturday evening in manhattan. there's a lot of people out on the street. >> thank you very much. >> thanks, everyone. >> okay. we are breaking away now. that new york police headquarters presser just ending. the fbi and nypd joint terrorism task force are fully engaged in this investigation as it continues. the police commissioner jim o'neil calling it a very complex investigation and reporting that components indicative of an ied were found used if that explosion there in chelsea on west 23rd street. making sure it new yorkers, as always, remain vigilant. i'm still sitting here with

steve rogers, former member of the fbi's joint terrorism task force and retired lieutenant commander from the office of naval intelligence. as that press conference wrapped up, it got a little tense there regarding terminology and what to label this. the mayor and the police commissioner, they're very careful about what to call it. the mayor saying it's intentional. it's violate. it's criminal. but they did not want to label it anything beyond that. does that at all impact the investigation? >> i believe it does. it impacts public awareness. first the nypd commissioner and then the mayor described this act as a violent criminal act. reminds me of ft. hood all over again. for some reason, they can't come to grips with the reality that this is a terrorist attack. look, you don't need an international connection. you don't knee isis or al qaeda to be part of this. you can have a lone wolf. you can have somebody who's decided to commit a terrorist act. >> but how does that affect the

investigation? >> well, here's what happens. psychologically it affects it with regards to people coming forward, for example. if you're going to say, oh, this is a criminal act and it's going to be treated as such, then the public awareness, i believe, is going to be not as heightened as it should be. the investigation is at this point going to be a lot of forensics involved, as we said earlier. terminology is important. words are important. >> okay. lest talk about what we don't know. there are so many questions that remain unanswered. who was responsible for the explosion? you know, what was inside the pressure cooker? why the site of that explosion was selected, the motive behind this. how crucial are those components, and what does that say not only for this particular incident and whether or not this may end up being connected to others, seaside new jersey, the bombing that took place just before the start of a race. thankfully the race had not started. it was delayed, so no one was

hurt. it was a charity race, a 5k run benefitting marines. no one was hurt there. then you have this incident at the crossroads mall in minnesota, where isis has now claimed that the stabber at that mall was inspired by them, calling the perpetrator the soldier of the islamic state. so why is it the labeling important in terms of perhaps fiending out if these things were connected or they were isolated incidents? >> it's important it see if they were connected. app rerehending an individual and apprehending him quickly will probably give you a motive. you got the best law enforcement agency in the world. i believe they're going to apprehend the individual. you need o interview that individual, and they'll give you the motive. you asked the question, why those locations. many times, and i've learned this from the al qaeda training manual years ago, they will probably for a greater and a more intense attack. why these locations? a little puzzling, but they could be probing.

they could be looking at response time, how many people are going to respond, who's going to respond. so at this point, critically important to apprehend the individual or individuals who committed this act. >> steve rogers, thank you very much for being here with us. eric, as i toss it over to you, i talked to you last night. i told you how i was just there blocks away from that explosion. i felt it pim heard it. i was just about three blocks away. it was pretty, you know, unnerving, but again, new yorkers, we stay strong, restay resilient and move forward. this is definitely a concerning incident. >> that is astounding. and an indication, i think, of how terrorism, no matter what it's from, affects all of us in this country in such a personal way. thankfully you passed by that unscathed. this is the third time a pressure cooker bomb has been recently used. first we had the tsarnaev brothers and their bomb actually, first, 2010 the times square bomber. thankfully that didn't go off.

then you had the tsarnaev brothers and their two pressure cooker bombs at the boston marathon. and now we have these two pressure cooker bombs on the streets of new york. authorities ruling out at the moment because they say there was no evidence of international terrorism. is that so? former ambassador the united nations john bolton on that as our coverage continues. i'm claudine and i quit smoking with chantix. by the time i was 30, i said "that's it,

scores of foreign heads of state, foreign ministers are arriving and the city's going to be filled with people from all over the world. i think when you aerogovernor cuomo, mayor de blasio, secretary of state clinton, also saying no evidence here of international terrorism, they are living in a fantasy world. it's certainly fair to say we don't have all the facts, but there's no evidence that points in any direction other than a terrorist attack and that's my hypothesis on which the law enforcement investigation should be proceeding. >> well, aren't they being ultimately responsible, because as of this moment they do not have any evidence of any international terrorist connection. >> no, i think they are being hypocritical. mayor de blasio jumped out after it was concluded there wasn't a gas leak or something to say there wasn't any evidence of terrorism. that's the only honest thing you can say, so when he says this

morning i'm being responsible, that didn't appear to cross his mind last night. this morning governor cuomo contradicted the mayor by saying, well, what he meant to say was no evidence of international terrorism. i think these people are doing contortions that the people of america fully understand. you know, you can lean toward terrorism, lean away from terrorism, you can say we're not going to lean one direction or the other and the fact that all these people, and "the new york times," let's be sure we get that in, all lean against terrorism show they are complying with an ideology, not the reality that we face in new york. >> you know what's striking to me, people say why that scene, hamas and hezbollah attack malls and streets in jerusalem and tel aviv in the past, but you know what's at the end of the block, a path station, a train that goes from jersey city to new york, jersey city the

new york's mayor says justice will be done following an explosion in new york city last night that wounded 29 people, as well as the discovery of a second device. new york city police commissioner said that one had components of a homemade improvised explosive device. we are live at the scene. meanwhile in new jersey, the fbi taking over the investigation of a pipe bomb blast. you can see the exploded trash can right there. that bomb exploded just before a charity race benefiting marines and sailors. we asked was this connected to the new york bombing? and isis-related media claim the suspect is one of their soldiers of the islamic state. that's from a stabbing that injured eight people at a mall
