new york's mayor says justice will be done following an explosion in new york city last night that wounded 29 people, as well as the discovery of a second device. new york city police commissioner said that one had components of a homemade improvised explosive device. we are live at the scene. meanwhile in new jersey, the fbi taking over the investigation of a pipe bomb blast. you can see the exploded trash can right there. that bomb exploded just before a charity race benefiting marines and sailors. we asked was this connected to the new york bombing? and isis-related media claim the suspect is one of their soldiers of the islamic state. that's from a stabbing that injured eight people at a mall

last night in st. cloud, minnesota. the attacker reportedly invoked the name of allah and asked people if they were muslim before attacking. we'll get a live report. thank you for spending part of your sunday with us, i'm shannon bream. >> nice to be with you, nice to be with you at home on this busy sunday, i'm leland vittert. welcome to "america's election headquarters" from washington. the governor of new york now calls the attack in his city terrorism. new york city's police chief said heavy weapon teams will be assigned across the city as a bomb squad works this hour to dismantle the unexploded pressure cooker found four blocks away from the scene of last night's bombing. this as they look for clues about who planted the i.e.d.s, and, of course, why they did it. good news, though, all of the almost 30 people who were injured last night have been

released from the hospital this morning. brian was on the streets of new york last night as this developed. incredible work there, and is back with us today. hi, brian. >> reporter: good afternoon, leland. let's bring everybody up to speed right now. what we are looking at behind me, i'm about a third of a mile away from the first crime scene, that initial -- the only blast that happened last night on 23rd street between 6th and 7th. the nypd is describing what's happening here in the chelsea neighborhood as two substantial crime scenes right now. not only what we see on 23rd between 6th and 7th, where nypd says they found evidence of an improvised explosive device. mayor bill de blasio, governor andrew cuomo visited this site earlier today, they saw where the i.e.d. was, what we believe to be an i.e.d. based on the evidence inside a dumpster that was blown up, they saw that this morning. what police are doing now is

combing over surveillance video at this scene at 23rd between 6th and 7th of all the businesses that were in and around that blast site. the second crime scene is four blocks away. on 27th between 6th and 7th avenues. that's where the second suspicious package was found. first reporting last night that package was a pressure cooker with wires and a cell phone attached to it. that device was moved about 2:30 a.m. and moved to rodman neck firing range in the bronx, where the nypd now is now looking into that device, looking at its components to understand what this bomb was, frankly, made of or could have been, what this package was made of. right now they are not willing to even connect both things because they don't know necessarily the components of that first bomb, at least from what they've told us, but governor andrew cuomo today said that he believes that both bombs, both devices, were made of similar materials on 23rd

between 6th and 7th and 27th between 6th and 7th. again, what we are now looking at is there's evidence of an i.e.d. on 23rd street, there is a $2,500 reward now for anyone with any information. they are not only looking at the surveillance videos on those streets to find out whether or not they can see if somebody -- when or if somebody placed that device there. they are also asking for people to bring in any cell phone videos or anything they may have seen. this was a crowded saturday night in chelsea in manhattan, and they are, obviously, still looking to see if anybody has seen whether or not somebody placed a device or any kind of evidence. this is, again, a very active investigation. governor andrew cuomo was pressed earlier today about whether or not this event was a terrorist act. last night and just a few moments ago mayor bill de blasio refused to call it an act of terrorism, saying it is far too

early to see or to talk about the type of motivation, whether it was personal or political, but listen to what andrew cuomo said about whether or not he believes this is an act of terror. >> now, depends on your definition of terrorism. a bomb exploding in new york is, obviously, an act of terrorism. but it's not linked through international terrorism, in other words, no isis connection, et cetera. >> reporter: again, so mayor bill de blasio and the nypd saying we know it was an intentional act, a bomb of some sort, they are not willing to jump to the conclusion as to whether or not what the motivation is. they are looking for a suspect. a $2,500 reward is out with anyone with anyone, they are combing through the videos right now in the middle of manhattan here as traffic is blocked off and we'll see. but again, 1-800-577-tips.

1-800-577-tips with anybody with any information. leland? >> imagine information is what they need about this. more on the political fallout of this later. bryan llenas in new york, thanks, bryan. shannon? the fbi isn't saying much about a separate explosion yesterday, a pipe bomb that rocked a new jersey boardwalk. governor chris christie speaking on "fox news sunday" says it was, "clearly an act of terrorism." no suspects are in custody. there were no injuries. the bomb was in a plastic trash can when it exploded along a 5k race route to benefit marines. the race had been pushed to a later start because of late registrations, but had it started on time, local officials say runners would have been near that explosion and likely injured. there's no evidence the new jersey and new york explosions are connected, but authorities are sifting now through all the forensic evidence from both scenes. joinings now for some insight into the investigation, a former new york police officer and

former secret service agent. dan, great to have you with us today. >> good to be here. >> all right, so where do we go from here? at first blush these are different devices. but a bit of a coincidence it's the same day and same general vicinity, geographically, that section of the country. what kind of links would you be looking for or something that would rule out a link? >> well, you make some good points there, shannon, and a couple of things on this. first, as a former federal investigator that's been involved in these joint terror cases, you would almost prefer the seaside incident and maintain incident were linked, because it would be one collective body or cell of terrorists. it's even more disturbing, think about this, your viewers here, if you had two independent operators operating in new jersey and new york, having nothing to do with one another, who may, we don't know yet the motivation, but may have been motivated by some type of terrorist propaganda, that's a

frightening proposal, but what are they looking for? one of the positives to take from this is they got the second device before it exploded in manhattan and every device has a signature, the way it's constructed. there may be clues in that, that could link the two or not. >> there has been one report, i've heard, multiple reports, there may have been a cell phone connected to that second device that did not detonate. how valuable could that be? >> oh, that's extremely valua e valuable, because all these cell phones have esns, electronic serial numbers, mobile identification numbers. it's really difficult to completely wipe free an evidence pathway from where that cell phone was acquired. even if it's something like a cricket phone, like a one-time use, it's still possible to track where it was sent and where it was sold and these stores now have surveillance cameras and things like that, so it may create some complications if it's a one-time throw-away phone, but it's not impossible to track at all. not like a dollar bill which

passes through thousands of hands before it winds up at its end point. >> all of us who spend time in new york know there are cameras everywhere. they are on buildings, they are on businesses, they are inside businesses, outside businesses. how helpful do you think that will be in helping to backtrack from the explosion and the second site where the device, the i.e.d., the bomb, didn't go off, was possibly planted the hours ahead of these discoveries? >> right. yeah, that's a great point you make there. now, one of the downsides to the cameras being in manhattan is, obviously, the population density of manhattan is off the charts. so if this was, say, a rural town, you know, somewhere up in new hampshire or wherever it may be and you had a network of cameras around, you could probably track every single car that drove on to an area in that small town easily. it's not that easy in manhattan, but, shannon, you're absolutely right, the network of private cameras, of people who have cell

phones who were taking selfies and things like that and nypd cameras, you can probably put together if you had a lot of people working on it a really solid picture of just about every person and every car that traversed the area around that bomb attack. it's going to take a little bit of work, but it can definitely be done. that network of cameras is pretty extensive. >> let's talk about an issue that keeps coming up and jeh johnson just recently talking about it again, this issue of lone wolves. right now authorities are saying no connection with isis, we don't see anything, but does it matter if there's a formal connection? because we see these magazines that go out from terrorist organizations that basically show you how to build these bombs, use household goods and put things together to harm others. does it matter if there's a formal link and how much tougher does it make it for people who do the job you do, to do that job? >> i'm glad you've asked that, because i've been on your network for a long time talking

about the lone wolf attack is what horrifies and terrorizes me. you almost want a formal connection to isis or al qaeda, shannon, because that formal connection creates investigative fingerprints and bread crumbs for those to track. when you have these lone wolf operators out there, who are sitting in front of the computer and becoming inspired by this sick propaganda on the internet, on social media put out there by al qaeda and isis, those investigative footprints largely disappear. that man or woman is sitting in their apartment and the chances of your finding them are slim to none. when they are traveling overseas, they are getting training, getting back on a plane, they are available in text, one of our systems to check people that travel overseas, we can intercept them and hopefully stop the terrorist attack. the lone wolf attacks are extremely difficult to stop and they don't cost anything and require almost no training to implement, sadly.

night in a busy mall, eight were injured by a single attacker armed with a knife and this morning isis claimed responsibility, putting out this statement, "the executor of the attack in minnesota yesterday was a soldier of the islamic state and carried out the operation in response to calls to target the citizens of countries belonging to the crusader nation. the violence broke out around 8:00 last night in the cross roads mall in st. cloud, minnesota. witnesses say a man wearing a private security uniform pulled out a knife and started attacking people. at least one person was asked if he was a muslim before getting stabbed. others heard the attacker reference allah. the fbi is helping local police. they have not yet called this a terrorist attack. >> this, obviously, could have been a lot worse, but for the response not only of the st. cloud police department, but our surrounding agencies. it's an awful day, honestly, you know, we've got eight victims

that were assaulted here in our mall, and so guess what, starting tomorrow, things won't be the same here. >> reporter: all those eight victims were taken to the hospital last night, seven have been released and the one still in the hospital has injuries described as nonlife threatening. lucky an off duty officer from another city was in the mall at the time and was able to shoot and kill the attacker. the mall is closed today and is being processed as a crime scene. now, st. cloud is just about an hour from minneapolis and that's significant, because that's a city that has the largest somali population in the united states and has been a real focus of federal law enforcement because it's a known hot bed for terrorist recruiters. tensions have been running high since the fbi conducted several raids last year, resulting in nine terror-related convictions. three muslim somali men were just found guilty in june. st. cloud police are scheduled

a fragile cease-fire is on the verge of collapse today as tensions between russia and the united states escalates. the obama administration now says it regrets an air strike yesterday that mistakenly killed syrian forces. that triggered russia to call for a united nations security council emergency meeting. u.s. ambassador samantha power had a heated exchange with her russian counterpart, who seems to imply that the u.s. is helping terror groups. take a listen. >> one has the impression that the united states is trying to protect nusra on the ground, colluding well. we don't have specific evidence, but delivering air strikes and quite effective air strikes. >> the russian spokesperson came out and somehow thought we were complicit and even trying to protect isil. really? american citizens have been beheaded by this group. we are leading a 67-country coalition to destroy this group.

>> went on to call that emergency meeting a stunt by russia designed to deflect attention from what's really going on on the ground in syria, calling out russia for their own attacks in the war torn country. connor has more. hi, connor. >> reporter: hi, shannon, well, this u.s.-russian brokered cease-fire was supposed to usher an environment of cooperation and has significantly reduced violence on the ground in syria, although there was sporadic violence in the last few days since it went into effect monday night, but in the last 48 hours or so we have really seen the collapse of this cease-fire. you had this attack where the u.s. said they thought they were attacking isis troops on the ground battling syrian forces, but instead bombed a syrian force compound, killing dozens of syrian troops. the russians say this was not an accident and it was a planned

and intentional act by the u.s. to sort of support isis on the ground, which as samantha power, the u.n. ambassador for the u.s. pointed out, is fairly ridiculous, but this entire episode is sort of brought to bear the issues that the united states and russian syrian regime have, which is the u.s. and russia were trying to introduce a cease-fire which would allow the three groups to target isis and al-nusra in syria, but instead of ushering in this joint atmosphere of cooperation, it is breaking down. we're seeing violence popping up in not only aleppo, where there were syrian air strikes against rebels there, but a syrian plane was brought down, so this entire thing, shannon, seems to be unraveling before our very eyes. >> conn or powell live there in the middle east, thank you so much. and russian president vladimir putin putting on a show of democracy amidst criticism of

tone, urging people to wait for the facts as she landed back in new york. radio talk show host arlen nixon, alexander smith join us now. nice to have you both here. what struck me a little bit is you have sort of this tale of two reactions. you, obviously, have hillary clinton and donald trump, at the same time you have bill de blasio, a mayor who came out and said there was a bombing, we don't know the motive, seemed to be downplaying this explosion in his city that injured 29 people, while you had the governor of new york, andrew cuomo say we will not let them, meaning the bombers, win. these two very different views of the world coming clear here. i'm wondering what are the american people looking for in a time like this, garland? >> well, you know, i think in this particular instance, i think it's going to work out in

hillary's favor. the way i see it, donald trump came out with the rather auth authoritarian kind of response, i don't know what happened, but i know we have to go punch somebody, and while that may be popular with the debates, i don't think among independents it's going to work, whereas hillary's nuanced response, i think that will be popular with the debates, but i think that will even be more popular with the -- with independents. >> alexandra, i want you to react to this, because there are poll numbers that support what garland is saying. take a look at this fox news poll about each candidate's temperament as it relates to being president. who has the temperament to serve effectively as president, clinton yes 59%, trump, no, 59%. look at that split here. how does donald trump switch that to be somebody that people say in times of crisis, when we

may not be in a full crisis right now, but certainly concerning events when you put together minnesota and new york and possibly new jersey and say who do we want to be in the oval office, it doesn't seem like they are saying trump's reactions are the ones that they want. >> look, this is, obviously, a very serious situation. first of all, i think if the nypd and fbi ought to be commend the on their professionalism and diligence for keeping new yorkers safe in this situation, but i think hillary clinton's response in this situation was a politically stupid one. this whole war over semantics over who said bombing and who said what when, i think this is the thing that turns independent voters off. this is classic clinton smoke and mirrors. what do you do when "the washington post" says you have the worst week in washington, what do you do when poll numbers are collapsing, particularly among a base of people that president obama captured in 2012 so stridently, which is millennials, what do you do in that situation, pick a war over semantics, but the average american can look out at the

we are continuing to follow the very latest out of new york, where 29 people were injured in a blast in the chelsea neighborhood last night, all those sent to the hospital following that blast have been released, but authorities say, of course, the investigation is just beginning. our peter doocy is live in new york with the latest. hey, peter. >> reporter: hey, shannon. here's what we know. there is a bomber or bombers on the loose, and the nypd just told us that they still need a few more hours to process two separate crime scenes about four blocks apart to see if there's any kind of a connection with terrorism with what happened last night, because right now

they are not ruling out anything. >> right now we don't have enough information to make any final conclusion. as the mayor said, we don't know if there's any political or social motivation, but we definitely had a bombing last night at 23rd street and had a suspicious device at 27th street. >> reporter: there is video from both crime scenes, 23rd street and 27th street, and right now the police department's bomb squad is working to analyze an unexploded pressure cooker that was reportedly found inside a plastic bag wired up to a cell phone. the fbi says additional evidence is being sent to a lab in quantico, virginia, and while there's mystery about motive, authorities say this was definitely intentional. the bomb that exploded last night and sent 29 people to the hospital was not left or detonated by accident. the fire department says the latch was not strong enough to cause structural damage to buildings nearby, but there was a lot of broken glass and "the

four people were killed and more than 40 injured when a charter bus carrying a football team crashed in north carolina. authorities say the bus carrying the team from rock hill, south carolina, ran into the median and hit a guardrail after a tire blew. 40 to 50 people on the bus were taken to the hospital, but it is unknown exact i will how bad the injuries of those who were merely hurt are. and now we continue our coverage of the explosion in new york city that injured about 30

people. all of them out of the hospital. authorities now saying they think it was caused by a homemade bomb there, they found another device, a pressure cooker, they said, that was unexploded about four blocks away on 27th street. let's bring in rod wheeler, former homicide detective with metro police for a little insight. rod, you hear pressure cooker, you hear bomb, you hear street and major american city and think they have a script for this investigation. that being boston. >> right, what they don't hear and what we don't hear are who are the individuals behind making these homemade bombs. let me real quickly explain why these are called homemade bombs versus any other kind of bomb. the materials used you can buy at your local hardware store, at lowe's, and you can figure how to make it. you can google, we track these things, you google it, get seven pages how to make a homemade

bomb and make it go off. the thing that's really interesting about this investigation from last night, and i can tell you exactly what the investigators are looking at, who are the individuals behind it, obviously, why did they select that particular street that the bomb went off on. some people may say why is that significant, because if you really look at that street itself, that street really is a dead end street that lives to a pass metro stop or train stop. there's a lot of people on the street, but not like it's the most busy street in new york city, it's not times square, why did they select that? here's why, i'm speculating now, but this is experienced speculation, i think what it was, was a dry run for something else. why do you say that? because i've seen these kind of things before. you and i were just talking about the pathfinder parked at 42nd and broadway back in 2010. it was a dry run. but guess what kind of bomb making device was in the back of that pathfinder, a homemade bomb, similar to the one used last night. >> that in 2010 was pressure cookers with propane tanks and

that kind of thing. >> that's right. >> we know the second device on 27th street was found by members of the new york state police, who ended up right after that first explosion, converging on the area, part of the protocol is they go around and see if there's any other secondary devices, pretty incredible they were able to find this on a dark street in manhattan amidst the chaos. incredible bravery there. but more importantly, how significant and how much easier does it make if for these police officers that they have a second now unexploded device? >> well, first of all, any time you find one device, you're going to have to look for a secondary device. we study the behaviors of terrorist organizations and even individuals, usually they'll plant one bomb, but will plant two or three more somewhere. these troopers last night that found the secondary bomb, this comes from a lot of experience and training, the fact they found that, because when you really look at where that bomb was planted, how can anyone find something there other than an experienced law enforcement

officer, and that's why i think the troopers did a tremendous job in finding that bomb last night. >> you can see what the second bomb might have done, that's the aftermath of the first bomb, but perhaps more importantly, the fbi down at quantico in their bomb lab now have an unexploded version, conceivably, of the first bomb. might have fingerprints, might have dna, might have a cell phone they can track back and figure out which bodega somebody bought a burner phone at. got to make at least the beginning of the investigation a lot easier. >> that's what they are doing, looking at the similarities between not only those two bombs found in manhattan last night, but also the bomb found in seaside, new jersey. in law enforcement, a good investigator is going to try to connect the dots with every one of these cases he or she can. we operate under the premise we'd rather eliminate something versus saying it wasn't part of it at all. real quickly, a lot of people have been saying why haven't they called this terrorism, we even heard the mayor of new york say there isn't any indication this is terrorism, but what he

reminds me of -- it's something i hear very often in the 11 years that i've been mayor, i think i get asked this question often, what keeps you up at night. well, what happened last night is what keeps me up at night. it was, certainly, a tragic situation that happened at cross roads mall, but i want to, first of all, thank the law enforcement response. not only our st. cloud p.d., but the departments throughout that area, sheriff's office, firefighters, emergency management folks, ambulance, all of the response teams of our first responders who are exemplary in how quickly they were there and responded to the events that took place last night. and i'd also like to thank the

response that the cross roads management, the staff, the folks in target and the macy's and number of folks that were also extremely helpful in their response last night. our thoughts and our prayers continue to be with the victims. i want to give you an update from the previous press conference we held last night, since that night, there have been some changes. we had an additional individual who self admitted at long prairie hospital, so there were nine victims. nine victims and as of 7:00 this morning, there were three that were still in the hospital. no one with life threatening injuries, but there are three of the nine that remain in the

hospital. the other individuals have been released. those victims, without the names, but male, 22 year old from big lake. male, 24 year old from wilmer. male 53-year-old from albany. male 45 year old from st. cloud. male 20 year old from st. cloud. female 15 year old from big lake. female 50 year old from kimball. male 29 year old from st. cloud. and a male 31 year old from avon. our thoughts and prayers are with these victims, but also all of the other individuals in the mall on a saturday night. as you can imagine, on a weekend, the amount of people in the mall, i can't help but think of the families and the children that witnessed a horrific

action, but i also want to recognize the individual off duty police officer who eliminated the threat and took down the suspect. that officer is from the avon police department. jason faulkner. jason faulkner is a part-time police officer for avon. he is the former chief of police of albany. he was in the mall and as somebody who's had an opportunity to witness the surveillance tape in macy's and witnessed what he did, he clearly prevented additional injuries and potentially loss of life. his heroic actions are exemplary, having witnessed what he did, as the suspect was lunging at him with the knife,

not only did he fire, the suspect went down, came back up on three different occasions. he, again, protected others from being injured and potentially loss of life. clearly, a hero. officer faulkner was there at the right time. and the right place. the mall, cross roads shopping center, will be the -- the crime scene has now, the police have left. it will be -- it will remain closed today. cross roads is expected to open for business as usual tomorrow, but it will be closed today. i want to again thank the responders. i also want to thank in a situation like this you really understand what your community is made of. strong support that i have heard

and received and phone calls and e-mails, texts through social media, not only from our community, but from all over the world. the outpouring of support in this community, we're a strong community, we're a united community. and there is in this individual an evil act, unjustifiable in any means. will not shake the resolve of this community. we have had tremendous outpouring, not only as i mentioned from throughout the world, but in our community. that support is very strong and clearly is evident in this community the strength of this community. i'm going to have come up now to the podium chief of police for the city of st. cloud blair anderson, and as he comes up, again, i can't say enough for the first responders in our

community. and beyond just the city of st. cloud. clearly, are a great example of their profession and are extremely worthy of our admiration and respect. chief anderson. >> thank you, sir. good afternoon. i want to reiterate the mayor's sentiment. our thoughts and prayers go out to all the victims and their families, and we certainly want to acknowledge all of our partners, our neighboring partners, our federal and state partners. at a time like this, you need your colleagues and your partners, and they were there for us and they still are. i can tell you before i go back through the chronology, from the first 911 the subject was eliminated, was approximately five minutes.

and that's what we expect when something like this starts. we train to respond to these kinds of incidents swiftly, and that's exactly what happened yesterday. but for that swift response, particularly the actions of officer faulkner, i agree with the mayor, this could have been much, much worse, and no one being injured, obviously, is acceptable, but this could have been a lot worse but for the swift response, not only for the men and women of st. cloud police department, but all of our neighbors, as well. so i'll go over the chronology with you again in case some of you weren't available last evening. at approximately 8:00 or 8:15 last night, one individual entered the southeast side of the crossroads mall on division street and attacked nine people.

we now know there were nine victims, as the mayor said, one self transported to a hospital outside of our jurisdiction. stabbed nine people. was confronted by officer faulkner, and i had the opportunity to view the video with the mayor, and i couldn't agree more with his take on it. this is what we're trained to do. unfortunately, none of us ever want to have to do that, but that's what we're here for. our job is the public safety of all, and officer faulkner's actions, again, were swift and direct, and in my opinion, appropriate. i don't think i have anything more to add other than between last night, obviously, and this

morning, we've executed at least two search warrants at an address here in st. cloud. we did discover the suspect's vehicle in the mall parking lot. that vehicle was cleared and impounded. in other words, there's no imminent threat either from that vehicle or right now there's nothing that we have gleaned that would suggest to us that this is anything other than what it appears to be now. keep in mind, and let me emphasize at this time, there's nothing to suggest anything differently than what you've been told, all right, there are a lot of moving parts and this is a fluid situation and i can assure you we will be transparent with you on any developments. so long as they don't compromise our investigation. i'm going to turn it over to special agent in charge rick thornton, he is from the

minneapolis office of the federal bureau of investigation. >> good afternoon. as the chief anderson said, i'm rick thornton, special agent in charge for the fbi in minnesota. i want to echo what the chief said in terms of this is a very fluid situation and will continue to evolve. the fbi and the joint terrorism task force has been working side by side with the st. cloud police department and other partners last night, throughout the night, and today. we are currently investigating this as a potential act of terrorism, and i do say potential. there's a lot we don't know. we do not at this point in time know whether the subject was in contact with, had connections with, was inspired by a foreign terrorist organization. that's what the investigation is attempting to ascertain at this point in time. that will involve all the things that you would expect.

we'll look at his social media, we'll look at his electronic devices, we'll talk to associates, we'll try to sort of peel back the onion and figure out what motivated this individual to commit the horrific act that he did last night, and i also want to remiss and not echo the chief's and mayor's sentiment thoughts and prayers to the nine individuals that were victimized and others who had to experience the trauma, even though they weren't physically injured. that's, again, that's our role at this point in time, along with the st. cloud p.d., again, to figure out what happened and to ultimately hopefully establish what the motivation was. thank you very much. >> we'll take a few questions, you all, and i will defer some of those to the lead investigator on this case, lieutenant laurie ellery, so
