o'neill. and i want to echo how lucky we are to have a fine police department and chief who was ready on day one to handle the challenges of keeping new york safe. i want to know that the city has a new fbi in charge bill sweeny who worked nonupon stop with the nypd and joint terrorism tack force to cant and you are charge the alleged bomber. from the moment that the bomb went off and until rahami's capture was 39 hours. that was amazing. and we are thankful to the tireless work of the fbi, nypd. and jtf. and linden police officer who got us to the finish line. there i want to acknowledge and thank the work of the

investigator and prosecutor and they like many of the agents of the jtf barely slept since saturday and working hard. the assistant attorneys. crowley and andrew deflipus. and super visors cronin and buck lo and investigators. thanks to their work yesterday evening, we filed the criminal complaint against rahami charging him with acts of terrorism including weapons of mass destruction and bombings. the federal charges were brought against him in new jersey as well as for the bombs that rahami planted in sea side park and new jersey. first case to proceed will be the federal case in manhattan federal court. we filed a writ with rahami with

the u.s. marshal's service and we expect he will be brought in the district. the fbi and nypd gathered evidence in a short period of time and the evidenced shows that it was a pre-meditated act of terrorism. that evidence includes 12 finger prints recovered from the unat the timeinated bomb in chelsea. and the pressure cooker, and duct tape and triggering cell phone. surveillance video of rahami near the bomb 27 minutes before the explosion. surveillance video of rahami walking with a suitcase just minutes after the explosion. four blocks out. license plate readers showing a car tied to rahami's residence. and entering the manhattan lincoln tunnel and leaving two hours after the explosion. and also a hand written journal found on rahami at the time of

his arrest talking about jihadi, pipe bomb and pressure cooker bombs and sounds of bombs heard in the street and references to an war alki and osama bin laden. and as you appreciate the american way of life was attacked and every day routines were shaken by explosions in chelsea and sea side. the response is classically american. and what we expect in our city from new yorkers. care for the victims, calm in the midst of chaos. and swift law enforcement action. now thanks to that response, rahami will face terrorism charges in the court of law. we'll turn to what we came to talk about. showing the diversity of our docket. sometimes law enforcement does us so proud.

sometimes sadly law enforcement does not and that brings me to todayy's case. excessive use of force in prisones has reached crisis porportions in new york state. we have taken aggressive action time and time again. but the prison problem does not end there. now we with are addressing the same issue of abuse. >> and we have the news regarding the terror attack from the u.s. attorney for the district of new york. and including weapons of mass destruction. there are federal terrorism charges. this is what will happen with rahami who remains in the hospital. denny colson is ready to talk to us.

danny, you are going to join us later on the program and talking to you on the phone first. what do you think about the four counts of criminal charges again. >> once again. the nypd and fbi and joint terrorism task force did their job. they collected the evidence available to them and organized it in a cogent way and we have good prosecutors in the new york city and other parts of the world in the united states. you saw it in the boston marathon bomber and oklahoma city case. it seemed like our law enforcement steps up to task and in record time get these guys. issue for me, they should be allowed to get them before the bomb goes. very, very confident prosecutors. and agents and police officers

hello everyone, i am melissa francis, and we are await dualing rallies from both hillary clinton and donald trump. expected to speak any moment now. we're going to bring you those live, plus the fbi wants your help in tracking down two men who removed the second pressure cooker bomb from a suitcase in downtown new york. and police in north carolina say the man killed by an officer had a gun on him. how will the candidates handle these important stories? chris wallace will break it all down on "america's election headquarters," next. the fbi is looking for two more men. surveillance capture video captured the men removed a device from a piece of luggage here in manhattan. they then leave the device on the street, but they take the luggage. and the fbi just wants to talk to them they say, a sentiment echoed by the nypd.

let's bring back danny coleson, deputy assistant director. do you think that's really what's going on? they want to talk to these guys? >> i think so. i've done many investigations, aye never seen a subject go back and get the bomb. so i think probably what we're dealing with here is somebody dumpster diving and found these things, personally, and i think the fbi just wanted to clear up loose ends. et fbi does not look dangling hints. they want to resolve every issue and that's one of the things of that agency. i think that's what it's. >> i don't know if you want see the wanted poster. why it's catching a lot of attention is that these two individuals were described in the past as homeless men. which they're clearly not. and so, they also don't look like dumpster divers. so that just leads to natural questions you remember to the public wondering, wait a minute, were they working for some reason with the bomber who we know was in that area just moments before? >> well, anything's possible. i mean, the world is full of
