lin-manuel miranda. >> and that does it for us. >> in one hour, we have the latest edition of the special report on fraud and we're going to look at the recruitment of the poll watchers and the controversial practice in one hour. the new york times claims it has a donald trump tax return and they've reported how he got around paying taxes. question, should you the voter care about it? and a potential october surprise no one is talking about. the u.s. milt is ready to help take back the strategic city in iraq from the grip of the islamic state terror army. i'm harris faulkner, this is "the fox report." the focus again on the republican presidential nominee's taxes. while he won't release returns until an audit is complete, "the new york times" newspaper is reporting his 1995 return allegedly showed trump declared a $1 billion loss that year and

that could have allowed him to legally skip paying federal income taxes for up to 18 years. yes, i said legally. hillary clinton's campaign, though, is ripping into the news. accusing trump of manipulating his returns to benefit from a rigged system. trump supporters getting vocal on this sunday. former mayor rudy giuliani said it proves mr. trump is smart enough to know our tax system and how to fix it. >> my response is he's a genius. the reality -- >> a genius? >> absolutely genius. the man, in the art of the deal that is described, first of all, we're talking about 26 years ago, perfectly legal and we should get that straight immediately. a perfectly legal application of the tax code. and he would have been a fool not to take advantage of it. >> we have fox team coverage on this. rich is following hillary clinton and peter doocy joins us outside of trump tower here in new york. let start with you, peter. how many documents did the new

york times get. >> it is three pages which represents just a tiny sliver of the huge stacks of paper that trump said makes up his tax returns like this one pictured recently and there is nothing in the times acausing trump of stiffing uncle sam, the only number that we really get is $916 million. that is the loss that trump took in 1995 after a tough year for the casinos down in atlantic city. a loss that size means that trump could have taken advantage of a law that excuses him from paying federal taxes for nearly two decades. but that is not written on the three pages. the trump campaign said now that the gop nominee has an obligation to take care of the best tax laws for his family and for his business and top surrogates are saying this story highlights trump's strengths. >> if you are talking about a tax return from 1995, and all of you in the media have been saying why don't you release the tax returns that are under

audit, they are all connected because of the byzantine tax laws an the business of donald trump is in to make sure he follows the law, which is exactly what he's done, and politically he has said that he's going to change these laws and that there is no one who is better suited to change the laws. >> reporter: as for how the times got the files, they say they just showed up in the mail box from an unknown sender. it is illegal to publish a form like this without the filer's permission but "the new york times" executive editor was quoted in the fall saying he wanted to post the returns so badly, he would do it if it meant jail time for him. and as to what comes next the reporter who broke the story asked if there were any documents in the mail from who knows who and she wouldn't say. >> so let me get this straight. it is legal, what donald trump did on his tax return -- illegal if the times chooses to share it as such without his consent? we'll move on.

how was the trump campaign, if at all, trying to change the subject tonight? >> reporter: just about an hour and a half ago, harris, trump tweeted this. quote, bernie should pull his endorsement of crooked hillary after she deceived him and attacked him and his supporters and that is a leaked audio from a february fundraiser who called them children who live in their parents basements and praised him about being right about bad trade deals and they think they have a good opportunity to pick up a good number of people who liked bernie but haven't decided between trump, clinton or stein or johnson. harris. >> it is a four-way, as you just pointed out in terms of the race still. peter doocy, thank you. hillary clinton back on the campaign trail to north carolina. she attended a church service in charlotte. the city is still reeling as you may imagine after the police shooting of scott. scott, who is black, had a gun. his family said it was a book.

the tape that they released does not conclude one way or the another and around and around they go in their investigation. today clinton weighed in on gun violence and racism as she addressed the predominantly black congregation. here it is. >> we pray for peace, when there is too much violence, outside these walls. in here we are called to confront injustice even when the world out there fails to see it. >> rich hudson, now more from charlotte, rich? >> reporter: good evening, harris. and hillary clinton finally addressed this african-american congregation in charlotte, north carolina. she was supposed to be here a week ago but at the time city officials asked her and donald trump to avoid charlotte because of the aftermath of the shooting of the protest and the rioting and they didn't want it to be a drain on police resources so hillary clinton delayed it until today.

she told the congregation that too many african-american families have been in the same tragic situation as the man who was shot earlier, a couple of weeks ago. but also added we must not forget that violence has touched the families of police officers, specifically citing what had happened in dallas a couple of months ago. then she called out her opponents position on policing and race. >> there are some is out there who see this as a moment to fan the flames of resentment and division, who want to exploit people's fears. they say that all of our problems would be solved simply by more law and order. as if the systemic racism plaguing our country doesn't exist. >> reporter: she doesn't mention donald trump by name but a theme of his campaign is law and order. and hillary clinton and supporters, there are concerns

that she couldn't get the obama coalition so successful in 2008 and 2012 so though show -- to show up and vote for her and she did do well among african-americans during the democratic primary against bernie sanders. fox news exit polls say she won the african-american vote here by a 4-1 margin, 80 to 19%. after addressing the congregation here she met with community leaders and now back in new york at her home. harris. >> i want to go back to bernie sanders and his supporters for a moment. and i'm curious to know what his response would be to what was leaked on those reportings, her poking fun at his supporters. >> reporter: as you heard, peter baasy reported that trump said bernie sanders should pull his support of clinton over the leaked audio but he has taken the opposite act and saying that hillary clinton was correct, there are many young people who

are left out economically and they went to college and they are saddled with student loan debt and hillary clinton was saying in that audio that the students then, unable to find jobs and cites the example of living in a basement, working as a barista and not having the ploemt opportunities available to them and they would turn to bernie sanders and the political revolution. there is a difference in the policy provisions between the two with bernie sanders calling for government to do much more than hillary clinton. and then of course critics of hillary clinton saying she was forced to move to the left to try to woo those bernie sanders supporters over to her side, harris. >> there is a sticky detail, though. he won't give her the addresses of the supporters, that coveted e-mail rolodex so he'll hang on to that but give the lip service as you mentioned. thank you, rich. the city of aleppo and syria atop international headlines with civil war breaking out, no cease-fire in sight. syrian government forces and rebels killing each other again.

while a humanitarian crisis deepens. the united nationals officials say attacks on city hospitals are wiping out medical services to respond to it all. the european union is offering $25 million in emergency aid and man power to move patients to other medical facilities. iraqi forces are gearing up for a major offensive of the islamic state strong hold of mosul. because while the civil war is going on with syria, those guys are nesting inside of the iraqa and in mosul, iraq. it comes as the obama administration announced they are sending 600 more troops to the region. i spoke with a green beret ben collins about the looming battle and our role there. >> no american special forces adviser that is willing to watch the men that he trains and eats with and becomes friends with get pinned down in a battle and doesn't move to support and come out of that safe area into combat. so this is difficult for us not to get pulled into the battle

the presidential debate was the most watched political event in history so what could we expect from the vice presidential candidates. mike pence and tim kaine will take the stage for the very first time and only vice presidential debate this sunday -- this tuesday, rather. garrett tenny has more of a preview for us from washington. garrett. >> harris, we could expect the tuesday vice presidential debate to look a lot different than what we saw last week between trump and clinton. tim kaine describes himself as boring. and trump's number two, indiana governor mike pence calls himself a d-list republican celebrity. while historically vice presidential debates have had little real impact on the election, neither candidate is taking it for granted. we are told you could expect to see two distinct strategies unfold. spence will spend time going after hillary clinton, for her e-mail scandals and at -- the

appearance of corruption between the state department and her foundation. >> it is important that we talk about the record. and i'm looking forward to that debate on tuesday night. because this election is about -- it is about a choice. and people need to think really hard about the record that hillary clinton brings on the foreign stage. >> reporter: on the other side, kaine is expected to force pence to defend many of trump's controversial statements, including recent comments about a former miss un yers contestant who trump criticized for gaining weight. after running through several mock debate this is week, kaine said he is feeling confident. >> it is good. i mean, just got to be myself and i look forward to seeing you down there on tuesday. >> i'm calm. things work out the way they are supposed to, i'm calm. any way, see you down there. >> reporter: tim kaine will have a home-field advantage in the debate which is being hosted in farmville, virginia and catch the entire 90-minute debate here on fox news starting at 9:00 people eastern. harris.

>> garrett, thank you. protesters gathered in los angeles after a car chase ended in a fatal police-involved shooting and demonstrated stood behind the police tape where the shooting happened yesterday afternoon. the shooting vict is 18-year-old carnel snell jr. they tried to pull over a car that had paper plates but the driver would not stop. at some point, a passenger got out of the car and ran behind a house, where he was shot. police say they found a gun at the scene but have not released any further details from the investigation. jamaica, among other islands, bracing for one of the most dangerous atlantic storms in a decade but the threat from hurricane matthew could stretch far beyond. or let me be clear -- north of the caribbean. and the docket nor the new supreme court term looks a little bare when it comes to the bigger issues for the justices. why is that? people say,

let's check in on the u.s. supreme court with big cases involving immigration and transgender rights are on hold right now. the justices are waiting for the ninth seat to be filled, as you may know. kristin fisher has more from washington. and is this delay to be expected after the death of justice scalia? >> reporter: yeah, harris, the justices are likely playing it safe because there are only eight of them. the scalia seat is still vacant. and they are avoiding the decisions that could lead to a 4-4 split decisions. and they explained it like this. >> i think they're trying to shay away from the controversial issues which i think that is a good thing. >> i think they simply don't have a choice. if there is something working up

through the court system they may not have the choice whether to take or not, especially if the circuit courts are split. >> and some cases noticeably absent from the docket involve the rights of transgender people and voter identification, all highly contentious issues that could easily split the high court. >> one case that the court will consider this term could greatly impact an nfl team. >> that is right. remember how the washington redskins lost their trademark protection because the team name was deemed to be too offensive to native americans. well this term, the supreme court will take up a similar case involved an asian-american rock band from oregon called the slantss. well they were denied a trademark because the patent and trademark office thought the name was racially disparaging. the slantss and the redskins sued. so far the supreme court has only agreed to take up the band's case but that could have implications for the redskins and determine whether or not they lose their trademark status -- to good.

harris. >> christen, thank you. let's do weather now. hurricane matthew is now a category four storm with 145 mile-per-hour winds. moving northward. it is a monster system. expected to pass east of jamaica and hit haiti and cuba tomorrow. forecasters are warning the damage could be catastrophic. and from there, the eastern seaboard is in its path. senior meteorologist janice is live in the weather center. and janice, at one point it was a category five. >> yep. >> i'm curious to know, if there is much of a difference if the islands have to take it dead on. >> no. we are talking about a major hurricane at this point, shy of 10 to 15 miles per hour. still dealing with a beast of a system and one that could be catastrophic for haiti, especially with the latest computer models bringing upwards of 30 inches of rainfall. this is very -- a very poor country. people are still inte

in tents. they have the earthquake that devastated the area and prayers for haiti and jamaica and it looks like haiti could take a direct hit from the system. and as harris mentioned, we are not out of the woods. the east coast needs to watch this. i have a prediction. i think we'll be talking about matthew a week from now, harris, on sunday night fox report. we'll talk about that. future radar, this is a slow-moving system and warm water and this computer forecast model shows the worst of the storm, the northeast quadrant moving over haiti, devastating and catastrophic. the last time we had a hurricane of this magnitude was 1954. hazel, and a thousand people were killed in haiti. that goes to show you what kind of storm we are talking about. computer models, once we get into the caribbean and the bahamas, category three storm we're predicting, right now in good agreement but too close for comfort. anything outside of a five-day forecast is 50/50. but the euro stalls it -- and

president obama has authorized the deployment of 600 additional troops to iraq. that will bring the u.s. troop levels there to more than 5,000. but in a political climate that claims we don't have americans, quote, in combat, why are they there and what danger are they facing at this point? in a search for answers, former

u.s. army green beret glenn collins took me inside of the mission as it stands right now. a combat veteran who said he is worried. about a confused message from the white house and the pentagon and that it is leaving our men and women and the american people unprepared for the sacrifices that are yet to come inside of iraq again. his foremost concern is a likely october fight to retake the iraqi city of mosul where isis is nesting like scorpions. >> we have upwards of perhaps over 5,000 u.s. soldiers that are in iraq right now preparing to be a part of the battle that is going to attempt to liberate the city of mosul from isis. isis has two capitals. they have one in raqqa, in syria, and one in iraq in mosul and this is the first time we are going after a much larger force, a city that isis has had control over for two years.

>> and i put a circle around mosul, because aren't they on every side of it right now. i understand they are booby-traps. >> they've had type to prepare trenched filled with oil and ieds and the explosives that take out vehicles and sniper positions and tunnels dug in and had two years to prepare for this fight and they are ready for this fight. >> and this is the second time around. you served. how disheartening is it to look at this map and to know that this is our option at this point? >> it is heartbreaking. because the reality is we have towns in iraq and afghanistan that we paid the ultimate sacrifice for and for guys like me, it is -- it's holy ground. it is american blood spilled to retake the towns. and that is a big concern about here. we never really had a day-after plan in the first time around. what is going to be the stabilization force after they retake this town? >> this is now a military fortress with the worst type of urban environment for warfare. >> look at the density of the city.

from a combat perspective, the density is what is most alarming. this is going to be a building to building, street to street fight, and could you see the expanse of this. this is going to be a bloody battle for the iraqis and my only hope is that the americans don't get sucked into this because of moore planning. >> how do we help? >> according to the white house, and the defense department, they are helping with logistics, moving equipment and moving supplies and we have the air support. we'll have at patchy gun ships and we'll -- the apache gun ships and combat aircraft in the air. they said even the special operators there under advisory are only there to advise and assist and the iraqis are doing fighting. and here is the problem. we lost soldiers that were there in an advise and assist capacity and there is no operator or american special forces adviser that is willing to watch the men that he trains and eats with and becomes friends with get pinned

down in a battle and doesn't move to support and come out of that safe area into combat. so this is very difficult for us not to get pulled into that battle and that is if everything is going right. if something goes wrong, my biggest concern is -- do our people on the ground have the necessary support that they would need. >> do they? >> i don't think so. to be honest, at the peak in iraq, we had 170,000 soldiers. i'm still a believer in the powell doctrine, if you go in, you go in with everything you have and hit it as hard as can you and get out f. one helicopter goes down in a city like this, who is the quick reaction force to go get them. and if that helicopter goes down he here, is it americans that are going to have the capacity to go in and pull out the pilots. >> how do you get there? from the air. >> exactly. >> more stuff for them to shoot at. so what do the american people need to know about this? >> the fact is, in my opinion, we have had confusion for years between the white house and the

pentagon and the battlefield. and congress needs to do its job. let's actually have a debate against the authorization use of military force. let's debate what our soldiers are doing. because if there is no clear and concise end state and if we can't define what our soldiers are doing, this is how we get a decades-long fight and the american people don't know what is happening. and for me that is the biggest heart break, americans don't understand right now i think that we have guys that are in combat and the white house fails to recognize that they are in combat. >> well for many reasons, ben told me, including the weather, he and others expect the attack for mosul to begin this month. and there will be a plan, but there is a famous military saying -- and know it well -- no plan survives contact with the enemy, things change. the enemy, after all, has plans of its own. well a widow of a 9/11 victim is now suing saudi arabia just days after a congressional override of president obama's

the clinton tank. >> absolutely. because the debate, harris, as i think most now recognize, two and three, four to one victory for secretary clinton. >> two and three and four to one, is that a sliding scale? >> the more polls you look at, the worse it got for donald trump. exactly. three to one. and here is the point that is worse for donald trump. instead of pivoting back to the issues, donald trump was running against alicia machado for most of last week instead of secretary clinton. the national numbers have started to move a bit for secretary clinton. the swing states have also started to move. i make the case here that unless donald trump can change the momentum, which seems unlikely to me, we will have president hillary clinton and you heard it here first. >> i heard that splash. as he jumped in. >> i'm going to bring a bath towel next week. >> i hear what you are talking about. but what about the fact and the argument, pat, that even though the numbers have moved a little

bit, not so much for her. so what does that say about her. >> as soon as you see or hear doug say president hillary clinton, voters are saying -- oops, there is so much of that in this race, back and forth. doug is right about one thing. it is a question of who dominated the narrative. if donald trump is defending his past, which to me is irrelevant to most voters now, when in fact they are looking at the question of the larger question of where is the country and where is it going and what about a people who feel so negative toward the political class. the reason the poll numbers changed, i was the supervisor -- looking at a poll done that night. >> you did your own poll. >> i was supervising and we did a special and giantivic and it was much closer. she was slightly ahead. aupd could see the effect -- and you couldee see the -- could see the effects and someone said they are winning and that moves the numbers.
