columnist for "the washington times," charlie hurt. we say you're outnumbered. >> i feel outnumbered. delighted to be outnumbered. harris: busy news day. let's get to it. hurricane matthew expected to make landfall in florida in a few hours. four states declared a state of emergency. millions of americans are ordered to evacuate from the coastline. florida governor rick scott with this warning. >> don't take a chance. a small movement could mean a lot. that's why we have to prepare for a direct hit. so again, if you need to evacuate and you haven't, evacuate. this storm will kill you. time is running out. we don't have that much time left. harris: forecasters say this hurricane could hit florida twice. senior meteorologist janice dean live in the extreme weather center. start there with the boomerang effect? >> that is five days out. we are concerned with that. it is a little bit after rarity

that we see that track come full circle, it is still five days out and beyond five days, you know, the forecast tracks get a little bit muddy. but what i can tell you we're dealing with, potentially unprecedented hurricane along the coast of florida, that is going to last a duration of 60 hours. it is a major hurricane is set to rake the east coast of florida. really feeling effects on west coast of florida as well. we have tropical storm warnings. orlando, florida, over the next couple of hours, we'll see conditions start to deteriorate in south florida. well-defined eye. category 4 storm. this is day five this has been a major hurricane which is a record in atlantic basin for month of october, to see a storm of this strength for this many days. future radar comes very close to port st. lucie. northwest of that, overnight tonight. that doesn't mean you will not see conditions deteriorating along the south coast of florida

as well. then it makes its scrape along the coast. doesn't make landfall. doesn't really matter. if you have core of very strong winds of 140 miles per hour, that is all you need for a lot of destruction and potentially catastrophic damage along the east coast. then friday, we'll have to contend with the potential of major hurricane off the coast of south carolina and georgia. then we potentially watch this storm do a recurve. look at the track as of 11:00 a.m. cat-4 storm. thursday, starting to see conditions deteriorate. it make as close pass around the melbourne area north and east on friday morning f it makes landfall, it doesn't make a difference f it is close to the shore, moves 20 miles to the left of that, that could mean between 50 mile-per-hour winds and 120 mile-an-hour winds. that will be crucial. we're still dealing with a major

hurricane up towards georgia. south carolina, cat 2 storm. which is what harris talks about. this will be topic of discussion. has to do with upper level winds. a trough helping to guide this northward. high pressure in the atlantic that will recurve it and squash it down. then we might see a recurve of a tropical storm. but again the main message here, we're dealing with a storm. one of which the east coast of florida perhaps has never seen. we haven't had a major hurricane hit anywhere across the u.s. in 10 years, meaning category 3 or higher. not only see six to nine foot storm surge with this, that is the pushing of water with the counterclockwise winds along the coast, we could get eight to 10 inches of rainfall, isolated amounts over a foot and destructive strong winds. gfs and gfs and euro come into close agreement. if not a landfall, couple times off east coast of florida.

then into georgia and the carolinas. then we watch the weird curve does happen. on average once in a decade but we have see hurricanes do this, recurve thing. there is the euro. almost identical. that is why that track is fairly certain that we are going to be dealing with a major hurricane along the east coast of florida, perhaps for a period of 60 hours. that is 200 to 300 miles along the coast, which again could be catastrophic. that is why risk scott is using dire language he is using. harris: absolutely. we haven't heard the language since sandy. this storm will kill you if you don't get off the beach. language is very strong. talk about the width of the storm. you talked about a distance more than 200 miles. that is frightening but the width of the storm? >> the hurricane-force winds. category 4 hurricane force wind stretch 30 miles.

tropical storm winds stretch 160 miles from the center of the storm. you're talking about 300-mile wide storm. sandra: janice, it is sandra smith. obviously the governor is telling residents of florida to prepare for the worst here. what is the best-case scenario? if we don't see it make landfall what is a good scenario look like considering the winds that we're seeing right now? >> the good scenario is more of, offshore, way offshore hurricane that doesn't bring those, those tightly-packed winds in the core, center of the storm, which are 140 mile-an-hour sustained winds. that stretches for 20 miles away from the center of the storm, that eye, that very calm area of the storm. so if that stays off like 50 miles off the shore, then, we're in better shape. but all of the reliable forecast models are showing, if not a

very close landfall, just a scrape along the coast of those hurricane forms winds, which is the worst-case scenario. listen, i will be first one to tell you hope we're wrong. i hope tomorrow people are mad at us. harris: yeah. >> but we have to err on the side of caution, and prepare for the worst. sandra: governor is urging people to get out now. the storm could kill you. janice, thank you, the top story now. people are under evacuation orders in florida, georgia and the carolinas as hurricane matthew takes aim at the u.s. leland vittert live in daytona shores, florida. with the very latest. what are you seeing, sandra? reporter: if you look behind me, if you saw it was windy day on daytona beach and wind coming in and surf is out. if greg pans out, see what

matthew is bringing, high winds and heavy waves but black ominous cloud headed our way. if we look at the atlantic it really kicked up as we got here this morning. i wouldn't say there is a sense of panic in the community but there is sense of urgency after hearing what governor rick scott said about the storm. major concern on the barrier islands is the storm surge. the water rising up will come over the boardwalk and waves crash into businesses along atlantic avenue. you see windows boarded up, sandbags. that extends a couple of blocks in. all of the hotels here have closedded their doors. they have boarded up and kicked simply everybody out. couple million people all up and down the atlantic coastline under evacuation orders. what does that mean? that means the police are saying if you stay, not going to come help you. that is the message from daytona

beach police. at 7:00 p.m. sundown, they will close bridges. no one can come on to the islands. police officers are working 20 hour shifts as they begin to try to secure this city. a lot of police say they are worried they may not get around this city because of how high the storm surge could be washing over the barrier islands here. fuel is very scarce, if you can find it at all. most of the gas stations we've been too, the pumps are wrapped up in plastic and people have gone home. food, we found food a little bit earlier. right now, those even as far as inland as orlando, which is 40 miles off the coast are being told they need to be able to shelter in place, hunker down in your houses three days. if you get to a shelter which they opened earlier, folks are told there may not be food or water. you have to bring your own. sandbagging operations shut down at 3:00. by sunday down, the police are saying they simply want everybody off the roads because

of how much worse this storm is going to get. as janice was staying it could last 24 or so hours. they want people to stay inside. then comes cleanup. florida power and light brought in thousands of employees. they're staged all over in hotels around this area, ready to work when the storm passes. as for preparations you get a sense people are prepared? you certainly do. things are people worried about here specifically this issue it has been 10 years since there was a major hurricane to hit florida. certainly a long time since one hit right here. not only people have become a bit complacent because there have been false alarms but other issue they're dealing with, lady, so many people moved here the past 10 years they don't understand the power of these storms. they look out, they see this, like these folks down here taking selfies saying we'll ride the storm out. by the time they realize how bad it can get, it is certainly too late.

sandra: leland makes me nervous to hear you say that you don't see panic from the residents there. the governor said, you don't want this to be i didn't know it would be this bad moment. as far as preparations, you said gas is running out. stores shelves look plentiful. are you getting sense these are people who are saying, you know what? we'll ride this one out or expecting this could be the big one? reporter: well there is certainly a couple different camps here. a lot of folks we met at grocery store, it will be hurricane party. we'll stock up. we've ridden these things out before. a lot of folks saying they're leaving. vast majority of folks you have to think have headed out of town. you think about hotels in fort myers, which is five, six hours away from here, are already filled up with evacuees. a lot of people heeded those warnings. others said look, we've been through this before. we're going to stick around. then you have to see what happens. it is a sad case certainly. then you have to think about the police and first-responders who

end up sticking around as well because that's their job. often times they're put in great peril when the folks call 911, once it is too late. sort of the real question, can the police officers or firefighters get to them in time to rescue them? can they get to them without putting lives in too much danger? you get a sense covering these and living down here for couple years, you get a sense people take this one a lot more seriously. those really stark warnings that we heard from governor scott and heard from local officials, as they speak on local television, they tend to show you this is a very different storm. people seem to be sensing that urgency. important not to be pa nick. that is how you have car wrecks. we had a pile up earlier today, those kinds of things. you have a get a sense of urgency here. sundown is 8:00 is when everybody wants to be inside. sandra: we'll hope for the best. leland vittert from daytona

beach shores, florida. be safe. harris: one thing is ominous, exactly what the storm is already doing. it is churning. we know where it has been. before the show we were pulling pictures, one in particular of haiti. we know that was earthquake-ridden area, and many of the people were in structures that might be weakened, but my goodness, gracious. when you talk about a storm flattened the landscape, look at haiti, just breaks your heart. you know more than 65 people that they know of at this point have perished in this. where they will go, where they have been for the last couple of days, those are big questions because as you heard janice dean saying earlier, the hallmark of this storm early on it was very slow-moving. that it sat for a long time. it wasn't just the winds. it was the rain. it was inundation of water that left people so stricken by the storm. faster-moving now. it picked up so much power, category 4. we'll continue to watch it,

donald trump's campaign adding a last minute town hall in new hampshire to his schedule tonight. allowing him to get a little extra practice for the debate he will face against hillary clinton on sunday. as the gop nominee said to be getting help from chris christie, a town hall veteran. mr. trump's allies and staffers, purportedly to emulate mike penn's debate style from monday night. he is heaping prays on his performance. >> mike pence did a incredible job. i'm getting a lot of credit, that was my first choice or first hire as we say in las vegas. he was that nominal. he was cool, and smart, you take a look at him, he was meant to be doing what he's doing. sandra: meantime as she did before the first debate, hillary clinton carving time with her campaign schedule to prepare. today she is off the campaign trail. all right.

i want to go to charles hurt first. we're three days away. this is another big moment in this election. what do you expect? >> i hope donald trump has spent this time preparing because he needs to. the first -- the first performance was, it wasn't his best but i have to say i think media sort has overplayed how bad it was. and what we're seeing in the polls, you know, drop-off largely because of the overwhelmingly negative and i think, you know, in unwarranted level. sandra: one of the criticism, meghan, even coming from his supporters, get off of what you don't want to talk about. pivot and talk about what you do want to talk about which he sort of struggled with, many agree on the first debate. you have a lot of experience with town halls. how should he be preparing? >> i political town halls one of the oldest forms of democracy in the united states because you have to face-to-face answer any

question you want from the constituents. unlike some in the media, no bias, no press secretary to meander things the way you want, you know this, your husband does it. this is makes me uncomfortable donald trump not having political experience. i had a woman on my radio show. i want a woman to ask donald trump do you think i'm fat. that something, could come from anyone, could change, could change the election. so i'm looking forward to it. that being said, hillary clinton is going to have to be a human and have a real response and she is not good at this either. i'm really looking forward to sunday. sandra: all right. his strategy the first time, rachel, is not so much preparation. should he be preparing more or differently this time? >> absolutely. when you have a question from real people, they want real answers. you can't answer around. really he has to sit down an learn how to, you know, the policy. i think the personality, he is

going to win on because she is very wooden, she is very rehearsed, comes off in phony. "snl" clip, it was funny, this weekend said my human father. i think there is something there about her where she is so overrehearsed and sort of talking pointish. i think people are kind of over talking points. they like real talking gift but he has to have some substance. he has to prove he cares even a little bit about policy and digging in. sandra: as you just heard, he was very complimentary of his running mate mike pence's performance the other night. perhaps he learns, a calm, cool collected style on the stage. harris: i hear the word style. i don't think preparation is style. like i wish we could get away from those two things being oppositional. it is not you're being stylish by being off-the-cuff and not prepared. being prepared is not a style. you can do both, have your personality, know your stuff,

to the united states. florida governor rick scott warning residents in matthew's path to get out now. bryan llenas live from the florida coast with very latest where many, many people are making preparations for this big storm to potentially make landfall. bryan? reporter: sandra, the preparations are coming down to the final hour. as the hurricane comes closer to closer in florida. we're between sebastian and vero beach north of west palm. conditions are deteriorating. look at idea of beach and coastline here. the water really starting to pick up. you can tell by the picture, we've got one of those feeder bands starting to come in. this is what we're seeing all throughout florida. the water getting rougher. feeder bands coming in and beach eroding there as conditions get worse and worse. this is category 4 major hurricane. a at this point getting supplies need to do so or have done so. at this point the conditions only get worse.

when the conditions get worse, last thing you want is to be stuck in a car or in a road at any moment when hurricane-force winds start going. 1.5 million floridians have been asked to evacuate all along the east coast. effects of the storm from miami up through jacksonville. we're talking about major, major low areas, coastal areas and barrier islands like we're on, mobile homes being asked to evacuate. leave and leave now. the governor, rick scott, spoke many, many times today. he urged people to really pay attention to what could be a catastrophic storm. >> this is gameday. this is going to hit. intercoastal bridges are locked down in palm beach county. if you're on the east coast from palm beach northwest likely see wind between 100 and 150 miles an hour. just think about that. 100 to 150 miles per hour. these catastrophic levels can

completely wipe out well-built homes and destroy neighborhoods. reporter: florida power and light says 2.5 million people could be without power when the storm comes friday night, saturday morning. sandra? sandra: brian, we've seen reports today, cruise ships are being turned around, rerouted, obviously away from any of these shorelines and areas. vero beach, i know a couple that was vacationing there over the weekend this is very popular tourist destination. have tourists been able to evacuate? have they been able to get flights out of the area? are they heeding warnings? >> i spoke to a couple tourists somebody here from texas. i thought this would be regular hurricane. he came down to the beach. i don't see anybody. people told him during hurricane season people come out on the beach enjoy the sights. when he didn't see anybody he was scared. based on what we're hearing local reports, what we've been

talking to, people are starting to realize and already realized this is major storm. hotels bunkered down. many people are not staying at them. many people have went west, at this point going north may not be the best idea. the storm will be hugging entire east coast north. so if you can't go west and can't bunker down in your hotel. next best bet go to shelter or school usually. go to a friend's house. timing is everything. this storm is coming in now and hitting really hard tonight. we don't want people to get stuck, sandra. sandra: bryan llenas, thanks for braving the elements down there in vero beach, florida. thank you, sir. reporter: no problem. harris: it is coming in fast. we'll stay on it. growing questions whether former president bill clinton is doing more harm than good to his wife's campaign. mr. clinton recently criticized obamacare calling it the craziest thing in the world. he tried to walk that back. donald trump said clinton blew

that obamacare is not working for them. if you don't get it, then you don't get them. what he is doing, he is trying to, unfaithful as he has been in the past i think in this case he is trying to help her. he is trying to shower that she doesn't have to tie herself 100% to the obama legacy. she is doing that to get black votes. that is understandable, and she also likes them as surrogates but to say that obamacare is great and i will double down on it is not a winner in this election. harris: you know, charlie, i saw it kind of a different way. mr. clinton has an opportunity to tack to the middle for hillary clinton, his wife, without her actually having to do it! >> meaning that -- harris: was this a trial balloon or this on purpose? he is pretty deft at this. >> that is interesting. maybe that is what he was doing. the other problem here is, agree with you, rachel, he does feel,

he feels people's pain. so he obviously is going to say something like that but. the problem for, the other problem with it is, it underscores just how different hillary clinton is from bill clinton as a campaigner. she doesn't feel anybody's pain. so, when he goes off script. the other thing that i, is worth remembering is, let's not forget in 2008 he was going off script like crazy during that primary in south carolina. we develop could have, you could make the argument that he tanked her there. what is that about? what is the undercurrent -- harris: did he allow her to have it both kay ways, meghan? >> i different it a different way. he is not the same bill clinton he was in the '90s, even if he is making push for more moderate democrats despite what bernie sanders and president obama think.
