electoral score card, shifting texas from solid republican to leaning republican. it's just the latest change from our decision team showing hillary clinton gaining support in states that used to be reliably red. no democratic presidential candidate has won texas since jimmy carter back in 1976. donald trump set to take the stage at any minute in the critical swing state of colorado. we will listen live when he speaks and see whether he continues pushing his claims of a so-called rigged election. just last night trump told thousands of supporters in green bay, wisconsin that voter fraud is, quote, very, very common. >> believe me, there's a lot going on. did you ever hear these people, they say there's nothing going on. people that have died ten years ago are still voting. illegal immigrants are voting. i mean, where are the street smarts of some of these politicians? >> most experts say actual voter fraud is extremely rare. according to one study from a

professor at loyola law school, there have been just 31 known cases of people impersonating somebody else at the polls out of a billion votes between 2000 and 2014. donald trump's daughter ivanka trump is now responding to the first time of that video of trump bragging he can grope women whenever he wants. she said, quote, my father's comments were clearly inappropriate and offensive and i'm glad that he acknowledged this fact with an immediate apology to my family and the american people. donald trump's wife melania trump is also defending her husband. she tells "fox & friends" she warned him not to do interviewed with personalities like howard stern and billy bush. >> he's not the man that we heard him on the tape. many times i gave him advice and i didn't agree to do all the

things on howard stern and billy bush, because i know those people. they egg him on. they try to get from him some inappropriate and dirty language. >> critics also blasted billy bush for his comments in the video, and nbc news reports he has left the today show. hillary clinton and donald trump are set to face off tomorrow in their third and final presidential debate moderated by fox news sunday anchor chris wallace. trump campaign officials confirm the mother of shawn smith, one of the americans killed in benghazi, will be one of their guests at the debate. a live look here from outside the debate hall at the university of nevada las vegas. that's coming up. let's go to colorado now where donald trump is speaking live. >> in 21 days, we are going to win the state of colorado, and we're going to win the white

gets in, you will set record lows, believe me. that i can tell you. we're going to create at least 25 million new jobs in ten years. and by the way, did you see the protestors yesterday? the protestors are paid a lot of money by the dnc, and i kept saying i wonder why those people are here because they never seem to have much on their mind other than stand up and protest. and yesterday it came out but it was barely covered by the media, but it's all over the internet, they were busted. they were paid $1500 each. they were given cell phones. go up and disturb trump rallies. and i sort of always knew it. in chicago, even people last night stand up for no reason, like what are they doing here. can you imagine, that's a big story, hardly covered by the media.

so bad. we're also going to create a new government that answers to the people. hillary clinton is the most corrupt person ever to run for the presidency. >> al >> all: lock her up, lock her up, lock her up, lock her up! >> she shouldn't be allowed to run for the presidency after what she has done, i'll tell you. true. newly released two days ago, fbi documents reveal just how deep the corruption goes. the under secretary of state, patrick kennedy, illegal pressured the fbi to unclassify

e-mails from hillary clinton's illegal server. it's hard to believe. and nothing happens to her. folks, and nothing ever happens. in other words, the state department was trying to cover up hillary's crime of sending classified information on a server our enemies could easily access. documents show that patrick kennedy made the request for altering classification as part of a very, very serious quid pro quo, not allowed to do it. this is a felony corruption. yesterday i said under secretary kennedy must immediately resign. the media barely covers this event, by the way.

this is a bigger event than watergate and they practically refuse to come. today i'm calling for him to be fired. clinton and her cronies have sacrificed your security, your family's safety, and your country's safety as though it meant nothing at all to her. remember also that hillary lied under oath to congress, saying that she never sent or received classified information on her secret server. she never received it on that insecure server that she should have never been allowed to have, that you're not allowed to have, and pretended not to know -- remember this one -- that the letter "c" meant confidential information and was classified.

she thought it was the lettering of a paragraph. there's never been a time in our country's history where anything like this has gone on. and the fbi, there must be people in there based on what you read, that are ashamed of what's happened. and the department of justice, there must be people in there that are ashamed, absolutely ashamed of what's been going on. hillary then told the fbi she couldn't remember 39 times, and then in written testimony last week under oath she said that she couldn't remember another 21 times. bad memory. got a terrible memory. this elaborate criminal coverup included hillary's deleting and bleaching of 33,000 e-mails, the disappearance of 13 iphones by hammers, two boxes of e-mails that had gone missing as of last

week. can you imagine they're now missing on top of everything else, two boxes of e-mails. and the destruction of laptops in a secret deal with the fbi. this truly is -- and i said it. this truly is many times worse than watergate, and we're going to put an end to it on november 8th. [ cheers and applause ] we're going to do it.another ses show top officials in the clinton campaign scheming to take massive sums of money from registered foreign lobbyists. then you wonder why we do so badly. but you don't hear the media talking about that at all, do you? you don't see it at all.

as wikileaks proved, the media as merely -- and it truly is. it's just an extension of the clinton campaign. the press has created a rigged system and poisoned the mind of so many of our voters. they have rigged it from the beginning by telling totally false stories, most recently about phony allegations where i have been under constant attack. they attack my business. i built a great business. although most people do admit that. they attack my wonderful family. they attack my temperament. but i built an incredible company. those papers are filed. and i'm fortunate to have a beautiful and loving family. you all saw melania last night

on television. she did a great job. that she even has to do that is a shame. and my temperament has always been just about my greatest strength. we have a winning temperament. our country doesn't win anymore. we don't win anymore. this is an election about truth, and you're not going to get it from the dishonest media. some people can't handle the truth. no matter what people may think of me, the one thing they know is that we're going to tell the american people where we stand, where we are. we're going to tell them the truth. now, even though we're doing pretty good in the polls, i don't believe the polls anymore.

i don't believe them. and if there's ten and there's one or two bad ones, that's the only one they show. believe me, folks, we're doing great. if we keep our spirit and if we go out and this is another brexit, believe me. they are so worried. that's why they've become vicious and hostile and dirty because they see what's going on. this rally set up just a short while ago, look at the number of people packed, but every rally is the same way. her rallies, very few people show up. when she has the energy to go to the event, which isn't often. she's doing debate prep. she did so much debate prep, did we beat her badly in that second debate? [ cheers and applause ] sort of funny, she's been doing

this for 30 years. now she has to do debate prep for five days. you know what the debate prep is? it's resting. it's lying down, going to sleep. i think the media is trying to discourage her people from going out to vote. and it was just brought up to me by a reporter in the back. they said, you know, it's very interesting. when you were fighting 17 people, the media was nasty but they really got nasty when we started to take the lead in the polls. they said wait a minute, this thing is going to happen. it's going to happen. change, stop our jobs from leaving, our companies from leaving, strengthen our military, preserve our second amendment. they're saying this is going to happen. and it is true. made-up stories, they're liars and made-up stories. without the media and all of the other corrupt entities that have helped her along the way, she would be nothing. she would be nothing. she would be doing so badly.

even my worst critics agree the media has come after us like they have never come after anyone before. it's my badge of honor. what am i going to do? even the "new york times" which is totally dishonest by the way, here's the good news about the "new york times," they won't be in business much longer. do you see what they're losing? they are dying. and they're dying also because they're very dishonest. but one of their biggest columnists, reporters, wrote a story about how bad it is. he said let's face it -- this is in the "new york times" -- balance has been on vacation since mr. trump stepped onto this golden trump tower escalator to announce his candidacy. can you believe that? they're admitting it. they don't even care. and they actually said that, we don't care. they will do anything to stop what we're doing.

not me. it's what we're doing. it's going to be an agenda of change but we won't let them stop maybe the greatest movement in the history of our country. >> all: usa! usa! usa! usa! >> history is watching us now, waiting to see if he will rise to the moment. we have to rise. we have to do it. we're under tremendous opposition. we're the greatest people in the world. somebody said what's the most important thing you learned. how great the american people are. i've gone all over the country. i have two things. i've learned that and i've learned how totally dishonest the media is. it's so dishonest.

i've learned that too. they are the most dishonest people i've ever dealt with. not all of them but honestly, like 75%. some are very good, but for the most part, yes, we have stories that we think are going to be unbelievable stories. they turn out, they make them as bad as possible. we have stories on the other side that would normally dismantle a campaign and they don't even report them. it's a disgrace. what's going on is a disgrace. but we've only just begun to fight, believe me. we have three weeks. you know what, we have three weeks. and i hear we're doing great in colorado. my people said you're going to win colorado, it doesn't matter what they're saying. get out and vote. but they even want to try and

rig the election at the polling booth where so many cities are corrupt, and you see that, and voter fraud is all too common. and then they criticize us for saying that. and we have even republicans saying oh, that's such a terrible thing to say. take a look at philadelphia, take a look at chicago, take a look at st. louis, take a look at some of these cities where you see things happening that are horrendous, and if you talk about them, they say bad things about you. they call you a racist. by the way, speak of that, nobody will do more for the african-american citizens of this country than donald trump. nobody. nobody. nobody will do more for the latino community than donald trump. i can tell you. in 2014 the "washington post," another beauty, published an article entitled "could noncitizens decide the november

election." the article found that 14% of noncitizens were registered to vote, 14% were registered to vote. and we're not supposed to talk about it. and your republican leaders said everything is peachy dory. and it also found noncitizen voting may have given democrats the pivotal 60th vote needed to pass obamacare. the "washington post," not me. the system is also rigged by the donors giving hundreds of millions of dollars to crooked hillary clinton's campaign. bad system. the reason hillary clinton pushes for nafta or the transpacific partnership, the worst deal signed by anybody in the world. we are a one-way highway out. we get the drugs, right? we get the drugs, we get the unemployment, we get the empty

factories. mexico and other countries get the cash. they get the employment. they get the plan. and for completely open borders, she wants completely open borders, because her international donors control her every move. if we let crooked hillary's cartel -- and just remember this -- run this government, history will record that 2017 was the year that america lost, truly lost, its independence. and by the way, this is our final shot, folks. in four years it's over. you're never going to be able to win. it's tilting. it's going to be a one-party system. this is your final shot. for the supreme court, for the second amendment. this is your final shot, november 8th. hopefully you'll do what you know you have to do. get out of bed and vote.

no matter how you're feeling, no matter how you're feeling. it is indeed time to drain the swamp in washington d.c.. this is why i'm proposing a package of ethics reform to make our government honest once again. i'm going to institute a five-year ban on all executive branch officials lobbying the government after they leave government service. second, i'm going to ask congress to institute its own five-year ban on lobbying by former members of congress and their staffs. that's a simple one. and they know this should be done but they're not going to do it but they'll do it if i get in. i'm going to, number three, expand the definition of lobbyist so that we close all

the loopholes that former government officials use by labels themselves as consultants and advisers when we all know that really what they are is lobbyists, right? make a lot of money. there will be a lot of pushback on that one but i'm going to get it through, i really believe it. i'm going to issue a lifetime ban against senior executives, branch officials lobbying on behalf of a foreign government. that's an easy one. number five, i'm going to ask congress to pass a campaign finance reform that prevents registered foreign lobbyists from raising money in american elections. wouldn't that be nice? but there's another major announcement i'm going to make today as part of our pledge to drain the swamp. if i'm elected president i will push for a constitutional

amendment to impose term limits on all members of congress. they've been talking about that for years. decades of failure in washington and decades of special interest dealing must and will come to an end. and remember, by the time this ends, i will have spent over $100 million on my campaign. hillary spent nothing. she gets all her money from the special interests and donors. and my interest is you. my interest is you. we have to break the cycle of corruption and we have to give

new voices to change. we have to. do we have a choice? >> a mixed bag of proposals you might have heard before and something new from donald trump. he is proposing a constitutional amendment that would require or impose term limits on members of congress. it got quite a bit of applause from the crowd gathered there in colorado springs. now tomorrow, donald trump and hillary clinton have one last chance to fight face-to-face for your vote. and if his campaign rallies are any indication, the republican nominee will not be holding back. hillary clinton has been off the campaign trail, not sending signals on what we can expect from her. fox news sunday's chris wallace is moderating the debate in las vegas, the first ever fox news anchor to be chosen for that honor. tomorrow night will not be like the final debates we've seen in recent election cycles. instead of sitting, both candidates will be standing at podiums like in the first debate. chris wallace released the

topics of the questions and in no particular order, they are debt and entitlement, immigration, the economy, the supreme court, foreign hot spots, and fitness to be president. chris said the topics could change as news develops, and after the past week of revelations from the clinton campaign's hacked e-mails to women's accusation against donald trump, it is likely to be a debate for the history books. joining us now, the u.s. editor of the "wall street journal," glen hall. so donald trump now wants a constitutional amendment requiring term limitations on members of congress. how does that appeal to the american electorate? >> this is a theme that he struck early on, this sort of anti-corruption, changing up washington, breaking those old systems so that america could be more democratic. this is something that worked from early on in the primaries. he's come back to it now, and i think it's a theme that will resonate certainly with his base, people who have propelled him to this point and

potentially changing the dynamic of the conversation at a time when he needed to bring new talking points. >> he has sent mixed messages to his charges about the system is rigged. on one hand he has blamed the media, on the other hand he said there are dead people voting. this time he blamed it on the media. is that a new line going forward? >> this is a line of attack and i hate to say it but back in the primaries this attacking of the media worked very well for ted cruz and donald trump. i don't know if that particular tact though draws in any undecideds or independents. i think it does help strengthen the base and build them up after a time when he might have been under doubt. >> what did you think of the address you just heard, that rally in colorado strings? >> i think he went back to those populous messages that got him this far. if people start to focus on those messages and think about what they think is wrong in washington and the gridlock and problems there, then maybe it

will have them focus on the change agent rather than the history of the messenger. >> but all the signs suggest the messenger is not getting his message across. just today the fox news decision desk released its look at texas which is normally reliably republican is more red. it is more pink. it is leaning republican, but hillary clinton is about to spend a bunch of money there. the dallas morning news endorsed her. what do you think? >> i think one thing to look at here is turnout. we've been seeing in our own polls at the "wall street journal" that the likelihood of voting of key constituents of hillary clinton, black voters and younger voters, really low versus past years. if trump can ramp up his supporters and push down her supporters, maybe it becomes a more level playing field. >> he has three weeks to accomplish that. can he do that in that amount of time? >> that's a big if and a lot of questions out there for the campaign. certainly what hillary clinton needs to do is motivate her

campaign and her supporters to really be wanting to vote, to know that there's a risk there. any time you're too far ahead in the polls, it might have other voters thinking they don't need me, my vote doesn't matter. >> tomorrow at the debate, does she kind of stand back and, you know, let trump throw his punches, or does she get right into it with him? >> as you said before, she's been lying low here trying to let the negatives on the trump side play out, i think, in addition to preparing for the debate. we saw last time she went head-to-head, and it's a big question about whether she tries to take the high road as she's spoken about on the campaign trail and bring a message to the voters or whether she feels the need to hit donald trump and keep him at bay. >> it's going to be quite a l be. . >> glen hall, thank you. hillary clinton has been out of sight for days as wikileaks and the fbi documents dominate the headlines about her campaign. tomorrow night will be the first

apple boss tim cook and starbucks ceo howard schultz apparently were on a list of possibly hillary clinton running mates at one point, according to the latest wikileaks data dump which includes names of a few dozen people clinton's team considered, among them here former rival bernie sanders, also massachusetts senator elizabeth warren and virginia senator tim kaine who of course ended up on the ticket. the list also included bill gates and michael bloomberg. you might remember bloomberg considered a presidential run of his own earlier this year. ed henry is live in washington. what else are we learning about the v.p. selection process?

>> reporter: in addition to bill gates, melinda gates was also on the list, bill's wife. obviously they're both heavily involved in charitable endeavors together all around the world. so it gives you an idea when you add that up with starbucks, apple, the head of coke, they were thinking about outside the box choices but in the end obviously went with a relatively conventional politician in tim kaine who's a sitting u.s. senator. i think it's also interesting that john podesta told hillary clinton it was like food groups to him and he broke it down along ethnic and racial lines, having a group of hispanics, women, and military leaders and business leaders that they looked at to maybe strengthen the democratic ticket who had a defense background. again in the end they went conventional. as we go through these e-mails there's a very candid one where john podesta basically says to a friend that the campaign a few months ago was not going well, in his words, we've taken on a lot of water.

it won't be easy to pump that water out of the boat. they knew they were having a rough patch. >> in another one of these apparent e-mails bernie sanders got a mention. >> john podesta was upset that bernie sanders decided to attack a climate change deal that president obama had put together and basically said bernie sanders is a dufus. it says that in an e-mail to a democratic colleague. why is that significant? of course there's going to be some petty gossip back and forth any time you go through e-mails like this. the bigger picture, this shows how much bitterness there was in the democratic primaries and now everybody's friends because they're trying to come together. >> might explain why bernie sanders didn't get the vice-presidential. ed henry, thanks. the state department is denying a top aid talked to the fbi about making a deal to change the classification of e-mail. he used the term quid pro quo

about the documents. katherine harris is live in washington. >> the president was drawn today into these allegations that a senior state department executive wanted a back room deal on the clinton e-mail. >> the notion or the accounts that have been put out there are just not true based on what we have seen, heard, learned, some of the more sensational implications or appearances, as you stated them, aren't based on actual events. >> reporter: but here's the thing. these heavily redacted files that were released by the fbi show that an fbi official described this incident as a quid pro quo. kennedy who was then secretary of state hillary clinton's top

lieutenants wanted the classified clinton e-mailed downgraded to unclassified in exchange for more overseas posts for the fbi. they did not dispute that kennedy attempted to make these changes after march 15th, a pivotal month in the clinton e-mail situation. >> trying to change the e-mails after march 4, 2015 would change the evidence by congress. >> first of all, these were documents for public release and not necessarily what we shared with congress. >> the documents also show that the watch dog for the u.s. intelligence community, inspector general, was also interviewed by the fbi and told investigators that employees were suspicious, his words, of new hires that were brought in to handle the clinton e-mail review, including at least one lawyer who worked at the same law firm as david kendall,

i think this is totally normal political procedure. we know that tim kaine was selected to give the clinton campaign a swing state, virginia. obviously it was a smart pick. tim kaine, i think it was late last week gave a speech all in spanish. he has a certain appeal and that's important. politics -- special interest politics is just a fact of life. it's not as if the republicans don't play it. remember when donald trump said look at my african-american. he was trying to play. african-americans aren't playing with him. >> this is just peeling back the curtain, this is just sausage making as normal? >> absolutely. i don't think there's anything in there that happened that you would say, oh, my god, the clinton campaign is worse than the average political campaign. >> the releases come just about every day. are you worried as a democrat that there's going to be some big revelation in there that's

going to blow up the course of this campaign? >> i'm not sure what would blow up this campaign. she's sitting at about a six to eight-point lead right now. that could crunch back down to two to four points but i don't expect any massive bomb to come out of these wikileaks. yes, they'll keep coming. i don't know if julian assange is going to get his internet back or not, but time will tell. >> we'll all be watching. thank you. over the last week donald trump has ramped up his criticism of the electoral system. he calls the process rigged. he says the media, some in the g.o.p., the justice department, the fbi and the global power structure are conspiring. could this hurt his campaign? we'll get into that with a republican strategist next.

you might have heard it earlier this hour. donald trump continuing to say the election is rigged for hillary clinton. the republican candidate mentioned two studies yesterday that he says back up his claim. but politico reports those studies fall short of proving his point, and the fact-checking website politifact gives trump's claims of large scale voter fraud its worst rating. pants on fire. tony fact is a strategist, political analyst and fox news contributor. so these charges that donald trump is making and he's suggested there is, you know, outright voter fraud, debt people voting, or the media are conspiring to rig the election, today he seemed to be focusing on the media, is he right?

>> on the media, it was confirmed by the wikileaks and it was in the coverage of the wikileaks that we see, not only the bias but possibly kol lugs of the media with the clinton pa campaign. nbc covered the trump tape for every 30 seconds of the wikileaks. cbs five minutes for every 30 seconds of broadcast hour on wikileaks. there's clearly some level of support and sympathy on that side. then we learn furthermore from these wikileaks e-mails that you have people from the "new york times," the boston globe, the "washington post," coordinating stories with the clinton campaign. in one case, a politico journalist actually tried to ask for permission to use certain quotes, give the campaign the right to even write their own quotes for a piece. this is beyond what we've always known existed which is liberal bias. on the voter fraud side, everybody universally accepts that voter fraud exists. democrats make this claim as much as republicans. when you talk about the fact checking websites, they've been

wrong in the past. they said john mccain was wrong in 2008 about acorn and we learned in 2010 there was voter fraud perpetrated by acorn. 18 people went to jail as a result. and meanwhile we were told that this was fabricated by the mccain campaign. >> some trump advocates are saying he's got to be careful because if he's telling his people that this election is lost before it's even taken place, his voters are going to stay home. >> on that point of strategy it's absolutely right. you can't allow people to feel that they can't impact the outcome. and the truth of the matter is they certainly can. that's where i think donald trump has to walk the fine line, by keeping on a message that's worked for him throughout this campaign and it's also worked for bernie sanders throughout this campaign. it's that whole idea that the macro dynamics of this country are rigged against the average person, whether it's the economy, whether it's government and washington, whether it's the voting system, that if you're the average guy you're losing out to these larger elite interests that both parties

frankly have represented. trump on the overall message is right to make this about a rigged system but he can't do it at the expense of enthusiasm of his voters. >> he can't seem to get out of his own way sometimes. since that tape came out he's down quite a few points, even in states like texas. at least the republican -- they're not doing as well as they typically have. >> i'll owe a lot of my colleagues steak dinners if hillary clinton wins texas. donald trump was down 11, 12 points. this race is down to about 7 i suspect. tomorrow you'll probably get a narrower and tighter race. look at north carolina, nevada, all within a one or two-point margin of error, totally winnable statements for donald trump. >> we'll see if you buy any steak dinners, tony, thank you. >> thanks.
