abide by the will of the public. that's what we're all about, the rule of law. that seems to be challenged in this case. and the polling numbers along with the tape and the performance in the debates seems to be reflecting hesitancy on the part of the electorate. that's what down-ballot republicans are worried about, that they get tarred with that brush. >> john bussey, "wall street journal," thanks very much. president obama is in the battleground state of florida today talking about how to fix his signature health care law. obamacare is under scrutiny as issues rates go through the roof. and the number of doctors in the network is shrinking rapidly. regardless of what the president said today, fixing these problems will be up to the next president. we're live at the white house, next. >> insult women. >> it's all talk. >> she should be ashamed of herself. you can run an errand.

states in which there isn't much competition among private insurers. kevin cork live at the white house now. this speech, kevin, was different from the president's other speeches on obamacare. >> yeah, john. i think you're right on the money about that. in particular when you think about the fact that they're pretty open, i would say, about this notion of a public option. yeah, they're trying to figure out a way to boost up the existing affordable care act and by rolling out this idea that maybe a public option is the way to go. frankly, for those of us who have had a chance to cover this story for some time, we were kind of expecting this to happen a lot sooner than now. as you point out the president was over in the sunshine state of florida talking about the need to get more people to sign up for the affordable care act. and the president also had a statement out there today. this one issued by the white house. let me just share a little bit from that statement. it said that the president believes there are commonsense ways to continue to improve the aca. this includes working with the 19 states like florida that have yet to expand medicaid.
12:07 pm
keep that in mind, we'll talk a bit more about that in just a second. and insuring a choice of health insurance issuers such as through a public plan fallback option. a mouthful, i know. what that really means, my friend, is consumers would be able to compare, say, a federal health care plan with their own private plan, and if it was cheaper, they could go for that. but that would require just a few tweaks along the way. maybe a few more tweaks than the president is even willing to admit. here's what he had to say about that today. >> i will tell you what will not work. repealing the affordable care act will not work. that's a bad idea. that will not -- that will not solve the problem. because right off the bat, repeal would take away health care from 20 million people. >> okay, so if that's the position of the white house, and it is, the question becomes what do you do to make those adjustments including expanding

what do we know about the refugees now? >> reporter: the prime minister came out and said they're moving ahead of schedule. it's only ahead of schedule if the schedule is moving slowly. it began this morning with u.s. air strikes helping to take back a christian town called bartella. but any hope that isis had been dismissed from the town was misplaced. it's these vehicle suicide trucks which are the most deadly weapon isis has. and the troops here, iraqi kurd, are only able to defeat and stop those thanks to the milan anlty tank missiles. so again, a prime example of how the u.s. is having a crucial role in this battle. >> it a frightening video. some of the refugees talked to

you about what's going on inside the city? >> that's right. we were in a refugee camp today. just like the story we heard from you earlier, one after the other these people have felt the brunt, the rath of isis in that city. only a handful of the million or so who are in there, they told us some horrific stories, how isis, for example, had forced some of them to watch men being locked up in cages, then drowned alive, decapitations and amputations every day. others said they were dug in and waiting for the offensive to come. we heard from some refugees who said some isis fighters had been hidden among them, including some dressed as women. that is contradictory from some inside mosul who say they are stronger than of, waiting to fight. the real battle lies ahead when
