inside the terrorist secret network of tums. right now with hillary clinton and we are awaiting a hillary clinton event in pittsburgh. she will be speaking at a high school, her first event and opportunity to respond to donald trump who is also holding an event in virginia. earlier today trump laid out what he would like to try to do in his first 100 days in office. listen. >> first, a constitutional amendment to impose term limits on all members of congress. second, a hiring freeze on all federal employees to reduce federal work force through attrition exempting military public safety and health. a requirement for every new federal regulation, two existing regulations must be eliminated. a five-year ban on white house

and congressional officials becoming lobbyists after they leave government service. cancel every unconstitutional executive action memorandum and order issued by president obama. begin the process of selecting a replacement for justice scalia. we're going to end common core and bring education, supervision to local communities. and illegal immigration act. fully fund the construction of a wall on our southern border, don't worry about it. remember, i said mexico is paying for the wall. with the full understanding that the country of mexico will be reimbursing the united states for the full cost of such a wall. >> that was donald trump speaking in gettysburg earlier today and john roberts joins us

with more details about what we could expect from donald trump throughout the day and between now and election. john. >> reporter: good afternoon. he'll be at the international ex-biggs. today donald trump laying out his closing arguments to the american electorate, why he should occupy the white house. gathering together at the same time all of the policy prescriptions that he's been laying out in speeches on the campaign trail over the last few months. but before getting into the idea of policy, airing out a list of grievances he has against a number of people from the clinton campaign to those 11 women who have leveled accusations against him. donald trump saying today committing to this that he will sue them all after the election. listen to this. >> every woman lied when they came forward to hurt my

campaign. total fabrication. the events never happened. >> now on the policy side, donald trump laid out things he will do in his first 100 days in office beginning with the first day he walks in there on january 20th of just after 11:00 in the morning. he's including tax cuts, repeal and replace obamacare. term limits for members of congress. he would renegotiate trade deals including nafta, reduce regulation for the energy industry, nominate a conservative justice to the supreme court to replace justice antonin scalia and initiate a program of school choice and build the wall for border security and implement new penalties for repeat offenders who enter the country illegally. a good deal could be accomplished through executive

order. he's going to need congressional approval. he appealed to voters to give him a chance to do it. here again is trump is g gettysbu gettysburg. >> i'm asking the american people to arrive above the noise and clutter of our politics and embrace the faith and optimism that has been the central ingredient in the american character and there's nothing better or stronger than the american character. >> i said a moment ago that listing grievances with the media who he believes had treated him inappropriately through this campaign. made reference to the proposed merger which looks like it could become a reality any moment between at&t and time werner saying they consolidate far too much power. he also said if he becomes president he will seek to break up con flom rats like that

done. he refused to say he would respect the rupts of this election. by doing that, he is threatening our democracy. >> here in pennsylvania, the real clear politics average of recent polls have clinton with a 6.2 over trump. 40.2 for trump. the third party candidate. i mentioned florida is a critical battle ground for both campaigns. 29 electoral votes up for grab there in the sunshine state and clinton's husband is trying to fire up voters there. >> i want everybody to be the master of his or her own fate. i want people not to be victims but to be empowered and so does hillary. she's had a lifetime doing this. >> 20 electoral votes up for grabs in the keystone state.

hillary clinton and running mate tim kaine and donald trump investing time and energy here this weekend. >> mike in philadelphia. thank you. kelly. >> so it's a very busy weekend. here's our political panel with more on what the first weeks of the trump administration might look like if he wins. justice saffey is publisher of saffeyreview.com. and cofounder of third way and former legislative and policy director to senator chuck schumer. let's get right to this. what would trump campaign becoming trump president look like in his first 100 days? jim we'll start with you. >> he's got even scores with the women who accused him of sexual assault. he's going to even the scores with the media who he feels has not treated him fairly.

this is a guy who likes to even scores. i think he's headed for a decisive and humiliating defeat. just like today he had a policy speech but stepped on his own message by the airing of the grievances and he made a fool of himself again. that's going to dominate the stories and why he is struggling so mightily in this campaign. thankfully what he's promising to do for america i don't think he's going to have a chance. >> justin what's your response to what donald trump talked about today in getties berg? >> i think it's good for donald trump to make the decision to talk about what he wants to do for america and stop talking about what hillary clinton and the liberal press and news media want him to talk about. this election is so important it needs to focus on the issues and not the irrelevant other issues. i commend donald trump for doing

that. i think the people of the country need to know what he plans to do and he's also doing best when he focuses on the insider versus the outsider message. hillary clinton is the insider. she and her husband have been in power for over 30 years and donald trump never held elected office. that message will resonate with more and more people. >> what do you say about what jim was talking about and that's the fact that donald trump took an amount of time of what people have said and going after litigation or stating he would go after litigation in his first few days of office after those women who accused him of sexual assault? >> well, if i were advising donald trump i would advise him to stop talking about that and focus on what he's going to do for the country as president of the united states. so for 60% of americans don't think this country is on the right track. >> of course, he's talking about he wants to be the candidate of change. let me talk about change in

terms of the supreme court because that's what a lot of people are looking at. donald trump talked about justice scalia replacing him on the court if he becomes president, if he's elected. he went on to say justice scalia's wife actually has a banner or poster on her lawn. let's listen to what donald trump had to say about replacing him. >> begin the process of selecting a replacement for justice scalia whose wife by the way has a trump sign, his wife is a phenomenal woman. has a trump sign in her front yard. isn't that nice? >> from one of the 20 judges on my list you know we're going to make decisions from 20 outstanding judges on a list that we submitted. who will uphold and defend the constitution of the united states. >> jim, your response to what

donald trump had to say about going forward with the supreme court should he become president? >> well, i think it pays to have a trump sign in your yard if you want to be considered. look, he would take the court in a very conservative direction. i think the court made some bad decisions on citizens united and other places. you know, roe v. wade would be under threat. so the supreme court is a very important issue here. i feel for democrats, it gaves democrats on that issues. i think the bottom line is i'm not sure people trust donald trump's judgment on a lot of things including picking a supreme court justice, even a lot of conservatives i imagine have their doubts about what he's going to do. >> to wrap it up, i got to hear your point as well. >> i'll wrap it up. donald trump has put out a list of 20 people he says he would

consider for the u.s. supreme court. for a lot of americans they're concerned about an activist liberal court making laws when it's not their job to do that. >> all right. thank you very much. >> thank you. >> thanks, kelly. >> iraq refusing turkey's help in the battle to retake mosul from isis despite defense secretary's push. the fight rages on in the north. isis launching attacks in the city of kerkoch. diverting the opposition away from mosul. the push to drive out isis revealing more how the terror army operates and we're getting a look inside the network of tunnels used as part of their fortification. benjamin hall live in iraq. >> reporter: it has been slow going on the frontlines today because of the tunnels.

isis fighters, snipers can pop up any time even if a village is clear. defense secretary ash carter came to meet with prime minister abaddy and also to push for turkey to play a greater role something which was rejected. a burning plant south of mosul torched by isis is releasing large amounts of die okay sid into the air covering towns. people have been putting on gas masks to protect against the smoke. a key town was liberated today by troops and being said there were still pockets of fighting. we were given access to the network of tunnels isis built. they are the biggest problem for the forces moving forward. >> many people wondered how isis was able to hide from the u.s. coalition air strikes.

they dug deep underground. these tunnels are a key element of isis military strategy and they cover every town, village that isis held. for the last few weeks isis will have been living in the tunnels. you can see they brought in electricity and the food they have got here and the water. it is incredibly hot and they would have been here for months. they have told us not to touch anything we see because it may be booby trapped. we're the first journalists to see this tunnel. they have dug straight down for 7.5 meters before cutting their way to the bedrock. one of the biggest concerns for forces as they move into mosul itself. that city is said to be covered with them. a difficult fight ahead we know for sure. julie. >> thank you. kelly. >> we are still awaiting the trump event taking place in virginia beach. any moment now expecting him to speak. we'll bring you that when donald

promises of all. if i'm elected president, we are going to drain the swamp in washington, d.c. in the contract i put forward a tough new ethics reform that will put the people back in charge of our government. we're going to renegotiate our terrible and i mean terrible trade deals and illegal immigration, stop the massive inflow of refugees, reduce surging crime, cut taxes big league, cut regulations even bigger league, unleash job-producing american energy. cherish and defend faith and religious liberty and we are going to get rid of the johnson amendment. i hope you know what the johnson

amendment is. because it is a disaster for our great people and for our church. we will also repeal and replace the disaster known as obamacare. president obama promised the american people that his plan would be affordable. instead, health insurance premiums are going through the roof and companies are being driven totally out of business. many companies are being forced to flee the country. they're leaving our country, creating jobs in other countries instead. and now hillary clinton wants to double-down and make obamacare bigger and worse and much more expensive and it doesn't get any more expensive. obamacare is now unaffordable and so unaffordable that even the democrats are admitting it.

just this month the democratic governor of minnesota said the reality is the affordable care act is no longer affordable. and bill clinton who had a rough evening that evening called obamacare the craziest thing in the world. he said small businesses and middle class americans are getting killed and he was telling the truth. this election is our one chance to get rid of obamacare and the cost of obamacare. it doesn't work and it's too expensive. your jobs will come back under a trump administration. your incomes will go up under a trump administration. your taxes will go way, way down under a trump administration. and hillary clinton is raising your tax. your companies won't be leaving virginia under a trump administration. they'll be staying.

we will be a strong nation again. we're going to rebuild the depleted military. we have the greatest people on earth but our military is depleted with the equipment we're using and other things. we are going to totally rebuild our military. we are going to start with the navy right here in virginia beach as part of our plan to create a 350-ship fleet. little creek and naval air station oceana are going to get a lot busier when i'm president. get ready. how many people are from there? that's a lot of people. norfolk naval shipyard is to watch. th to get very busy folks. get ready. they're going to be right at the

center of the action of the building of new ships. when it comes to the military i believe in three very, very important words. peace through strength. but we also need smart strategy. wikileaks shows that john podesta said of hillary she has bad instincts and we knew that. just look at her career. one of her close allies said she doesn't seem to know what the planet and what planet we're living in. look at her record. she's been there for 30 years and what has she fixed? nothing. she unleashed death, destruction and failure in every country she touched in the middle east, iraq, libya, syria, iran.

hillary's catastrophic failures unleashed isis came right out of the vacuum which is now on a campaign of genocide against christians in the middle east and all over the world. we think of what's happened. think of what's going on. it started as as small group of people and now isis is in 32 countries under her watch and now you hear that hillary is going to do something about isis. that's not going to happen, folks. that's not going to happen. at home she failed on the economy and she failed in upstate, new york. right now our economy isn't growing at all. we had only around 1% growth last quarter and a horrible jobs report on thursday. i'm going to get us to a 4% growth and maybe more than that. and create 25 million jobs over a ten year period.

>> many workers are earning less today than they were 18 years ago. working harder and longer and making less and they're older burr i'm working harder and longer and i'm older, too, so i don't feel sorry for you, okay. some of them are working two and three jobs, but still taking homeless money for them and their families. companies like carrier are firing their workers and moving to mexico. ford is moving all of its small car production divisions to mexico. when i'm president, if companies want to fire their workers and leave for mexico or other places, then we will charge them a 35% tax when they want to ship their new products back into the united states and they won't be leaving very easily.

hillary clinton has raised capitalists millions of dollars from big donors who want to ship our jobs overseas and to other countries, you know that. with that money she's outspending our campaign in some ways by 50-1 in ads. 50-1 and we're tied. pretty good, right. our campaign is going and taking on these big donors and interestingly polls just came out today where we're leading in three major polls, leading nationwide. despite all of the wall street money being spent against us, it's going to take on and we're going to take on the donors, big bonus and i'll tell you what, the big businesses of this country and i'm a part of them, but i decided i've been on the other side, you do know that, right? i understand the other side.

it's a very easy side to be on. and i've been there a long time and i looked out and i said, if i'm going to stay there i will tell you our country is in big trouble. our country is in trouble because it's the wrong thing. i love this country. i didn't need to do this. i love this country and that's why i'm doing it and we have a movement going like they have never had before. we have a movement going folks like they have never seen before in this country. get out and vote though, otherwise the movement comes to an end. thank you. this is a great, great movement. this is a movement serious lie like they have never seen before in this country. we are driving them crazy.

wikileaks even shows the clinton campaign speaking with contempt about catholics and evangelicals and boasting gleefully about friendly reporters who shower the clintons with praise for no reason. our system is rigged. and i've been saying it for a long time. and the best evidence is that hillary clinton is even allowed to run for the presidency of the united states in the first place. and it was crime infested and after a year of rudy, it was starting to look good and after two years, boy, what a difference and to this day, what a difference he made. he's something. great job, rudy. she bleached and deleted 33,000 e-mails and then two crucial boxes of e-mail evidence mysteriously went missing. you know, we have a four-star general who is now got the potential to serve five years in prison and pay a massive fine. this was two days ago. we're doing something that was a tiny, tiny fraction of what took place with hillary clinton. and it's a sad day for this

country what's going on with her, with the fbi, with the department of justice. this is a sad time in the united states, believe me, and you all know it. a trump administration will end government corruption. we will also end economic stagnation. my plan for the economy can be summed up in three very beautiful words. jobs, jobs, jobs. at the center of my jobs plan we'll be fixing our terrible trade deals. 47 million americans -- >> we're listening to donald trump speaking before a crowd there in virginia beach. he's been talking about a number of points dealing with his first 100 days in office should he become president. again, attacking hillary clinton on the wikileaks of her e-mails

and also talking to evangelicals saying he would get rid of the johnson amendment dating back to 1954. donald trump speaking to a large group of people there who agree with him and supporting him. we'll continue to follow more developments as they become available. let's go to julie with more. >> with more, john, the columnist for national review magazine. let's first talk about trump's rally here. earlier today we heard him lay out his first 100 days in office and for many of us that's the first time we heard pin-point plans as to exactly what he wants to do once he gets in the white house. tell me your feedback. what did you think of his 100 day plan? >> it's very similar in some respects to the contract with america which worked so well for republicans in 1994 against bill clinton's administration. the problem is we're 16, 17 days

away from the election. it's a little late to start doing this. the contract with america started about six, seven weeks before the election. i think there are a lot of popular elements in there, term limits, lobbying restrictions, things that would make it very difficult for meshmbers of congress to go through the revolving door and benefiting from their contacts in congress. it's late in the day. trump is on message today but there's been days earlier when he had not been. >> let's talk about today. today he did outline a very aggressive and positive agenda for the first 100 days. and within that first 100 days, he fulfills several of the promises that he has made, one of which being illegal immigration. and immigration reform. and then he once again talked about that wall he's going to get mexico to build. of all the, you know, list of things in his plan and his agenda for the first 100 days

which would you say is the most realistic that will actually get done and most unrealistic. >> the most realistic is repealing all the questionable executive orders and expansions of presidential power that president obama made. donald trump can do that within five minutes of taking the oath of office and he should. the most unrealistic frankly and this is i think sobering for a lot of trump voters is immigration proposal. the democrats should trump be president only need 40 votes in the senate to block a wall, to block most of his immigration program because they will say we need comprehensive immigration reform. we don't need one that focuses on enforcement. they will block that and their base will support them on that. although donald trump i think wants to make that a signature issue of his campaign, at some point the poetry, the soaring rhetoric of the campaign, the build the wall and make them pay

for it has to run into political reality. >> he does say he'll get mexico to pay back believes me is what he says and so far mexico has said their not going to do that. let's move on to hillary clinton. it's going to be senator kaine's and clinton's first together in six weeks. what do they need to accomplish? >> since they're ahead in the polls and it looks like the clinton campaign is acts with a victory lap, they want to show they're a team. it's clinton and kaine and kaine is the loyal lieutenant to clinton and will be there and they want to project the winning image of the team, not just as hillary clinton because hillary clinton is not as popular as tim kaine but even though tim kaine isn't very well known. >> let's talk about the very important states they need to win in order to win the election. donald trump has shown promise in iowa and ohio. he needs ohio. hillary clinton so far appears to be showing spretrengths nort

carolina, florida and leading in the critical state of pennsylvania. i want to take at the latest poll and it shows you that hillary clinton has a significant lead in the state of pennsylvania which by the way also is a lot of women who are voting and that female vote is critical in pennsylvania. what say you on these swing states? >> florida, north carolina, early voting states. democrats are trying to bank as many votes. indication that lots of hispanics are voting early in florida. pennsylvania is not early voting state. the philadelphia suburbs, obamacare beat them against mitt romney 14 points. according to the polls hillary clinton is beating trump by 34 points. some of that is suburban soccer moms or moderate republicans. trump is getting crushed in the philadelphia suburbs. >> right now in massachusetts for the very first time they are

voting early and the early voting days actually happening more and more because people don't have to stand in the long lines but you can't change your mind on election day. remember that if you are among the early voting. you already have to have your mind made up. thank you very much. kelly. >> a surge in early voting with just 17 days until election day. we'll take a closer look at one state where early voting is set to begin for the first time.

voting system. not in every state but in over 30 of them in this country. 5.3 million votes have already been cast, well ahead of the numbers that we saw in 2012. 37 states are currently offering early voting including massachusetts. early voting starts there for the first time ever on monday. joining us now william galvin, secretary of the commonwealth of massachusetts. 46 million people are expected to vote before election day. how does early voting affect the candidates' campaign because it gives them less time to convince those, you know, undecideds? >> i think these a very good point. the key is it's a great wonderful thing but you have to have made your mind up. if you're undecided it's not for you. once you have voted you're done. we think it's going to help us here in massachusetts and we do think some of the lines we have

seen in presidential turnouts, the last two presidential election, we have had over three million ballots cast. it's been long lines and we like to avoid that. it gives people extra time. when you try to condense it into a 13 hour day, it's not really very reasonable. many people have child care commitments. they may work in a different community where they live and vote. it's important to provide that opportunity for voters and for the first time we have a ten day period from the 24th of october to november 4th to give massachusetts' voters their right to participate. >> we should say the votes are not counted until election day. >> that's correct. no votes will be counted. >> it's a surprise to everybody. so there will be no indication of which way massachusetts is leaning until actual voting day where the numbers are counted. how does early voting affect

voter turnout. do you believe more people will vote if they have the option to do this early? >> i hope so. i mean obviously we have no history. so i can't tell you it will increase it. but the suggestion is it will give people who might not make it to the polls the opportunity to go down and vote. it will give people that extra period of time. so we're hoping for the people who might be under the pressure of employment or child care or some other issue, it will give them the ten day period to plan it out. and for all the voters, too, who may not be able to stand in line, worried if they get down there they're going to get stuck. this will give them the opportunity. we vote by each local community. it will give them the opportunity to plan out when they're going to go vote. >> it's true. you have got a couple weeks practically to basically plan around voting. a lot of people have a hard time getting out of the office for one in order to do that. early voting reduces lines in polling places and that is a huge relief for people who don't

have the time. it's not the act of voting that takes long, it's the lines. but it means you cannot vote on election day. we need to make clear that if you are part of the early voting, there is no changing your mind. >> that's right. going back to your point, you asked about the campaigns and their strategies, it's an opportunity for campaigns to get their high core supporters out and does reduce the time left to persuade people. in massachusetts i've been emphasizing the ballot questions that in some cases it's somewhat complex. no such thing as coming back and saying i've changed my mind but campaigns have to accelerate getting their message out and getting their decided voters out as well and hoping the undecided voters will wait until election day. there is a certain charm to voting election day and part of the american experience. in our society it's important to get people a maximum opportunity to participate. >> i like how you say tom.

i love massachusetts accents. i love it. i went to school in boston, so i love it. i miss it. as of saturday, more than 5.3 million votes have been cast which is far ahead of the pace at this time in 2012. balloting is under way in 37 early voting states. what do you think is the reason for so many more people voting early than they did back in 2012, they didn't want to get involved early, didn't have their decision made that early or they just want this election to be over with? >> it could be all of the above. i think we have to look and see at least our history here is suggesting there's been a level of interest greater than prior elections. back in march when we had the presidential primary we set a record on the republican side for ballot cast. we've seen an uptick in registration. we just loclosed registration o
