is that true? >> see, there are about 20 million who get coverage with healthcare.gov. and those people, 80 percent of them get a sud subsidy. and they are tieded to income and cost of coverage in your area. the value of their subide will go up. and there are nine people who don't use healthcare.gov and not eligible for subsidies and another 10 million people who could be getting coverage through healthcare.gov or through an insurer because they don't have access to it. and they don't get subsidies because they have incomes too high and they feel the full income. >> who pays for the subsidies. >> it is federally funded. obama administration said because insurers took a optimistic and competitive approach to the market, there is money left over. and there is a lot of people who

don't think it is a one- time thing. but the risk that they see, if the rates go higher this year, they will deter healthy people from signing up and then next year it will go further and the situation is compounding. >> you mean federally funded is taxpayer funded. we fund the government. >> that's right. >> even if you are receiving the subsidy, you are paying because you are a taxpayer. >> certainly, the rates did come in lower than expected and question is now whether the subsidy will go up in the future. >> that's the game of the health care and apologize for the word use game. we are watching how it functions and these are moving numbers. health insurance companies, what we are playing and hillary clinton talking about deductibles. and i want to 0 in on who ever is the next president.

what that means for the health care law and modifications that have to be made. what is at the top of that list? >> on the campaign trail and candidates talk to their bases. you are hearing the idea of changing the idea. people want to repeal it and public option and expand in other ways. my guess is when a closely divided congress is elected. regardless of who is in the white house, republican and democrats will have to do something about health care. they will have to talk to each other and negotiate on what changes they could both agree on. and the kind of changes you might expect there are middle of the road ones. >> and one of the arguments in favor of obama care. and we heard it on our program. is the rising cost of health care would be be so much worse if we didn't have obama care. we heard surrogates tell us about that; is that the truth?

>> it is hard to tell what would have happened without the law. and things are attributed and not to the law. and there are ways that are complicated because there is a lot going on in health care. the law made sweeping changes to the way health insurance is bought and sold. you can get it regardless of your medical insures and that is a big change and the impact will take years to discern. >> a fair point. it seems like it is health care cost and debt and what are we doing to attack the problems? and because we heard two polarizing solutions for health care and where it is going. we heard critics of the democrats that obama care is the set up that will need a public p option. we heard from conservative voices what we need to do is

allow competition for insurance companies across state lines. my statement is could we do both and possibly compromise for two of those things to bring them together that could help with the issue that is a challenge. >> both ideas inflames the other side. next year, people will find themselves doing neither and instead of talking about moderate changes to the healthcare.gov law. conservatives would like to see the pricing structure changed so that younger people are are allowed to pay less and older people can be charged more in line with the cost and terms of claims. a liberal idea is expand the value of tax credits. in theory both sides could trade on these two things and reach a compromise. it is different than the sort of things like the public option. >> and we are in that environment just before election

foreign governments or members of the united states government to do favors for allies in exchange for her doing favors for them. there is no evidence of specific explicit quid pro quos. the e-mail that uses the term quid pro quo is a game changer and an important one. it shows a lot of the dissent in the clinton camp of how to handle the controversy going back to march, where the news broke she used a private server and e-mail. allies are ripping in close to the folks close to clinton in the state department. one said the state department folks, she thought the state department folks handled the scandal in the way they did because they wanted to get away with this. we are not.
