basically this is day two of barnstorming the state. and from here on to tampa area. interstate 4 corridor that could decide the electoral votes. and clinton said florida can make the difference on november 8th. >> there are only 13 days left in this important election. and i have to tell you, it is so clear how high the stakes are. and i am going to work as hard are as i can over these next 13 days. >> the real clear politics average reveals a ed hot race with clinton leading trump. and one issue coming at a bad time for clinton and obama care, is soaring obama care reading

don't want to repeal it. they have to thread the needle carefully. >> the architect of obama care spoke on another network and he defended the raise in premiums that a lot of consumers are going to see. we'll listen to it his defense. >> first of all, 83 percent of the people in the exchanges get subsidies and they will held harmless by the increases. their subsidies rise to cover the premiums and the second thing, joe, most people think it is a one- time adjustment and they believe the insurance companies misical kulting. >> and the next president will have to make adjustmentes. >> the raising of the premium, harmless because of subsidies.

is that true? >> see, there are about 20 million who get coverage with healthcare.gov. and those people, 80 percent of them get a sud subsidy. and they are tieded to income and cost of coverage in your area. the value of their subide will go up. and there are nine people who don't use healthcare.gov and not eligible for subsidies and another 10 million people who could be getting coverage through healthcare.gov or through an insurer because they don't have access to it. and they don't get subsidies because they have incomes too high and they feel the full income. >> who pays for the subsidies. >> it is federally funded. obama administration said because insurers took a optimistic and competitive approach to the market, there is money left over. and there is a lot of people who

don't think it is a one- time thing. but the risk that they see, if the rates go higher this year, they will deter healthy people from signing up and then next year it will go further and the situation is compounding. >> you mean federally funded is taxpayer funded. we fund the government. >> that's right. >> even if you are receiving the subsidy, you are paying because you are a taxpayer. >> certainly, the rates did come in lower than expected and question is now whether the subsidy will go up in the future. >> that's the game of the health care and apologize for the word use game. we are watching how it functions and these are moving numbers. health insurance companies, what we are playing and hillary clinton talking about deductibles. and i want to 0 in on who ever is the next president.

what that means for the health care law and modifications that have to be made. what is at the top of that list? >> on the campaign trail and candidates talk to their bases. you are hearing the idea of changing the idea. people want to repeal it and public option and expand in other ways. my guess is when a closely divided congress is elected. regardless of who is in the white house, republican and democrats will have to do something about health care. they will have to talk to each other and negotiate on what changes they could both agree on. and the kind of changes you might expect there are middle of the road ones. >> and one of the arguments in favor of obama care. and we heard it on our program. is the rising cost of health care would be be so much worse if we didn't have obama care. we heard surrogates tell us about that; is that the truth?

>> it is hard to tell what would have happened without the law. and things are attributed and not to the law. and there are ways that are complicated because there is a lot going on in health care. the law made sweeping changes to the way health insurance is bought and sold. you can get it regardless of your medical insures and that is a big change and the impact will take years to discern. >> a fair point. it seems like it is health care cost and debt and what are we doing to attack the problems? and because we heard two polarizing solutions for health care and where it is going. we heard critics of the democrats that obama care is the set up that will need a public p option. we heard from conservative voices what we need to do is

allow competition for insurance companies across state lines. my statement is could we do both and possibly compromise for two of those things to bring them together that could help with the issue that is a challenge. >> both ideas inflames the other side. next year, people will find themselves doing neither and instead of talking about moderate changes to the healthcare.gov law. conservatives would like to see the pricing structure changed so that younger people are are allowed to pay less and older people can be charged more in line with the cost and terms of claims. a liberal idea is expand the value of tax credits. in theory both sides could trade on these two things and reach a compromise. it is different than the sort of things like the public option. >> and we are in that environment just before election

than 80 village and towns are retaken and a lot in the east where there is significant progress. in the south, it is it harder and slower and iraqi security forces are are making progress there. and what we expect to see in the coming day and weeks is a operation to go into mosul. that operation has not started in large part because there are so many bomb and ied's and booby traps laid in the outskirts of mosul. buildings where the plugs to light to walk in and if you switch them on for electricity bombs went off. isis made an effort to slow down iraqi security forces and they are are making a lot of progress and expect to go to mosul soon. >> let's hope it all goes well. conner, thank you. wikileaks at it again

everybody insists they are. and hillary clinton tries to brush it off that it is it a vast right wing conspiracy, the only conspiracy, it is the whole road map is laid out before us. >> betsy, jason chaffetz from utah. he said the quid pro quo e-mail that suggested that the fbi was going to be be offered cushy jobs in exchange for going easy on the benghazi situation, he said that that e-mail alone was forth four congressional investigations and there are revelations. >> it was the most galling of the e-mails that were released. one of the challenges for republicans going after hillary clinton baseded on the information in these e-mails tis difficult and thus far not had a lot of success proving that she was particularly able to get

foreign governments or members of the united states government to do favors for allies in exchange for her doing favors for them. there is no evidence of specific explicit quid pro quos. the e-mail that uses the term quid pro quo is a game changer and an important one. it shows a lot of the dissent in the clinton camp of how to handle the controversy going back to march, where the news broke she used a private server and e-mail. allies are ripping in close to the folks close to clinton in the state department. one said the state department folks, she thought the state department folks handled the scandal in the way they did because they wanted to get away with this. we are not.

the campaign are not confirms or denying. but we can expect the republicans to dig in this for years to come. >> her problem if she win withes, will not come from the right. bernie sanders is saying he will be watching her like a hawk and her fund-raising comes from wall street types? >> yes, what is revealed in the wikileaks, is not just shocking to republicans, but also to the whole wing of the democratic party that supported bernie sanders and didn't want clinton in the first place. and one of the big reasons for that, is exactly what is revealed here. one thing that is important, jon, the fact that there is so, we are just scratching the surface. the number of e-mails that we are talking about here, it will take a long time. i suspect there had are numerous bombshells in here that we are not getting to yet, that we haven't connected to the dots on
