let's go out to carl cameron with more. >> reporter: donald trump is referring to hillary clinton as having low energy, which is how he tattooed jeb bush in the primaries. before that, he went to church today in las vegas. after taking part in the sunday services, he went to one of the most famous hotels on the strip, the venetian, owned by the renowned republican super donor, sheldon adelson. and there he's stumping -- >> all right. we have lost carl momentarily. we'll get back to him. in the meantime, donald trump is now taking the podium in las vegas. let's take a little bit of a listen in there and we'll work on getting back to carl. >> hillary's set up an illegal

server for the obvious purpose of shielding her criminal conduct from public disclosure and exposure. she set up this illegal server knowing full well that her actions put our national security at risk. i have a feeling they just found a lot of them, don't you think? i have a feeling. huma, we never thought we were going to say thank you to anthony weiner. >> those are just some of the sound bites from a little bit earlier with donald trump in las vegas. as carl reported, trump is using hillary clinton's e-mail scandal to fire up supporters on the trail. so here's a bit more of what he had to say directly to that in las vegas. >> as you have heard, it was just announced on friday that the fbi is reopening their investigation into the criminal and illegal conduct of hillary clinton.

hillary has nobody but herself to blame for her mounting legal problems. her criminal action was willful, deliberate, intentional and purposeful. hillary's set up an illegal server for the obvious purpose of shielding her criminal conduct from public disclosure and exposure. she's set up this illegal server knowing full well that her actions put our national security at risk. and put the safety and security of your children at risk. to cover-up her crimes, she bleeped and deleted 30,000 e-mails after receiving a congressional subpoena.

just recently went mysteriously missing. then you have the wikileaks revelations, which have exposed criminal corruption at the highest levels of our government. hillary put the office of secretary of state up for sale and if she ever did get the chance, which we're not going to let her have, she would put the oval office up for sale, also. you have no doubt about that. now it's reported that the department of justice is fighting the fbi. that's because the department of justice is trying so hard to protect hillary clinton. >> that is just a bit of what trump had to say today. but carl heard the entire speech, so how did it go over, carl?

>> reporter: well, he's been much more attentive to his teleprompter. and the overall message. he does ad lib in between lines, but he is staying on track, more so than earlier this summer. at one point he got distracted by a sign that said latinos for trump. he said, i love that sign, give it to me. and within a matter of seconds, the woman brought it up to the stage. she got to the podium and started talking, she was a mexican-american, legally immigrating, and actually spoke for four to five minutes. and trump sort of, after she left the stage, he said, she does it better than i do. a spontaneous moment, didn't look to be planted at all. big crowds. for the second week in a row now, he's talking about the affordable act and the premium spikes first as opposed to going after the fbi and the ongoing

case with anthony weiner. he's effectively trying to give voters a reason to vote for him as well as give reason to vote against hillary clinton. and he's gotten pretty good at it. and the crowds are getting bigger and bigger and probably will for the next nine days. mitt romney and john mccain had tenses of thousands of guests at their rallies in 2008 and they lost. donald trump is not running against barack obama but her the crowds are. >> thank you, sir. donald trump has been making stump speeches and the clinton campaign once praised james comey as the principal career lawman. but right now they are in

full-on assault mode against the fbi director. in florida the candidate herself called his actions troubling and unprecedented. our jennifer griffin live with the clinton campaign as they criss-cross the sunshine state. hi, jen. >> reporter: hi, leland. well, today is the day we refer to as soul of the polls. this morning you saw hillary clinton outside ft. lauderdale in a baptist church, here's what she said. >> where there is a negative, hateful, divisive vision, parents also parish. so we need to lift up our eyes and have a vision of what we will do and become together. no matter what is thrown our way. we are not going to back down. we are not going to give up.

>> reporter: the clinton campaign is demanding that fbi director james comey put out more information and not leave the electorate claiming. the clinton surrogates are out as well. church goers are out in full force. clinton is leading nationally by one point. six in ten people said the fbi director's announcement said it made no decision in their voting. 3% said it makes them less aware to vote. >> what was on that laptop she shared with her husband anthony weiner? >> she hasn't. you just offered a hypothetical

on the table. >> reporter: now it's not clear at this point what huma has shared with the fbi. she, of course, was interviewed back in the spring under oath. there are some reports breaking now that she is in negotiations with the fbi about sharing. but for several weeks, there are reports that the fbi had been going through the e-mail. at this point, it is very hard to know what is going on. hillary clinton about to take off from florida back to new york. again, she will be campaigning later this week. >> so far the fbi is not saying much. jennifer griffin is following the hullry camp. she wrapped up her speech 10 to 15 minutes ago. and today, despite what she s d

said, here's what she had to say. >> i just have to say, i know i'm preaching to the choir. but i also through you want to talk to people who are still making up their minds, believe it or not, right? because we've got a choice between a president who will bring us together, keep our country safe, get the economy working for everyone, not just those at the top. or someone who temperamentally is unfit and totally unqualified for the job. you know, donald trump is doing his best to confuse, mislead and discourage the american people. i mean, he's such a downer, right? and it's time for him to stop fear mongering, stop distracting from what's really at stake and

frankly, stop disgracing our democracy. we can't let him get away with this. here is some news, america is great and we can make et greater if we can work together and set some goals. but we are seeing americans coming together, democrats, republicans, independents, to reject donald trump's dark and divisive vision of our country. and it's going to be really important that we make it clear to everyone in these last nine days what's at stake. because i really believe the vast majority of americans agree with us. we don't want a president who demeans women. we don't want a president who has plans to break up and deport immigrant families. we don't want a president who perpetrated the law that president obama was not born in america. we don't want a president who

would appoint supreme court justices to overturn marriage equality. but i want you to know, the energy we're now seeing out in the campaign is not just about what we're against, it's also about what we're for. because we also share a common vision, the partisanship and politics is a hopeful, inclusive america where everyone counts and everyone has a place, right? and that's exactly what i'm going to be fighting for in these last nine days. we're going to honor people, not insult them. donald trump has insulted more than half of our population. african-americans, latinos, immigrants, muslims, pows, women, and by what he has said, so many others who believe that you have a positive future.

race is under investigation by the fbi. >> actually, she's not. >> i don't know where you have been for the last two days. that's a factual statement. >> i've been in colorado, california and then going to pennsylvania. and i don't have one voter saying, wow, this is really going to change my mind. >> this is between tucker carlson and the former maryland governor and martin o'malley on "fox & friends" this morning. the clinton campaign is trying to downplay the restart of the e-mail investigation into working. we'll bring in our panel, daniel hamper, and katie williams from "the hill." good to see you both. daniel, does this have any sticking staying power as far as the campaign is concerned? it comes out on a friday afternoon, we're all into it, we know every detail and care about it, but it's the weekend for a lot of voters, many people have already voted or have made up their mind. >> the truth is we don't know. we'll know how the polls react, how voters react.

it seems to be important, we think it's a big deal, but then again the fbi has been heavily involve in hillary clinton's campaign and investigating her for a year and a half, really before she jumped into the presidential race. so democrats did nominate the only candidate under an fbi investigation. so on the whaunone hand, it's n surprising. and on the other hand, this is what she's bringing to the white house and that this will continue, should she win if it goes forward, and it will continue probably throughout her presidency in some form or another. >> so you're assuming she's going to win. >> well, i'm saying if she does win. obviously, the polls -- the polls do show she is winning. she's the favorite. will everything change? we'll see in a couple days. maybe not. perhaps martin o'malley is right and that any voter who sees this is not going to change his mind, perhaps it suppresses some of the supporters or excites the republicans. we don't know exactly how it will play out.

we'll see if this fundamentally changes the structure of the race. it is still very exciting and interesting. >> it is hard to measure the intangibles until you get to the ballot box. in the meantime, you cover national security and know all along there's been the process of the calls on capitol hill for former secretary and former senator clinton, and now the democratic nominee, to be stripped of her security clearances, the briefings she's getting, those calls renewed again on friday by top republicans on the hill. what do you make of it? >> well, you're certainly seeing some of the same pressure you have seen really since director comey made his announcement in july that secretary clinton should be stripped of her security clearances, that her aides should no longer handle classified information. you're also seeing a ton of pressure now from democrats to release more information. you're seeing key capitol hill democrats say director comey should provide transparency into what exactly they found. because right now with a three paragraph letter, they say it's allowing voters to sort of have

the impression there was wroung-doing here when perhaps there may not have been. this is something the fbi is looking into. >> of course, daniel will say, if she released her e-mails a year ago, this wouldn't be at the 11th hour, possible possibly. >> yes, there are a lot of what ifs. the thing is hillary clinton is claiming the same thing, the fbi should release what it has in the e-mails and everybody is now calling for transparency on both sides. it's a little disengenuous. rodney luke was on "fox news sunday" and asked something eight times whether or not huma had even been asked by hillary about the e-mails and hillary has not bothered to ask. he conceded she has not asked and wouldn't answer the question why they have not gotten into this. so it seems disingenuous. the easiest thing is to call for more transparency when they know it's not going to happen. but the fbi is not going to release e-mails they have not read at this moment and probably won't read them in the next few

days. >> kevin here just reported on that and talking about the extensive process to go through because you all know if there are questions about the classified material, that will be vetted by a number of agencies. that is not happening in the next nine days. but all along her polling has showed she has trouble with honesty, trustworthiness. that's not new. if they didn't love that, they were voting for her anyway. does this change that? >> well, certainly in the polling yesterday, two-thirds of voters were saying this doesn't change whether or not i would vote for clinton. you know, there are some thoughts that perhaps we're essentially seeing scandal fatigue with clinton and it is difficult for any one thing to sort of rise to the level of an issue. people have already decided, this is a thing i can live with, this is something i can't live with. you have seen the revelations out of the wikileaks releases. >> we'll we'll get another roun tomorrow. we'll see how it plays out.

just nine days to go until the election. and boy was it an october surprise on friday. trump is hitting clinton hard over the news that we have been talking about all weekend. the restarting of the fbi's investigation into clinton's use of a private e-mail server and possibly that there are new e-mails. meanwhile, hillary clinton is going after trump over his

director james comey and the republicans were the ones furious over his decision to not recommend charges. now it's the exact opposite. here's adam shift from the house judiciary republican chairman. >> that kind of bomb this close to the election was a terrible lapse in judgment. what is the public to make of this letter and how is the secretary to defend against this kind of innuendo. i think it was a direct mistake. >> i think james comey is acting consciously to address a very serious national crisis. >> reporter: now yesterday congressman goodlat was briefed and said he's calling for more information to be released about the e-mails as soon as possible. comey could not respond to that line of questioning. so we're no closer to knowing if he intends to release more

details before election day or not. but even if he does, congressman devon nunez said today on "fox news sunday" that if clinton wins and if republicans hold onto the house, his committee will likely conduct their own investigation. >> we will clearly investigate all of the information that we have as it relates to classified information being put on unclassified networks where russians, chinese, other bad actors could get ahold of the information. >> reporter: and those kinds of concerns part of the reason why on friday house speaker paul ryan said the intelligence briefings should be suspended. that's something we have heard several republicans repeat today across all the sunday shops. shannon? >> kristin fisher, thank you. director comey owes it to the american people, releasing this just a matter of days before the election to provide all the information. that's what we're asking, just get all of it out there and the voter can judge for themselves. we think the voters actually

want to hear about what the two candidates are going to do to make a difference in their lives, not more relitigating this e-mail. >> the fbi's restart into hillary clinton's e-mail now puts the bureau and his director front and center in this election. a place the fbi has spent its storied history trying to a void. we'll bring in steve pomerance. we sat in the same desk the same day hillary clinton was interviewed, we said it is unprecedented for a presidential candidate to be interviewed by the fbi. 10 or 12 days out from the election, the fbi general sends this letter out, this is by far the most unprecedented. >> he had no choice. he was presented with more information and the investigation had to go forward. he made congress a promise that he would notify them of any

significant developments going forward. that's what he did. it is unprecedented and is unusual, it's unfortunate, but it's what he had to do. >> what is your emotional response for a man who has dedicated his life to the bureau? and there's long been this idea that the fbi is above politics and has gone to great pains at times to stay out of politics. now the organization you love so much is front and center and so many people are questioning what director comey has done and the integrity of the process. >> everybody has a right to question the process. i question the process. i was not in favor of him doing the kind of oppressed press conference he did in july. i think he should have bundled up the fbi investigation, turned it over to the department of justice for a prosecutor decision in line with what we normally do. so i was not in favor of the proess is. i understand that people have a right to question the process. i am very upset and think it was wrong to question his integrity

at that point in time. we know of jim comey and the rest of the hierarchy and the people of integrity. certainly jim comey's history is demonstrating a commitment to integrity. and i think he did what he thought was right. i am concerned that people by questioning his integrity really undermine an institution that we need to defend on and have confidence going forward. somewhere this will end involving hillary clinton and she'll win, she'll lose, but the fbi continues to be an important institution in guarding our national security and our -- >> our last best hope, you might say. now we have republicans up until a couple days ago who were saying jim comey was in the bag for democrats and now they say he's on the other side. so now you have an fbi director almost in an impossible place. he's put this letter out there that is unquestionably vague. there's very few facts inside

that letter. what can he do in the next ten days? he can continue the investigation in its proper aggressive manner and bring it to a logical conclusion. look, the call for him to reveal what he has now, which we have just heard, is not only hypocrite call. people who understand the system, though, that is evidence in a criminal case. you can't investigate a criminal matter by releasing incrementally the evidence you're accumulating. you have to let the process play out to its conclusion and then make your prosecutor recommendation. then the evidence is either examined publicly if the case goes forward or it's not. but to call for these kinds of things that the politicians are calling for today is just hypocrite call. >> never thought we would see it. steve, we appreciate your insight. it's been exceptional. good to see you. shannon? coming up, an arrest of

>> that has been a staple at donald trump's campaign ralrall. but despite calls from trump, experts say that's not actually true. here to explain is john fotiet. when people go to the ballot box, it goes to social media, machines are changing votes, how can you really track down and investigate that the elections are safe. every state is responsible for doing it their own way. >> there are some problems. we have different kinds of systems in different states. we have a big country. it's not like nothing is going wrong, but many of the problems once investigated, it turns out there's a voter error or administrative problems. there are possibilities for some integrity issues around the edges. but the big thing to stress is it would be hard to have a

massive scale of the election. there are a lot of little problem, but on a mass scale, we don't see that. >> okay. so one of the cases we were looking into this week, a woman in des moines, of course, iowa is such an important state to both campaigns, arrested on suspicion of voting twice. she was booked into jail on a first-degree election misconduct charge, which is actually a felony. and we know these cases happen and they are prosecuted. >> it's a very serious thing. and there are difficulties with us having people on one state's registration list and moving to another. those are not perfectly reconciled. so some people can think they're going to get away with it. but if they are caught, it is a serious matter. i think it happens and we find cases of it and should keep looking for them, but it is not causing tens of thousands of votes to change. it is smaller numbers but important to investigate. >> constitutionally, we were talking during the break about back in the day of florida in 2000, some is done by paper,

some by computer technology. some people in states are seeing mail-in ballots. some argue it's good to have 50 different ways of doing it because it makes it harder for one person to come in to change the results, but does it complicate to say this is factory of how they are doing this? >> it is very messy and we have one problem with a state having a voter move from one to the other. but as you said, if we have one institution in washington running the elections and thought they were under the influence of the current administration, we would be worried it would be tipped in one way. here it has to be effective in all the states for something to go wrong and is another protection against mass voter fraud. >> very quickly earlier this year there was talk about the homeland department of security getting involved after reporting the state data systems are being breached. a lot of people didn't like the feds getting involved and overseeing all the elections. >> it is very hard as a voting machine, the voting machine
