albatraz off the american economy. and we will make it so americans can have savings account to pay first dollars expenses for their health. [applause] >> i'm kind of proud to say that the idea of a tax free account has pioneered back in indiana. [cheers and applause] >> if you're not familiar with them, basically allow you to control your health care dollars, pick your doctors and treatment that work best for you intur interference from insurance and bureaucrats and instead of giving subsidies to insurance companies the way provide assistance directly to the american people through the american people through there is an old saying when

everybody in your house is healthy, you have you can are a lot of problems. when one person is sick you only have one problem. we can relate to that. health savings accounts empowers family to meet their needs and pick insurance plan best for their family and gives them peace of mind if someone in the household is sick, or has a major medical problem they will have coverage and treatment they need and deserve. [applause] when it comes to medicaid, you know medicaid started back in 1965 as a health insurance program for the poor. 50 years later, frankly, medicaid is not only broke, it's broken and obamacare has put the majority of new people receiving coverage in a broken medicaid system. you know back in the hoosier state we said no thanks to expanding traditional medicaid. we fought for two years to make coverage more widely available the right way with

consumer-driven health care and health savings accounts and it is working. we call it the healthy indiana plan. i promise you when donald trump becomes president. united states we'll worked with newly reelected majorities in congress and we'll block grant medicaid to the states and allow states in america to innovate with consumer-driven, market-driven proposals to meet the health care needs of our most vulnerable people. [applause] it is an idea congress talked about for years, block granting medicaid back to the states. allow our states to be those laboratories of innovation they have always been throughout our history. states know what is best for their people. donald trump will give new freedom and new flexibility to the people of pennsylvania, to innovate and reform and design programs that will meet the needs of the people of this state, and every state. [applause] and health care costs will also come down when people have more

control and also know more about what their health care costs are and when donald trump becomes president of the united states we'll empower americans with not only greater control over their health care choices but will also empower them with more information about the costs and quality of care in their hometown. today, frankly, people have very little transparency into the costs and quality of their care frankly easier to compare prices when you're buying a car or a television than when figuring out a doctor or a hospital. donald trump will change that we'll advance reforms that allow americans to see cost of their care and have the power to make their own choices in health care, in health care providers, in physicians, in treatment, and in costs. there will be more options and more information. [applause] you know, just the way the free market works, health care providers will be more

responsive when they're answering to patients needs in a competitive marketplace. will be a whole lot more responsive than they are to insurance companies and big government bureaucrats. maybe no mistake about it, as we go through the transition, donald trump and i will protect americans with preexisting conditions so they're not charged more or denied coverage just because they have been set. as long as they paid their premiums consistently, they will have the coverage they need and deserve. [applause] we'll reverse obamacare's federal takeover of the insurance market all together. we didn't see the type of rate increases across the nation when the states were running things. my friends the truth of the matter is we'll empower states once again, to manage, to manage our health insurance industry and not washington, d.c. [applause] men and women of pennsylvania, i can tell you the choice in this election couldn't be more clear. with hillary clinton we'll get more of the same from the last

seven 1/2 years. more taxes, more spending, more regulation and more obamacare. i mean we can't trust hillary clinton with our health care anymore than we can trust her with classified information. [cheers and applause] obamacare, the debacle previously known as hillary care was a government take over of health care from the state, plain and simple. some of us knew that. now every american knows that. upended miracle of the marketplace. competition was crushed and replaced with the heavy hand of government con obamacare is catastrophic failure. hillary clinton says she wants to double down on that failure but we still have time to turn this thing around. seven days to be exact. [applause] americans can choose a health care economy built on freedom, consumer choice and free market principles. it is just going to take all of us to do it.

you know, as i close, let me say it's been deeply humbling for me and my family to find ourselves in this role. campaigning with donald trump is an incredible experience. [laughter] i mean we pull into these rallies, tens of thousands of americans who know we can make america great again, lining the streets, standing in long lines but he always says the same thing to me when whisking by in the motorcade. he will nudge me when he looks at the crowd, mike, this is not about me. this is not about us. it is not even about our party. this is a movement of the american people, and american people are going to make america great again. don't say that about a lot of people, but one of the toughest competitors i have ever faced. people don't know how well he did during those primaries, and i just kept looking back, i just kept seeing him and boy, i'll tell you, but even more importantly, he is a brilliant physician, and i hope he will be very much involved with my administration in the coming years. [applause] let me give a special thanks to senator barrasso, a terrific doctor, a senate leader, who did incredible work chairing our platform committee. just unbelievable work. so i want to thank, i want to thank you very much, senator. fantastic job. [applause] and been very, very loyal to what we're doing and what we represent, so thank you, senator. when we win on november 8th -- [cheers and applause] -- and elect a republican congress, we will be able to immediately repeal and replace obamacare. have to do it. [applause] i will ask congress to convene a special session so we can repeal and replace, and it will be such an honor for me, for you, and for everybody in this country because obamacare has to be

replaced and we will do it and we will do it very, very quickly. it's a catastrophe. the president said if you like your plan, you can keep your plan. if you like your doctor, you can keep your doctor. which may go down as one of the great political lies of the century. even the skeptical democrats believed him, and approved the legislation. there were democrats that were very much against it but they believed him and they approved it. no one ever read or, certainly very few people the 2700 page bill. to this day, nobody understands it. the obama administration has just announced massive double-digit and triple digit obamacare premium hikes everywhere, all throughout the country. here in pennsylvania premiums are going to increase more than

60%, and that's nothing compared what will happen in the future. of course in the future, if i'm president, there won't be obamacare, so you don't have to worry about it. [applause] that means parents won't have enough money to pay their bills or get medicine for their kids. in the great state of arizona, a wonderful place i just left, premiums will go up even higher than 116%. other states are going up, 60, 70, 80, 90%. deductibles can go to 12,000, 13,000, $14,000, even $15,000. in other words, your health care won't even be usable. paying all this money, you won't even get to use it. people all across the country are devastated. in many instances their health

care costs are more than their mortgage costs or their rent. which by the way is a first in american history. this is particularly unfair to millenials, and younger americans generally, who will be totally crushed by massive health care costs before they even get started on their journey through life. 1/3 of the counties, think of this, 1/3 of the counties in pennsylvania will have only a single insurance company left, if you have that. that includes philadelphia where i went to school. the associated press found that some of the 440,000 pennsylvania consumers who buy insurance through healthcare.gov will face some of the highest premium increases in the nation. people of philadelphia. insurers are leaving, premiums are soaring.

doctors are quitting. companies are fleeing and deductibles go through the roof. workers hours are being cut. hiring is frozen, totally frozen and wages are being slashed. obamacare means higher prices, fewer choices, and lower quality. yet hillary clinton wants to expand obamacare, and make it even more expensive. she wants to put the government totally in charge of health care in america. if we don't repeal and replace obamacare, we will destroy american health care forever. it is one of the single most important reasons why we must win on november 8th. we must win. [cheers and applause] thank you.

>> trump! trump! trump! trump! >> thank you very much, everyone. thank you. our replacement plan includes health savings accounts, a nationwide insurance market where you can purchase across state lines and letting states manage medicaid dollars. so much better. we'll create quality. reliable, affordable health care in a free market where parents can make the health care decisions that they really want to make for their families. it will be a much better health care at a much less cost. we've also outlined detailed solutions on some other issues

to make life better for every american family. while this is really -- thank you. [applause] this is really a meeting and that is what it is, it is a meeting of very, very special people. i appreciate you all being here. but it's a meeting talking about health care and obamacare. our plan for other things include the bringing back back of manufacturing jobs. we'll bring back the manufacturing jobs that form the backbone of american middle class and the country as a whole. our jobs are being stolen. pennsylvania has lost almost 40% of the its manufacturing jobs since nafta, a deal signed by hillary clinton and supported by hillary clinton. the city of philadelphia has lost more than bunn third of its manufacture jobs since china joined the the world trade

organization, another bill and hillary-backed disaster is it. a trump administration will renegotiate nafta, believe me. we have the greatest negotiators in the world. we'll use our greatest negotiators. [applause] we'll have a fair deal but we'll have a deal that goes into two directions, not one direction, right into mexico and other places. stand up to product dumping currency manipulation and unfair subsidy behavior. we're going to bring manufacturing jobs, lots of jobs, back to pennsylvania. we're going to do it and it won't even be difficult we're going to open modern mines and take care of our great miners. our miners have been mistreated horribly. [applause] we will be producing clean coal,

oil, natural gas and shale energy. [applause] we're bringing back our steelworkers who have been so badly hurt, so badly hurt, whose jobs have been stolen bit -- by the dumping of steel all over this state and all over this country by china and other countries. nobody has been treated worse than these workers but that will change on january 20th of next year. believe me. [cheers and applause] it will change. [applause] we'll also provide children of this state with school choice, so important. that means parents and spend and take care of their children but

send their kids to public school, to private, to charter, religious or homeschool. it will be their right. that will be something so good for your children and for the education of your children. [applause] we will also totally eliminate common core and bring education local. we'll bring it local. [cheers and applause] people do not like common core in this country. and our system is failing. so it us obviously not working. we're going to eliminate common core. we'll make it local. our tax plan will provide a 35% tax cut to middle class families with two kids. as an example, you have two kids, 35% cut.

so desperately needed. our middle class has not been properly respected. that i can tell you. we'll let parents deduct child care expenses from their taxes and create tax-free child care and elder care savings accounts with matching contributions for low income families. [applause] we will eliminate the obama-clinton defense sequester and rebuild our badly-depleted military. when did we ever need it more? [applause] greatest people on earth in our military but it is badly depleting -- depleted. [applause] >> usa! usa! >> thank you. people love this country.

isn't it beautiful? beautiful thing to watch and i see it all over the country no matter where we go. every time i say we're going to rebuild our depleted military, it is always the same response. an incredible response. our navy is smallest it has been since world war i. world war i. rebuilding it will require a national effort. that is why i will ask my secretary of the navy to rebuild fault silts like the philadelphia navy yard. i know it well. private industry and room for expansion to reenlist them in rebuilding what will be a great fleet again. recruit master craftsmen, this buildup requires, we will establish centers of excellence at location like the philadelphia navy yard.

vocational train something a great thing. we don't do it anymore. we don't do it anymore. [applause] in going to college right down the road, in going to college we have people that were brilliant and we have people that weren't as brilliant in that way but were brilliant, incredible when it came to fixing a motor. when it came to fixing something i understand no idea what was happening and other great geniuses had no idea what was happening and they could take it apart blindfolded. we don't do that anymore. vocational training for our country is so, so important. just in closing that, they loved it, they loved it. they didn' what i was doing. they loved it. so vocational training.

we'll start it up big league. we will rebuild our military and rebuild our country. i'm not a politician. my only special interest is you, the american people. that is why i'm doing this. [applause] the guiding rule of the political class in washington, d.c., they are looking out only for themselves. only for themselves. with the exception of these few people. feeling guilty looking at me,

past. we must declare our independence from failed establishment that has squandered $6 trillion on foreign wars in the middle east that never end, that we never win. and that have made us less safe. think about it. [applause] think about all the money spent, all the lives that have been lost, and we're far less safe today than we were before we started. they left our borders wide open at home and shipped our jobs and wealth to other countries. it is time for new leadership. [applause] harris: valley forge, pennsylvania, and governor mike pence and donald trump on the same stage today, from there. and kind of a thematic thing. we knew they would be focusing both on obamacare but there were themes that they shared together. at one point just moments ago, donald trump said, my only special interest is you the american people. mike pence talked about america as one, pulling together, coming together and both voting for donald trump and also voting for majorities in the house and the senate again for republicans,

coming together. so we'll talk about more. this is "outnumbered." i'm harris faulkner. here today, sandra smith, democratic strategist julie roginsky, republican strategist and fox news contributor lisa booth and today #oneluckyguy former chief strategist for former british prime minister david cameron, steve hilt son with us. >> i love being back. harris: always major news. >> exciting day. lots to talk birx i'm curious to get your overarching view of what you just heard? a tale of two speeches but certainly a theme? >> i thought harris, that was pretty much the perfect event for the trump campaign. you had the impression of a team. it wasn't just donald trump. you had governor pence i think doing a great job there. he was focused on issue which is real issue for many americans voting in a few days time, something that really affects their lives, not like some of the stuff we'd had to deal with

in this campaign, setting up a really clear message, not just what has gone wrong but specifically how they would improve health care. we can quibble about the details, but purely as campaign event i thought it was pretty spectacularly good. harris: there was at one point we all kind of sat up, when donald trump talked about obamacare specifically, how he sees it. the watch. >> the president said if you like your plan, you can keep your plan. if you like your doctor, you can keep your doctor. which may go down as one of the great political lies of the century. even the skeptical democrats believed him and approved the legislation. there were democrats that were very much against it but they believed him and they approved it. harris: sandra, you and i were talking just last week about the thirst for maybe more detail for his repeal and replace. did you get it today? sandra: yeah, this is really, to

your point, steve, a very powerful performance by both of them, and his running mate, mike pence, we were all sitting here listening together, wow, this is, i mean, seven days out this is pretty powerful message they're putting out. in fact at one point pence tied both big headlines, obamacare and hillary clinton's email scandal together, saying we can't trust hillary clinton for our health care anymore than we can trust her with classified information. that was a very calculated message he put out as well. harris: so back to the little bit that we just saw, julie, this whole idea of one of the great political lies of the century. what are your thoughts. >> you guys, seven days out. donald trump just pivoted. we've been waiting for the pivot all this time. this is it. harris: what are you talking about? he has been giving this speech for while? >> he has? all i've been hearing about is him defending his, self against allegations. harris: you haven't been paying a attention. >> i have been paying a lot of

attention. the problem he always taken it personally. this was substantive speech he should have been giving for the last six months if not longer. actually i agree with you steve, this was a great speech. this is speech he should have focused on. look at headlines eminated over last few months. they haven't been this. this -- harris: we found out from the federal government what really is going on with a double-digit -- look at arizona, 116% in premium increase. so the news has been made in the last few day, julie. i would argue this would be on time in terms of the news being made. what do you think, lisa? >> i think what we saw from donald trump, if there is ever a time to start being on message now is the time -- >> or months ago. >> he has been giving this speech. what is important for donald trump right now, is sort of laying out two visions for america. either we're going to have someone like hillary clinton, who is going to continue failed policies like obamacare. it is failed policies when insurance premiums increasing double digits. not only in arizona over 100%.

but phoenix, arizona, it is above 150% around there. so -- harris: a lot of retirees in that state. >> so exactly it's a failed policy. so donald trump is everring something different. that is what he is running as candidate change agent. if you want change in america, unhappy with the direction of the country, i'm something different. we have seen a lot of lies from democrats in terms of obamacare. jonathan gruber said obamacare was meant to exploit the stupidity of american people. they're not stupid. democrats lost by historic margins in 2010 and 2014 because of this law. i guarranty it will affect them once again in the presidential election. >> two problems with that. we've seen this campaign before. romney-obama campaign. a lot centered on obamacare. mitt romney lost that. this is very strong message for donald trump. an effective message especially in light of the news you just talked about, harris but i think the problem for trump is not repeal this law. but what you will do to replace it. so you will not take away

millions of people off health care rolls added on. what will you do with the people? harris: julie, maybe we got, maybe we got a little bit more of an idea. you heard governor pence talking about the healthy indiana plan. he went in great detail, talking about medicaid that it is broke and broken. he had stump speech lines in there but to have a plan he could put side by side, what do you think? >> i thought it was much more powerful than what you're hearing from the other side. if you look at election as choice, everyone is agreeing there is fundamental program with obamacare. clinton campaign agrees with that -- harris: ion when they tried to silence bill clinton. >> right, exactly, and you can see in the real world. in the real world people are really suffering because of payments. so what you get from them is really vague in terms of what they would do to fix it where at least here, you have health savings accounts. you have more competition. you have got principles of real reform. >> in fairness, she has an

incredibly specific changes she would make to the law, including individual care -- >> single-payer. >> incredibly specific. go to the website. he has been nonspecific. harris: single payer. >> very different from single-payer. all he wants to do is repeal it. harris: the problem right now? that is not what she is talking about. >> something totally unrelated. harris: emails. we'll move on. seven days from now we'll know who our next president will be, but then renewed hillary clinton email probe promises to remain front and center. we'll have very latest whether we expect fbi director james comey to release more details on the case. stay close. ♪

♪ sandra: just one week to election day, until then the renewed hillary clinton email problem promises to remain at

the center of the 2016 race. the fbi is said to use a computer program to sift through the thousands of emails which were found on a laptop belonging to disgraced congressman anthony weiner, estranged husband of hillary clinton's long time aide, huma abedin. telling "the wall street journal" the most relevant emails could be pin pointed by election day, analysis will take longer and results of probe will not be known until after all votes have been cast. reports indicate that fbi director james comey is not expected to release anymore details until the review is complete. donald trump ramping up his attacks over the email issue. the republican nominee citing one of clinton's long time supporters, democrat doug schoen worked in bill clinton's white house for six years. he recently explained why he no longer feels he can vote for her. >> he wrote a recent article. he said i'm a democrat.

i worked for bill clinton but i can't vote for hillary. [cheering] he went on. rtant, folks, this is so important, because our country has enough problems, he said i'm now convinced, that we will be facing the very possibility of a constitutional crisis with many dimensions and you know, this is so true, deleterious consequences, should secretary clinton win this election. sandra: hillary clinton also continued to raise the issue on the campaign trail, strident i deny anything wrongdoing. >> i'm sure a lot of you may be asking what this new email story is about and why in the world the fbi would decide to jump into an election with no evidence of any wrongdoing with just days to go? [booing]. now they apparently want to look at emails, one of my staffers and by all means they should look at them, and i am sure they

will reach the same conclusion when they did at my e-mails for the last year. there is no case here! [cheering] sandra: steve, start with that first. hillary clinton saying, nothing to see here. they're denying everything. >> yeah. i don't think it is surprising. she has got to say something but i think both candidates would be making a really big mistake if they went on about this. i think for trump, obviously better for him to be talking about her scandals than his own scandals. we've seen far too much of that in this election campaign but it is even better for him to talk about the issues because his message of change is really powerful. we saw that earlier with obamacare. and if they think that they just need to keep going after obamacare done today and tomorrow back on to emails, that is really big mistake. sandra: you just called what we heard from donald trump a pivot, julie. >> yeah. sandra: and he stuck to his message that is obamacare. newt gingrich, who is

donald trump supporter sat on this couch a couple weeks ago said i wishing he would just stick to obamacare, okay, instead of talking about the scandals. appears he is staying on message. what do you make of the strategy seven days -- >> i agree with everything steve just said. he should stick to obamacare or some other substantive issue. people are voting based on what will affect their pocketbooks. what will affect their lives. one thing i say about newest email scandal, for example, another woman came out and said donald trump inappropriately harassed me? will that make any supporter of donald trump suddenly say, okay, forget it, one more woman? i'm not going to do it. same thing with emails. if you're voting based on emails you're already not voting for hillary clinton. you're absolutely right. what he needs to do, excuse me needs to go back and focus on issues that people do care about. harris: independents and some of undecideds. >> he already has people not voting for her based on email scandal. harris: go ahead. >> for donald trump all he needs to do, say for first time in american history we have major

part nominee who is facing a federal investigation by the fbi, if elected would also twice or on going investigation and if elected as president of the united states, will continue to be facing a federal investigation by the fbi. make no mistake about it, only person hillary clinton has to blame it is herself. wants to talk about breaking protocol. guess what? she broke protocol when she took unprecedented action of setting up private email server, using that exclusively, deleting tens of thousands of emails using software to forensic evidence couldn't recover it and lying about it and stonewalling entire time. doj, loretta lynch has nowhere to look either but herself. she is the one who compromised the integrity of the don't of justice meet oggs an a plane with bill clinton. sandra: you have been fired up about that. harris: i wasn't even going to step into that. let me say this though, doug schoen, we know him well. he is fox news contributor. has been friends for bill clinton with two decades.

in the white house with bill clinton six years and so so on, so forth, to step back he is reconsidering, not just that he is not going to vote for hillary clinton, for first time professional life he will not vote at all. it makes you wonder how many people would look at this, julie those may love her and nothing can make them go away, but those who want to be responsible in their vote want to see this legal process play out. so, president obama, hillary clinton, could step up and say, there will be no pardons in the future. we want this to play out so you can see exactly what happens. >> personal level i love doug schoen he is good friend. harris: what do you think about that? >> i think that polling doesn't reflect that doug schoen is in majority here or even -- >> we don't know yet. race is already tightening. >> race is tightening because republicans are starting to come home. >> 56% of the americans say that they wished fbi made a mistake not recommending including 30% of the democrats. >> look at "politico" morning consult poll.

she was up by three before. up by three later. i don't see, middle of the week. i don't see anything tightening necessarily. all the swing states. still up in north carolina. harris: polling overnight he is up a point. >> i can give you, i can give you many polls where she is up a lot. sandra: have to leave it there. donald trump is spending time slamming the mainstream media after hacked emails appear to show dnc chairwoman, donna brazile, former cnn contributor, she is no longer, tipped off clinton allies about another primary debate question. is he right to be upset? why did it take cnn so long to cut ties with brazile? what's it like to be in good hands? like finding new ways to be taken care of. home, car, life insurance obviously, ohhh... but with added touches you can't get everywhere else, like claim free rewards... or safe driving bonus checks. even a claim satisfaction guaranteeeeeeeeeee!

social circles. they're hanging out. that is kind ever insular ruling elite described as establishment, whatever you want to call it. this speaks to that. harris: is it like that in the uk? >> it is exactly like that. it is exactly like that everywhere. that is what is going on. you, with this, in a way it is fundamental point about this election. you've seen people really stand up saying we are sick of that, we know you're all hanging out with each other, doing things, scratching each other's backs, moving from your job in government to business, to lobbying and back around again. this is all part of that -- harris: what is so interesting about what you're saying, why wouldn't -- and i understand that hillary clinton doesn't want the distraction of this going on right now but why wouldn't they just let her go from the dnc? i know it's a week out. but they have already had another chair. it is not like it is breaking news they would have another chair. why not make a stand as steve is saying we'll stand on principle, get another interim?
