everybody in your house is healthy, you have you can are a lot of problems. when one person is sick you only have one problem. we can relate to that. health savings accounts empowers family to meet their needs and pick insurance plan best for their family and gives them peace of mind if someone in the household is sick, or has a major medical problem they will have coverage and treatment they need and deserve. [applause] when it comes to medicaid, you know medicaid started back in 1965 as a health insurance program for the poor. 50 years later, frankly, medicaid is not only broke, it's broken and obamacare has put the majority of new people receiving coverage in a broken medicaid system. you know back in the hoosier state we said no thanks to expanding traditional medicaid. we fought for two years to make coverage more widely available the right way with

consumer-driven health care and health savings accounts and it is working. we call it the healthy indiana plan. i promise you when donald trump becomes president. united states we'll worked with newly reelected majorities in congress and we'll block grant medicaid to the states and allow states in america to innovate with consumer-driven, market-driven proposals to meet the health care needs of our most vulnerable people. [applause] it is an idea congress talked about for years, block granting medicaid back to the states. allow our states to be those laboratories of innovation they have always been throughout our history. states know what is best for their people. donald trump will give new freedom and new flexibility to the people of pennsylvania, to innovate and reform and design programs that will meet the needs of the people of this state, and every state. [applause] and health care costs will also come down when people have more

control and also know more about what their health care costs are and when donald trump becomes president of the united states we'll empower americans with not only greater control over their health care choices but will also empower them with more information about the costs and quality of care in their hometown. today, frankly, people have very little transparency into the costs and quality of their care frankly easier to compare prices when you're buying a car or a television than when figuring out a doctor or a hospital. donald trump will change that we'll advance reforms that allow americans to see cost of their care and have the power to make their own choices in health care, in health care providers, in physicians, in treatment, and in costs. there will be more options and more information. [applause] you know, just the way the free market works, health care providers will be more

responsive when they're answering to patients needs in a competitive marketplace. will be a whole lot more responsive than they are to insurance companies and big government bureaucrats. maybe no mistake about it, as we go through the transition, donald trump and i will protect americans with preexisting conditions so they're not charged more or denied coverage just because they have been set. as long as they paid their premiums consistently, they will have the coverage they need and deserve. [applause] we'll reverse obamacare's federal takeover of the insurance market all together. we didn't see the type of rate increases across the nation when the states were running things. my friends the truth of the matter is we'll empower states once again, to manage, to manage our health insurance industry and not washington, d.c. [applause] men and women of pennsylvania, i can tell you the choice in this election couldn't be more clear. with hillary clinton we'll get more of the same from the last

seven 1/2 years. more taxes, more spending, more regulation and more obamacare. i mean we can't trust hillary clinton with our health care anymore than we can trust her with classified information. [cheers and applause] obamacare, the debacle previously known as hillary care was a government take over of health care from the state, plain and simple. some of us knew that. now every american knows that. upended miracle of the marketplace. competition was crushed and replaced with the heavy hand of government con obamacare is catastrophic failure. hillary clinton says she wants to double down on that failure but we still have time to turn this thing around. seven days to be exact. [applause] americans can choose a health care economy built on freedom, consumer choice and free market principles. it is just going to take all of us to do it.

you know, as i close, let me say it's been deeply humbling for me and my family to find ourselves in this role. campaigning with donald trump is an incredible experience. [laughter] i mean we pull into these rallies, tens of thousands of americans who know we can make america great again, lining the streets, standing in long lines but he always says the same thing to me when whisking by in the motorcade. he will nudge me when he looks at the crowd, mike, this is not about me. this is not about us. it is not even about our party. this is a movement of the american people, and american people are going to make america great again. usa! usa! >> we can make america great again. we can make health care in america great ben but it will take all of us to do it. it has been inspiring to see that movement. independents across america who have been called to donald trump's call to break the gridlock in washington, d.c. inspiring to see democrats joining movement, tired of liberal policies flowing out of nation's capitol with tried deals that shift jobs overseas. i will say specifically to my fellow republicans out there, who believe we can have a health care system built on free market economy and consumer choice, we need to say with one choice, it is time to come home. don't say that about a lot of people, but one of the toughest competitors i have ever faced. people don't know how well he did during those primaries, and i just kept looking back, i just kept seeing him and boy, i'll tell you, but even more importantly, he is a brilliant physician, and i hope he will be very much involved with my administration in the coming years. [applause] let me give a special thanks to senator barrasso, a terrific doctor, a senate leader, who did incredible work chairing our platform committee. just unbelievable work. so i want to thank, i want to thank you very much, senator. fantastic job. [applause] and been very, very loyal to what we're doing and what we represent, so thank you, senator. when we win on november 8th -- [cheers and applause] -- and elect a republican congress, we will be able to immediately repeal and replace obamacare. have to do it. [applause] i will ask congress to convene a special session so we can repeal and replace, and it will be such an honor for me, for you, and for everybody in this country because obamacare has to be

replaced and we will do it and we will do it very, very quickly. it's a catastrophe. the president said if you like your plan, you can keep your plan. if you like your doctor, you can keep your doctor. which may go down as one of the great political lies of the century. even the skeptical democrats believed him, and approved the legislation. there were democrats that were very much against it but they believed him and they approved it. no one ever read or, certainly very few people the 2700 page bill. to this day, nobody understands it. the obama administration has just announced massive double-digit and triple digit obamacare premium hikes everywhere, all throughout the country. here in pennsylvania premiums are going to increase more than

60%, and that's nothing compared what will happen in the future. of course in the future, if i'm president, there won't be obamacare, so you don't have to worry about it. [applause] that means parents won't have enough money to pay their bills or get medicine for their kids. in the great state of arizona, a wonderful place i just left, premiums will go up even higher than 116%. other states are going up, 60, 70, 80, 90%. deductibles can go to 12,000, 13,000, $14,000, even $15,000. in other words, your health care won't even be usable. paying all this money, you won't even get to use it. people all across the country are devastated. in many instances their health

care costs are more than their mortgage costs or their rent. which by the way is a first in american history. this is particularly unfair to millenials, and younger americans generally, who will be totally crushed by massive health care costs before they even get started on their journey through life. 1/3 of the counties, think of this, 1/3 of the counties in pennsylvania will have only a single insurance company left, if you have that. that includes philadelphia where i went to school. the associated press found that some of the 440,000 pennsylvania consumers who buy insurance through healthcare.gov will face some of the highest premium increases in the nation. people of philadelphia. insurers are leaving, premiums are soaring. doctors are quitting.

companies are fleeing and deductibles go through the roof. workers hours are being cut. hiring is frozen, totally frozen and wages are being slashed. obamacare means higher prices, fewer choices, and lower quality. yet hillary clinton wants to expand obamacare, and make it even more expensive. she wants to put the government totally in charge of health care in america. if we don't repeal and replace obamacare, we will destroy american health care forever. it is one of the single most important reasons why we must win on november 8th. we must win. [applause] this is really a meeting and that is what it is, it is a meeting of very, very special people. i appreciate you all being here. but it's a meeting talking about health care and obamacare. our plan for other things include the bringing back back of manufacturing jobs. we'll bring back the manufacturing jobs that form the backbone of american middle class and the country as a whole. our jobs are being stolen. pennsylvania has lost almost 40% of the its manufacturing jobs since nafta, a deal signed by hillary clinton and supported by hillary clinton. the city of philadelphia has lost more than bunn third of its manufacture jobs since china joined the the world trade

organization, another bill and hillary-backed disaster is it. a trump administration will renegotiate nafta, believe me. we have the greatest negotiators in the world. we'll use our greatest negotiators. [applause] we'll have a fair deal but we'll have a deal that goes into two directions, not one direction, right into mexico and other places. stand up to product dumping currency manipulation and unfair subsidy behavior. we're going to bring manufacturing jobs, lots of jobs, back to pennsylvania. we're going to do it and it won't even be difficult we're going to open modern mines and take care of our great miners. our miners have been mistreated horribly. [applause] we will be producing clean coal,

oil, natural gas and shale energy. [applause] we're bringing back our steelworkers who have been so badly hurt, so badly hurt, whose jobs have been stolen bit -- by the dumping of steel all over this state and all over this country by china and other countries. nobody has been treated worse than these workers but that will change on january 20th of next year. believe me. [cheers and applause] it will change. [applause] we'll also provide children of this state with school choice, so important. that means parents and spend and take care of their children but send their kids to public

school, to private, to charter, religious or homeschool. it will be their right. that will be something so good for your children and for the education of your children. [applause] we will also totally eliminate common core and bring education local. we'll bring it local. [cheers and applause] people do not like common core in this country. and our system is failing. so it us obviously not working. we're going to eliminate common core. we'll make it local. our tax plan will provide a 35% tax cut to middle class families with two kids. as an example, you have two kids, 35% cut.

so desperately needed. our middle class has not been properly respected. that i can tell you. we'll let parents deduct child care expenses from their taxes and create tax-free child care and elder care savings accounts with matching contributions for low income families. [applause] we will eliminate the obama-clinton defense sequester and rebuild our badly-depleted military. when did we ever need it more? [applause] greatest people on earth in our military but it is badly depleting -- depleted. [applause] >> usa! usa! >> thank you. people love this country.

isn't it beautiful? beautiful thing to watch and i see it all over the country no matter where we go. every time i say we're going to rebuild our depleted military, it is always the same response. an incredible response. our navy is smallest it has been since world war i. world war i. rebuilding it will require a national effort. that is why i will ask my secretary of the navy to rebuild fault silts like the philadelphia navy yard. i know it well. private industry and room for expansion to reenlist them in rebuilding what will be a great fleet again. recruit master craftsmen, this buildup requires, we will establish centers of excellence at location like the philadelphia navy yard.

vocational train something a great thing. we don't do it anymore. we don't do it anymore. [applause] in going to college right down the road, in going to college we have people that were brilliant and we have people that weren't as brilliant in that way but were brilliant, incredible when it came to fixing a motor. when it came to fixing something i understand no idea what was happening and other great geniuses had no idea what was happening and they could take it apart blindfolded. we don't do that anymore. vocational training for our country is so, so important. just in closing that, they loved it, they loved it. they didn' what i was doing. they loved it. so vocational training.

we'll start it up big league. we will rebuild our military and rebuild our country. i'm not a politician. my only special interest is you, the american people. that is why i'm doing this.
