choice for a number of reasons. i think he's well reasoned, and i think he's also hopeful. he's an internationalist. exxon has programs all over the world in just about every country. diplomacy ultimately boils down to trust. i think he has proven over decades that he is a trusted entity all over the world. it's very easy to imagine that anybody could do that job, but it's a job that requires being able to go one on one with somebody, look them in the eye, and get to an agreement on an outcome. what has he done for several decades? he has been generating outcomes, not just pushing paper, not a johnny come lately diplomat. he's someone who's walked the walk. net net, i think he's going to be a great manager at the state department. i think it was a brilliant, out of the box choice. >> you told our producers yesterday he remind you of, for instance, john foster dulles or colin powell, who are both secretary of state. in what way? >> well, all of these successful

secretaries of state come with obviously a confluence or a combination of a lot of capabilities. the thing about this particular candidate, and again i don't know him personally, but looking at his record closely, he brings the combination of being able to go one on one with somebody in a way that is persuasive and convincing and has authority. i would say he's even closer in many ways to george schultz. powell was great managing people. one of the great things about this guy is he has the ability to manage groups of people. and inside the state department, that may be his biggest negotiating challenge of all. you've got to bring foreign service officers together with civil servants with political appointees. he's proven to be a great manager. that's got to be a plus. >> now let's fast forward to the confirmation proceedings. some of the weaknesses that might be looked at, his dealings with repressive regimes, especially in africa, and of course his friendship award with russian president vladimir putin. senator john mccain said

>> but i owe $18,000 in student loans and $24,000 to a family member, which i'm paying back at 3% interest over 15 years. that seems like a lot. >> wow. >> should i use the bonus toward my student loans or the family loan? all right, chris, what should he do? >> thomas, first of all, i want to congratulate you that you're being intentional with this holiday bonus. if i'm in your shoes, i would definitely attack the student loan first. it's only $18,000. if you pay 15 toward it, that's only going to leave you 3,000 left over. if you take on an extra job, you could have this student loan, you could get sally mae out of your life for good. now, the caveat to this is if this family loan is a low-pressure situation, then that's great. if your family is giving you grief about this, then maybe you would look at paying on the family loan first. >> but in general, you guys always talk about dave ramsey's show. i know you work for dave. y'all always talk about tackling the smaller loan first so you can get that out of the way. >> that's exactly right.

that's going to be very special. >> so bob gates, who recommended him first to donald trump reportedly, called him a hard-nosed realist. he's a consultant for exxon with his company. condoleezza rice had brought him up the day before to vice president nominee pence. in the past, he's been on a think tank with mika brzezinski. however, not won over yet is senator mccain. not won over yet is marco rubio. he can't afford to lose anybody. >> we interviewed robert charles, who's a past assistant secretary of state. he made a good point. he was talking about the relationship he's had with other heads of state and with russia for the last 20 years, that you need that relationship in order to sit down and trust is most important. listen to what else he had to say. >> diplomacy ultimately boils down to trust. i think he has proven over decades that he is a trusted

entity all over the world. it's very easy to imagine that anybody docked that job, but it's a job that requires being able to go one on one with somebody, look them in the eye, and get to an agreement on an outcome. what has he done for several decades? he's been generating outcomes, not just pushing paper, not a johnny come lately diplomat. he's somebody who's done, walked the walk. so net/net, i think he's going to be a great manager at the state department. i think he knows these cultures, and i think it was actually a brilliant out of the box choice. >> those who think he's anti-climate change, he has supported a carbon tax in the past. >> meanwhile, donald trump said last night as well, it's good they've got somebody as our top diplomat who is friends with people we want to do business with in the future. of course, he's talking about all sorts of foreign ministers and stuff like that who he's done deals with as the head guy at exxon. >> that's right. worked his way up from engineer to ceo.

bob hope. it was like we haven't seen that in a presidential stage in a long time. and yeah, if you're a parent, you're sick of those winter concerts and you're sick of going to stores and seeing giving trees and holiday trees. i think it's a return to our national identity and our traditions. so i think that really struck the crowd. when he said merry christmas, the crowd went positively wild. >> that's great. we saw it on tv. congressman, you know, it was very clear the president-elect had nothing to say but praise for the republicans there in wisconsin. it was good to see him and paul ryan embracing each other. you know, five weeks ago i think both of them wanted to kill each other. >> the claws had come out on both sides on the two teams. but you know what, it was because of the work on paul ryan and ron johnson and scott walker and the work we did here in our part of the state that actually helped donald trump get 22,000 extra votes and beat hillary clinton in our great state.

i thought what was unique on the stage last night was that donald trump was truly genuine in his affection and friendship with paul ryan. that friendship and that trust is going to be so important for both sides, the white house and the congress, to work together to get the policy right so we make america so sick of winning, they can't stand it anymore. and it's those two leaders that are going to be working together, helping make sure we take out those rough edges around the policy that we get this great agreement. >> there was a lot of speculation, would they ever be able to come together. if you know paul ryan like we know paul ryan, we had no doubt that this was going to happen because if you know paul ryan, you like him and you're impressed with how smart he is and how much he wants to get done. there was just a real clear sign of unity in wisconsin. >> he's a fine wine. >> right. that's important because trump wants to get a lot done and needs the speaker. all right. representative sean duffy and rachel campos-duffy joining us

one. chilling new police body cam video shows the moment that two georgia police officers are shot. those officers caught off guard as the suspect opens fire during a traffic stop. watch this. >> shots fired. dispatch, shots fired. >> 22-year-old officer jeffrey martin was hit in the hand. 50-year-old michael schulman was hit in the arm. both men are expected to be okay. the suspect now behind bars. it's been a violent week for police officers in that state. six georgia officers have been shot in the past week alone. a shocking discovery underground. down that ladder is a massive tunnel crossing the mexican border and into california. that tunnel stretching from tijuana to san diego. it's about 20 miles long. it has lights, rails, and also an elevator. mexican police say the cartel run by el chapo used it to smuggle drugs into the united states. a second tunnel, which is unfinished, was also found. we've seen that one before.

much more than sports with you. everyone knows that. what was it like meeting donald trump? what did you expect? what did you find? >> it was really not surprising because his characterization of things are so broad. but he was a nice man. and he was knowledgeable. he gave me great respect. i was so encouraged because, you y get what i do. they've done their research. it was really like talking to myself. >> you know a lot of people that say they want to help. you left that meeting thinking that they are ready to help and go into action. why? >> because of the knowledge they had of who i am. most people think i just play football. they understood "american" like i understand it. >> the program. >> that's right. my big joy in life is to help people, to make a difference in

people get from families a lot of times, from the traditional families you get a lot of them. that's not the case in a lot of these inner city situations. so you're looking at situations the way they are, not the way you want them to be, and you're trying to fix it. it's more than just money. you need a program. do you think that he's going to put the money behind your program to make it truly national and fully funded in a way that's going to make a massive impact? >> i think so. >> why? >> because we have probably the best program in the country. we have many years to point to. and we have many like-minded people that's behind it. so it's not like something new, something you have to research. all of that has been done. if the government steps in at this particular time and supports the private sector that we have, it'll be dine nynamite. >> right. and helping people help other people. it's more than just money.

when are they leaving? grilled cheese and campbell's tomato soup go together like grandchildren and chaos. made for real, real life. the secretary of veterans affairs, robert mcdonald, does not think you or me or anybody would understand his department's internal review of america's medical centers. >> in a letter to the "usa today," he said, to be clear, no va medical facility is bad or failing.

this internal process keeps the va from the everyone gets a blue ribbon syndrome. it may be counterintuitive to the uninformed, but it works. the great stay great, the good get better. >> army vet and fox news contributor pete hegseth joins us live. so what's going on is apparently the va had this rating system that tells you whether or not a facility stinks. >> correct. >> apparently there are a bunch of them that stink, and they don't want to tell us which ones. >> and they don't want to reveal that to the american people. it looks like they're trying to do the right thing by vets. in reality, what they've got is a secret ratings system of veterans and hospitals that reveals that a lot of them are still one-star facilities. our veterans should not be going

to one-star facilities. and our veterans don't get to see this rating system. >> why wouldn't they want transparency so we can fix the problem? >> because this ratings system is built for bureaucrats. it's built for the va to protect itself. it says not everyone gets a blue ribbon. in fact, everyone does get a blue ribbon in this system because no one knows how bad it is, and the veterans are left wondering whether they're going to a good facility. if you put the vet at center, you make everything transparent. here's how long you're going to wait, here's how good your facility is, here's whether we have a doctor shortage. it's our job to serve you, not the other way around. >> you think they're just scared because they don't want the vets to be in an uproar when they find out their hospital or facility is the one? >> of course. it's covering your rear end. >> who's going to go to a one star when you drive 50 miles and you can go to a two or three star? >> that's the point. if you're stuck at a one star, you should have a choice to go to a private facility right next doo door to that va facility. >> going forward, what do we need to see in donald trump is the new president-elect.

he says he's going to be transparent, put everything on the table so we're all informed. what needs to be done? >> first thing you need to do is, in my humble opinion, not keep bob mcdonald. he's not been open and transparent about the failures of this department. then give veterans a choice. fire a whole lot of people who have been part of the this cover-up. then you need to make sure you investigate top to bottom where these problems have come from. >> when the va system was started, it was because people came back from war with unique injuries that the local guy couldn't take care of. that doesn't exist anymore with the exception of tbi and some specialized injuries. isn't it time just to forget about the va hospital and give everybody a card so they can go everywhere? >> you can give them a choice without cratering the va system. i think there are some great things, great facilities, great doctors. giving a private choice does not mean you privatize and shut down the entire system. it's a simple choice. veterans should have it. >> let's see what he does. thank you very much. next up on "fox & friends," a favorite is getting into the christmas spirit.
