obamacare and replace it with the kind of health care reform that will lower the cost of health insurance without growing the size of government. >> on the opposite side of the aisle, president obama tried to protect his legacy. he met with democrats to plot a strategy to keep his signature law from being dismantled. >> republicans say repeal and replace. the only thing that has going for it is alliteration. they have no replacement plan. to repeal and delay is an act of cowardice. we have a values debate on our hands. it's very personal for the american people. make america sick again? is that what the republicans want to do? i certainly hope not. >> she's got her slogan, make america sick again. >> looking at that dress, it's like pepto-bismol. the republicans -- obama is like

theuarterback that is leaving college and they have no one to replace him. they didn't think about next season. >> thankfully he's not moving out of town. >> he is going to stick around. he's going to hang out in the parking lot and hit on the younger checks. >> i doubt it. >> i feel bad for president obama. he is like someone who was watching his ferrari be repossessed and he's looking out the window. it's not a ferrari. it's a pinto. obamacare is such a mess. even his press conference tells you how bad big government is. if schumer is saying you remove one piece of it at all falls apart, it's like a game of jeng jenga. it tells you how bad big government is. some kind of centralized monstrosity. once something breaks, it's a calamity. in a free market, something else comes along. >> democrats removed the one

thing that was going to keep premiums down. it was competition. took that out. they said you have to have it. the opposite happens. you keep your doctor, premiums are going to come down by $2500 per year for families. the opposite happened. doctors fled. premiums went up $2500 per family per year. republicans have said yes, were going to repeal it. to replace it with something, that works for both sides. this makes the most sense and it will include competition across state lines, i'm guessing. allowing more doctors to come in and paying them more. part of the problem is, like a jacked up medicare system and medicaid system, that's what obamacare is. doctors are saying i'm not going to take obamacare. i'm going to go private practice and not take obamacare or i'm living completely. bring those people in and that will bend the cost curve down. >> i think it's exactly the

opposite. competition was in play when we saw premium rates skyrocketing. what we've seen is a tremendous drop in terms of premiums paid by people who have -- get health care from their employers, their workplace. i don't think there's any question there there's benefit. >> premiums should not have risen by $2500. >> i said about people who get their insurance, more than 80% of americans, get their insurance from their employers. those premiums have gone down at a record rate in terms of the rate of increase. >> whoa, there's the trick. premiums haven't gone down. the rate of increase. premiums are going up. >> no, no. the rate of increase was 80-something percent. you go down to 30. that's a tremendous benefit.

in "the wall street journal" there was an op-ed by your friend ezekiel emanuel pointing out -- i know you despise him. pointing out that companies and people who benefit from those lower rates of increase are numerous. >> i found ezekiel's op ed little hard to swallow. >> i didn't read it. like most of america. >> that's true. one thing i noticed is that the republican sort of have a tiger by its tail. they're going to have to figure out a way to do this in a way that is keeping people called and reassured but delivering the change they voted for. you saw mike pence, paul ryan, even kellyanne conway all being very careful to say we are going to do this responsibly. we don't want anyone who has insurance now to not have insurance. we're going to be careful. i think they are trying to reassure people that they are not going to be without insurance. that's not the goal of this. it's to figure out a way to bring in more competition. >> i think they're being honest.

i don't think they want people to be without holiday health and medical care. i don't think they want people to be struggling and have this of this they fall into because there's a gap in between. i think they are being sincere when they say they want to do this in a responsible, respectful way. there is something here that needs fixing. they made a promise to the american people they have to see it through. in terms of the tiger by the tail, it's like they've got a kitten. schumer was making a promise i think he cannot keep that he was going to do his best to delay supreme court picks. he's making a lot of promises. >> this is chuck schumer last night talking about the opposition to come against donald trump. >> mr. president-elect, you went after the democrat and republican establishments but by your cabinet picks in your early pronouncements you seem to be embracing the timeworn, shopworn hard right. the only way we are going to work with him is if he moves in

our direction and abandons his republican colleagues. 90, 95% of the time will be holding his feet to the fire. >> you had the democratic senator from west virginia decide not to go to the meeting with president obama because he thought it was too far. >> we had the existing outgoing president speaking today and we had the newly elected vice president coming in and speaking to the republicans. i said we've got to start this dialogue, built relationships. i said i'm not going to go. it will be counterproductive. i did when i thought i was supposed to do. that is start building relationships and bringing america together, not letting democrats and republicans stay apart. >> senator trying to avoid the team sports. >> i wasn't listening.

[laughter] i've got to be honest. >> mature adults in the room. stick i don't care anymore about obamacare. it's really hard to talk about it because we all know it's a bad thing. it's a corpse in the room. it's hard for conservatives because, as a conservative, you should be against pre-existing coverage because you don't buy car insurance after you get the accident to pay for the accident. the point of insurance is you get it before you are sick. you can't win on that argument anymore. >> that's why we are talking about it. the left is painting it like hay, the g.o.p. is trying to kick the 20 million people, take their coverage away. that's what this meeting was today. we are not pulling the rug from underneath your feet but we're going to revamp and bring competition in. >> we are going to pull the bandage off. >> here's the other number. these insurance companies, because they have now gone down

in some places where there is one option for an insurer, no competition. some there are none but where there is one they are saying we will keep these premiums rising at a slower rate. we are going to stick it to you on deductibles. that's exactly what they've don done. health care over the year in annual outlays are still skyrocketing. you are not paying it in that premium. you are paying when you are using health care. >> if people have skin in the game and they know how much it costs. >> you talk about competition. let's talk about the fact that more and more americans, they are setting records for the number of americans signing up for obamacare, the affordable care act right now. >> are they paying? >> they are the people who are signing up. free or highly subsidized. >> most americans are highly subsidized to get obamacare but that's not the point. the point is people want --

in chicago. other cities but not the extent of chicago, my hometown. the vast majority of the orders going on, there are two big neighborhoods. they are very much gang-related. in their defense, if they don't have the mayors behind them, what incentive is there to go in and risk your life and get called out for the way you engage someone? 's view that mayor is so brave. remember when he came out against chick-fil-a, refused to have them move to chicago but he won't condemn the violence. in his head, talking about gang violence and race. it might be racist on his part for not coming out and saying it. i wouldn't blame black lives matter. i would blame the media. cnn, msnbc, the hyperfocus on police shootings led to the protest against the police which cause the police to pull back. when the police pulled back, the consequence was energized criminality. the protesters who claim to help got the press involved, and that

enabled this current bloodbath. >> the homicides in chicago exceeded new york and l.a. combined. >> what they are doing is not working. the less hysteria, screaming and yelling about gun control and guns are bad. it's doing nothing except littering the streets with more dead bodies. what they need to do is put the national guard there in those communities. juan, that's what they need. more effective policing to take the illegal guns out of the hands of the drug dealers and criminals and make sure they enforce actual strict -- sentences. tack another five years onto their sentence. that's what works. that's what works and cities that don't have this problem where they aren't littered with bodies. record numbers. that's the only thing that chicago is succeeding in his lives lost. they are the winner. what does that say? >> what could chicago do to scale back the rising crime

rate? >> i am fascinated by the story because to me it's one of the saddest, most tragic things going on in the country right now. hats off to donald trump for saying it, for calling attention to it. the reality is, it's not a matter of putting the national guard on the streets. what you said, it's going on in very specific black neighborhoods in chicago, southside, a couple on the west side. very concentrated. i don't think it makes a difference. rahm emanuel, that you guys put down, he's put 1,000 more cops out there. i think what's going on is people who know each other killing each other. i read the other day how, you know, they say they are bored. they don't have a job, whatever. small grudges become something you kill somebody over. this is a real sickness. it's endemic in chicago to the point that it's out of control. it's like a public health menac

menace. >> can i make a point? garry mccarthy is a good cop and his widely respected around the country. remember, the reason garry mccarthy was let go was because of the 17-year-old shot in the back by police. >> there is video of that. >> because of your experience, especially in california, los angeles, what help to solve the gang problem? >> los angeles and san francisco, you've got the gang task force and you have them targeting the gangs and they worked effectively. you have to have that sort of militant approach to be able to do it. they are really problematic and it brings whole communities down. nobody wants to open up businesses. nobody wants to go to school. parents are afraid for their kids to go down the street or come home after school. then they are afraid to not be there for them when they come back. it is cyclical, deadly. they need to do something different. what they are doing, juan,
