kasich, who skipped out on the convention and the state because donald trump was going to be the guy, he is going to the coronation or inauguration in washington. the ohio governor will be there. >> hello, everyone. i am dana perino. along with kimberly guilfoyle. it's 5:00 in new york city and this is "the five" ." the battle over obamacare begins. both sides strategizing on the fight ahead. republicans have the power to repeal president obama's health care law. vice president-elect pence made a trip to the hill and said it's going to happen. >> they want to see us repeal and replace obamacare. today my message to the members of congress is that we are going to be in the promise keeping business. the first order of business is to keep our promise to repeal
2:01 pm
obamacare and replace it with the kind of health care reform that will lower the cost of health insurance without growing the size of government. >> on the opposite side of the aisle, president obama tried to protect his legacy. he met with democrats to plot a strategy to keep his signature law from being dismantled. >> republicans say repeal and replace. the only thing that has going for it is alliteration. they have no replacement plan. to repeal and delay is an act of cowardice. we have a values debate on our hands. it's very personal for the american people. make america sick again? is that what the republicans want to do? i certainly hope not. >> she's got her slogan, make america sick again. >> looking at that dress, it's like pepto-bismol. the republicans -- obama is like
2:02 pm
theuarterback that is leaving college and they have no one to replace him. they didn't think about next season. >> thankfully he's not moving out of town. >> he is going to stick around. he's going to hang out in the parking lot and hit on the younger checks. >> i doubt it. >> i feel bad for president obama. he is like someone who was watching his ferrari be repossessed and he's looking out the window. it's not a ferrari. it's a pinto. obamacare is such a mess. even his press conference tells you how bad big government is. if schumer is saying you remove one piece of it at all falls apart, it's like a game of jeng jenga. it tells you how bad big government is. some kind of centralized monstrosity. once something breaks, it's a calamity. in a free market, something else comes along. >> democrats removed the one
2:03 pm
thing that was going to keep premiums down. it was competition. took that out. they said you have to have it. the opposite happens. you keep your doctor, premiums are going to come down by $2500 per year for families. the opposite happened. doctors fled. premiums went up $2500 per family per year. republicans have said yes, were going to repeal it. to replace it with something, that works for both sides. this makes the most sense and it will include competition across state lines, i'm guessing. allowing more doctors to come in and paying them more. part of the problem is, like a jacked up medicare system and medicaid system, that's what obamacare is. doctors are saying i'm not going to take obamacare. i'm going to go private practice and not take obamacare or i'm living completely. bring those people in and that will bend the cost curve down. >> i think it's exactly the
2:04 pm
opposite. competition was in play when we saw premium rates skyrocketing. what we've seen is a tremendous drop in terms of premiums paid by people who have -- get health care from their employers, their workplace. i don't think there's any question there there's benefit. >> premiums should not have risen by $2500. >> i said about people who get their insurance, more than 80% of americans, get their insurance from their employers. those premiums have gone down at a record rate in terms of the rate of increase. >> whoa, there's the trick. premiums haven't gone down. the rate of increase. premiums are going up. >> no, no. the rate of increase was 80-something percent. you go down to 30. that's a tremendous benefit.
2:05 pm
in "the wall street journal" there was an op-ed by your friend ezekiel emanuel pointing out -- i know you despise him. pointing out that companies and people who benefit from those lower rates of increase are numerous. >> i found ezekiel's op ed little hard to swallow. >> i didn't read it. like most of america. >> that's true. one thing i noticed is that the republican sort of have a tiger by its tail. they're going to have to figure out a way to do this in a way that is keeping people called and reassured but delivering the change they voted for. you saw mike pence, paul ryan, even kellyanne conway all being very careful to say we are going to do this responsibly. we don't want anyone who has insurance now to not have insurance. we're going to be careful. i think they are trying to reassure people that they are not going to be without insurance. that's not the goal of this. it's to figure out a way to bring in more competition. >> i think they're being honest.
2:06 pm
i don't think they want people to be without holiday health and medical care. i don't think they want people to be struggling and have this of this they fall into because there's a gap in between. i think they are being sincere when they say they want to do this in a responsible, respectful way. there is something here that needs fixing. they made a promise to the american people they have to see it through. in terms of the tiger by the tail, it's like they've got a kitten. schumer was making a promise i think he cannot keep that he was going to do his best to delay supreme court picks. he's making a lot of promises. >> this is chuck schumer last night talking about the opposition to come against donald trump. >> mr. president-elect, you went after the democrat and republican establishments but by your cabinet picks in your early pronouncements you seem to be embracing the timeworn, shopworn hard right. the only way we are going to work with him is if he moves in
2:07 pm
our direction and abandons his republican colleagues. 90, 95% of the time will be holding his feet to the fire. >> you had the democratic senator from west virginia decide not to go to the meeting with president obama because he thought it was too far. >> we had the existing outgoing president speaking today and we had the newly elected vice president coming in and speaking to the republicans. i said we've got to start this dialogue, built relationships. i said i'm not going to go. it will be counterproductive. i did when i thought i was supposed to do. that is start building relationships and bringing america together, not letting democrats and republicans stay apart. >> senator trying to avoid the team sports. >> i wasn't listening.
2:08 pm
[laughter] i've got to be honest. >> mature adults in the room. stick i don't care anymore about obamacare. it's really hard to talk about it because we all know it's a bad thing. it's a corpse in the room. it's hard for conservatives because, as a conservative, you should be against pre-existing coverage because you don't buy car insurance after you get the accident to pay for the accident. the point of insurance is you get it before you are sick. you can't win on that argument anymore. >> that's why we are talking about it. the left is painting it like hay, the g.o.p. is trying to kick the 20 million people, take their coverage away. that's what this meeting was today. we are not pulling the rug from underneath your feet but we're going to revamp and bring competition in. >> we are going to pull the bandage off. >> here's the other number. these insurance companies, because they have now gone down
2:09 pm
in some places where there is one option for an insurer, no competition. some there are none but where there is one they are saying we will keep these premiums rising at a slower rate. we are going to stick it to you on deductibles. that's exactly what they've don done. health care over the year in annual outlays are still skyrocketing. you are not paying it in that premium. you are paying when you are using health care. >> if people have skin in the game and they know how much it costs. >> you talk about competition. let's talk about the fact that more and more americans, they are setting records for the number of americans signing up for obamacare, the affordable care act right now. >> are they paying? >> they are the people who are signing up. free or highly subsidized. >> most americans are highly subsidized to get obamacare but that's not the point. the point is people want --
2:10 pm
>> p that kind of is the point. someone has to pay for it. >> who subsidizes when people go to the hospital, they have no insurance. you and me, eric. let's talk about something very real. "the american medical associatiy republicans, you are so hateful of obamacare. >> i'm not a republican. stick a big conservative like greg gutfeld. they hate obamacare. the ama says can you do something responsible, like tell us what you want us to replace it with. guess what. republicans, this is not like this is a new subject. republicans have no idea about how to replace it. instead they say what we may do is wait two years, three years, four years. that is what they are saying, dana. at a minimum. even rand paul, senator paul come republican, said it's
2:11 pm
irresponsible to repeal without replace. >> okay, republicans have talked about choice, competition, private savings accounts. >> competition. >> there was no competition before obama. blame obama. thanks, obama. >> this is what happens. obama knew it. as soon as the government gets a little bigger it's hard to -- >> you are forgetting one key aspect. it's going to cost a trillion dollars. it's going to cost the taxpayer a trillion dollars. that's a new cost to taxpayers. >> what is? to go obamacare. >> you don't have a price tag. obama today when he was meeting with the democrats -- >> free market for health insurance. you can't sell insurance across state lines.
2:12 pm
>> that was a pre-existing rule. >> health care, you should buy the gold package. the good news is we will be able to talk about this a lot more and greg will have more chances to talk about obamacare. coming up, president-elect trump continues to push back against the intelligence community over russian hacking findings.
2:13 pm
2:14 pm
2:15 pm
2:16 pm
>> u.s. intelligence determine russia was behind cyber attacks to disrupt our election. president-elect trump is still casting doubts. he is expressing a lot of skepticism. he suggests there's been a deliberate effort to delete a briefing on the matter. hacking -- more time needed to build a case. very strange. while the intelligence community is pushing back. one u.s. official is disputing a claim saying the meeting was always scheduled for friday. here is more. >> there is no intelligence community worldwide that has the capability, expertise, as the u.s. intelligence community. and so i would suggest to individuals who have not yet seen the report, who have not
2:17 pm
been briefed, that they wait and see what it is that the intelligence community is putting forward before they make those judgments. >> president obama and this administration is 100% certain in the role that russia played in trying to sold out in confusion -- doubt and confusion in the electoral process. there's no question about that. the information is there and it's rock-solid. >> a little bit of conflicting information but it sounds like friday is the day. greg, you are making weird ostrich faces. >> i don't know if it's true. john pettus does password was password. that is like writing your pin number on your debit card or taking the key to your apartment and putting it under the flower pot right next to your door on the front porch. that is not hacking. that's not hacking. that's barely even phishing.
2:18 pm
>> we are going to ask for a word from your favorite person, julian assange. >> we published several podesta emails which show podesta responding to a phishing email. he gave out that his password was the word "password." his staff said this email that you have received, this is totally legitimate. this is something a 14-year-old kid could have hacked. >> more on that tonight. part two of the interview with sean hannity at 10:00 p.m. eastern and julian assange. do you know anybody that has password as their password? >> i believe that is true. i don't trust assange.
2:19 pm
i don't like wikileaks. i don't defend it. i'm not on that train in any way. but i believe that that's true. john podesta has a weak security to say the least or no security. i also believe that podesta's emails are not the reason hillary clinton lost the election. i feel this is bewildering. having an argument with the intelligence community in public about what date the intelligence briefing is going to be honest unnecessary. i am looking forward to 60 days from now when the new administration is in place and you have hopefully the cia director confirmed by then. get everybody in there and calm this down. i don't think it's good to have a public dispute between the incoming president and the intelligence community over something like this. i don't think it's necessary. >> eric bolling, what do you say about this? >> strike one using password as your password. strike two, giving it out to a random email request and strike
2:20 pm
three saying your staff saying don't worry about it. assange points out that even a 14-year-old. >> they told him it was a legitimate email. illegitimate. it's the thing that keeps him up at night. >> i agree with dana. it's not good to be fighting with her intel community. i would like to see smoking gun evidence that the russians did in fact hack. if they did, okay. >> we want to know. >> take appropriate actions. i'm not sure they should be at this point. dana points out -- slap them. do what you've got to do. if we are going to say the russians are the only ones doing this, we are out of our minds. >> okay, so you wonder the many reasons why hillary clinton lost the campaign. the architect of her demise, john podesta.
2:21 pm
password, "password." >> i think that's pretty funny. i agree it's ridiculous. look, the fact is his staff told him it was legitimate. he doesn't thing and that it unravels. but that's not the point. the point here is we have a foreign government interfering in an american election. that's not good stuff. i don't care if you are republican, democrat. we should not be tolerating. this kind of behavior and then go back and say i don't think it's really affected the election. there was one side that had a constant stream of innuendo, rumor, speculation. did you see this? hillary clinton, what about the catholics? what about podesta. what about juan williams and his phone number. there was nothing from the rnc, nothing from the trump campaign. makes one side seem like they are suspect. i don't know about hillary clinton.
2:22 pm
>> may be one distinction we should make is that this is a hack to the dnc, not a government entity. it's a private entity. not part of the government, not funded by the government. there is less of a case for the united states to take action against russia because -- they didn't hack into the state department, the white house. >> the democratic national committee. that's like going back to watergate and saying nixon, so what? >> it carries a different, in my opinion, different retaliatory penalty. >> you should be outraged, and i hope i don't have this wrong, teddy kennedy commiserating with the ussr and may be the kgb in order to undermine election. was it reagan's reelection or bush? i can't remember. somebody at home knows what i am talking about.
2:23 pm
there is precedence for this. it was ted kennedy talking to the ussr about undermining an election. >> dana. >> the last thing i want to say is that the democrats are trying to soothe themselves with this notion that russia interfered in the election. i'm sure russia was up to no good. rushing interfered in the election and therefore that's why she lost. i think they are trying to reassure themselves and delegitimize the trump presidency. i think he is right to push back. the thing about the emails us that the democrats are not taking responsibility for the thing that i think really did lead to the untrustworthy numbers. that was that she set up her own private email server. >> you can do that. you can say she made a mistake. that's like talking about the charities. donald trump's charities. >> they have a war room set up. after the fact. >> i don't think dana that the democrats are trying to, you
2:24 pm
know, calm themselves by saying it's because of the russians. the bigger point is that foreign governments should not interfere in american elections. >> ted kennedy secretly asked the soviets to intervene in the 1984 election. it happened before. >> okay. and next, some advice from greg for all the critics who say they wish president-elect trump would give up tweeting when he takes
2:25 pm
2:26 pm
2:27 pm
2:28 pm
[laughter] >> i wish there was another celebrity video tweeting to stop donald trump from running the world. oh, here it is. >> dear members of congress. >> flabbergasted.
2:29 pm
>> concern for my children. >> i am worried about everyone. >> the majority of americans did not vote for racism, sexism, xenophobia. >> we demand that you vigorously oppose him. >> we demand -- we want you to know we are with you. >> oh, i want to throw up. that is humanity for progress. seems as legit as good people for peace. typical, the demonizing left, humanity for progress suggests anyone who disagrees must be inhuman or against progress. they are worried. can you blame them? donald trump wakes up, tweets, stuff happens. he is on the third rail that they can't touch. it's as if the cool kids are on the outside looking in, their faces pressed against the glass. it's exactly how half of america felt eight years ago when obama
2:30 pm
marched us toward progressive armageddon, gloating all the way. i guess this is payback. >> making america great again requires more than 140 characters. with all due respect, america cannot afford a twitter presidency. we have real challenges, and we have real needs to get things done, and many americans are afraid, mr. president-elect, that instead of rolling up your sleeves and forging serious policies, for you, twitter suffices. >> my goodness. >> rolling up your sleeves? these aging hacks must be the only people left who still say "rolling up your sleeve." it's a cry from the diminished and irrelevant lost at sea. they claim to the same old baggage rejected by the american public. their side lost two months ago
2:31 pm
and they still haven't figured out why. you could tell them it was the endless tantrum of identity politics and the paralysis of will that it caused. it was their own fear of the pc monster they created and an american public who grew tired of being scared. that's the hole they dug. each celebrity video only makes it deeper. >> do you know what's funnier? it's not like trump has done anything you have to take them off. what has he done? >> well, he won. >> he tweeted twice yesterday. he got $700 million worth of investments to stay in america. the second time he stopped the ethics committee gutting. they should be thrilled. chuck schumer, again, and we heard nancy pelosi in the same day we are not going to work with the republicans. we are going to hold our ground. you are a minority in both
2:32 pm
houses pray doesn't matter. >> consequences. you lost. >> kimberly, half celebrities, half religious people. i am worried about the celebrities. they are on the verge of panic. they need some kind of intervention. >> the problem is that makes them all look like sore losers. they are not in a country that -- this country voted and they voted for donald trump to be the 45th president and the tweets are working. he is taking it directly to the people. it's a direct pipeline. keystone pipeline to the american people and they are frustrated. they don't know how to do it, go above it, go below it. then they have schumer with his head down, horrible reading skills. no charisma, no content, no ability to communicate. this is going very poorly for them. advantage team trump.
2:33 pm
>> upchuck, am i right? >> you're right. the communication styles are so radically different. for 16 months, 18 months, people were -- even if they didn't want to vote for him they were entertained by donald trump who doesn't have to speak from a teleprompter. i think more democrats focus on him using twitter and urge them to stop it, he's going to keep doing it because it's his most effective tool. why would you do away with their most effective tool? i think if the democrats want to beat him, they have to beat him with ideas or ignore his tweets and figure out a way to work around it. >> it's a third rail that they can't get to because when he tweets, the press follows. i think it's a parallel to whenever president obama did something, the media reacted and we would sit there and go, why is the media always paying attention to president obama? this is fair game. the pendulum has swung back. >> it's curious to me. i feel old school on this. charles krauthammer said last night he said it works.
2:34 pm
it's effective. but on the other hand, when you are president of the united states, are you able to actually make a constructive, coherent policy on a tweet? he's going to suggest things on twitter, like when he goes back and forth with the chinese or whatever. that's a real consequence. does he continue? remember, he said way back, i think after he won the election, i'm going to stop this tweeting. it's not going to go well for me. he has continued to tweeting because to me, it's like he's addicted. i think i'm quoting greg gutfeld. >> more so that he is addicted, it's working. it's taking off the other side. first day when i did this, this is "the five." it made you so mad. i said i'm going to do this every day. >> true story. >> i know that's a hand, eric. >> twitter is ticking off the left so badly, it's brilliant strategy. >> they should try to match it. >> i don't know how you match
2:35 pm
it. he doesn't use email. he can't even give away his password. >> match his tweet for tweet. >> i don't know if he can. like this thing about trump -- >> elizabeth warren tried. she didn't do too bad. put pocahontas back in. >> that made no sense. >> you didn't make any sense. >> i was going to read this. is the black lives matter movement responsible for the crime crisis in chicago and elsewhere? former police superintendent think so. here to explain why when "the five" returns.

2:40 pm
for the staggering tally. >> there's a political atmosphere of antipolice sentiment that has swept across the country. of movement with a goal of saving black lives. at this point, it's getting black lives taken. 80% of our murder victims in chicago are male blacks. >> here's more from garry mccarthy explaining what he means. >> i never said black lives matter is causing people to die. what i'm talking about when i point to the movement is, i'm talking about the groundswell that has involved a number of different components. i talk about the department of justice, which does go right to the white house as being a major component in hamstringing police while emboldening criminals which is leading to the lawlessness we are seeing in the streets of certainly many of our major cities across the country. >> there are spiking crime rates
2:41 pm
in chicago. other cities but not the extent of chicago, my hometown. the vast majority of the orders going on, there are two big neighborhoods. they are very much gang-related. in their defense, if they don't have the mayors behind them, what incentive is there to go in and risk your life and get called out for the way you engage someone? 's view that mayor is so brave. remember when he came out against chick-fil-a, refused to have them move to chicago but he won't condemn the violence. in his head, talking about gang violence and race. it might be racist on his part for not coming out and saying it. i wouldn't blame black lives matter. i would blame the media. cnn, msnbc, the hyperfocus on police shootings led to the protest against the police which cause the police to pull back. when the police pulled back, the consequence was energized criminality. the protesters who claim to help got the press involved, and that
2:42 pm
enabled this current bloodbath. >> the homicides in chicago exceeded new york and l.a. combined. >> what they are doing is not working. the less hysteria, screaming and yelling about gun control and guns are bad. it's doing nothing except littering the streets with more dead bodies. what they need to do is put the national guard there in those communities. juan, that's what they need. more effective policing to take the illegal guns out of the hands of the drug dealers and criminals and make sure they enforce actual strict -- sentences. tack another five years onto their sentence. that's what works. that's what works and cities that don't have this problem where they aren't littered with bodies. record numbers. that's the only thing that chicago is succeeding in his lives lost. they are the winner. what does that say? >> what could chicago do to scale back the rising crime
2:43 pm
rate? >> i am fascinated by the story because to me it's one of the saddest, most tragic things going on in the country right now. hats off to donald trump for saying it, for calling attention to it. the reality is, it's not a matter of putting the national guard on the streets. what you said, it's going on in very specific black neighborhoods in chicago, southside, a couple on the west side. very concentrated. i don't think it makes a difference. rahm emanuel, that you guys put down, he's put 1,000 more cops out there. i think what's going on is people who know each other killing each other. i read the other day how, you know, they say they are bored. they don't have a job, whatever. small grudges become something you kill somebody over. this is a real sickness. it's endemic in chicago to the point that it's out of control. it's like a public health menac
2:44 pm
menace. >> can i make a point? garry mccarthy is a good cop and his widely respected around the country. remember, the reason garry mccarthy was let go was because of the 17-year-old shot in the back by police. >> there is video of that. >> because of your experience, especially in california, los angeles, what help to solve the gang problem? >> los angeles and san francisco, you've got the gang task force and you have them targeting the gangs and they worked effectively. you have to have that sort of militant approach to be able to do it. they are really problematic and it brings whole communities down. nobody wants to open up businesses. nobody wants to go to school. parents are afraid for their kids to go down the street or come home after school. then they are afraid to not be there for them when they come back. it is cyclical, deadly. they need to do something different. what they are doing, juan,
