they are calling it the patient freedom act. this is only the beginning of what will be an action-packed first week for president donald trump and his administration. white house chief of staff reince priebus outlining the president's priorities with chris wallace of fox news sunday. watch. >> this week we're talking about trade, we're going to talk about that a little more tomorrow. we're going to talk about immigration this week, and we're going to have a time of national security, a conversation about that, obviously, with general mattis. >> will he undo some of the obama executive orders? >> you'll see more of that coming this week. executive orders, those three topics, thursday, we're expecting to make an appearance at the senate house leadership conference in philadelphia. so it's going to be a full week, and this president is going to work hard. harris: full indeed, president trump will be said to be working with congress to get his cabinet confirmed and

working, only two members are official. defense secretary james mattis and homeland security secretary john kelly. to top it off, president trump will meet with first foreign leader, a private meeting with british prime minister theresa may set for this friday at the white house. chief white house correspondent john roberts joins us now. john, the british prime minister is only one of several world leaders on the president's schedule, close-up. >> reporter: indeed, harris, good evening to you. the calendar is beginning to fill up. put them on the board. the meeting with british prime minister theresa may, that will happen at the end of the week. he has confirmed that president trump will meet with prime minister benjamin netanyahu of israel. that will be in early february. he'll also be meeting with president enrique pena nieto of mexico and prime minister justin trudeau of canada. the last two leaders, they will begin talks about changing up nafta in those meetings. here's what the president said

earlier. >> start renegotiating on nafta on immigration and security at the border, and mexico has been terrific, actually, terrific. and the president has been really very amazing, and i think we're going to have a very good result for mexico, for the united states and for everybody involved. >> reporter: the president made those remarks in first events in the east room of the white house and held a reception for leaders of law enforcement in charge with securing the inauguration, you saw greeting the fbi director james comey. they had not quite a man hug but it was close, harris and the president whispered something in the fbi director's ear. clearly no hard feelings over what transpired during the election last fall, harris? harris: talk about the continuing feud with the press. >> reporter: and it's ongoing and continues, i don't know if it will continue into the new

week, it continued all weekend long with president trump taking offense at a couple of things. first of all erroneous tweet was sent out friday night that the president removed from the oval office the bust of martin luther king that had been there through the obama presidency. there's the photograph, and there's the bust. pushing back against stories that the crowd for president trump's inauguration was much smaller than it was during president obama's first inauguration in 2009. here's what reince priebus said about all of that with chris wallace on fox news sunday. >> are you saying there's a conspiracy here? >> i'm saying there's an obsession by the media to delegitimize this president. and we are not going to sit around and let it happen. we're going to fight back tooth and nail every day and twice on sunday. >> reporter: the president got into it yesterday during visit to the cia drawing fire from the echoing fbi director john

brennan who took issue with president trump using the cia's memorial wall as a backdrop while ripping the press. nick shapiro tweeting -- brennan says trump should be ashamed of himself. that drew a sharp response this morning from trump's chief counselor kellyanne conway, watch. >> we have an outgoing cia director sounding like a partisan political hack about the president of the united states. i think everybody needs to take a step back and deep breath, george and think about what their words are. >> reporter: the chief of staff for the white house, reince priebus, jumping into fray on bashing this morning, saying i don't i have no idea what's in his head, harris? >> i know kellyanne conway was talking about the president today, specifically about his tax returns.

>> reporter: of course, the opposition during the campaign was making a deal president trump had not released his tax returns. if you interpret kellyanne conway's comments this morning literally, we may never see the tax returns. watch here. >> the white house response is that he's not going to release the tax returns. we litigated this all through the election, people didn't care, they voted for him, and make this clear, most americans are focused on what their tax returns will look like while president trump is in office. not what his look like. >> reporter: we may be leaving all of this feuding behind as we enter the new week, harris, because the president has a full plate of policy issues on his plate. executive orders he's signing and, of course, at the end of the week, after he goes to philadelphia for the house and senate republican retreat, he's got his first foreign leader coming to visit him again, theresa may from britain. busy week. harris: the headline, the patient freedom act which we expect to see rolled out.

a bill tomorrow which is designed to repeal and replace obamacare. we'll get into it later this hour with my guests. always good to see you. breaking news of weather we started moments ago. storm warnings in effect across georgia and north florida. a system that could drop twisters, we're told. we've seen at least 16 people are dead. 4 in mississippi, 12 in georgia. that's a number that continues to climb. the national weather service says the severe movement has the potential to spin long track tornados which can stay on the ground for 20 miles or more. oh, boy. we have more adam klotz is live in the extreme weather center. first, on the ground where we've seen danger, jonathan serrie in cook county, georgia. >> reporter: you can see the scene behind me. i'm standing in what used to be a farm. there was a nursery here, several other outbuildings and as you zoom in, you can see metal shards that were

scattered in the heavy winds what local officials believe was a tornado that tore through this area here. i'm standing not far from a mobile home park, we're told that half of the structures there were destroyed and harris, you mentioned the fatalities in the state of georgia. more than half of those fatalities occurred at that mobile home park. harris? harris: we can see what looks to be massive at least localized where you are, authorities have had a very busy weekend responding. >> reporter: they have indeed, and the response has been immediate. before the storm system moved out of area, there were utility crews moving in trying to set back the utility poles that have been toppled over. they are string poles right now. earlier governor nathan deal declared a state of emergency in cook county and six other georgia counties that were hard hit by the storm.

he also spoke by phone with president donald trump. mr. trump speaking about the disaster earlier today. let's give it a listen. >> i just spoke with governor nathan deal of georgia. great state, great people. florida affected, alabama affected by the tornadoes and expressed our sincere condolences for the lives taken. tornadoes were vicious and powerful and strong, and they suffered greatly. so we'll be helping out the state of georgia. >> reporter: and as the president pointed out, it's not just georgia that was affected but other southern states. state of mississippi was also hard hit, several fatalities reported there, and the earliest estimate suggests that 300 homes in mississippi were either damaged or destroyed. harris? harris: jonathan, thank you very much, and you heard the president there saying that for georgia, they can expect to be helped out.

let's bring in meteorologist adam klotz in the fox extreme weather center. so what more is there to come? i told the audience moments ago about this particular category that they have put the twisters in. >> reporter: you are absolutely right. it continues on, folks at risk. we could be seeing more of what we've already seen. in the last 24 hours, this is a long, slow-moving system. there are reports in the 24 hours, red areas we reported a tornado in portions of georgia, tornadoes continuing to spin up as this line of storms is sweeping across the southeast. everything highlighted in the red is a tornado watch. it stretches south of tampa all the way up in portions of the carolinas. these are areas we're looking at conditions being favorable to seeing tornado development. it's all along the leading line of storms here. i can take you in on it. if you're not in an area of tornadoes, hail up to a quarter

inch, powerful storms and you can see almost running along 95 and stretching back off a little farther to the west, getting down towards the tampa area. any of the red polygons, you are looking at tornado warm storm, the yellow polygons are severe thunderstorms. this is running up along the coast. so not a lot of places for this to go. and georgia running into central georgia getting north of the orlando area. there are a lot of powerful cells here. we're targeting florida where there is room for the storms to run their way out. what am i expecting from here on out? well, we're going to continue to track this as it moves through florida. continue to see severe weather running up into the carolinas area. as this lifts farther to the north and it will, folks in washington, d.c. stretching up to new york are going to begin to see rain by tomorrow, but this rain becoming just rain. this system is weakening but we have to make it from right now through the rest of the evening, that's something we're paying very close attention to.

. harris: now to the story in texas, a shopping mall shooting, but the people in the mall were armed and able to defend themselves and everybody else. at least one person is dead, others wounded in san antonio and witnesses say one of the robbers in the mall was desperate to escape. and unleashed a hail of bullets on anybody standing in the way. the san antonio police chief explained how it all went down.

>> about what we have sheer a robbery gone really, really bad. there were two individuals that robbed the kay jeweler store, they exited the store and ran to the left and encountered two citizens who tried to intervene. one of the citizens was shot by the suspect. the other citizen who tried to intervene had a concealed carry license and shot the suspect. the suspect was then transported. the second suspect, when the shooting started, he ran through the mall in the other direction, shooting as he ran. harris: rob schmitt has more from the new york city newsroom. rob, as this news was coming in a short time ago, you jumped on the story, what have you found out? >> reporter: a wild story. started with two guys robbing a jewelry store in texas making the mistake they are the only ones armed. two men held up a kay jewelers

on the northeast side of san antonio, very nice mall. to their surprise, two of the customers inside the mall, one who was armed, intervened and turned into a shoot-out right outside of the store. one of the good samaritans was shot and killed by one of the thieves. the other good samaritan, shot and injured one of the thieves who's been arrested now. his partner did manage to escape and a manhunt is under way for him, so you have one suspect shot and arrested, the other one on the loose. police say as many as six other people were shot by the suspect who escaped as he ran from the scene. they are all expected to survive. one mall shopper heard six shots fired and watched as people ran from the mall in a panic. here we're going to listen back to the police chief. >> absolutely senseless, absolutely senseless. this is the second time that a good samaritan was killed trying to intervene in a crime to help the victim.

. harris: a guy saw a rescue going down and got in on the action to save two women from drowning off the coast of san diego. women were standing on the edge of a cliff last night when a wave knocked them into the water. a witness jumped into the ocean, pulled one of them to safety. >> she was kind of close, i jumped in, and i don't know, i just -- i got her and threw her over my shoulder and i tried to carry her in and we got washed out a little bit, and then it kind of went back a little bit and gave me a minute and i carried her up to another guy. harris: don't you ever try to convince me that bravery is dead. wow! it took lifeguards 40 minutes to find the second woman and

we're told one remains in critical condition but they both made it out. the white house is taking steps to improve america's relationship with israel and learned the new administration says it's beginning to discuss plans to move the embassy from tel aviv to jerusalem. meanwhile the president has invited benjamin netanyahu to washington, d.c. in a telephone conversation that happened earlier today. conor powell with more now from jerusalem. >> reporter: harris, today's phone call between israeli prime minister benjamin netanyahu and president donald trump appears to be the start of a much better relationship between the united states and israel, following eight difficult years. the white house offered a very simple description of sunday's call saying it was, quote, nice, mr. trump has vowed to improve both ties with israel and american cooperation, even before president trump was sworn in, israeli officials were openly celebrating his

victory, believing mr. trump will support his agenda of combating terrorism and expanding jewish settlement blocs in the palestinian west bank, and today wasting no time, israel's government announced more than 500 new housing units for jewish settlements and the primarily arab area of east jerusalem. the white house also confirmed sunday, it has begun discussing moving the u.s. embassy from tel aviv to jerusalem. a controversial move that could potentially inflame the arab world and could hamper u.s. efforts at negotiating a peace agreement between israelis and palestinians who also claim jerusalem as their capital of a future state. regardless of when an announcement comes about the fate of the u.s. embassy, president trump's pick for the ambassador to israel david freeman has indicated he'll live in jerusalem not tel aviv. harris? harris: thank you. the trump administration is

harris: we're setting up the week for you on this fine sunday night. president donald trump begins first full week in the oval office with anything but a full cabinet to back him up. only two picks confirmed so far. today some progress on arguably mr. trump's most controversial choice, secretary of state nominee rex tillerson. john mccain and lindsey graham coming out in favor of his nomination despite having resignations. >> i will be voting in favor of his nomination, i had numerous conversations with him, and again, my concerns have been about our relations with russia and his past relations. i believe and i'm very cautious about this, but i believe that mr. tillerson understands the importance of a steadfast and strong relationship. harris: rich edson is live in washington, rich? >> reporter: likely the

confirmation will happen, still some republicans have reservations about tillerson because of the substantial ties exxonmobil built with russia while tillerson was ceo. even in statements supporting tillerson, mccain and graham wrote while we have concerns about past dealings with the russian government and president vladimir putin we believe mr. tillerson could be a potential advocate for u.s. interests, and one more republican holdout. senator marco rubio has yet to reveal how he will vote. the senate foreign relations committee member questioned tillerson through multiple rounds in the confirmation hearing. despite that, mitch mcconnell is optimistic the senate will confirm tillerson. >> i believe we'll be able to confirm the president's entire cabinet. there is great enthusiasm. >> even rex tillerson for state, who three republicans have expressed reservations? >> i'm optimistic we'll get every member of the cabinet. >> reporter: the senate foreign relations committee meets

tomorrow to vote on tillerson's nomination, if approved he moves to the senate for consideration. harris: the process that you expect to see this week? >> well, the trump administration stressed they wanted and republicans stressed they wanted early confirmations for the president's national security team. senate democrats relented on president trump's choices to lead the pentagon and department of homeland security though yet to allow a vote on congressman mike pompeo's nomination to direct the central intelligence agency. steve mnuchin and tom price are priorities for republicans. however chuck schumer says trump's choices require a higher level of scrutiny. >> this cabinet is unusually unique and a lot different than others. we call it the swamp cabinet billionaires and bankers. the number of wealthy people, the number of people rife with

conflicts of interest is so much more than any other cabinet we've seen. that means they need thorough review. >> reporter: in response, republicans say democrats are manufacturing reasons to delay confirming the nominees. they point to the seven cabinet confirmations president obama had when he took office in 2009. mitch mcconnell says he is optimistic the senate will confirm all of president trump's nominees, harris? harris: good to see you, thank you very much. republicans are coming forward with a plan to replace obamacare, and we've been talking about at this hour, senators bill cassidy and susan collins are set to introduce what they're calling the patient freedom act in a news conference on capitol hill. they call it the quality affordable health care and improve patient choice. this comes after the president signed executive action to start rolling back obamacare. "national review"'s john fund

joins me now. one of the things you are critical of is how many times president obama on his own, without congress, changed the affordable care act law. i want to get into that in just a moment. let's start, though, where rich set us up, and that is with the idea of the cabinet. senator schumer saying everybody who's chosen by president trump needs a higher level of scrutiny. there is a lower number of votes that are needed thanks to the democrats in part. that's got to be frustrating them. anybody in jeopardy that you see? >> probably going to be one in which there's a fight, a late blooming scandal. what i was struck is senator schumer's statement we have to give extra scrutiny to cabinet nominees because they disagree with trump on issues. i don't figure that out. schumer is against everything trump wants to do. if a cabinet nominee is exercising independence with their own opinion, that would be a plus in his eyes. i think he's -- a lot of this is political posturing, he knows he's going to lose almost

all of the fights if not all of them. harris: they don't need 60, they need 51 votes. if they don't get democrats to vote with them, they will get what they want. >> they will get almost all democrats to vote on these. harris: you know if we look back at how many times president obama changed the affordable care act aka obamacare, that's really where republicans were coming strong with the argument against it way back when, just a couple years ago. if the law is so great, why are you executive ordering it to death? >> president obama didn't want to compromise with republicans in realizing obamacare. harris: and getting us to where we are now? >> which is a situation where the status quo is falling apart. i think the first thing the republicans have to do is convince the american people you cannot sustain obamacare. it's falling apart, three-quarters of the state cooperatives for health care have collapsed. premiums are skyrocketing for the individual market. medicaid costs are out of control and the increasing

number of doctors, i won't see medicaid patients, most people are getting renewal through medicaid. you can convince the american people it's got to be fixed and talking on a playing field which 75 or 80% of the american people agree, we either repeal this law or dramatically revise it. harris: all right, i've heard you say that showing your hand of details in tranparenceel be critical in all. this you have people who are arguing and feeling like they've had health care for the very first time under this plan. you've got communicate that and formerly known as the president-elect was saying, you can't just wholesale this. >> about 17 to 20 million americans now have health insurance. you cannot guarantee that every single one is going to get the exact level of coverage at the exact price they're paying. you can make a strong argument that you can save this program of expanded health insurance, if you do things that push into market oriented direction. if people get some skin in the

game, if you expand medical savings accounts that people save tax free for the medical future, a variety is in the form. >> the biggest problem in our health care system, in 1980 when reagan was president, americans spent half of the health care dollars themselves. they had control over where they spent health care dollars. they made decision said what was most efficient and effective. today that number, harris is 12%. when you have a system where you can go into a supermarket and 88% of what you buy is paid for by somebody else? it's going to change shopping decisions dramatically. you're going to buy different things and overconsume. harris: you're going to act like the government spending other people's money all the time. >> the best words in language and washington is other people's money. harris: i mentioned senator casity and collins.

>> the fact they are together shows they have come to a broad agreement that can encompas all republicans. harris: you seem optimistic tonight, why? >> because the american people are going pretty much realize in the next year obamacare has failed, something has to replace it, and it's not going to be more government, it's going to be streamlined government, patient oriented government and choices for people which is one thing obamacare does not have. harris: one thing inherent in what you said is this is not overnight. people will realize they need a backup, cue the backup. this still is not going to be overnight. >> the transition will probably be 18 to 24 months. harris: okay. >> and no one is going to lose their coverage completely. there may be changes made but you know what if obamacare stays in place there are changes made already. something like 30% of the counties in this country have one insurance provider for the obamacare exchanges. harris: and arizona --

gop gps, doug schoen former adviser to president bill clinton and fox news contributor as well. good to see you. >> you, too as well. harris: you have 68 democrats who decide to skip the inauguration, no one missed them, apparently, it was not a headline. here's what it sets up. many are women, people of colors, certain groups are not represented at the table if they continue to sit out. how in the world is your party justify they were elected to be there, how do they justify that? >> justify it given the protests that we saw, the million woman march, which arguably matched intensity and numbers, the crowd at the inauguration. country's become so polarized that what you are saying which makes common sense, harris, we need to work together, you got to be there. but with the country dividing already and the polarization being starker and starker, there is pressure on those democrats not to contribute, not to cooperate, thus making

legislative politics more difficult. harris: you and i are parents, and sometimes you have to get little sally and johnny to eat vegetables, you know they don't like them and friends are giving them street credfor not eating them. that's what you're describing for me. job is to get along and get jobs done. they said they were going to do it better, they said via hillary clinton, your friend, they were going to take the high road. >> here's the problem, you are a very good parent and a very good mother. harris: thanks. >> there is no leadership in the democratic party and there's no one there to say we have to work together. i say it, and i believe common sense democrats believe that. but more and more, the commonsense democrats are sitting out or being marginalized and the institutional pressures of women, minorities, the left, are pulling away from eating vegetables and more just snacking on really candy. political candy. harris: you all are going to get cavities. >> exactly. harris: move on, your party is

going down an interesting tone road this weekend. if you didn't see it, watch it together. the, now the white house chief of staff not incoming any longer, reince priebus and chris wallace on "fox news sunday" talking about the tone that the president took to the press. watch. >> president trump said in his inaugural address that every decision he makes will be to benefit american families. how does arguing about crowd size do that? >> because it's not about crowd size. it's about honesty in the media. the media from day one talking about delegitimizing the election, talking about the russians, talking about everything you can imagine except the fact that we need to move the country forward. harris: we got a lot going on beside talking about size of crowds and that kind of stuff. >> we do. what sean spicer and the statement did is wag the dog. everybody talking about the march, and we are back talking

about crowds temperature was a strategic calculation to do that. >> do you think it was a good idea? >> i think we should have moved on and president trump and his administration should talk about the benefits of the plans that exist so far such as the infrastructure plan, reduce poverty such as providing broadband for kids in schools. that is something where democrats can say this is a rational idea. >> what evan is suggesting what we need to do. promote bipartisanship on issues like tax reform, the environment and helping both minorities communities and rebuilding our roads and bridges. but harris, here's the problem, the parent in this situation is the president donald trump. he has to do more than he did to bring people together. yes, he spoke about the people against washington, but he's got to deal, as you said, with the legislative process, and has to do everything possible to bring us together. >> i think president trump and his administration should recognize that the press is
