order to strip federal grant money from sanctuary states andd cities that harbor illegal immigrants. support victims and families of victims of crimes committed by removable aliens. reinstate secure community programs to help ice agents for removal. and to hire an additional 10,000 ice officers. and in president trump's first interview on you "abc news," he specifically talked about the border wall, if mexico will pay for it and when the construction will begin. let's take a look.s >> are you going to direct u.s. funds to pay for this wall? will american taxpayers pay for this wall? >> ultimately, it will come out of what is happening with mexico. we are going to be starting those negotiations relatively soon. we will be reimbursed by mexico. >> so they will pay us back? >> absolutely. >> of the american taxpayer will pay for the wallet first? >> still be reimbursed at a later date fromca whatever transaction we make with mexico.

president trump and getting his agenda filled. it's only been a few days and we are checking boxes left andnd right. >> sean: i talked to friends of mine who have been here foror many, many years. some that secretly like me but will never admit it publicly.. there are a couple, a few new people you are allowing in. universally, they have said the same thing. they've never seen activity like this in this in all the time they have beenev here.ik a little shock and awe in d.c.? >> i think so.im we've been doing this, i thinkn people think back before christmas. we have been operating this way ever since the election, we've had people coming in and out, picking cabinet secretaries, doing work. culminating to this first week which is been -- 12 executive orders i think as of now, hitting the promises that we made. hiring freeze, regulatory freeze, today with immigration,

yesterday with jobs, the day before we trade, these are the things that donald trump campaigned on. and to your point, many of these reporters that have been working here for many years said monday and tuesday so far have been busier than any day they can remember in a white house since they have worked in the white house. >> sean: let me go to the hiring freeze, the regulation w freeze answer the talk of a 20% reduction in the workforce and government. and a 10% reduction in terms of spending. that is something at the conservative republican i believe in balanced budgets, living within your means, limited government and also 75%u rollback and regulations. are those things that can get get done? >> absolutely. first of all, one of the things you have to start with is leading byut example. if we have the hiring freeze at

the administration level, meaning there are enough employees at the administration executive level to get the job done for the american people. there's no reason to add more employees. outside of public safety and military come up outsiden of those areas, there are no reasons to keep drawn governments. that's when the first thing ronald reagan did. first thing president trump did. on regulatory reform, what we did was saying if there any regulations currently en route upon completion, those regulations have to be halted and we have to review them and approve them before they move forward. there may be some good things out there we don't want to halt but for the most part, we hear from business owners, i know you have talked about it, regulation in many cases, far worse than taxes -- all the things we normally talk about. >> sean: but it is the idea of getting rid of all these regulations, i know the president would like to get to a 15% corporate tax rate.

repatriation at a low tax of 10%. then obamacare being eliminated, energy independence, as that is what is incentivizing these businesses one after another? to announce they are investing millions or billions? in creating x number of jobs? is it because of that do you believe? >> we've had meetings here, the big car manufacturers, some of the biggest companies in america, biggest employees here. union leaders here. saying the same thing. if we are going to be an administration that cuts regulation, that lowers businesi taxes so that these people can expand, de-incentivize companies moving overseas, make doing business in america better foror them, then the jobs are going to explode. we're going to have to maybe 3%, 5%, 6%, 7% growth. if his goal is the american

worker in the american manufacture, forget about politics because we'll never lose an election as a party. we are going to have a comeback in this country like we have never seen. that is why these companies are saying, you know what? this may be a better place to do business. >> sean: the president talked about it with the keystone pipeline and the dakota access pipeline. and then the mandate or making it a part of the deal that any steel that is used in pipes have to be made in america as well which would help american steelworkers. >> let me tell you how that happened. we were in a meeting yesterday with union leaders. in this room. president trump was sitting where you're sitting. >> sean: this is the president's seat? oh, okay. >> we talked about how these

projects are just languishing, they shouldn't be. and in the case of dakota, is 90% done and they can't continue because of a permit. the presidenthe was talking abot these pipelines. talked about the union and somee of the folks, the workers were here too and it was just president trump saying, "wait ae minute, where is this pipe coming from?" he started talking about where the pipe came from. at that very moment, 48 hours ago, president trump said why aren't we using american steel -- should we be using american pipe? if these pipelines continue, why wouldn't we want to make sure we are using american pipe and american steel? he said okay, let's write an executive order that wherever you can possibly use american pipe and american steel, we should use it.

maybe there wouldn't be a company -- and president trump said don't worry, if we incentivize american companies, they are going to do it. and that is how that happened.il >> sean: pretty amazing. the department of homeland security, in the process of building a wall, he doesn't need a bill passed in congress because we have the 2006 law he can rely on. border patrol agents by 5,000, triple the number of ice, 5 by 10,000 more. executive order that would target sanctuary cities. >> for people out that there may not know this, federal grants all over the country, say san francisco, los angeles, others saying we are going to take taxpayer money for things that we need in our city. but we are going to tell people who are here illegally that even though it is illegal what you're doing, we are not going to force the laws on you that we have in place to remove you if you commit a crime, if you do something that is wrong.

appeared >> meantime, mexico's president speaking out against the wall saying his country will not pay for. they are expected to meet early next month. i am jackie ibanez. now, back to "hannity" ." >> sean: welcome back to "hannity," we are broadcasting tonight from our nation's capital. here's part two of my interview with white house chief offr sta, reince priebus. i know that a lot of people i've talked to, that voted for thece president, the main thing that they are looking for -- and we've seen a lot of action in t the first five days here, the thing that i hear the most is, they just want the promises to be kept. originalists, vetting of refugees, the building of the wall, repealing and replacing obamacare, lowering tax rates, how to get rid of obamacare? what will the replacement be? >> certain parts of it can be repealed by executive order. we also have -- a lot of

obamacare can be undone through executive order. that's number one. a lot of it can be done through an action called reconciliation. which is how it was passed. remember, they also had 60 votes in the senate at the time. christmas eve or something like that. they also had the 60 votes, they lost that. reconciliation is a tool you can use, as long as what you are doing is not a policy driven, you can pass certain things with 50 votes in the senate. usually you need 60. for the special tool, you can use 50 votes in the senate. >> sean: if it is spending related. >> you can replace a lot of obamacare with the 50 vote rule. you can also use your secretary of health and human services, strategically. to do things in regard to obamacare. >> sean: with a discussion that is written in the bill. a lot of people don't know that. that is a big deal.io

>> between executive order, 51 votes reconciliation, health and human services, you can get a lot repealed and replaced. >> sean: maybe it won't even need congressional debate over a new bill? >> then you would move to that area -- we need the 60 votes inc the senate. that i think is the formula. the key is, you want to get a much better product using the first three steps. you want to make sure you have a better product using the first three steps and we do. look, obamacare is a disaster. we know that, everybody does. it's one of the reasons why president trump won the election besides what he brought to the table. it is also a great issue for him, talking about repealing and replacing obamacare with a better product. >> sean: last question, i know a lot of time and attentionra is being spent on getting the

economy up and running, building the administration up, not a small undertaking. but also there's been some movement on some foreign policy issues. the prime minister of great britain coming in, the prime minister of canada, israel, president of mexico, renegotiating trade deals, nafta, bilateral deal perhaps with great britain. what about radical islamic terrorism which he mentioned in his inaugural speech? >> first of all, that's a big question. on trade, obviously we are talking very soon with senator hatch and representative brady in the ways it means getting noticed into those committee members so we can start the process i'm working on trade deals. not to bore listeners with fast track in trade, there are little triggers and tripwires you have to hit in order to do that. we will do that. >> sean: it will all be renegotiated. >> we are going to wait the 90 day period. you have to notify all the

parties involved. but certainly -- >> sean: would tpp -- would he have to notify? >> you would have to notify congress with each of your bilateral deals that you're going to negotiate with. once you hit that button, the 90 day waiting period, and then serious negotiations. little things here and there.an serious negotiations can't happen until the 90 day period. we're going to have a time of national security coming up on friday. i expect a series of executive orders to start tackling issues in regard to foreign policy, issues in regard to isis and our positioning now through the world, especially through the middle east. >> sean: a big message was sent to the inaugural speech, we had a present, president that

once a radical islam. now our president does. do you like your job? how many hours are you working today? >> probably, like, 20. we had that 16-day primary. a lot of the same skills learned through that process. most importantly, it is an honor working for president trump. seriously. this is a person, a heart of gold, genuine, sincere. still working 10 feet away from us. of course, when this airs tonight at 10:00 eastern, he will be there still working, working dinner. he doesn't stop. people like to say that about other people. but he doesn't stop. he wears out everybody. >> sean: the times i would talk to them, was 11:00 p.m.,, midnight, 1:00 a.m. or 5:00 a.m.

>> i think it's happening because two things. one, the relief at the end of the obama-clinton world, people looked up and somebody said it is not going to be terrible for four more years. i think people were gripping thinking this was going to be horrible. they are watching a real business person, i first encountered this back in thehe spring, i would run up to people saying i don't care what heir says, he is a businessman, he's is practical. he is what weeo need. you're seeing people watching a guy who's keeping his word, i did a talk today at heritage on this whole idea that if you read the inaugural address and you go back and look at the gettysburg speech and other speeches -- and the voter fraud issue, he tweets today basically what he talked about yesterday. there is a continuity building and people like that in a president. they want a leader who knows where he is going. understands it may be difficult,

>> yeah, he needs to be concerned about too much federal encouragement but sure. the first responsibility in the federal government it's the safety and security of the people. when the states can't do it, feds come in. they were very eager to send in the feds, sean, into missouri and elsewhere to do investigations of local police departments and other things. here's a good use of federal authority and federal power. notice the change of tone in rahm emanuel and saying he would welcome this kind of help. it's really horrendous what's going on there. and now 2017 is starting off even worse than 2016. >> sean: crazy. let's go to the issue of the president keeping his promises, tpp, the keystone pipeline, dakota pipeline, controlling our borders, beginning the process of building a wall.

sanctuary cities, his commitment to vetting refugees from states that have proven to be training terrorists, seems like a pretty long list of promises he is fulfilling in week one. s what are your thoughts? >> a couple of comments.s my gosh, he is governing. remember during the campaign? all the stuff about how he's never been elected to everything, how will he govern, he is teaching the professional politicians what it means to govern. "atlantic" magazine -- not kind to him particularly, said like it or not, whether you think he's a good guy or not, he is doing what he said he would do. this to me is the most important thing. i said way back, when reagan did the air traffic control, they said he's serious, he really meant it. this guy's serious and really

meant it. this sanctuary thing, i'm so glad it's a high priority. don't forget sanctuary universities. ohio state and other places. a lot of people are hiding out. >> sean: some disagreement within conservative ranks as it relates to immigration, ita support the building of the wall and his position on it, immediately criminal aliens will be deported. where are you on all these border issues and the argument well, that's going to alienate hispanic voters? >> i don't think it well. hispanic voters, a lot of them, legally do not have any particular affection for people who come in illegally. they want to come in sensibly and rationally. that's a great place to start. the schisms in this conservative community still exist. i don't have many people who go out to lunch with me anymore. stick around. it's okay. >> sean: if they dislike you, they despise me.
