mutual. so, they're not going to come but we're still going to build that wall. ainsley: sean hannity went to the white house yesterday. he sat down with the president. this is what the president said about building that wall. >> the wall is necessary. that's not just politics. yet it is good for the heart of the nation in a certain way because people want protection. and a wall protects. it's 99% stoppage. a proper wall. not a wall that's this high like they have now. they have little toy walls. i don't know why they even wasted their time. if you ever saw where they built the ramp over the wall. i don't know why they built a ramp. it's cheaper to knock it over. brian: there are some areas that aren't as sturdy as others. i don't know if you could characterize them as toy wall. steve: they are not like the trump wall. brian: 12 and $15 billion. president nieto of mexico.

>> 12 to $15 billion. so we intend to address the wall issue ourselves. the president can deal his relations with other countries. and on that issue and other issues. brian: there is also money in the stream from when george bush got the money to build the fence. there is still money to be had had there. what i think is good in tandem with this. he also went ahead and rotated out the head of border patrol. he got hired a few months ago. he wasn't getting along with the union. the union voted for donald trump and the theory is we're going to make a change. he got four people out of the state department. the pace in which things are happening to enoocket president trump's agenda is surprising to me because is he new to this political thing. ainsley: is he saying he is going to get mexic mexico to par it i said how are you going to do it he said we will get congress. eventually mexico will pay us back. sean spicer said you were mentioning the imports.

we can tax imports. 160 countries do this and we don't do that. if we tax the imports coming in from mexico which is $5 billion of imports every year that will be 1 billion-dollar that the country will make. he said we'll pay for the wall in no time. steve: plenty of money. this is one of the things being considered. sounds like a tariff. this is something the republicans in congress have been talking about for the adjusted business tax on imports. the tax isn't to imports at a higher rate. it's to tax imports at the same rate as domestic products. ainsley: when he ran i was like how are they going to get mexico to do this. that sounds like a pipe dream. steve: they're going to get the money. brian brian problem mexicans coming over there they actually decreased the numbers. that might be true. it's the central americans and south americans going through mexico. they are allowing it. steve: that's a problem, too. brian: get to the border mexico says it's not my problem anymore. he said you stop it at your southern border and we won't

have a problem at our southern border. ainsley: not only worried about the drugs that come over from mexico but the not getting vet you had. sean asked him about that what about extreme vetting and isis. steve: refugees. ainsley: do you know what he called isis? rats. listen to this. >> going to have extreme vetting. we're going to have extreme vetting for people coming in to our country and if we think there's a problem, it's not going to be so easy for people to come in anymore. we have evil tha lurks around te corner with uniforms. ours is harder. because the people we are going against. they don't wear uniforms. they are sneaky dirty rats. and they blow people up in a shopping center. and they blow people up in a church. these are bad people. when you are fighting germany and they had their uniforms and japan and they had their uniforms and they had their flags on the plane and the whole thing. we are fighting sneaky rats

border patrol taking over an agency it's absolutely demoralizing to the agents out in the field as to an individual trying to manage something he has no knowledge of. steve: sure. david, have you got to admit though as we take a look at the wall, one of the proposals that -- one of the walls that had been built and donald trump wants to announce he wants to build it, this guy, it's an open question whether or not he would have been 100 percent on board with what the president would be doing. but politically, what was he, as the head of the border patrol telling his rank and file to do regarding, for instance, illegals in this country wanted by ice? >> basically it was catch and release. now that this is changing, along with gill, actually his boss, he was the commissioner of the customs and border patrol, was also resigned. he was absolutely against the border fence. and here is an individual that was running the agency that's supposed to protect the security of the united states. and the thing that most people

crack down on sanctuary cities? >> we have been under this watch since the obama administration. about six months ago they published a report stating that there was a resolution that we had passed down here in miami-dade that asked for reimbursement for the federal government whenever they had a detention request and they didn't document that they were going to reimburse us then we would hold our prisoners as long as we would normally hold them and then release them. that was a policy -- we were always honoring detention requests from the federal government until 2014. it was all due to the fact that they had racked half a million dollars in unpaid goils miami-dade county. so, for me, this thing started actually with the obama administration and they also said that they may withhold federal funds. we were trying to work this thing out with them. but when the president issued his executive order, he just put an exclamation point for me on that issue. it really isn't -- it really

was a no-brainer. it's a $52,000 a year issue for miami-dade. we now will go back to our 2014 policy that we'll honor the detention requests regardless of the fact if their government says they will pay for it. steve: our tweeter in chief, president trump, after you made that announcement tweeted this out. miami-dade mayor drops sanctuary policy. right decision. strong. mayor, what's your message to as brian mentioned the mayor of new york who said, you know, we are not going to budge. the mayor of l.a., or the mayor of any of the other sanctuary cities across the country? what's your message regarding they should do what the federal government says if you want their money? >> well, look, my message is this. the message of miami-dade county has been we are not a sanctuary city. we never have been a sanctuary city. we provide the federal government with information whenever we arrest somebody here who is an illegal immigrant. we don't arrest people for being illegal immigrants. we arrest people for doing some kind of either

misdemeanor or a crime and they go through our system. once they are in our system, anybody who is in our system, we provide that information to the federal government. and when the federal government wants us to detain somebody, we will do so. the normal course of business, our officers, nothing has changed today from what it was yesterday. our officers are here to enforce the laws of the united states. steve: sure. >> and the state and us. but we are not immigration officers. we don't intend to be immigration officers. okay? but in terms -- yeah. steve: pardon the incident interruption. it was probably great getting the props in the form of tweets from the president. >> it was fine. but my message is for me and i know for our commissioners is that we took an oath when we took office that we would defend and protect the constitutional laws of the united states, the state of florida and miami-dade florida. that's what we do here in miami-dade. apes whans are the constituents doing?

and if you remember during the brexit campaign he famously said that if britain left the eu it would be at the back of the line for a trade deal. now, right now, if you look at what's the situation with trump and may it feels like it's getting off to a really strong start. that speech made yesterday at the g.o.p. retreat is really strong. i think in terms of character, there really good chance they are going to get along great. one of my favorite things that happened in british politics last year was after the brexit vote when cammeron resigned and there was a contest for leadership of the conservative party, one of the ministers who was actually in thatcher's cabinet and also in cammeron's cabinet was caught on a hot mike talking to one of the other exministers and he said the thing about theresa may is that she is a bloody difficult woman. but we know what that's like because we worked with margaret thatcher. theresa may actually turned that around and said as we are leaving the eu and negotiating our way out britain needs a

bloody difficult woman. brian: right. >> the thing is her character is one that really reflects that she is very hard-working, pays a lot of attention to detail and she veally tough. i have think that's going to appeal to donald trump. brian: donald trump is somebody, more than most people i have ever met, that wants something done. is he interested in fostering a relationship, final. but, could he walk out of here and could theresa may walk out of this meeting with the fundamentals towards a bilateral trade agreement separate from the eu even though they say wait two years before you are allowed to do that britain, because we are in the middle of breaking up. >> well, that's the really big question. now, if you look at trump and what he said, the president, it seems to me, is really keen to get on with it. and that's great. great for america and great for britain. as he said, the eu rules actually say that a country that wants to leave the eu can't even start negotiating trade deals on their own until they have actually left. that's at least two years away. now, remember, those rules were written at a time when

trying to follow through on it. and he has wound up with support in congress. he is going to build that wall. and so when he said, you know, he signed the executive order a couple of days ago that said we're going to build the wall and figure out how to bay for it later but mexico will pay for it. he said if mexico doesn't want to pay for it maybe pena should wind up not coming then the president of mexico says i'm not going to come he said it's a mutual thing. ainsley: trump tweeted out yesterday he said if mexico is unwilling to pay for the badly needed wall, then it would be better to cancel the upcoming meeting. pena yesterday morning was saying i might not come. trump is like final don't come. tweets out the meeting is cancelled. brian: feeling is mutual. mexico said it was my decision not to go. me and my 12% approval rating. i broke up with you. no, you broke up with me. steve: president of mexico realized wait a minute, donald trump is serious about this

mexican wall thing that he has been talking about to show you the impact of what has happened yesterday the dollar was up significantly and the peso was down because the world is realizing donald trump is going to build that wall and one way or another, and maybe it will be as sean spicer suggested a 20% tax. really that's something that the republicans have been talking about in congress. we're going to get the money back one way or another. brian: it's going to cost us about $14 billion to build. he wants to start on it. steve: which is not that much money. brian: considering how much we have individually. steve: think of this the bridge they are building 30 miles north of us, is about $4 billion. so, really it's just three bridges. ainsley: okay. he says we can pay for the wall quickly. sean spicer, i thought it was interesting, most of you was don't know that 160 countries around the world charge imports. we'll don't. we alowe countries to send their splice here and use their splice and don't tax them anything. he says if we tax them 20% the

wall will be build in no time flat. steve: one of the things being considered. brian: as far as trading partners they are third most important for our country certainly means a lot. he didn't stop there he left of center went ahead and said i know one thing we're going to do for sure. when border patrol got behind me i talked to them and found out what they need to do leadership. they never understood why the leader that was chosen in october under president obama was chosen without any border experience. in fact, david ward joins us earlier and talked about this dismissal that took place yesterday e. >> in the 93-year history of the border patrol, this is the first individual that had absolutely no border patrol experience in any of the rank and file to make it to the position of chief of the border patrol. he was an fbi agent and was -- i'm sure he was an expert with the fbi but not with the border patrol. when you have an individual that had no background in the border patrol taking over an agency, it's absolutely demoralizing to the agents out in the field as to an individual trying to manage

something he has no knowledge of. steve: but he was there because he would follow through on what president obama wanted, which was essentially catch and release. if border patrol agents caught somebody wanted by ice, you know what? just get out of here. ainsley: can you believe that? just say that out loud. that's sounds crazy. steve: it's the law of the land and, yet, the chief officer for this country, the president of the united states was saying let's not enforce the law. you know what? with this guy and keep in mind this guy is leaving border patrol because as is the case, when you are politically appointed to something, at the conclusion of the administration, which just ended a week ago, everybody puts in their resignation. trump said i'm going to take that guy. four people at the state department said you know what? including patrick kennedy who, remember, he was the guy benghazi who reduced the security force in tripoli from 34 to 6. he also was involved in the coverup republicans say, and the refusal to turn over hillary's stuff, he and three others are gone. so it looks like one way or

the other the swamp is. ainsley: the swamp is starting to drain? steve: sure. ainsley: they can stick in that position. brian: four are gone. without rex tillerson there, tillerson will get a chance -- technically he has no diplomatic experience. get a chance to put his own people in charge. what it sounds to me this is a new government. there is not a lot of experience, you would think, with government. but, yet, they seem to have a mission at every department. they have people looking at cost controls in almost every division of the federal government already. they gutted the state departments to a degree at the highest level. they have already looked at the border patrol and said that's not going to fly. and something else that donald trump is doing and i'm sure it's knowingly. what has happened over the last two administrations? a huge attempt to get comprehensive immigration reform? what's happened? it's crashed. is he doing it incrementally. steve: he is doing it like a business. brian: one by one. steve: you know what? out on the stump he said we're going to drain the intamp.

for me this thing started with the obama administration and they also said that they may withhold federal funds. we're trying to work this thing out with them but when the president issued his executive order, he just put an exclamation point for me on that issue. and it really isn't -- it really was a no-brainer. it's a $52,000 a year issue for miami-dade. the message of miami-dade county has been we are not a sanctuary city. we never have been sanctuary city.we took an oath when we tok office that wield defend and protect the constitutional laws of the united states, the state of florida and miami-dade florida. that's what we do and that's what we do here in miami-dade. steve: people are starting realize and we have been talking about this. donald trump means business. is he serious about the sanctuary cities if they're not going to follow the law, he is going to cut off the federal funds which there is precedent. remember back in the day they used to say if you are not going to lower the speed limit to 55, you are north going to get the federal funds. he is serious about that. he is serious about the wall.

for life. will it be the same this year? >> i don't think it's going to be the same this year. i think president trump has put a lot of pressure on the mainstream media to be out there today. so i'm looking forward to seeing all of them out there. ainsley: so you are expecting the mainstream media to report, not to cover this at all or cover it just a little bit? >> i'm expecting them to be out there in force today. i was out there at the women's march this past saturday here in d.c. and every major network was there. there were reporters all over the place. usually at the march for life we get a few seconds on national coverage. i think it's going to change this year though. ainsley: why do you have this stance? why are these your beliefs? >> why am i pro-life? i'm pro-life i know at the moment of con seaption unique whole living human being has come into this world who has separate d.n.a. from his mother. this something that is a basic human rights issue. and this is the majority of our generation believes this. ainsley: now, you say that pro-life, the label of pro-life can cause confusion.

why do you say that? >> sometimes on college campuses we work with over 1100 groups across the country, sometimes when we're out there recruiting for pro-life groups. what's pro-life, what's pro-choice? what we found to really work very easily is just saying hey are you pro-or against abortion? >> most people are say i'm anti-abortion. because they have seen the ultrasound of their brothers and sisters in the womb. we have been calling ourselves anti-abortion. i'm antisex trafficking. i'm anti-drunk driving, i'm anti-abortion. ainsley: i'm proud of you. most students are not -- don't have your same beliefs. >> well, actually most students are pro-life. that's what we are finding across the country. ainsley: really? >> we have 1100 chapters across the united states. period boasts of having 200 chapters. today out in the march for life, you are going to see a majority of people my age. people under 25 will be out there. ainsley: all right. we will be watching, kristin

so there was a video released on tmz that showed a german shepherd on set of the movie. it appeared that he was being forced into a churning amount of water. and then by the end of the video you see the dog actually go under water and this created an entire controversy, peta is planning to picket the movie this weekend. so it has become a huge thing. and for me it was very, very hard to watch that and my wife and i have a rescue dog. dogs are everything to us. it was one of those films that i think a lot of people if you do see it you will want to go home and hold your dog. it is a very, very hard thing to watch. especially when you watch the film and see that scene. hard not to think about the video. steve: at the end of the video they always say no animals or small children were harmed in the production of this. >> right. steve: don't they have somebody who knows how to treat dogs and animals on the set with them when they are doing that stuff. >> they definitely do. i know there were people on set for that. this story, i believe the video was shot 15 months ago

and it was just released last week. again, it's horrible. you can't really defend it. it's right there on video. brian: the dog is okay. looks to be now. we don't know how it's doing. steve: rough ride. brian: 3.5 out of five stars though. do you like the movie. >> the concept is great. the canine in the film. the spirit lives on through multiple lives in different dogs' body. the only downside with that you have to deal with the dog dying a couple times in the film. for me, if you want to see a grown man cry, put me in a movie theater, put marley and i on. i will cry for two hours. it's horrible. for me the movie does have a good connection between dogs and humans. dennis quaid is great. film-making standard acting writing and directing 3.5 out of 5. i do want to say i don't know how many people are going to be time separate that video from this movie. it's a choice have you to makes a a viewer. if you can handle that for me i thought the movie was good. not great. josh gadd who voiced olaf in frozen voices the dog in the

week is part and parcel of his campaign promises. he came to washington as the nonpolitician. it's very easy for him to deliver on those promises. issue executive orders or negotiations at the correct me if i acongress.i'm glad he tookf moments last night to address what is going on with some members in the media. steve: um-huh. >> it's very difficult for me to split a screen in three. candidate trump, president-elect trump, and president trump and see a difference in coverage by some people. it's unfortunate because the office of the presidency and whoever its current occupant is at any given time really deserves respect and really deserves an open ear from our media we are going to be in charge, the administration for eight years, we hope. and certainly the media are going to be co-parenting this country for aft years. we would like to find a way to do that peaceably and honestly. ainsley: steve bannon had an interview with the "new york times." he said the media should be embarrassed and humiliated and keep its mouth shut and just listen for a while. the media here is the

opposition party. they don't understand this country. they still do not understand why donald trump is the president of the united states. do you agree? >> so what my colleague steve bannon is saying there is that donald trump understood america the way many did not including those charged with informing america and educating america about this news not their opinion. there is an awful lot of opining going on by individuals who call themselves reporters. and you are supposed to talk about the news. not use a snarky comment here and eye roll there and adjective that is insulting or negative toward the president. that's really not the job. the job is to certainly probe and ask the tough questions. but it's beyond that for this man. but, look, it also only matters a little bit. why? because the entire election was a rejection of elites in the establishment. steve: indeed. >> many in the donor class. many in the two parties, frankly. certainly in the consulting class which i always say is rife with staph infections. they have really got nowhere to go now because donald trump

proved he can do this with a thinner staff and farce less money than typical candidates including hillary clinton. certainly rejexz of some in the media who just never really give him a fair shake. if you look at some of these twitter feeds that are a hot mess, they would never pass editorial muster in a newspaper or television station. steve: kellyanne there are some reporters in some newspapers flat out calling the president a liar. they would never do that to barack obama in a million years. >> even when he did. you can keep your job or if you like can you keep your insurance plan. we have 57 states in the nation. there were plenty of occasions to call out former presidents on their falsehoods. and that was done very sparingly and not so strategically. i think it is dangerous to the democracy and for those around the world watching. what we do and how this presidents is covered in his early days. very dangerous to just throw in adjectives like that. either without evidence but also without context. and i think some of the coverage, in addition to -- bias is easy to detect.

it's really the incomplete coverage that i am watching very closely. well, what's missing from the story? what was omitted? what's left on the cutting room floor that actually would inform the public factually what's happening here. what an amazing week. steve: no kidding. brian: greatest critic would have to say my goodness so much major stories to go over. >> is he just getting started. brian: one of taking place tomorrow. i understand president trump will be calling vladimir putin at some point saturday and suggested that the sanctions from the previous administration are going to be on the table right away. what could you tell us about the agenda? >> all of that is under consideration. and certainly in addition to improving relations with different foreign leaders and their nations around the globe. if vladimir putin wants to join with the u.s. to have a serious conversation about how to defeat radical islamic terrorism, that's what we call them around this white house. we don't call them our quote determined enemies like hillary clinton did in her convention speech in july in philadelphia.

don't even know who that means. we call them radical islamic terrorists and murderers here. if another nation that has considerable resources wishes to join together with the united states of america to try to defeat and erratic cat radical islamic terrorism we are listening. it's very important to at least have this conversation. brian: kellyanne e don't they have to change their behavior in order to get those sanctions lifted like not carving up other countries and not destroying, you know, families and towns indiscriminately like they are doing in syria. >> you know what the president has said. it's america first and that includes in his foreign policy and national security move. so, yes, he will call out other nations when he believes it's note in america's interest and in the interest of humanity. that's what these conversations are for. these private conversations as world leaders. steve: sure. kellyanne, i have got a question. you were talking about. so things that donald trump is delivering on from the campaign. one of the campaign mat toes was drain the swamp. is that what we're seeing in four of the senior career

officials at the state department they are out. as is customary. everybody always -- if you are political you submit your resignation and the president figures out who he is going to take and he took theirs. plus the border patrol guy. is that what we are seeing right here? did he fire them to drain the swamp? what's going on? >> every administration, every new president, steve, has to put people in the place that are going to execute on their vision who are loyal and who understand. in the case of president trump how quickly he is going to move on many of these actions. he needs his own team around him. we are hopeful that secretary of state nominee rex tillerson will be confirmed quickly and assembling his team over there at state. look, john kerry, the outgoing secretary of state, what was one of the last things he did in the waning weeks of his tenure? he delivered 72-minute speech that many sees a an anti-israel screed. it was have disappointing to president trump and i have disappointing to many

americans of all different faiths and no faiths, frankly. so we -- you know, he needs his own team around him that is going to execute on his american first policy around the globe. he will do that. ainsley: i know you have had a very busy week, kellyanne. today is no different. you will be marching for the march for life today in washington along with the vice president. why are you doing this? >> i believe in the sanctity of life. i think if we can promote and protect life from conception to natural death it says an awful lot about our country. it's no mistake that in our own declaration of independence life was the very first right that is mentioned. and it was precious then. it remains precious now. we have to stop this culture that just looks the other way. partial birth abortions, sex selection abortions. i can basically go get a pregnancy test and then get a sex test and schedule my abortion. that's not america foundation. taxpayer funded abortion. of course fetal pain abortion. nonpartisan and nonpolitical scientists said unborn baby can feel pain at 20 weeks, basically the halfway point.

we have to look at this as the culture of life. many presidents and vice presidents have said they were pro-life. they were. but to have vice president mike pence go out on that mall today in just a few short hours and address those who are coming around from the country and indeed the world to bond together to protect the culture of life is truly remarkable and historic. i think it's a big day for vice president. ainsley: much different for hillary clinton. remember she was for late term abortions. >> she is. donald trump called her out on that. it took a man hat and nail billionaire pro-choice for most of his life to deliver the most impassioned defense of life. i have been working on pro-life message willing over two decades it took donald trump to call out hillary clinton and show who is truly extreme on this issue. brian: on yesterday's implosion of the mexican american relationship, is donald trump disappointed in the -- in their mutual decision not to meet? is that a real step back for him? >> no. the relationship was not

imploded. this one meeting baby can as i would. and that was a mutual cancellation. president trump mentioned it first, of course, 9:24 a.m. yesterday morning, basically saying that, hey, if he is not going to come here to discuss funding the wall, maybe why shouldn't have the meeting now. we have 60 billion-dollar trade deficit with mexico, brian. nafta is a great example of trade deals that are inequitable to the united states and her workers and her interest and her i allies. we spend billions of dollars defending the borders of other nations. high time we did that here in the united states. we are a sovereign nation. we have people and drugs flowing over that border. the mexican president wants to have a serious conversation about that and so much more we will have it number one revenue source in mexico is money coming from the united states going in to mexico. by mexicans who work here. in addition to all the other money that we send to mexico every single year. donald trump ran on this from day one, and america responded very forcefully. so we are very happy that the first meeting with a foreign

that was the winning side. the other side, the sunni side, and this is the side that is bleeding now and i feel awful for them and that's where refugees are coming from, but also the cradle of al qaeda, al nusra, isis and so forth. putin is right that isis has to be crushed first. that assad and his government to be stablized and i think that even in ukraine, in ukraine you have russians on the eastern side of the you ukraine border, and russia now controls at least one-fourth of ukraine say, but people forget that prior to the coup in ukraine, russia controlled all of ukraine. there was a rushion-leaning government in all of ukraine. he has 25%. used to have 100%. there are things in common. brian: change the behavior before sanctions are lifted. they could be lifted, quoting john roberts, senior administration official tells fox news president trump may in caps sign an executive order

president trump put laser focused on jobs not only the get the economy going but a balanced budget. brian: prime minister theresa may from uk addressed you will get along well. however, not the same situation in mexico. are you concerned or heartened that donald trump is dealing with our neighbor to the south directly so far causing a bit of a fracture? >> all that donald trump is saying that we're a nation of laws. we're actually going to secure our border. why that would offend any other country ask beyond me, frankly if you look at mexico's immigration policies, they're much stricter than ours. mexico secures their border. why shouldn't we be able to secure ours? it is refreshing president donald trump who is standing up for america. our allies are excited about it. prime minister theresa may could not have been more phenomenal in the speech how she laid out the strong bond between the united states and great britain and how they want to get a new trade deal between our new countries. you're seeing a lot of allies

around the world, look at israel really excited we have a leader standing up not only for america but for our allies around the world. brian: right. there is seven-day work week with this president. tomorrow he calls angela merkel. big news he will speak with vladmir putin. there is a report our own john roberts says may look for executive action that would address the sanctions. is that a move you would support, any type of easing of the sank shuns on russia? >> well i think we've got to be direct and strong with russia. the actions that they have taken over the years, supporting, supporting syria. look at a lot of the things that have gone on in eastern europe especially in the ukraine, but let's see what president trump's foreign policy will be. rex tillerson is moving through. he will be a great secretary of state. he is somebody -- brian: how would you feel about the sanctions, congressman. if he had an executive action that lift ad portion of sanctions or all the sanctions

off, could you support that? >> let's first see what we would get in exchange. i haven't seen any details yet, so i'm not going to speculate on hypotheticals, but i've seen everything he has done so far has been focused on being tough, standing up for america. he is already green-lighted some important things through freezing regulations and unloading some other things that will be good for america. i've really been excited about the executive action he is taken to reverse a lot of the damage that president obama's done. look what he did just on obamacare, telling families who have been punished by obamacare that he is going to use executive action to give relief to families. that's encouraging. brian: real quick, we have very little time, he does not feel the media has been fair to him. do you feel as though the media has been fair to him? >> no, i don't, and i think if you look what happened on day one and day two, reporting on the martin luther king bust just unbelievable, that people in the media would run with a story that is completely false and unverified.
