north korea's latest missile launch. testing a medium-range missile and testing the resolve in the process. garrett tenney is live with a reaction on the from capitol hill. >> most agree that the timing is no coincidence. it's only two days ago that trump and the prime minister held a joint conference.they urge north korea to abandon the ballistic missile programs. not to take any further provocative action. a little over 24 hours later, north korea responded by launching a medium-range ballistic missile into the eastern sea. this is only the latest. it's another step towards the goal to develop a nuclear warhead capable of getting the united states. the north has attempted 24 missile launches into nuclear test. last night the head of south

korea's joint chief of staff said the latest test shows the north korea's president is fanaticallyobsessed with achieving his goal.if he doesn't stop , his country will suffer. >> he sternly warned that the kim jong own does not give up his delusion the north korean regime will destroy itself in the near future. >> and north korea, it's already under heavy sanctions for repeatedly violating resolutions on the program. many us leadersbelieve that in order to the north to change its behavior , china needs to take a leading role in applying the pressure. here is chuck schumer on face the nation. >> like on so many other areas, china has been woefully inadequate and they could squeeze north korea economically 90 percent of the x boards and imports through china. i think we have to tell the chinese that they have to put north korea in a much more

china doesn't want a nuclear north korea. it doesn't want a failed nuclear weapon state on its border. there is some other interest here. it's closer to the nuclear weapons that we are. if we are going to solve the problem, china has to be part of it. wagging our finger and whacking ãthat will get it done. >> we have tried both sides and methods haven't worked. the clinton administration had the oil for food deal where we gave them oil and food in exchange for them not testing the missiles are having a nuclear program and they totally lied. see what happened with that. there is sanctions and it hasn't worked either. what type of strategy do you think the us and the west can rely on china to be a part of that? >> i have written a study on this and one thing china can do is enforce the national laws. it could go after chinese middlemen who are act as brokers for procurement.

they can use their own anticorruption and anticounterfeiting laws. have they done that? >> when i was in beijing there seem to be interest. there was reports of it. i am not sure. every time there's a rocket between the us and china, they say it strengthens. i want to politely disagree about one thing ãthat framework of the 90s ãpeople can criticize it but the reality is , for eight years, north korea did not run its plutonium plant and produce nuclear material and did not have long-range steps. i can tell you right now, do i prefer more missile test? what i prefer a freeze? i would prefer a freeze.

>> they say it has us followers and the ideology has al qaeda or hamas. it renounced violence decades ago. >> you have leaders who are designated terrorist in your organizations under the muslim brotherhood like thomas who are designated as a terrorist organization so i think it's pretty much a no-brainer that this is a terrorist organization. >> some more weary of labeling the group as a terrorist. the group does not qualify as a terrorist organization under us law i think it's bad in legal terms. i think it's bad in terms of diplomacy and in terms of civil liberty and the constitutional tradition. it could have a devastating effect on muslim american communities in the united states.

republican lawmakers looking for a replacement for the affordable care act. several members coming up with plans for a new healthcare law. president and house speaker paul ryan hoping to settle on legislation this year.

the president says the process could take longer. >> obamacare doesn't work. we are putting in a wonderful plan. it statutorily taking a long time to getwe put in fairly soon and i think yes, i would like to say by the end of the year . at least the rudiments that we have something within the year and the following year. >> we will be done legislating with respect to the healthcare this year. >> our next guest has been working on one of those replacement plans. congressman has been the member of the house reformcommittee. the house budget committee and the house freedom caucus , the former governor of south carolina ãgood to have you with us. >> my pleasure. >> now, before we have you in the overview of the state of healthcare ãi want to get to some of the specifics. the house companion bill. senator rand paul ãa couple things i was looking at and mentioning starting with the health insurance from employment through tax deduction. does it mean that employers will no longer pay for them

still paying but you have a tax deduction is a way to offset expenses.>> a little bit of both. >> it could be that you decide to come and entrepreneur and you will have your own plan. one of the problems that existed today is the linkage between employment and health insurance. >> really, it occurs back in 1948 during the wage and price control of worldwar ii . it was a way of getting around the controls so employers could offer more in the way of benefits. it doesn't make any sense. your home insuranceis not tied to your employment. >> excuse me, governor. we have a short amount of time . can't anyone access what's on the table? can't they get that? >> yes ãit's a great cost. we are doing a number of different things.

one is that we are dealing employment and health insurance. i think it's important. i could go into all the reasons why. as to what you getwith obamacare ãyou can do that but the problem is , it's a package of benefits that go with the insurance that's off the offered and it raises the cost. >> it's a lot to cover in a short amount of time. i want to grab a couple of bullet points and see if we can get to those. there is another part of the plan which is individual group pooling to negotiate for a lower cost. does it mean i would have to find someone else with pre-existing conditions and ad them ? they are two different things. one is group buying. it's a group of realtors getting together with others across the country and having the same buyingpower that you see . that is part of what we are getting.

what we look at is how do you cover a pre-existing condition? you cannot wait until the house is on fire two by home insurance. we have a two-year phasing where you can get the plan as long as you are covered in terms of pre-existing conditions. >> i want to move on. it says the two-year window for pre-existing conditions. continuous coverage requirements after.what does thatmean? >> that's what i was trying to get at . >>listen ãi beg your pardon . that's exactly the problem with the healthcare stuff. people at home say what is it mean? >> it is complex. >> what this means is that one of the strange incentives that exist with the affordable care

act is that people can go without insurance for years and they go to the doctor and they find out they have a horrible condition and then they can go get insurance. the equivalent of that would be wait until you get into a car wreck and so you get in an accident and wait till your home burns down. in law as long as you stay in, you are covered but you cannot continue to do with the affordable care act offers ã incentivize people not to have insurance because they know they can go right to the 11th hour and waitand then when they are diagnosed with a bad thing , get insurance at that point. >> okay so basically trying to simplify it and the access and lower the cost. what youthink ? is your plan going to be the one? >> i will work with rand paul in the senate. we are the companion bill. i am in conversation with all members and i am with them on

leadership on thisi think it's a great melding of free-market concepts. it's taking some of the things that made sense . keeping our kids on there until 26. >> we have four boys. they are not graduating as quickly as we'd like. they did from school but not end-of-life. we until someone has a job until you asked them to pay for health insurance premiums is reasonable. the rest of it is most importantly, make cheaper and less expensive insurance available. one of the things that the affordable care act does it have a long list of essential benefits.it raises the cost as a consequence. many young people say they don't need it and they don't enroll. we try to change that so that

here is what i am paying attention to. it's lifting up to the northeast and it's running through the midwest and into the south.temperatures are in the 80s. we see them run into the cooler air as it runs in and temperatures begin to turn from rain to snow. you get to see the pink areas along the coast and that's where you get the wintry mix. further to the north, these are areas that we are most concerned about in upstate new york stretching towards boston and maine. these are areas we will see heavy snow. it will only intensify tonight. here is your hour-by-hour forecast. the snow continues to pump in and it picks up the moisture and we see fairly heavy snow. what would turn out to be? here's your snowfall forecast. we are really targeting getting up to portland and maine and you look at these colors and there is a map there. we look at the foot ãwe get up

to 2 feet of snow in northern maine. this will be a big system running into tomorrow. >> snuggle up with hot chocolate ãthank you, adam. >> you heard of sanctuary city. now there are efforts to try to establish official sanctuary states. they are in california and new york to designate the entire state as a sanctuary for illegal immigrants.the new york assembly approved a bill that would do just that. supporters like one of the bills chief sponsors like francisco of new york city says the sanctuary designation would protect hard-working people from being deported or targeted unfairly. >> there is a fear for anyone to deal with law enforcement these days. we want to make sure and we have seen in many cases that many other cities and states

throughout the country are applying these practices and the crime has gone down significantly because of the precipitation between these communities. >> opponents say the sanctuary bill would violate the law and those who should not be here. one opponent is here now. the murray of long island. welcome. why doyou oppose the bill ? >> what is the messagethat we are sending that we will ignore certain laws . they will not be abided by and the fact that we are turning law enforcement against each other and making it prohibiting with local law enforcement from working with federal law enforcement. certain immigration detainers for example.

they put one in and they are asking you to hold someone that's been detained or arrested. they are asking you to let them know so they can get there and question them. this law prohibits that cooperation. >> supporters say you have 11 million undocumented in the country. you have many regular people. this does carveout wanted felons and people who have been deported before. they say even if they are here in a undocumented way even if they got stopped for a traffic citation. >> let's stop forgetting the fact that they came here illegally. for some reason we want to ignore itor most people want to ignore this. they have already committed a crime .there is a right way to do it and a wrong way to do it.they have already committed one crime. with local law enforcement picking them up for another crime and whether it be running a light red light it's another crime.

we want law enforcement working with law enforcement to enforce the law. >> there is the concern that people don't report crimes. if you are undocumented you will be scared and not go through to authorities. >> that's a case of doing a better job of educating the immigration population to let them know , if you are here illegally you have nothing to worry about. we don't want you to be afraid. let's not confuse someone who was reporting a crime or a victim of acrime with someone who is committed a crime and has been detained . that's what we are talking about we talk about sanctuary cities. >> you are seeing a lot of the protests and demonstrations what are the emotions like ? >> it's a hot buttonissue.

he gets emotional during the debate . while i think bothsides understand where the other side comes from , what is wrong with law enforcement? what's wrong with following the laws?again, my biggest issue is the fact that we seem to want to ignore the fact that those that came here illegally have already broken the law. when they are detained by local law enforcement officials, it' because they have broken the lawagain . at what point do we say enough is enough? interestingly enough , right after we voted on the bill there was another one that came up that would decrease the penalty for a class a misdemeanor. one of the things that automatically triggers the cooperation like the felony offense or them being on a terrorist watch list. right after this, they wanted to pass a bill that would reduce the sentence from 365 days to 364 days. therefore it would not trigger this cooperation. >> it's another way to

circumvent the assembly and the southern bill has passed and the state senate is looking for republicans. it would not likely get past the state senate. however, what you expect to happen? we have a similar bill . what i think will happen is they are playing chicken with a president who doesn't play chicken. he's already said, we will take away your federal funds if you do this. i think in the future what will happen is it will become a reality. >> local officials will say it will cripple the municipalities. the mayor to bellagio new york sets aside $1 billion a year just in case. >> $1 billion oftaxpayer money that he should not be doing . here's an idea ãfollow the law and allow law enforcement to cooperate and follow the federal law and you won't have to hit the taxpayers for more money just in case.>> republican long island new york

fortunately they have been somewhat contradicted by members of the administration. it's been very forthright in the description of nato as being a crucial alliance and one that america is supportive of. it's an important moment for clarity.where america stands in relation to security and what russia is up to in the region. >> speaking of russia, you have somuch to talk about here . the sanctions implemented by president obama before leaving office. what you think vice president pence will hear specifically aboutthis issue? >> you should hear , and i'm sure he will hear that the sanctions should be maintained on russia until they will change the behavior and ukraine. let's not forget while they

were placed on there. it was the first violent seizure of territory in the european continent since world war ii.it's a very serious breach of crime. after that, they started waging a war in eastern ukraine. it's taken the lives of 10,000 people. until russia decides that it will act like a normal well-behaved member of the international community, there is no reason to consider listing sanctions frankly, it's worrying that anyone would even be talking about it . >> you just said there is no lighting up of russia's aggression towards ukraine . is that ãevenafter president trump has taken office , what does that signal to president trump? >> i think the russians are going to continue this behavior. the only way to stop them is to look at the useof power . >> you arty have the sanctions

in place and it's short of lifting those would you say it's not a good idea and short of adding to that, what should president trump do ? >> i think adding to the sanctions would be the only solution at this point. being clear in our expression for support for nato and perhaps sending permanent deployments to the eastern members of nato in the baltic states and poland. feeling rather frightened. also the massive military buildup on the borders. certainly, we should act up from russia and not becoming nicer. >> europe is on shaky footing on its own. what you think is the general perception in europe of the us as an ally under the leadership of president trump? >> i think it's worrying because president trump seems

to not understand the value of alliances and why they exist. he sees them as being a drag on the united states and a waste of our money.we don't get anything out of them. i think it's fundamentally wrong. >> he would attack japan and south korea. i think it's really silly. >> he hosted the prime minister and they had a good meeting. if there is one glimmer of hope in this so far, it's that president trump seems to be governing , not as hollow as he campaign. he campaigned attacking and now that he's president he seems to be moving in a more realistic direction and seeing the bayou of alliances and why they existwhy it's beneficial . we have 50,000 troops in japan are 30,000 and korea.
