by israel are enormous, including the threat of iran's nuclear ambitions. my administration has already imposed new sanctions on iran, and i will do more to prevent iran from ever developing, i made ever, a nuclear weapon. >> jenna: live at the white house, the president was asked about the two-state solution, what did he have to say about that? >> good afternoon, the white house set the table on this one yesterday, senior administration officials saying the president necessarily is not seeking a two-state solution, rather he is seeking peace. whichever avenue that takes to end up getting to that position. here at the white house earlier this afternoon, the president was asked about that again, and once again, he did not necessarily put a number on the state solution, here was the president a little while ago. >> i'm looking at two state and 1-state, i like the one that

both parties like. i am very happy with the one that both parties like. i can live with either one. i thought for a a while that she state looked like it might be the easier of the two, but honestly, if bibi in the palestinians, israel and the palestinians are happy, i am happy with the one they like the best. >> you probably saw their benjamin netanyahu laughing at that a little bit, some easing of tensions, i guess you could say, to start this would offered by the way, netanyahu himself that he does not want to deal with labels, instead he wants to deal with substance on the issues. >> jenna: notable twist because american policy has been about the two-state solution for years and years, so it will be a change, and we will watch permit more news on that. in the other news, big story about the resignation of michael flynn, all these questions about the trump administration, did the president have anything to say about that? >> he did, he protected the former national security advisor saying he was a good man,

someone treated unfairly. listen here to president trump. >> general flynn is a wonderful man. he's been treated very, very unfairly by the media. as i call it, the fake media in many cases. i think it is really a sad thing that he was treated so badly. >> according to the reporting of john roberts, flynn's replacement is expected to be named some soon by barbara harward is expected to replace michael flynn as the national security advisor, we expect that announcement at any moment. >> jenna: will be watching for that, thank you. >> jon: for more on the israeli prime ministers visit to the white house, we will bring an editor-in-chief of "the jerusalem post" and co-author of "the weapon." you listened, i am sure, very intently to the joint news conference, what did you hear that really piqued your interes interest? >> i think there were two main issues that came up, first one

on iran, you saw israel in the united states basically on the same page. i am sure that netanyahu felt very good when he heard the strong remarks by trump about how bad the iran deal is and how much he wants to try to enforce it and ensure that iran does not get nuclear weapons as the president said "ever." on the other hand, the comments that the president made about settlements when turning to the prime minister and saying to him, i'm going to want you to start building settlements for now and make compromises, expect you to be flexible on the peace deal with palestinians, i am not sure that is exec we what netanyahu was hoping to hear from the president, and that could cause more trouble back home with the more right-wing coalition and the government. >> jon: the president also said they are looking at something bigger, something bigger than the two-state solution. do you have any idea what they are talking about? >> there has been a lot of talk in recent years especially by netanyahu and some of his people about how peace cannot be can achieved directly with the palestinians, they are not ready to come to the table or sit in

negotiate directly with israel, therefore there is a need to bring in to the picture in egyptians, jordanians, saudi's, some of the state to make a regional deal that possibly those other arab states would get the palestinians to come sit at the table and make the right concessions and compromises that they would have to make to reach peace and be their own independent state peer that is what is being spoken of, bigger regional framework, maybe something along the light of the 2002-2003 arab peace initiative, but it is something bigger that would involve a lot more of the arab countries, not just direct israeli-palestinian talks. >> jon: you spoke of their comments regarding the iranian nuclear deal. obviously, president obama was eager to get a deal with iran. most israelis seem to not like the idea that has been struck. where do we go with it now?

>> that is the big question. i am not sure it is really in israel's interest to know the deal, i don't think israel would want the deal broken which would then give iran an excuse to go to the breakout stage and begin to really in a more rapid way develop a nuclear weapon. i think what israel would like to see with the new initiation is definite enforcement of the deal, ensuring iranians stick to it, stick to all of the causes, no possibility for anything to breakout of violation and when it comes to their ballistic missile tests like the one we just saw a few weeks ago and the new sanctions the trump administration put in place, that those also are pushed up, more sanctions, more aggressive approach so iranians get a clear message they will not be able to get away with anything peer that is what israel would like to hear, clear enforcement and tough action like sanctions. >> jon: what about syria? we know the russians are very active in syria right now. obviously, syria shares the long border with israel. where does the syrian situation

that ongoing civil war, where does that fit into this picture? >> syria is a big concern for israel right now because of the instability there, fact you have different elements fighting in syria from isis to different al qaeda affiliates, obviously the syrian forces folly back fighting, there's a massive military presence that undermines israel's seek for freedom and imperial region. they are looking to trump to see if he can use whatever leverage he might have over moscow and whatever relationship there might be with president putin to try to ensure that israel's interests are taken into consideration. that has to do, with israel retaining control over the goal line heist that they recovered in 1967 but also enabling israel to ensure that their interest in the region are taken into consideration, for example with the weapons transfers that we somehow sometimes see from israel to lebanon, making sure

white house today. business leaders are not buying a proposal by house republicans to raise import taxes 20%. peter doocy is a lie from capitol hill with more on the story. >> the reason heads of these major companies like target, best buy, autozone, jcpenney do not like the idea of a new border adjustment tax or import tax is because they think it has the potential to make their products on their shelves and on their web sites more expensive. so eight big time ceos make sure that president trump knew what their problems are this morning and assume they are going to be walking the halls of congress to make their case here as well. they've got some republican allies in their opposition to a border adjustment tax as part of a broader reform package. republican senator david purdue from georgia has written to his colleagues in the upper chamber to say "this proposed border adjustment tax is a bad idea and should not become a permanent part of our tax code. america has the greatest economy in the road, but it has been held back by our archaic tax code and its pervasive

regulatory redeem." the border adjustment tax would be about 20% on a certain imports and house republicans working to reform the tax code like it because it is a way to pay for corporate tax cuts elsewhere. president trump has criticized the idea in recent weeks saying a border adjustment tax is too complicated, although right now neither congress nor the new president has anything set in stone except to say it is going to be something big. >> we are doing a massive tax plan. it is coming along really well. it will be submitted in the not-too-distant future. it will be not only good and simpler, it will be -- you're talking about big numbers of savings. >> a brand-new fox news poll out last night to show that the most important thing for voters in the first 100 days of eight trump administration is to see a tax cut, so it is not clear how any kind of a new tax even as

>> jon: it is the first major shakeup of the trump administration and it is raising questions about when the administration knew about former national security advisor michael flynn's conversations with the russian ambassador. ultimately, those led to his resignation. setting aside the whole russia question, a web s is not the only problem facing president trump. our next guest is a senior writer there and cowriter of its well-known playbook. in a recent article he writes "he is quickly infuriating allies on capitol hill, they are asking once a book question: will trump professionalize his operation by bringing in or empowering someone who understands how to navigate the city or will the white house continue to sputter down this path leaving would be allies on capitol hill furious and unable to defend the president whose aides mislead the public and top figures in the administration." jake sherman joins us now with more on all of this.

there are lots of shoes yet to drop in this investigation into the former nsa advisor. >> i just think this is going to be a longer-term issue for the white house. passing no judgment on general flynn or any of the facts of the matter, i think on capitol hill, there is going be a raft of investigations, we are already seeing that. people on the senate side say these investigations could last weeks, months, and we are already in mid-february. so donald trump wants to build this border wall, repeal and replace the healthcare law, do tax reform, a lot of this investigation will get in the way of that. i think what members of congress i am talking to up on capitol hill just a few blocks from where we are right now, what they are telling me is they wish they were brought into the process more. they feel like they are having to defend the president who is not communicating well with them and not being forthright about what is going on inside his white house. >> jon: donald trump has always shown his sort of disdain

for the republican establishment and the democratic establishment as well, now you have the prospect of the republican establishment, in other words, long elected leaders, republican leaders on capitol hill or a leaders from a republican led legislature investigating the white house, right? >> i think the interesting thing is a lot of times what you hear on capitol hill for members of congress as they were here before the president and will be here after this president. donald trump can talk a lot, and he did on the campaign very successfully and ran a very unorthodox and untraditional campaign, based on the investing the republican establishment, republican leaders on capitol hill who were cool to his candid sissy -- candidacy in things of that nature appeared e game yes to play is getting vot8 votes in the house to pass something and between 50-60 in the senate to pass something, nothing else matters. you can see that with john mccain now, he has long been a battle with john mccain, now john mccain is giving him a hard time when

it comes to legislation and getting down on capitol hill. barack obama was oftentimes criticized for having a chilly relationship with capitol hill and not doing much to bring democrats on his side. republicans are starting privately to the aunt of the reporters and people on capitol hill to say donald trump is doing the same thing. he is not getting allies, not building alliances, not forging coalitions yet. obviously, it is very early, but that stuff is not happening yet. >> jon: and has been suggested, and this is nothing more than a rumor really come against a rumbling, it has been suggested -- >> we like rumblings. >> jon: reince preibus was brought aboard as chief of staff because he's the former head of the republican national committee, he has deep ties to these republican leaders who already are there on capitol hill. is it his job to try to mend some of these fences? >> it is everybody's job. the white house-legislative liaison job to lobby for the initiation, but let's be clear.

when donald trump goes on twitter and pokes fun at john mccain, that is not only john mccain that he is going to anger. that is john mccain and his 12-15 friends in the senate who are not going to be happy that the president is picking a fight with john mccain and not with democrats paid when he picks a fight with the intelligence community, that is not just the intelligence community, that is votes on capitol hill who are allies of the intelligence community. yes, it is everybody's responsibility to unify the republican team, no question about it. but i think republicans want to see a lot more unity, a lot more kumbaya and we are getting to crunch time because donald trump has promised certain things in the first year of his administration, and keep in mind, a lot of republicans up for reelection next year. you have to get on the stick when it comes to legislating in your 1. >> jon: want to change the tax structure, reform healthcare, you have to have allies on capitol hill. really from both parties. jake sherman from "politico," thank you very much. >> jenna: other big news, russian spy ship cruising south

military is monitoring a russian spy ship now patrolling south of connecticut where the united states, by the way, has a very important submarine base. this ship is armed with surface-to-air missiles, but its main objective is to intercept communications and collect data from the u.s. navy. this as an iranian general travels to moscow in violation of u.n. sanctions. tomlinson has this exclusive from the pentagon. >> u.s. officials tell me that russian spy ship called the victor is currently located 30 miles south of a u.s. navy submarine base in connecticut. just a few minutes ago, the pentagon is releasing new both photos showing russian jets over eight u.s. destroyer peered back to that russian spy ship, two years ago it made a similar voyage but has never gone this far north. during the cold war, these deployments from the northern fleet and russia were quite routine. just a few minutes ago, i received photos from the

congressman. what do you think every american needs to know about russia's move? >> that it is dangerous. this, for example, by deploying this particular cruise missile it is important because one, it violates a treaty, number two, it is militarily significant. the lesson i think is any time you do not stand up to aggression, it will get worse. we started warning the obama administration about this particular missile back in 2012. i myself have had a number of meetings, written a number of letters about it, and they did not ever really do very much. if you don't do very much, it's going to get worse which is what we're seeing all around the world. >> jenna: how do you put a stop to it? >> the sanctions discussion is interesting. the most important thing we have to do is build up our own military. it was churchill who said and a posh report he six, the thing the russians respect most as military strength, and the think they least believe in is

military weakness, we can do tough stuff and sanctions, but what is really going to matr as military strength, for exampe missile defense deployed in europe might get their attention. >> jenna: how difficult is it to do that? >> you have to have willing partners. we can do it, but today, secretary mattis is encouraging our nato partners to spend more on defense, as he should. we need to spend more on defense, too. we've been coasting for too long, and as we have been coasting, the russians have become more aggressive, chinese have become more aggressive, north koreans are a assassinating people and launching missiles. isis spreads, et cetera. so u.s. strength is the key to a safer world. >> jenna: what you are talking about includes some time, you would need some time to get the money you are talking about two put the positions in place when you're talking about military strength. in the immediate, though, with the russian spy ship 30 miles

off the coast of the united states, what should the administration do do or congreo immediately to deter russia? >> do not underestimate that if we passed a defense budget and the next few weeks, it will be heard in the kremlin. but the rest of the story is there are more russian activities that we can expose to let the public know more about what they are doing. >> jenna: like what? >> some declassification of some intelligence information on some of their activities. they obviously want us to note that this ship is off the coast of connecticut. if they wanted to hide it, they could, most likely, so they are wanting us to know that and to basically stick a finger in our eye. so we have to be clear about what we will accept, what we won't and make sure that our military forces have clear

instructions about what they will accept and what they want. >> jenna: interesting that you mention classified information and whether it should be declassified to the american public has a more accurate idea of what our adversaries may be up to. lucas tomlinson at the pentagon is the only one so far with the report that the head of the source isn't moscow right now. he is a very dangerous major player out of iran. he should not even be traveling according to the u.n., sentient and not travel, but he is in moscow, yesterday he arrived, what is your reaction to that? >> number one, these are two countries that want to cause trouble for the united states, and they are talking together, which means even more trouble for the united states. secondly, on the sanctions part, he is not supposed to travel under current u.n. sanctions, but he is doing it anyway, what are the consequences of that? that is part of the reason all of the sanctions talk may not be a full answer because if there

are no consequences for violating sanctions, and then they will just do more of it. thirdly, the first thing that comes to my mind, of course, as russia and iran are in control in syria. they may be talking about the path ahead there. in any event, it is not in our best interest for their intentions. >> jenna: quick final question, declassification came up again, related to the michael flynn story, resignation because of all these leaks, there been calls to declassify the transcript of phone calls he had with the russian officials and others have had with russian officials. would you fight for that, are you speaking to people about getting some more declassified information so the american public has a better idea what actually happened or did not have been with some of these phone calls? >> that depends entirely on what the status of any investigation may be. what i am calling for is, as we look at what adversaries are doing around the world, we tend to over classify those things and to be more explicit about

water officials now say they have drained enough water from the orville reservoir so it should be able to handle more rain from storms expected tonight and tomorrow night as well. the overflow on sunday forced the evacuation of nearly 200,000 people downstream and the situation highlights our nation's aging infrastructure, more than 90,000 dams across the country and nearly one in five of those dams is considered high hazard. and they lack any emergency action plan, joining us now as a project manager for the association of the state dam safety officials, great to have you on the program, we were not talking about this at all before the situation and oral bill, it is scary to hear about what could potentially happen to the folks living around that dam give us a sense, what are our nations dams like? >> there are a variety of dance around the country, this is one of the largest in the country, many dams are not that large, but still have, can have an impact on their community whether or not their failure

could result in significant property damage or loss of life, loss of the economic benefit of that dam so as you indicated, over 90,000 dams in the country, national inventory of dams, and our association of state dam safety officials and the american society of civil engineers have given the info structure category of dams a d, so unfortunately a lot of work to be done in order to upgrade e they are properly inspected an emergency action is in place. >> jenna: how do you fix that? i was looking at your report, more than half of them are 50 years old and have not really been touched as far as any major reconstruction. how do you fix that? >> the oroville incident shows the importance of good inspection, so you make sure you are watching the dams and you know that there are problems are parts of the dams that are aging

and wearing out, then you need a good relationship between the regulators that are inspecting the dams and dam owners, they need to work together to make sure those dams get upgraded. >> jenna: i was just going to ask about the funding. especially -- is this a state issue, federal issue, both, is there a rule for private investment so the funds can potentially come quicker? >> yes, actually it is a role for all members of government and private. the majority of the dams in the country are privately owned, so you do see it across all of those, and it is an effort that everyone needs to come together to try to find the funding to be able to upgrade these dams. >> jenna: has like there is more urgency to it, hopefully it does not stop even if the oroville situation gets resolved, and quite frankly, we don't know if it is. mark, great to have you on the program, thank you. >> thank you very much. >> jon: related to that, emergency crews or keeping a

california is bracing for yet another storm amid concerns that additional rainfall could intensify problems at the oroville dam. for more, let's head to our fox weather center and meteorologist adam klotz. >> yes, the system you're talking about is just now beginning to run up onto the west coast. this is one that is going to be lingering so the heaviest rain is still beginning to make its way in that right now stretching from northern california up to portions of northern washington. let me put you on an hour by hour forecast, and you will see the heaviest rain as we time this out for you moving through wednesday is going to be something that takes place more so, really heavy rain overnight tonight into early thursday morning. that is eventually going to run up into the mountains where you begin to see some snowfall then further off to the west, that is another round, additional rain on the way. this is going to be kind of wave after wave, battering the west coast for the next couple days, so for oroville, california, here is what you're looking at, rain and the forecast consistently from late today, thursday, friday and saturday p

looking at rain for every single day which means there is plenty of time to see some of that rain began to pile up here here's the forecast of precipitation. if there is any good news, some areas of california getting heavier rain, further to the south getting down toward los angeles, further to the north, getting right into the oroville radio, 2-4 inches, so significant rain is going to be filling up the lake once again, but i think we have got enough space there in dam they will be able to stay on top of it just depends on how much exactly rain falls. back to the east coast, we are looking at snow throughout portions of upper new england. this is a system that once again just seems like every couple days we are looking at it, winter weather system, and we do have another winter storm warning stretching from getting really up in the areas of upstate new england, getting up toward maine and over toward vermont as well, perhaps some good skiing in the next couple days as we begin to wrap this one up, we are going to be drying off a little bit here in the future.
