stifling economic growth we'll have further details. this is an interesting opportunity to create a dialogue in a matter that hasn't been done before. i will not get ahead of myself on this. we can discuss the inhibitors to job creation and what we need for american workers to get them ahead of the curve. the president in policy has been clear there is a tax plan that is getting out there. i will not get in front of that. the ceo's are here, that is an opportunity to express the policies that are helping them create job and also inhibiting them. let's let that conversation play out, yes? >> reporter: i am from the global news. right now, what is happening to the relationship between two

countries with the new administration [inaudible] and also trade deals. does president trump plan to review the policies and resume trade deals in and my second question. how does the administration see the current turmoil. and one more question. president trump is focused on foreign leaders from argentina and [inaudible] and why is that? >> press secretary spicer: obviously we cherish our relationship with brazil and we look forward to speaking with the president soon. i wouldn't read too much on that right now. it is a matter of getting on the schedule. we'll review all of the trade deals. some of them incurred a decade or two ago. the idea is that make sure we

look at the trade deals to mach sure they benefit america and the american workers and in many cases we can update the deals. it is not just one country. we'll look at the whole host of trade agreements and trade related agreements we have to make sure they are up-to-date and address the technological advances. and services, financial or manufacturing and they reflect the current state of play. this is not just any one country , the president made chlor he will review every trade deal to maintain. >> reporter: how about the turmoil? >> press secretary spicer: that is a question for the department of state right now. >> reporter: two questions.

president's goal for that address? >> press secretary spicer: i will have a further update as the week goes on. the president will lay out where we have come and where we are going. i think he's very pleased with the progress in the first month in office. and i think it is an opportunity to remind members of congress and the american people what he promised them on the campaign trail and what he's done already to achieve and fulfill those promises he made and the challenges as a nation and where we are going. that's everything from our relationship with other countries in this world and various domestic problems that we face and the challenges in the cities and health care and education. but the president wants to make sure the american people have a clear indication of where he's taking the country and why he will enact the policys he will enact. >> reporter: thanks a lot,

sean. about the vice-president's european trip. did he receive any commitment from the european allies to commit more in the terms of the financial contributions. >> press secretary spicer: several of them. i saw chancellor merkel's comments noting that the u.s. is asking for that commitment. there is a handful of country s is doing two percent of gd. and some of them at 1.2 or 1.5 and some are below that. we have to ask them to do what they agreed to do. we had a very positive reaction from the nato countries to understand the financial commitment is something to live up to. the vice-president received assurance as the president did that they are understanding and

follow-through. we need to follow-up to make sure the commitments on the phone and in person. >> reporter: dhs memo and immigration efforts cost money and hiring more agents. you believe it will be sufficient? >> press secretary spicer: i think ice and dhs, are looking at what it is going to cost and putting a request together and figured how much can be handled through reallocation and also work with congress. >> reporter: there was an election record report out today that the president raise ared more campaign donations than hillary clinton or sanders combined. does he has a reaction? >> press secretary spicer: i would ask you to go to the rnc for that. that is a political matter we

for the disabandonment of the europeanun can you clarify the administration's response. >> press secretary spicer: the vice-president had great conversation with the european union members. we'll continue to work with them and reare confirmed our commitment to work with the european nations. >> reporter: two parts. is one of the goals here massive deportation? >> press secretary spicer: no. what we have to get back to understanding a couple of things. there is a law in place that said if you are in this country illegally, we haveabn obligation to make sure the people are here legally. the order that sets out today. the million or so people adjudicated already. and ice prioritizes and has a system and make sure we walk

through that system to protect the country are. it is consistent with everything that the president talked about. prioritizing the people who are here and represent a threat to public safety and criminal record. this lays out the exact procedures to make sure that group of people who pose a threat to our nation because of a conviction or criminal record are adjudicated first and foremost. >> reporter: is the white house's message to undocumented people whose only crime being nothing the country illegally don't worry. >> press secretary spicer: no, the message from the white house and dhs, those people in this country and pose a threat to public safety or committed a crime will be the first to deputy and we'll aggressively make sure that occurs. that's the priority.

i think the president has said multiple times, we have to look at the issue on a holistic way. if you look at the scope of how many people are here illegally. number one priority, people who pose a threat to the country are immediately dealt with. we are talking about a million group of people who were adjudicated and through a formal due process system. so what we will do now, make sure we refocus the issues on those people first and foremost. and the fact sheet lays that out clearly. what is done. for so long ice had their hands you cuffed behind them in the mission of the job. the last administration made it difficult for the custom and enforcement people to enforce the laws of the country. right now, we have made sure

saying the immigration plan was crazy and he did not endorse or vote for him. what will the president hope to accomplish with the meeting on friday. >> press secretary spicer: governor kasich has reached out to the president and the president showed through the transition and since time in office he will meet with anybody that can help move this country forward and share the vision. that includes people who are with are not with him and on the other side of the aisle and independents and union wosh and business leaders. and now he is president and date it back to the transition. he is the president of every american and talked about having a united country. you do that by bringing people together. if there is common ground to be found to move the country forward, great so many of the

[inaudible] did he also visit slavery? when he was on candidate trump he said we made the country, meaning white american and not necessarily black? >> press secretary spicer: i don't know why you would say that. >> reporter: i heard him say that? >> press secretary spicer: one of the exhibits he visited was a slavery exhibit and the director walked him through amazing stories and statistics about where slavery was

prevalient not only in the southern colonies but it is the country. and they had a robust discussion about slavery in the tour. it was an ayala -- eye-opening tour for him and i would encourage any american to find the time and get in, because it is so popular, but it is enlightening as parts of our history that people may not appreciate or know and the contributions and isaacs -- sacrifices that americans made. i think the president walked away from there and i mentioned in the remarks, he mentioned he wanted to come back. because you can't do it justice and it is much like the holocaust museum and you think i

would like to go back and fully explore what you saw because it peaked the interest. he was taken back through a institution and tour and he was really proud to share it with dr. carson. you walk through the museum and see the element of history and walk up to one glass exhibit that is dr. carson's scrubs and pictures of him and to exhibit that with him and his wife for the first time, and you realize how amazing that is for any american to be part of a smithsonian and standing with dr. occurson and his wife and he's experiencing it with you for the first time. was that a real interesting opportunity for him to sit there hand-to-hand with another american and watch them to be

a part of american history. and you also appreciate some of the real contributions that dr. carson made to medicine and the depth and breadth of his accomplishments. >> reporter: i am putting it with the next question. is there any advancement on the cvc meeting and wondering figure the president saw anything from current and past members of the cvc while in the museum and information on them before the meeting happened. >> press secretary spicer: i will have further updates on that. i know the president looks forward to that meeting and we are in the process of beginning to set that up. i will have further updates on that and once we get closer. i know we have additional work before the month concludes on historical black college and university and i want to get them locked in before i --

>> reporter: what did he think about the members in the museum? >> press secretary spicer: one of them had a jumbo tron and john lewiswas there giving a powerful speech and respectfully when you walk through the museum a lot of moments you are stopping and taking it in. and you know, if you haven't been there, you walk up one ramp and there is two big screen and one of them is a massive screen jumbo tron and we watched the video of john lewistalking there and describing his efforts in championing of civil rights. and so, i know the president paused and watch today and listened to it. and again, i would go back to how he described his over -- and we didn't dissect the different thingses. it was a powerful experience for

him. >> reporter: first on the undocumented, the president's priority to deport those who pose a threat to public safety and i know you are familiar of the case in arizona. is she a threat to the country? >> press secretary spicer: i will leave that to ice. the answer is that ice determined that she had violated the law in a way that was in accordance. we have to get back to the idea, our are jobs here in the white house is not to call ball and stripes. and say they violated part of the law. if it was any other subject or tax evasion. they violated a little bit and cheated on taxes a little. you wouldn't say should they go to prison or get a fine. at some point laws are laws and if people have a problem with

the law, local or federal issue, petition the law maker and the executive branch of government and change it. but our job is not to figure out should this individual get a pass or not abide by the law? if we want to change the law, we can create and change laws. i don't want to comment on the specifics of one case. that puts the white house in the position of who is following the law and isn't. >> reporter: but priorization. >> press secretary spicer: when you have 13 or 14 million people in the country illegally. prioritize those who pose a threat to public safety and go after that individual or whatever. there is no question. you have to have priorities. what do you do first, second or third. 13 or 14 or 15 million people in the country, the president gave

guidance especially in the last administration, so many carve outs that ice agent and members had to figuring out deputy they fit in a category and the president wants to take shackles off and say you have a mission and there are laws to be followed and do your mission and follow the law. for a specific case i refer you to ice and to that. wait a minute. you please not interrupt her. i am not going to allow you to be interrupted. >> reporter: the question is anti- semitism. and the president made it clear. but you said he took opportunities in the past, he had the opportunities to deliver a message to the american people and he made it clear he was not anti- semitic and he was

insulted by that. but he declined to offer one. is the president comfortable with his obligation to deliver that broad and forceful message to american and why did it do it soon sner>> press secretary spicer: he has. there is a point in which he talked on election night about uniting the country. and every time there is an incident. if you get a question. will he announced that. at some point he answered the question. no. what are you at. >> reporter: is he comfortable with his role as a person who delivers a brarred message. >> press secretary spicer: he is very comfortable and understands as leader of world he has an awesome responsibility to make it very clear. and he's spoken forcefully that

we don't stand for this kind of behavior and words and tolerance. and we are a country to bring people together. and shouldn't tolerate because of the color of the spun or religion or variety of other things. there is a point upon which it is asked and answered. that's the kind of president he wants to be and country. >> reporter: follow it is the dhs memos the aclu said the courts will not allow it to be a reality. how can the administration prepare for the legal battle and do you have response. >> press secretary spicer: we have done a phenomenal job working with dhs and doj, and through the white house staff to make sure that we are well within any concerns that the

court may have. and it is important to emphasize and we were vindicated in the court. we have an issue with the 9th circuit. but a dual track is something that we wanted to pursue to it make sure we do everything we can to keep the country safe. >> reporter: the foreign minister -- the australian foreign minister is meeting with the president today and secretary of state tomorrow, i guess we can assume the u.s. refugee deal would come up. the president was considering and reviewing a deal. >> press secretary spicer: we'll have a read are out of that. of course. >> reporter: can you update us on the characterization of deal and given that recent exposure

on the speech, will australia be expected to return the favor are? >> press secretary spicer: we'll have a readout after that call. and i have nothing. and i don't want to get ahead of the vice-president's meeting with the secretary of state. kristin. >> reporter: one on the refugee executive orders that we expect in the coming days. can you tell us what the language might look like as it relates to refugees. >> press secretary spicer: i appreciate the effort and when we have it ready. >> reporter: is this a ban on syrian refugee? >> press secretary spicer: i appreciate the second try and we are not ready to announce it. and we are making sure it is completely ready to go. and so when we have that, we'll get it out to you. and the reason we have not announced it, it is not ready to

be announced. >> reporter: the president was asked about antisemitism and they came after ivanka. has she counselled him? >> press secretary spicer: the president was visiting the african- american museum. it was powerful that while there and while understanding the struggles of so many and we talk about how, one of the beauty of history we don't repeat itself. and when you are at a museum and seeing the struggles that so many americans faced and overcame, you want to remind people that there is still issues that the country is grappling with and there is no place for that hate or language. as i mentioned, it was a very powerful opportunity for him to say that and make clear what his opinions were. sarah? >> reporter: you have --

position yet. >> reporter: dhs guidance did not eliminate docka. is that mean it is a federal matter and not going away? >> press secretary spicer: no, jordan, what it means is that this particular enforcement is tailored to what we are talking about today, implementation of those two orders and one is tasking the agencies under dhs to address a specific problem of the million or so plus or minus people that they identified and adjudicated and already done through the process to be adjudicated. that just means, what it means more than anything, that this order does not address that and it is clear in the q&an and dhs

to look what they do to control the people entering their countries keep them safe. when you look at our law and compare them to other countries, we fall on the lower end of how tough our immigration policy. >> reporter: my second question. as far as the illegal immigrant concern in the u.s., millions of illegal immigrants are waiting for 8 or 10 years that they might see a light in the dark tunnel. and now they are hoping that president trump will have a light for them. what message for them who are in this country 5, 10 or 20 record with with no criminal record? >> press secretary spicer: the president said before he as a big heart. as we develop policy on

immigration. prioritize what we go after first, second and third. the president made it clear that he understands the proprietary of the individuals and he impact on the families and communities. we will develop policy that address that and today's focus is specifically on two executive orders and i will allude to that. at the beginning of the month. senator mccain sent a question to the president. when will the president reare respond to senator mccain's letter and what the mission on the aid. >> press secretary spicer: i will get back to you on that. we are pleased that senator mccain praised the pick of

general mcmaster. scott? >> reporter: on russia. it is on the subject general mcmasters is hawkish. and i am curious what is the difference in tone or tenure or strategy to expect working together. >> press secretary spicer: as i mentioned a couple of times, there is widespread praise for general mcmaster in his understanding of national security and foreign matter and a great asat the time to the president's security team. the president is a decider whether it is russia or go other matter. if he can make a deal with russia, i think he will do it. if he can't he won't. he will try and his success as a businessman and negotiator is seen as a positive sign.

take this job. but i am unbelievably impressed and all of the rumors over the staff were 100 percent false. he made it clear he would love to serve in the fut and you are impressed with the team and wanted to do this. but there were constraints financial and family wise and come after serve issing 40 years in the military, he would have had to make. i talked to him and the team has talked to him. and ultimately the president was very, very impressed with general mcmasters. he was always one of the individuals that stood above the folks. john bolton and others he was impressed. and tom cotton and other senators praised general mcmaster's command of the issues

and style and understanding of the gop political landscape. and that's why you saw bipartisan praise for him and why he would be an asset to the national security team. and he had the best choice and that will benefit not only the nation. >> reporter: any senior people, can we expect he may replace. >> press secretary spicer: i think we have an amazing team and he is impressed with him. the president told them they would lead the team and he would have the discretion to adjust. >> reporter: you said he has the full authority to staff his office. after he lookses at everything. if he advises the president not to have a chief strategist as part of the committee.
