know about the impending order. it will cover the same seven countries the original order did. it is iraq, iran, syria, libya and sudan and yemen. they were seven countries identified by the obama administration that were problematic. the white house will use that as the basis for the order. couple of changes. removing the inffrnt suspension of refugee from syria. the court had a problem with that. it will temparily ban all refugees from entering until safe guards are put in place. and explicit language that it does not apply to legal residents of this country and others. and it will lay it out in clearer language to say it targets people who don't have

previous status here and currently overseas. sean spicer indicated contrary to the declaration that the department of justice made released to the 9th court of appeals, the president will not resci understand the order. >> press secretary spicer: you will see the president takes steps to protect the country and making sure we evolve through the court system on the existing eo and look at the next executive order to achieve the goefl of protecting the american people. that's where we are and what the order says and we continue to feel confident that that is pretty much and crafted in a way and clear about the countries not focused on anything else but the vetting requirements. >> reporter: the white house is very confident, sandra, that it
11:03 am
will pass legal muster because it is well grounded in security concerns. the president is planning on signing this on friday and it could be pushed back a little bit. we'll see. >> is the white house moving to revoke the obama transgender bathroom guidelines today? >> reporter: they look like they are on the way to doing that. it looks as if the white house is planning on resci understanding the guidance that the obama administration sent out to schools in america that they need to let transgender individuals use the bathroom they identify with as opposed to what they were born to. a person who was born a woman and wanted to use the boys bathroom. the white house makes clear to the supreme court that they

don't hold the same position that obama administration does. the president believes that it is it a state's and she the federal government has no place in this. and will make it clear. there was controversy as to whether education secretary devos, was not on board with this. we are told that the education secretary is 100 percent on board with this. >> thank you, sir. angry voices filling a town hall meetings from coast to coast and giving republican law makers an earful of plans to repeal obamacare and questions about president trump's agenda, trace? >> reporter: it is interesting, some law makers believe the outrage is manufacturer and why they don't hold town hall and others like chuck grassly who was cheered, jeered and shouted

down said he loves the feedback and would not do his job any other way. california mcclintook. he was escorted out by the police when the protest turned angry. he was back at it last night addressing the people. he is adament about his belief that the sanctuary cities should have federal funds taken away and obamacare should be repealed and replaced. >> no question that some people had a good experience with obamacare, but most people had a bad experience. the point is, the point is, the american people made it clear they want obamacare repealed and replaced. we are going to be judged on our ability to deliver a vastly better health care system to

a vast majority of americans. >> reporter: through it all. he held another gathering tonight. cross the country are, town halls are rally on points of obamacare and immigration. >> press secretary spicer: there is a hybrid there and there is a bit of professional manufactured base in there and it is not a representation of the member district. it is for media attention, no offense. i think that necessarily because they are loud does not mean there are many. >> reporter: in the wake of utah jason chaffetz getting stormed, the way to fix the problem is simply not hold town

halls which may be okay for law makers whose seats are safe. but others are under pressure to hear what their constituent and others have to say, sandra? >> reporter: thank you. >> talking about this is chris plant, radio host of the chris plant show and leslie marshal host of leslie marshal radio show and a fox news contributor, chris, the president said it is all planned by liberal activist. and then you heard are from sean spicer it is a hybrid and a professional manufactured base and some are angry people; what do you say? >> i think sean nailed it. i have seen the websites that are organizing, some brand new organizations that are set up and they are on line and have mailing list from occupy and other organizational efforts that are ongoing for the last couple of years.
11:08 am
and these on line groups can get them to turn out whether they are from the district or not. they are vocal and enthusiastic and drummed up out of the bushes by the organizers. and certainly one man in iowa, grassly's meeting that seemed to be concerned about his obamacare and authentic. and i is a blend of the two. and we know that the democrats said publicly they are planning on emulating the tea party approach and this is the less polite version of that. >> we know that within the republican party there are a lot of people who see it differently. justin a mas from the state of michigan is happy to answer the questions, they are federal americans with legitimate concerns. >> i think he and anybody else in the gop know that the
11:09 am
constituents elected them to do a job and they are the employer. the american people in their district. we have to remember in some of the districts, people might have voted for that particular congress person but may not have voted for the president or vice versa. for people to say they are all liberal and activist is ridiculous. people are showing license and bills that reflect their address and zip code and proving they are constituents. it is our ability to ask the tough questions of those we elected to office. >> sounds like you believe they should continue and representatives should step up and answer the question and concerns of their constitiens. moving on, i want to talk about the immigration crack down. chris, what do you make of what you are seeing and hearing so far? is the administration selling
11:10 am
this to the american people? >> well, probably not doing the greatest of jobs in spinning this. but the news media is not working hand in glove with the administration. the obama administration that bragged about p deporting 3 million people and came up with a different set of numbers dependoth audience. the administration is talking about p enforcing existing laws which the democratic party steadfastly opposes. and that is one of the points of contention whether we support existing laws. barak obama was only deporting the bad guys. it is pretty much thus far same thing obama administration was doing and doesn't warrant all of
11:11 am
the hysteria. >> we know it targets the same countries, i wanted to call for the stephen miller sound because senior advisor to the president, this is not going to look a lot differently than the last one, listen to this. >> it is responsive to the judicial ruling that didn't exist previously. they are minor technical differences and fundmentally, you still going to have the same policy outcome for the country are. the rulings from the courts were flawed, errorinous and false. and the president's actions were political and constitutional and consistent with the long-standing tradition of the presidents in the past. >> leslie? >> there are two issues at play. the travel ban and the other is immigration and what homeland security and ice officials are going to do.
11:12 am
one continues to target muslim and that is the target ban and the other targets mexicans who make up approximately half of the 11 million undocumented with the travel ban, i believe we will see a fight in the courts and i believe it will go before the supreme court, an 8 or 9 court that is the question. and with regard to immigration, there is a sluf of problems here. i am hearing that the immigration plan puts the onous on the detention in mexico. that is a huge problem. mexicans have stopped the floef of central american mi dprants. >> i want to get chris back in here. that is another issue and hearing concerns. chris, last word in here. >> i know we care about children and if mexican can stop the flow of people on the southern boundary we should do the same.
11:13 am
we have immigration and border and country. or we don't. the so- called muslim band and not targeting mexican. we are not targeting anybody. we have law and there is a jihad a war going on. >> chris and leslie thank you for jumping on and good to see you today. the british born suicide bomber was once held in guantanamo bay and what held to his release in and secretary of state rex tills tillerson crossing the boardener mexico.

it is not legal and dangerous, sandra. when you have immigrant communities needed to solve crime and if they think someone is lying to them they will not cooperate with the police. we talked about reducing crime in the united states and we need all communitieses to work together. it is a dangerous and put the immigration community against the police unnecessarily because ice wants to get more people nabbed. santana going back to the image of an ice agent making it look like they are a police officer at one's door. your thoughts on this? >> it is legal. and i have to disagree with eric. the constitution says that people are allowed to do this and the supreme court ruled on this. police are allowed to it use ruses to get people to come to the front door. they can have people saying they

11:47 am
to make sure we have safety. but me personally, i didn't feel unsafe, but there were a couple of incidents outside. >> sandra: you stood firm on support for reare peeling the affordable care act what was the reaction? >> it is usually when folks don't agree or grooe agree with the president in some respect. i stood firm. i was elected for several reasons. i think republicans across the nation were elected and that was part of the reason why the american people put the confidence to help rescue them with health care and certainryitose who are fearful about losing their care and people who are crushed under the premium and deductible. i will not change my stance. this is what im and help folks in my district and country and they can put me there or not. we won convincingly.

11:49 am
which is what you say you are doing. and look at what the president said happening here. he is blasting the town hall and president trump said they are all liberal activist. what did you make of the president saying that? >> you know, sometimes things that the president says are help excel sometimes they are not, right? my own experience people who were there that was legitimately concerned and that is great. it is good to be engaged. and there are also rabble rousers. we had our own local virginia democratic party instigating things. that makes others not have have a seat to the table. but we are going to talk to our people. i live here and know people here and we'll give them a voice. we'll disagree on some thing and that'ses what democracy is all about. >> sandra: i heard you in the lead in to the commercial break,
11:50 am
