supposed to be a private meeting about stopping leaks. it's safe to say that press secretary is not pleased about how this is coming out. the night goes on. tonight is a big night at the white house. the president of the first lady are preparing to host their very first big social event at the white house. the annual black-tie ball for all of the nation's governors. they should be arriving here in about one hour. president trump just posted big governor tonight at the white house, much, much to be discussed, including healthcare. healthcare will play an essential role in his first address to congress. many lawmakers return from their district and tough town halls. they want to know what president trump plans to do to replace the affordable care act. also also details about the tax reform plan. the treasury secretary said that president will talk about his tax plan on tuesday night.

craft an expansion. only those people who are enrolled under obama care. some some studies show some states medicaid spending is exploded under obama care. we are live in washington with more. >> reporter: medicaid reform will be a big part of the debate for any replacement plan. more than half of the country's governors has a big stake in how it works out. under the four double care act 31 states expanded medicaid and that government covered almost the entire cost of the 11 million people. with expected cuts to medicaid, the states don't want to lose funding which would result in people losing coverage. in the 19 other states who did not expand it will be shortchanged. they spent a lot of time at the conference in d.c. trying to work out a compromise.

>> we have a mix between people who took the expansion from medicaid and who inherited expansion and others who do not take it at all. we are try to find a balance where we do no harm, no harm no reward for states who did or did not take the expansion. >> reporter: one thing they agree on is the federal government needs to give the states more flexibility to set up and administer medicaid which would allow more innovation and make it better for their states. the red state governors have been discussing ideas with the president and health and human services and they plan to push for changes. >> will see what those details are when they are in vail tomorrow. >> the latest on investigation involving a suspect facing a felony charged accused of driving a truck into a parade on saturday night injuring 20 people.

the 28-year-old could be facing five years behind bars. new orleans police are saying more charges could be filed as the investigation continues. here's the latest outside of new orleans. >> reporter: the man is set to make is the first court appearance any minute. it comes after we are learning more about what happened last night. the firefighter says he pulled him out of his truck and said he was curled up in a fetal position after the crash. authorities say his blood all call content level was three times above the legal level. that happened during the parade, one of the biggest and most popular there is. thousands of people in the area when his truck lost control, hit several cars and barreled into the crowd. dozens were injured including a one-year-old-year-old and a police officer. twenty-one people had to be rushed to hospitals. none have life-threatening

injuries which is remarkable when you hear about how many people were hurt. >> it's a dramatic situation. a lot of the people here have been scared not knowing what happened. they could not not all see it. there are so many people around. >> reporter: the man was taken into custody on the same. he does not have any previous arrest but faces a number of charges including vehicular negligence. >> that is a felony charge. zero - 55 years in jail is what he is facing. it is probate of all, no mandatory minimum on the charge. he has a charge of hit-and-run driving. i don't think that charge will stick. he was in an accident, the two cars went off the side of the road and then he crashed into the barricade. >> reporter: with the parades continuing to go on people are asking how a car was able to get that close to so many people.

disappointed to? >> it was a surprise. it was not something we were expecting to hear leslie. the dinner is a couple of months away. we are working hard to plan for its. it will take place on aprip decides to come or not. it celebrates the first amendment, celebrates good political journalism our members have done over the last year and gives out scholarships to the next generation of scholarship journalist. >> uma: has there been any indication happened to this point that it was all systems go? >> we had not talked about it much. we spent the first months as working really hard on access issues at the white house. on working to make sure journalist have an opportunity to ask questions of the president and press secretary. during the first month despite many negative rhetoric from

president trump and his aides, the access at the white house has been good. we have worked hard to build a constructive relationship. we would like to showcase that relationship and the fact that it can be constructive at that dinner. we would have liked to have the president come. if he changes his mind, he is welcome. >> uma: that is good to know. let's move move on to the state of the union speech. a lot of people are focusing on with high expectations, hoping there will be a more positive tone in that speech. the white house is promising it will be. what do you think that karl robe is saying that they have to appeal beyond the base. he has to go forward and appeal to those who are skeptical of him at this point. go be on the executive orders and talk about big issues like the budget, tax reform, and healthcare. >> the president has spent quite a bit of time in his first four

weeks in office appealing to his political base. what carl is saying is there is a broader group outside in the united states who did not necessarily support president trump. who he needs to reach out to. this is in the state of the union address but it is an opportunity to do that. people will be listening for his tone and listening for what type of policy issues he touches on. some of those are likely to include infrastructure, healthcare and taxes. >> a lot oppose coming out recently showing his approval rating is lower than presidents from the past at the same time in their administration. that's when you compare back to obama or bush, their approval approval ratings were higher five weeks into the administration. what you make of that and that being part of a backdrop going into the state of the union

address? >> every president or white house as they do not care about polls, but deep down they do. that is something that creates a political capital for a president and administration to get things done. you cannot argue that president trump has not gotten a lot done in the first month, whether it is things that people who oppose him agree with or not. he has gone through a lot to do list of promises as a candidate. boosting up those poll numbers would be helpful if he wants to do other things that both legislatively and broadly throw the country. >> there are many same what he needs to show now is his willingness to work with congress on the bigger issues. but he needs to lay out a plan in terms of bringing congress together working with both democrats and republicans. >> the truth is that you cannot ever think by executive order. he is not the only president who has learned that. he will see will see that going forward in

the coming months. he wants to appeal and reap place obama care in the way to do that is through legislation. he wants to do tax reform and that has to be legislative in the same with infrastructure. to be able to succeed legislatively he will need to reach out to republicans in congress, some in his own party who is skeptical of him and democrats who are skeptical. he has an interest in getting things done, he's really made that clear. it will be interesting to see how he does that. >> we should see what lies ahead. i know a lot of folks are anxious to see what he has to say in his first address to congress. i know you will keep a close watch on that as well. >> eric: from politics just showbiz, show business especially at the academy awards. the 89th annual ceremony tonight. you. you are looking my but that crowded red carpet with all of the beautiful people. the ceremony about to begin two hours from now.

not responding, he is written letters before part of his -- should the state department react? should the white house say anything or should we ignore it. >> we should probably just ignore it because let's hope we don't encourage him to write more letters. he's pretty irrelevant at this point. he was thinking about running for president in may he was told by the grand ayatollah that they did not want him to run, that usually means you have to follow that. he's unlikely to run. his from the hardliner side of iran they don't have him as a candidate or any other candidate and are likely not to prevail in the elections in may which is good for iran and america. we should probably ignore him. let's hope if he wants to express his views he doesn't send us letters.

channel team died this week. he was in the primetime lineup in the early years. he will be remembered as a determined and outspoken liberal voice of the hannity and cold show. for lots of people it was his kindness and generosity that touched so many hearts. he offered commentary and return to his radio roots as host of the allen columns show. he passed away thursday after a brief brief illness. he was just 66 years old. >> allen was a wonderful man. we also lost someone who was a regular with us every sunday afternoon. that was brenda. she was the anchor bolts and bears passed away after a long battle with cancer. she was only 55 years old. here's a little of the current host of bulls and bears tribute to our dear friend, brenda.
