"happening now" starts right no now. >> jon: president trump preparing to address conference for congress for the first time tonight. >> jenna: mr. trump is a site to sign off on more executive orders before he gets ready for one of the biggest political speech is due date, and address to a session of congress where he is expected to unveil an agenda. kristin fisher is live at the white house with more for us. >> the word we keep hearing over and over from the white house is optimistic.

it's a phrase that stuck out from the inaugural address, the theme for tonight's address is going to be the renewal of the american spirit. president trump has really been influenced by all the listening sessions he's been holding at the white house with health insurance ceos, law enforcement officials, coal miners, union reps. the two big themes, economy and security. he is expected to start with a look at what he is already accomplished, promises cap and promises made, reviving those two oil pipelines. even though he ran into problems in the courts, it's still promises kept to his supporters. he is expected to lay out his agenda. he'll talk about tax reform, infrastructure spending, health care, he'll also have to explain how he plans to pay for the $54 billion increase in

defense spending and he gave us a preview of where he thinks the money will come from this morning on "fox & friends" ." >> i think the money is going to come from a revved up economy. you look at the kind of numbers we are doing, we were probably gdp of a little more than 1%, and if i can get that up to three or may be more, we have a whole different ball game. it's a whole different ball game. >> president trump has also invited special guests to attend tonight's address, that includes the widow of two california police officers who were killed in the line of duty of an illegal immigrant. and if the widow of the late supreme for justice, and two months glia. justice and immigration will certainly come up tonight as well. >> jon: as we await the president's address, he admitted

yesterday it is not an easy issue. >> i have to tell you, it's an unbelievably complex subject. nobody knew that health care could be so complicated. >> jon: house speaker ryan said it will cut costs for consumers. >> we ran on a plan last year. >> but you didn't give us a planet can be voted on now and you know republicans within their own party have deep disagreements, so do the american people have a right to say we've heard the criticism for year after year and yet we still don't have something that can be put on the president's desk? >> that's exactly what we're doing right now. we're not writing some bill in the back room like obamacare was written, we are going through the committee process. where having public hearings, we're having committee's work on legislation. this is how the legislative process is supposed to be designed. >> jon: joining us now,

bret baier, the anchor of the special report. bright, it's my understanding that after your breakfast this morning, you come here with a little more clarity of what will be hearing. >> i had a breakfast with several anchors and reporters with speaker paul ryan, some of that would us off the record, some was on the record. it mirrored what he said on the today show, that is going to be a market-based solution. when you are republicans talk about the death spiral for obamacare, that comes out of conversations they've had with insurers who say they can't see themselves getting through these companies, getting through 2017 without pulling out, because they are in such dire straits with how this law has been structured from the insurance companies point of view. the secretary is going to have to do something to keep them all in the tent, if you will. i think you are going to see

some specifics, i don't know how much president trump is going to get into the specifics about the health care solution, but in the coming days, as the speaker mentioned, these committees will be firing up with these different plans. one thing that i thought was pretty newsworthy, and on the record quote, where speaker ryan talked about -- i asked him how do you pay for everything, especially when you have tax reform, you've got health care, you bet infrastructure, whenever that's going to happen, plus you might have some inflation that's going to cause interest rates to go up, we are paying more interest on the national debt. there's just not enough putting their that's going to make up for that without exploding the deficit. he said, "there is an open question on long-term entitlement reform. president trump doesn't want to change entitlements for those in or near retirement, the baby boomers will explore the equation, and this is a

conversation we are going to have to have. long-term entitlement reform." i pressed last night on this and it was a similar answer. a wait for the in may. we may see a semantics change when it comes to entitlement reform on the long term. not the people who are in or near retirement right now. >> jon: there's some people who are thinking with the budget talk with former members of congress along with tom price, the director of health and human services now, that there might be a push toward tightening the budget and coming up with budget cuts that might be palatable to the president. is there any indication that that's happening? >> i think it is happening behind the scenes. i don't think we have of the details yet, but i do think it's going to happen. think about it from speaker ryan's perspective. here's a guy he's worked with for years on budgets, on

health care, on entitlement reform, on how to turn the ship of state to avoid exploiting national debt, this is mick mulvaney, tom price, good friends from wisconsin, he has tentacles inside inside this administration to be able to at least get the communication open on these big issues. i think you're going to see a lot of that develop in the next two or three months. >> jon: an article in "new york times" today talks about how the president and speaker ryan are heading for a clash over the budget and it included this note, which i thought was interesting. "this is not simply a fight for an ideological core, essay question what can pass congress. a budget with no entitlement cuts in one bed is not balanced most likely has no chance of passing the house, and could be rejected by senate republicans as well. mr. trump's proposals are too far to the right in terms of domestic cuts and too far to the

left in terms of balance. he " " >> my point in this quote i read is that the messaging and what is communicated behind the scenes is different than what's being communicated in public on these big issues. when you see long-term entitlement reform is still on the table, it sounds a lot different than what president trump has talked about, but i think that is the place they are going that young people are probably going to see some changes to those big programs. one other piece of news, that's on the russia investigations. speaker ryan said that the russian investigations are continuing about possible connections or communications between the trump campaign or trump administration and russian in both the house and the senate. however, he said that former dni

and former cia director scrubbed the investigation from november and december and provided a report and in that report, there was no evidence, says speaker ryan, of any collaboration, pollution, or communication beyond michael flynn's communication with the russian ambassador. they haven't found no evidence yet, he says, of any american complicit with any russian efforts to interfere with the election. he did say, that it's clear the russians try to come about so far there is no evidence, even as these investigations continue. >> jon: fascinating. big day for you bret baier, thanks for spending some of your time with us. we appreciate it. we have a powerful primetime lineup for you tonight. brett is picking things up, then martha maccallum on the first 100 days, bill o'reilly takes over at eight and then brett and martha continue special coverag

plan. you hired jim matus to be her secretary of defense to up with a plan to defeat isis. you take tom price who has been working on health care his entire adult life. >> there is some level of confusion around health care. kevin brady says that drafting an obamacare replace replacemes underway. at some of the drafts that have leaked out have not impressed the gop's most conservative way more conservatives are threatening to vote no on the replacement package unless it rolls back more of obamacare. tonight, everyone is excited to hear a lot about this from the leader of the party, president trump. stay tuned for that. it democratic leaders, however, do not expect president trump to follow through on much, if anything, of what he pledges to do tonight. >> the focus should be on the president's actions rather than

>> jon: take a quick look at the markets right now, stocks are up after president trump's call for boost in military spending. the market down pretty much for points right now. if the dower to close higher today, it will do something that is never done and that is close at a record high for 13 consecutive days. investors also will keep a close eye on the president's address tonight. mr. trump expected to strike an optimistic tone and to lay out his legislative agenda as well. >> jenna: breaking now, a trip to disneyland turned to tragedy is a small plane crashes into several houses in southern california. five people were on the plane, three of them killed. it jonathan hunt is live in los angeles with more. >> did jenna think, the plane was a cessna 310, it took off from riverside you municipal

airport. within minutes, it was plummeting to the ground. as you can see in this cell phone video, dropping very quickly and exploding as it crashed into two homes. at the intense fire destroyed those two homes as firefighters rushed in to try to rescue any survivors. remarkably, they found two, both from the plane. >> they were injected into the house and that was where the firefighters were able to make an interior attack and extricate them from the house early on in the fire. >> miraculously, no one on the ground was hurt, but three people on the board the plane were killed. we don't have any names yet from officials, but we are told the plane's passengers included a husband and wife and possibly three teenagers. we are told they were flying to san jose, heading home after taking part in a cheerleading

competition over the weekend at disney where the junior usa nationals for girls 15 and under were held. it was raining at the time of the crash, although visibility was still about 3 miles. at this point, we simply don't know the cause of the crash, although that almost vertical drop will give investigators some clues. the national transportation safety board leading the investigation. we expect to get more information at a news conference, that is scheduled for 2:00 p.m. eastern, 11:00 a.m. in riverside. >> jenna: jonathan, thank you. >> jon: some frightening moments at rio de janeiro's carnival as a float collapses and two women, accused of killing kim jong-un's half brother to be charged with murder. as tensions increased between north korea and several other nations. now, possible calls for the trump administration to set in n

>> jon: a dozen people hurt when a float collapses at rio de janeiro carnival parade. at the event was stopped for half an hour as rescue workers pulled the injured dancers off the float. the cause of the crash is not known. 20 people were injured when another float crashed into a fence. >> jenna: right now, malaysia is charging two women with the murder in the case of kim jong-un's half-brother. a police say a death sentence, if convicted. this is just the beginning of all this.

this, as a south korean intelligence officials say the north korean regime was behind the murder, and they also have other news as well. we go to korean news and alanis there was an additional assassination within north korea as the five top, using antiaircraft guns. what is that about and what does it tell us about the regime? >> not only were those five senior officials executed, but their officer was also demoted. we learned about that beginning of this month. also, this comes in conjunction with the killing of the 27, which is a serious event in north korea, because it is challenging the kim bloodline. when the north koreans launched

ballistic missile on february february 12, that is -- the head of strategic forces was an on-site. there is instability across this regime right now. >> jenna: how do you take advantage of that instability? >> i think it's going to be very difficult, but one thing we may be able to do is convince china that their support of north korea over the decades is counterproductive for chinese interests, and one way we can do this is to say kim jong-nam was a chinese asset. he is under the projection of beijing because they wanted to have a kim in reserve in case they wanted to change the top of the north korean leadership. we have to remember that right now there is this spat between beijing. at the end of the day, the chinese and support the north koreans, not because the north koreans are friendly and helpful to the chinese, it's because the north koreans do

things that are in the long term strategic interest of china, which is basically keeping office off-balance. >> jenna: interesting. we have talked about north korea for years now, it's something that has plagued our affairs in north korea, plagued a variety of different administrations. it president bush, and 2002, had this to say about north korea. i want to play a little bit of that for our viewers. >> north korea, as a regime armed with missiles and weapons of mass destruction while starving its citizens. estates like these and their terrorist allies constitutes evil. harming to threaten the peace of the world by seeking weapons of mass destruction. these regimes pose a grave and growing danger. they can provide these arms to terrorists, giving them the means to match their hatred.

to protect our allies, or attempt to blackmail the united states. in any of these cases, the price of indifference would be catastrophic. >> jenna: 15 years ago. it's hard to imagine that. 15 years ago president bush made that address and he famously said the axis of evil. what's changed since then? >> the only thing that's changed is that north korea has been able to detonate nuclear devices and perfect its long-range missiles. it's been selling both missile and nuclear weapons technology to iranians and of the north koreans have links to terrorist groups. clearly, the north koreans it supplied at that israelis destroyed in the syrian desert. president bush was derided for that comment, but he's absolutely right. there are linkages among this axis of evil and clearly north korea has become more dangerous. >> jenna: what do we do?

in another 15 years, so we're not awaiting another address to congress were another president is going to say we have to do something about north korea. what changes in this cycle? >> the only thing i think will change the cycle is to change the one policy that washington has not actually done, and that is to punish chinese entities for selling nuclear weapons technology north koreans. also, we need to unplug chinese banks, because they been involved in north korea's illicit commerce. we've been afraid to do that because we don't want to anger beijing. we always try to get chinese cooperation, but china has continued to support north kore north korea. that intermediate range missile that the north koreans launched this month, that is a chinese design and we don't know how the north koreans got it, but we need to start asking questions. all of this cooperative talk that we've heard between president trump and state

counselor, that is wrong, because clearly we need to start asking china in public why they're supporting north korea with all this technology. >> jenna: it's a little confusing as to why we haven't done that. as you pointed out, we are afraid to poke china, we are afraid because of the economy, but it's north korea. you would imagine we would have to support many, when you talk about a coalition. why not when it seems so clear that we are on the higher moral ground here? >> this is clearly embedded in the washington policy community, that you can't criticize the chinese in public. the best way to work with them is in private. okay, but we've done that for 40 years and it hasn't worked with north korea and many other aspects of our foreign policy as well. clearly, we are much more concerned about integrating the chinese into our international system then we were about disarming north korea. that's actually president bush's

fault. we have been pursuing policies that have not worked over the course of decades. yeah, the north koreans are villains, but we've allowed them to be villains. we have not exercised u.s. national power, and that's awful. that's all us. >> jenna: how navy seals went on the battlefield, one of the things they talk about is not what you preach, it's what you tolerate. that goes to exactly what you're saying. gordon, thank you very much. we appreciate you as always. >> thanks jenna. >> jon: a fox news alert and signs of tragedy along the gulf coast, reports that a mardi gras parade has been canceled and gulf shores alabama after a vehicle plowed into the crowd there. there is a marching band in the area. we are getting more information about what has transpired there.

>> jon: a fox news alert, going to take you back to the gulf coast. this is gulf shores, alabama, and you can see the live pictures from w ala, the mardi gras parade had just gotten underway there, when apparently a vehicle that was in the parade, somehow came to plow

into a group of marchers, a marching band that must have been ahead of it. whether it was a stuck accelerator, whether somebody got their foot on the wrong pedal, we don't know. a number of ambulances have been dispatched, the parade has been canceled they are in gulf shores, and they are trying to deal with the wounded now. let's listen into some of w ala's coverage. >> jon: but apparently, there is no live coverage of the moment. at these pictures are live, but they're not voicing over them. again, mardi gras parade underway in gulf shores alabama, it had just gotten started, there is a marching band that apparently got plowed into from behind, by one of the vehicles that was supposed to be following in the parade. how it all happen, we don't yet know. it they are treating the

injured. you can see somebody carrying off on a structured. no reports yet of any fatalities, which is good news. again, it's quite early in this whole process. pictures are coming to you alive, as they evacuate the wounded from the scene. when we get more information, we will certainly bring it to you. >> jenna: according to some reporting that we're seeing on the ground, it happened at the start of the parade. there was a parade in gulf shores, celebrating this day, according to reports on the ground, a few of those local news sources, the parade had you have to begin, but where this vehicle hit was at the point of a band or a group of teenagers as it's being described. at the number of injuries is unknown at this time, we don't know how serious they are, obviously you're saying what we're saying as well. ambulances are on the scene. it from our understanding, for

too much. the band people started pulling the kids to the side and doing a roll call and then the paramedics were right there, and are to our fire department was right there luckily. i know they're taking on kids to the hospital. so it is nine. >> i've heard conflicting reports. was this the high school marching band? >> it was a high school. >> certainly, i appreciate your time. a lot of people are trying to figure out just what has happened and what was done. when you saw this happen, where there are a lot of people? >> yes, people were screaming on the sidelines and people were rushing in to they could do, but then the paramedics got there and try to contain the scene a little bit more and see what was going on with nine different

areas. >> very chaotic, i appreciate your time. there you go, that gives us a little more insight as to what happened. as she mentioned, i noticed this that a emergency responders wee on the scene very, very quick. thank goodness. as you heard right there, transferred nine children to the hospital, i had seen at least eight when i was able to get a little bit closer to the scene. we are hearing from this witness, that she saw up to nine children possibly transported to the hospital with a variety of injuries. we certainly don't know what kind of condition therein. it's too early to know about that or ask about that as we allow emergency responders to do their jobs. in the main thing we can all do right now is pray for these children, for the families, and it certainly pray for their classmates and bandmembers who are with us such a tragic event this morning. >> jon: that is in gulf

>> jenna: president trump doing an interview on "fox & friends" this morning. he says he gives himself an a+ for effort. >> in terms of achievement, i think i give myself an a, because i think i've done great things, but i don't think i and my people, i don't think we've explained it well enough to the american public. i think i get an a in terms of what i've done, but in terms of

messaging, i give myself a c or a c+. >> jenna: our political panel, former ohio state senate minority leader's. great to have you both. what do you think? >> i think beauty is in the eye of the beholder, so to speak. if perspective is the eye of the beholder, if you agree with president trump's policy, then certainly i'll give him an a, if you don't, then you'll probably give him a much lower market, but you have to give credit where credit is due in this sense. president trump has utilized the executive orders to the best of his abilities to send a message that he is fulfilling his campaign promises. i think we can all agree that it has been a little bit more of a bumpy road in terms of messaging and he acknowledged that and the relative things like the travel ban, which certainly could have gone better. there has been a lot of talk around a number of policies and

his interface of the media as well, that i'm sure, could have gone a little bit better. i think he's acknowledged that. >> jenna: david, it sounds like capri agrees a little bit with terms assessment. she didn't say a+ for effort, but it sounds like she's giving him his due. a what do you think about the grades? >> yes on a come on perhaps being a little bit tough on himself, given the fact that the president has led the national discussion and directed the national discussion in the last month of the calendar, he certainly gets more than a c. and that an interview this morning, the more fair point he made was the point about president obama and the lame shadow cabinets. >> jenna: let me play that sound, because we didn't play that for our viewers. here's what president trump said about president obama in that

conversation. >> can we talk about president obama? the truth is that his organization seems to be doing a lot of the organizing for the protests that republicans are seeing in the country. it deeply president obama is behind it? >> i believe it, because it certainly has people are behind it. i believe a lot of the leaks come from that group, which are very serious because they are very serious in terms of national security. >> jenna: is he responsible for what's going on inside the white house? >> president trump is pining at the very fact that president obama made as he was leaving the white house, his number one project was to elect more democrats. that's what he's going to be focused on, whether he's kite surfing or whatever he's doing with branson, he's still got a

phone and email. >> jenna: is that fair? already in the first few weeks. >> so has george w. bush you didn't say a whole lot and president obama's tenure, and it certainly made some insinuations about president trump just in this last few days. publicly on the today show. look, there may be democrats that are well organized, it's their job to try to elect democrats. if there may be former obama holders that are leaking information. it to insinuate that the former president of the united states is orchestrating it is too far. >> he is the ringmaster of the opposition. he said he was going to take on after his presidency. >> jenna: will move ahead.

as a sum of our viewers know, on social media. one of the things i found out yesterday is on that day, back in 1860, abraham lincoln made his speech and of the reason i'm bringing this up, he made a speech that he was a candidate for president and people didn't think he was going to win, they didn't think he was a viable candidate, but he made a speech that would change the course of his political career and the anniversary of it was yesterday work, which is why i'm bringing it. at the power of speech -- i'm wondering what you think about the steaks neighbor president trump, specifically about talking to americans who weren't completely on board with him in the beginning, but are patriots and want to see the country succeed. how do you think he reaches out and speaks to them? >> we'll hear from president trump tonight what we have heard. he has been crystal clear and consistent since he started running for president, what he's going to focus on. he's going to talk about the

attacks, the threats that face america, both big and small, from the terrorists to foreign criminals who come here and cause murder and stealing in our communities. he is going to talk about job creation, he's going to talk about taxes, don't be surprised if he talks about judge gore's edge and the need to get him approved. the results of what these policies bring our most important and what voters will judge him on and what americans will judge him on in the next year. >> jenna: what do you think is a something that president trump could say that could bring to the people that would have us all connected? >> i think we are all looking for some detail. president trump is talking great platitudes and some of the coverage that i've read this morning about the preview of the speech, a lot of it sounds like a democratic message. be inclusive of the middle class, being focused on the most

bcowlins@gulfshoresal.gov. there was a vehicle behind them in the parade that somehow lost control of the vehicle or something happened and it caused that vehicle to strike. that vehicle was to be a part of the parade. >> jon: you don't know what happened to cause it to accelerate, it just dead? >> no, it's just too early in the investigation. the driver of the vehicle is cooperating fully. we're trying to piece it all together. it right now, we are cleaning out the highway and move the injury to the hospital. the fire department and police are going through their procedures.

unfortunately, we did cancel the parade. >> jon: is the driver of that vehicle under detention, rest, investigation? >> i do not know the specifics, but he is fully cooperating with the police department. a >> jon: and must be terrifying for the parents. it you've got the entire marching band and what was supposed to be a joyful day, no 11 of them are hurt. i'm sure getting the information to parents must be terrified. >> at this point, we are concerned with making sure the injured have gone to the appropriate locations for help, many of the parents were here with the parade. it's a small town, the parade is a big deal, so families come out, kids are off school today, unfortunately, this is normally a fun day. >> jon: the parade is now canceled. grant brown, the information
