banning guns or hollywood banning rupees. mr. trump has got to love this period he is addressing congress. it is like the fox addressing the henhouse or the big bad wolf addressing the pigs. will we hear a more thoughtful donald tonight? should it matter? is it about his demeanor or audience? according to a new nbc poll, president trump is the least popular person in our nation's capital except for everyone else in the room. 43% of people have a positive view of trump but pelosi, 19, which is around the popularity of scurvy in the pirate age. the democratic party is at 30, and chuck schumer at 17 is about as popular as this song. ♪ >> ♪ donate your car today

>> greg: you will never get that out of your head. despite a lockstep press and his pugnacious style, mr. trump has more goodwill going than most. my advice to him if he is listening, go for it. be daring. ignore the hyenas chasing the lion. for democrats, pick your battle battles. according to rasmussen, 29% of voters think it's wise for democrats to oppose trump on everything because frankly antagonism is the fuel that gets donald moving. he would be a fool to keep filling that tank. eric, you were there first. if you could write an email to donald trump, what would you tell them to do tonight? >> eric: mean when i did last night? i think what he's going to do -- >> bob: dropped that in for us. >> eric: maybe i did, maybe i didn't. >> bob: i bet you did. >> eric: i think he talks about the things he promised during his campaign and the

things he's done in 40 days. it's not the state of the union. it's a joint session, addressed to the joint session. this is the same thing, exactly the same thing as the state of the union. here's what he's done in 40 days. obamacare, starting to go, the wall starting right now. rollback regulations. tpp, done. travel ban, done. working on into the structure bill, working on obamacare. this is the big one. if i were him, i would focus on the tax strategy and go right at congress and say you keep telling us there's administrative reasons why we can't do obamacare and tax strategy at the same time. whatever it is, blow it out of the water. we want to do tax strategy. the american people are banking on a new tax strategy. >> greg: bob, hamel said -- he also had another big accomplishment, getting you back here. >> bob: big accomplishment.

the first thing i would do if i were trump was bit -- would be apologize. i know it's not going to happen. i think it would be good idea. >> kimberly: who is he apologizing to? >> bob: everyone he has insulted, which is about everybody except you and eric. eric just went through these things trumpeted. trump did nothing. let me tell you one thing he's doing. he's going to cut the epa budget by a quarter. 120 current and former general admirals opposed cuts in foreign aid, which he wants to do. bush, by the way, did well. >> eric: thomas perez. >> bob: would you shut up? at you but nevertheless there are things we can do for the majority of the country. jobs, money in their wallets, food on the table, feeling good about the direction of the economy. >> greg: do you think the response is going to be cordial? when president obama used a walk-in, the democrats would run to him and touch him. they would touch him. how do you think the response is going to be? do you think the democrats are going to even clap? you guys are able to hear and obviously a solid happened in the letter a block. we want to get your take, your thoughts and ideas about what you think president trump is going to say tonight. maybe some of the most important points he should make. dana, i will start with you. >> one of the things he will definitely do is start painting on his campus. this will be the first time he's actually able to talk about policy that is specifically targeted to his priorities. one of the things that joint sessions of congress or state of the unions do is track the budget process. we've seen news over the past week, eric was mentioning, $54 billion for the military. one of the things that happens is because your policy really depends on your budget, then you have to do though simultaneously. for the last month and a half, the people at the white house and especially stephen miller, senior policy aide, have been tracking that so that he can say here are my main priorities.

we did here tonight that press secretary sean spicer said the speech could run an hour and 5 minutes, maybe an hour and 20 minutes. that's a long speech for your first speech. but i think the first speech in the last speech of our presidency is interesting because tonight he can talk about anything he wants. >> bob: speak that long. can i ask juan a question paid when you take the $54 billion from the defense budget and the tax cuts for his rich friends, how much is it going to go up? >> and how do republicans defend that not only do you have the tax cuts but he is talking about and for structure spending and military spending. all of this is big spending. it's almost like you say hey,

you big spending liberal, what are you doing? i think for example that we are going to see maybe some democrats say finally. you republicans, you are coming on board the things we've been saying for the longest time. by the way, so the president have the anchors in for lunch today so chris wallace, bret baier were in there. they can't say anything on the record because it is hush-hush but it's odd given that we are not supposed to have anonymous sources, according to the president. but the talk is all about immigration, as you are hearing earlier. eric was talking about this, that he's going to propose something that would pick up where the gang of eight left off, maybe not a pathway, direct pathway to citizenship but allowing people to stay in the country and become legal. that's very different. he >> bob: that would be very good. i would applaud him for that. >> meghan: i want to ask dana a question. thank you for letting me sit in your seat. always an honor. you were tweeting last night

about your experience with leaks in the white house. could you extrapolate that now and tell me how big of a problem you think the leaks coming out of the trump white house could be. >> i don't think leaks are as bad, from the outside, i don't think they are as bad as they feel when you are on the inside. one of the things i said yesterday on "the five," in my experience, it is like -- kimberly would know this from her prosecutorial days. the first person to complain about a leak is usually the person who leaked it. what i mean by that is you had a call at 6:40 in the morning. this is from personal experience. there was a supreme court nomination we were working on, a story that didn't need to be out there. i knew about it, it was in "the washington post" the next morning. somebody from the council's office called me and said "can you believe within the paper paper today? outrageous. ">> greg: it is like whoever smelt it dealt it.

>> meghan: i knew you were going to say that. >> bob: can quick question. if he drops the corporate rate to 15%, how much will it cost us? >> eric: it may cost us nothing. increase tax revenues, the theory that growth comes back. >> greg: generally when you hear about the fact that there might be more spending, more infrastructure and may be something like the gang of eight, maybe this goes to both of you. was it a brilliant strategy for donald trump to campaign on red meat and govern with tofu? >> apparently. no one knows what's going to happen. primaries can be pretty rough and tumble and you can imagine someone like marco rubio who made it fairly far along in the process of the primary, when you hear something about a path to citizenship or legalization, you might think that's what i was talking about the entire time and they criticized me for it.

if we all agree, maybe we do. if everyone in the chamber tonight agrees that that's a good idea, then let's go for it because i think the country needs it. the economy needs it, and not just on that but infrastructure spending and tax reform. as greg has been pointing out, this is the death of ideology. if we don't care about ideology, let's do it. >> bob: excuse me. go right ahead. >> eric: this is going to be an amazingly important question. >> bob: i wanted to know whether he thought he should apologize for some of the things he said. like you said. you never apologize. >> eric: i don't think he's going to go to the state of the union address and apologize. >> greg: the only person who needs to apologize more than donald trump is bob beckel.

that happened in president obama's term and what donald trump is going to do. this is interesting. president obama brought syrian refugees and immigrants, both illegal and legal immigrants. donald trump has brought families of victims of illegal immigrants. he's making a statement with the guests and we are hearing more and more -- a reformist policy for immigration coming out of the white house. >> i'm not sure if were going to hear something tonight specifically. the way i took that reporting was that it could've been a conversation within the senior administration official, however it might've been, said i might throw that in there in the speech. but maybe not. now we are talking about it. everyone is going to be waiting for it. if he doesn't say is, what does it mean? if he does, what does it mean? the white house has a lot of top priorities and you can't do everything in march. obamacare repeal and replacement is already huge. you have the tax cut issue.

you have -- what's the other one? border adjustment tax that i think it's hard to explain but i understand they're coming to a compromise. all of that stuff cannot fit into six weeks and they are trying to fit a lot. if he doesn't say anything tonight, i don't know what that means but if he does, we are off to the races and it will be the number-one story story in the morning. >> bob: mar-a-lago, his people people. >> to me, he has such trouble with the immigration issue going back to the ban. of course, the negative reaction from so many americans to the idea that you are throwing people out because of traffic tickets. i think he needs to do something here that's a little bit of a healing gesture. it is tough for trump. as you said, bob, he doesn't apologize. >> something we have to keep in mind is that the president has been meeting with a lot of people from outside washington, a lot of business leaders,

won the white house, president obama put on a public show to root for his success. >> we now are going to want to do everything we can to help you succeed is if you succeed, then the country succeeds. >> eric: is mr. obama privately working to undermine his successor? president trump thinks so. he said the former president may be responsible for some of those damaging lakes in washington and is likely helping organize the wave of protests against republicans. >> i think he is behind it. i also think it's politics. that's the way it is. i think president obama is behind it because his people are certainly behind it. and some of the leaks possibly come from that group. some of the leaks which are really very serious leaks because they are very bad in terms of national security, but i think i also understand that's politics and in terms of him being behind things, that's politics. and it will probably continue. >> eric: baba, you are chuckling. >> bob: once again, he can't

>> meghan: part of the problem with these leaks are they are citing formal officials, meaning they have left. there are no longer working for national security. a lot of people have been put in the security positions during the obama years. they are going to have some loyalties to president obama and i do think that we need to reassess how people can get fired from these jobs. it is harder to be fired from the government then a 10-year in college. if there are people who are going to put their personal politics and loyalty to obama over national security, it's a huge problem. >> eric: they are not fired yet. they may be a source. >> greg: the obama loyalists in the bureaucracy that are still there. the town hall protests. obama isn't coordinating or directing anything but he's like the dad on the sidelines shouting advice and encouragement to the kids playing the game. you have organizing for action, which is a group providing

information on how to disrupt events. they tell you to loudly boo, spread out so it looks like everyone's mad and asked hostile questions. phone calls to make two people to tell them what to say. what he's doing is the organization that is galvanizing the protests of the town halls. >> bob: everyone who showed up in that protest in upstate new york had an address that was in that district. >> eric: this is -- in the same interview, that president also take -- took aim at nancy pelosi. >> i think she is incompetent. if you look at what's going offn with the democrats. she has done a terrible job. i have saved billions and billions of dollars. i think i've just about done more than anybody in the first four weeks.

>> eric: spokesman for house minority leader attempted to turn the tables saying the president is "prence onto other" k.g., you look at nancy pelosi. she was the speaker of the house for how many years. six or eight years and they have done nothing but lead house seats. bleed seats in local municipalities, and government. >> kimberly: and absence of leadership in terms of nancy pelosi come of the democrats are in a bad position but also because of president obama. that's his legacy? the house, the senate gone. the oval gone. republicans swept it. instead of doing something about it, they put nancy pelosi back in, and you can't deny the fact that she's not on top of her game. >> eric: she is the one who said the obamacare thing, we will read it after we pass it. >> greg: as long as she continues to be the frozen face of opposition, donald trump has nothing to worry about.

i don't understand why things like this are getting attention. other photos, picture making its rounds on the internet that a woman talk on the veteran tumbled over in pain at a va hospital in durham, north carolina, not being able to get attention print he was waiting for up to three hours. why aren't photos of our veterans not getting health care getting the kind of attention like dumb stuff like this nonscandal is? >> kimberly: i agree. it is the dumbing down of news and politics. they should be focusing on the issues at hand instead of trying to look for every opportunity to criticize kellyanne, who was working constantly. sacrificing a tremendous amount. everything to be there to help the president. she is bright and capable and talented. this is what they do when they try to knock women down and try to make it fodder for "saturday night live." >> meghan: do you think the same people offended by the

♪ >> bob: back to the president's first primetime address tonight to a joint session of congress. chief white house correspondent john roberts has excerpts from the speech and joins us. >> i've been checking my pockets but we don't seem to have exurbs at this point and the reason why is they keep on changing things in terms of this beach. they are worried if they put out an excerpt, it may not end up being the final edition. here's what we know. the big surprise tonight is that the president is going to mention a push for immigration reform to congress. surprising because he's coming out with the executive order on

the immigration ban tomorrow but he says the time is right. he believes congress is primed for it but it's going to take compromise on both sides. basically saying he's proposing a deal where both sides have to give up a little bit in order to come together on this. there's also going to be a big push for infrastructure tonight. the president, during the campaign, proposed a $1 trillion fund, hasn't proposed how it's going to pay for it. he expects to get standing ovations from the democrats, he said earlier. he's going to reach out to the middle class with promises to create more jobs, grow the economy. tax and regulatory reform. conditions to keep jobs here and bring back manufacturing and he will reach out to poor communities to tell them help is on the way. he will talk tonight about safety and security, border security, removing criminal illegal aliens. more protection for law enforcement officers. a couple special guests he has, three of them echo it. he's invited the widows of two
