clayton: president trump keeping promise on immigration, health care, here to give him a grade chuck rocha. >> good morning. clayton: let's start right now with the military and what the president had to say about the military, take a listen. >> i am sending country a budget that rebuilds the military, we must provide the men and women of the united states military with the tools they need to prevent war. clayton: that's the military, chuck, first to you. >> i think that the military stuff is like throwing, everyboo military to be strong, everybody wants america to be strong, we want our military to be ready and vital. sequesters cut back some of the military and republican congress to pass that. i give him a solid b because i want to see how he gets around his own party to make sure that the military is exactly what he talked about. clayton: $54 billion, can he do it? >> you know, our lack of

military readiness has become a serious national concern, for example, fewer than half of our navy aircraft are able to fly and the smallest navy that we had in decades, however, there's waste in the military. my dad was a military contractor for years, he saw that kind of waste firsthand. we want a better military, not necessarily more expensive one. i like to hear more specifics from trump as to how he plans to fund spending hikes. clayton: the amount of waste in that defense budget. do you think he needs to do more? >> i think that everybody could do more. you should always keep waste from every kind of government. i'm a democrat and i shouldn't talk about waste. that's just the reality. at a time that america was hungry for change, donald trump has to come up with some real answers and some specifics on how we actually cut back on that

left -- heather: that's interesting. this is what he had to say on obamacare. >> action is not a choice, it is a necessity. so i am calling on all democrats and republicans in congress to work with us to save americans from this imploding obamacare disaster. >> so you can see republicans a plus, independents a my news, the one moment in the whole speech where democrats took a scale spin, he called it a disaster but call action saying we have to come together to get this done and here is the principles that we all can agree on, we need to make sure that existing conditions are covered, we need to make it more affordable for folks, actually a lot of democrats got on board. he struck a very delicate balance of getting a lot of detail but also staying semantic at the same time and i think he did a great job.

heather: finally the moment that everyone was talking about, last night, what he had to say about navy seal ryan owen. >> ryan's legacy is edged into eternity. thank you. [applause] >> and ryan is looking down right now, you know that, and he's very happy because i think he just broke our record. tornadoes cover path of destruction through the midwest. >> oh, my god, it's on the ground, you can see the damage. heather: you can see the trees crashing and crushing a pickup truck west of chicago and in missouri a twister throwing cars from a salvage yard right on to the interstate and in wisconsin, some areas seeing quarter-sized hail. janice dean is in the weather center with what is next. janice. >> hi, unfortunately we are looking tat potential for more severe weather including tosheds, you mentioned two dozen reports of tornadoes as well as hail and damaging winds. that's going to be ongoing across the ohio and tennessee river valley and mississippi valley where we have tornado watches in effect and thunderstorm warning and tornado warning right now into illinois. we are rotating right here

their plant, they come to the white house instead. he talked about what the harley davidson folks said to him which was amazing to me, in order to sell motorcycle wills have a 100% tax placed on exports, motorcycles, i didn't see democrats stand up and applaud prying to remove that, they sat down and who would support that 100% tax? >> it is kind of funny, you saw democrats throughout the speech in moment that is he talked about themes that should unit, we want to get the thing growing time and again you saw them sitting down not standing up. not supporting policies for all workers, there's a lot he can do on trade making sure that other countries are playing by fair rules. again, his focus there was actually on taxes and talking about how we need to bring down the corporate tax rate because that is killing u.s. businesses, they are paying among the highest rates in the world. clayton: right, hard to do business internationally when protecting the workers,

>> i thought tonight was a bold positive speech, it layed out a vision for america that, i think, millions of americans have been hungry for, it is a vision that focuses first and foremost on bringing back jobs and growth, after eight years of stagnation of jobs fleeing the country, of wages stuck in the mud, we are ready to see booming economic growth again. >> many sa this as an opportunity to pivot and reset from the first 40 days and as our own chris wallace had to say, to reinvent. >> 36 years ago ronald reagan reinvented the speech of joint congress, donald trump reinvented it begin tonight 36 years later. i thought it was by far the best speech i have ever heard donald trump give. it was one of the best speeches in that setting i've ever heard any president give. >> but that's not the reaction the speech got from the democrats who sat mostly stone-face offering little applause.

senate minority leader chuck schumer had this to say. >> the speech and reality have never been more detached in a presidential speech, it really doesn't matter what he said, this is like the campaign and he says one thing but he governs at another. >> house minority leader nancy pelosi called it disconnected and new dnc chairman tom pérez said it was steve bannon on steroids with a smile, guy, we are keeping an eye on twitter account this morning with much anticipation and we might see something in the not too distant future. >> broke records last night as well. president trump putting the pressure on congress to repeal and replace obamacare. >> action is not a choice but a necessity. i'm calling on all democrats and republicans to save americans from this imploding obamacare disaster.

we will create a truly competitive marketplace that will bring costs way down and provide far better care. heather: so will republicans be able to get it done? hire to weigh in joe and former democratic ohio state senator senate minority leader, in fact, capri, thank you so much for joining us. >> good morning. heather: longer night for a lot of folks, early morning for others. capri, i will begin there, can they get it done? >> you know, it's going to be incredibly difficult. what president trump is asking congress to do is essentially continue to cover individuals with preexisting conditions while reducing costs and eliminating the individual mandate. this is almost impossible to do because frankly, you know, it's a losing business proposition. they need young people to reduce costs.

i coauthored a medical bill in ohio along with a colleague of mine and we were able to find cost-saving measures but we did model, you know, our projections of savings on an increase in younger healthier people in the medicaid system. so, you know, it's a little bit apples and oranges, it is a very difficult proposition for them to execute. heather: on that, the president called for for states to have more flexibility when it came to medicaid also talked about as you mentioned expanding choice, increasing access, lower cost, all at the same time providing better health care which is the whole point, joe. >> right, what the president did-night was lay out a vision and set a very high bar for congress to meet in order to repeal and replace obamacare. this is what they have to do. there is no choice of whether they should or maybe they won't do it, they must do it. they were elected and they ran on an antiobamacare platform. every single election that obama was president and now they have

a mandate to do something, they have to choose as a party whether they want to go with pull offing a plug or a more responsible face and approach. heather: that's what the republicans need to do. what about the democrats, capri. >> we need to come to the table with solutions as well. if we want to try to retain very important aspects to have affordable care act, we want to work with our republican colleagues towards a solution but pushing back on some issues that may not necessarily, you know, be good for example, for lower income individuals like savings account. it's about a balance, creative approach. pay for performance is incredibly important, it does help make sure that providers are matching good health care with, you know, for their patients which ultimately does reduce cost so we need to come to the table because we all represent the same people and democrat or republican, everybody gets sick, everybody deserves care and everybody

my administration has answered the pleas of the american people for immigration enforcement and border security. we want all americans to succeed but that can't happen if an environment of lawless chaos. heather: president trump talking tough on immigration as iraq is now reportedly being removed from the list of seven countries on its travel ban. clayton: new immigration executive order later this week, what can we we expect to see. >> two key changes in the executive order, the first is we are going see an executive order that makes clear that it applies only to individuals who have never stepped foot on u.s. soil and distinguish and say that it does not apply either green card holders or illegal immigrants that were here illegally. that was a major problem that the ninth circuit found when

they lifted the travel ban and i think you'll see number one that fixed and you will also see any removal of any reference to religious preferences or any other issues that a lot of detractors criticized the initial executive order for. heather: you also said that it comes down to carving out anyone who has due process rights, what do you mean by that? >> right. so due process in the constitution in this context it basically comes down to this, who has the right to challenge whether it's the removal from the country or their entry into the united states, who has the right to challenge that government's decision in court? and that is key here because people who have never stepped foot onto u.s. soil and have no connection to this country, they don't have due process rights in our country and they don't have the right to sue and challenge the travel ban whereas people

who are here even illegally, our courts have held that those individuals that had to due process rights, that gives them an opportunity to challenge the travel ban in court. clayton: one of the things that the president said last night by enforcing immigration laws, would help unemployed. >> right, i think one thing we are going to see -- this is part of trump's populist appeal. there are a lot of american people who were struggling who understand and believe that, you know, part of their struggles are result of immigration problems and our country's lack of enforcing immigration laws in place. only time will tell with president trump's changes and the implementation of these policies what kind of effect

that has but i think one thing from his language and speech last night is it's going to appeal to a lot of the american people, not only people who voted for him and supported him during the election but, i think , he brought a lot of other people over on the fence who may have been on the fence. heather: iraq is now going to be taken off the list of the seven countries based on everything you just outlined for us, do you think that's the right thing to do? >> well,ic that obviously the united states and our military has some intelligence and probably seeing some facts of what the types of vinings -- individuals coming from iraq. keep in mind, a lot of the countries focused in the original travel ban and would be in the new executive order as
