quickly. >> kimberly: health and human services secretary tom price also made the case for the new bill. >> we need a system that is affordable for folks, accessibl accessible, of the highest quality, incentivizes innovation and empowers patients. our goal is to make certain that individuals have the opportunity to select their physician. in terms of premiums, we believe strongly that through this whole process and as it takes effect, that we will see a decrease in not only the premiums that individuals will see but a decrease in the cost of health care for folks. the american people have said to their elected leaders that the obamacare process of gaining coverage and care is not working. we believe it's important to respond to the american people and provide a health care system that allows for them to purchase the kind of coverage and care they desire. >> kimberly: a big day for the house g.o.p. republicans. a problem that was -- a promiss

made. sponsored by -- dana perino, you are familiar with. eric bolling, greg gutfeld. what do you make of this in terms of the merits, structure and the rollout to? >> eric: i don't see a lot of merits. some people say it's obamacare lite. i have heard them and tell us that there's no mandate anymore but the plan does continue to have a mandate. the individual mandate is still there only is worse because now to let your insurance lapse, you have to pay 30% not to the government. you pay it to the insurance company. cadillac tax. they don't touch cadillac tax. we fought against cadillac taxes on the show. it is still there.

not touched until 2025. there's more subsidies in this bill than obamacare. they don't touch medicaid expansion for another five years. these are the things we fought against but the one i care about the most, the one that would make a free-market solution, drive the cost curve down on health care and insurance, would be being able to buy it across state lines. it's not in this bill as of yet. i don't know why you put something out there that you say you're going to fix two more times over the next few months. just fix it. you've had six years to come up with a replacement. fix it. put across state lines in there. take out the mandates. you can do this, republicans. no reason to vote on this bill now. >> bob: brothers and sisters, hallelujah. it's a bad deal. let's hear it for eric bolling. >> kimberly: take it easy. he's kind of agreeing with him. it's not a whole lot different.

puts more poor people out on the streets. outside of that, they can say repeal and replace all they want. it's not repealed. it's not replaced. it is b.s. >> kimberly: you clapped so loud. >> bob: i was proud of erica. >> kimberly: dana, do you share eric's concerns? >> dana: not necessarily because i feel like i've got a lot of reading to do even though it's a much smaller bill then the other one. a lot of things that came out today are interesting. of course the democrats are going to trash it but conservatives are not going to defend it either. president trump says this is his bill. he says this is our plan. for those concerned about the state lines issue, and i agree that that might be a concern, he says there will be a stage two or three so don't worry because it's coming. i think if this is going to pass, it's going to need the full weight of president trump pushing for it. you saw what it took for president obama. he gave 58 speech is about it

pretty he lost his majority because of it but he thought it was worth doing, and the rays to define the benefits of this bill will be taking place over the next 36 hours. i think a secretary tom price arguably had the best presentation today and was able to answer questions in the most fulsome yet assistant way and with some confidence. they've got a lot of work to do. here's the other thing. today obamacare is at its most popular ever. 4.5% above where it was before the average. if they want to get this done, they are going to need the president's help. he said he wants it done quickly and he can make that happen if he chooses to. >> kimberly: greg, did you think this went far enough? >> greg: i think it's a good start. i have four positive spring number one, it's called the american health care act, not the kenyan health care act. thank you very much. >> bob: i can't believe you

just said that. >> greg: what does it chasing dog do when it finally catches the car? this is what you're saying. it's the obama car. the republicans finally get it. this is a good worry to have. it means you won the election. not being able to fight amongst yourselves about the repealing and replacement of obamacare. if you didn't have that fight, it means you lost. so this is actually a good problem to have. the conflict happens when you win elections. you went from mom in june to dana perino. you took a giant thing and made it smaller. i talked to dr. marc siegel. the one thing i didn't know before, how the tax credits worked. who was really mad about this?

take this money of the tax credits, enter the marketplace, and buy a more cost-effective plan which is catastrophic health insurance. i don't have to pay for your mammograms and you don't have to pay for my prostate exams. i did my research, bob. the tax credit makes sense. >> eric: it is a pig by another name. a pig with lipstick. all you're saying is if you want the tax credit you have to buy insurance. but if you don't buy insurance, you're going to get a 30% increase. >> dana: isn't that at the discretion of the health insurance company? >> eric: listen to me. it's not even the government taking it. it's not paying for obamacare. >> dana: conceivably the health insurance company could decipher my competitive perspective not to if they want to won your business.

>> eric: if they really want to do all this, drop the stateline issue and make it competitive. >> dana: the president said it's coming. >> eric: but they didn't say that at the beginning. all of a sudden, later in the day, it became phase ii and phase three. greg, i know you hate this but what does it really due to your insurance premiums? this bill does absolutely nothing to it. they don't go down at all. in fact they may even go up. >> kimberly: the dog chases the car and gets hit by it. >> eric: woman outside of chicago who has five kids who can barely pay for her health insurance. she hates obamacare. this does nothing for her. >> bob: i am serious. the democrats were going along with state lines. that's one thing they would've agreed to. i'm amazed they didn't put it in. it's a no-brainer. >> dana: maybe they will. >> eric: what are they waiting

for? one of the biggest talking points of the last six years. >> kimberly: they have the momentum and the goodwill. as we mentioned, not all republicans are happy with the legislation either, particularly senator rand paul. >> the house bill put forward as obamacare lite. it won't work. premiums and prices will continue to spiral out of control. in fact, they acknowledge it in their own bill but i think obamacare lite doesn't fix it and i think it's a mistake to go for it. the negotiation will be conservatives saying we are not going to take obamacare lite. >> kimberly: you are hearing some of the reaction today. >> dana: i wanted to pick up on something greg said. you said at least they are having the debate. as republicans they can say at least we are having this debate and not the other one. if hillary clinton would have won, we would've been debating whether or not to go to single payer which is what they left really wanted. there will be republican on

republican violence and they will have to try to work it out. but i think now that they have president trump to be able to help them push it. he will have to see how he can corral them. he might have to break a few kneecaps. in a charming way. >> eric: this is -- >> greg: republicans creating a government program. it is like a democrat trying to say radical islam. >> dana: the republicans have become the custodians of an entitlement program president obama put in place and they are trying to do it in a way that doesn't cost as much money. if they wanted make people mad, why don't they make them really mad. >> eric: they had six years to finish it. we don't know how much it's going to cost. we don't know how many people are going to lose their insurance. here's the point. , putting the competition across state lines wouldn't affect the

cost of this to any individual. it wouldn't ensure fewer people. it wouldn't cost the government anymore money. there must be a deal at the other end of it somewhere. what's the deal that we have to give up to get it? >> bob: i want everybody to know kimberly and i are still here. we are still on the show. i will give you the political answer to across state lines. eric is right. they used that over and over and over again. it's a bad sales points. people say, what do you mean i can't buy it over there? democrats got tired of hearing it. they ran the numbers and it didn't make that much difference. they say yes. free market, good, we are for i it. >> kimberly: they are not going to be able to escape some of the criticism we saw with obamacare because as it goes along, there are still may be people that are going to lose their coverage which is going to be problematic, especially when you have a system that's not sustainable financially to support itself. it's eventually going to cave in on itself. >> eric: you know this feels

♪ >> eric: back to the rollout of the republican plan to repeal and replace obamacare. legislation will strip away federal funding for planned parenthood for a year, something the president warned what happened during the campaign

season. >> a lot of people say it's an abortion clinic. i am opposed to that and i wouldn't do any funding as long as they are performing abortions and they are performing abortion so i would be opposed to funding it. i would defund it because of the abortion factor which they say is 3%. i don't know what percentage it is. i would defund it because i am pro-life. millions of women are helped by planned parenthood. planned parenthood does some very good work but i would defund as long as they are doing abortions. >> eric: president trump is offering the abortion provider a deal. the funding will stay if abortion goes away. planned parenthood has rejected the offer, saying they will always stand for women's ability to make decisions about their health and lives without interference from politicians. bring it around, k.g. as it stands, federal funding can't be used for abortions but that is the gray area of planned parenthood. >> kimberly: trying to acknowledge the fact that planned parenthood provides

valuable medical services and screening for women. it does. the problem they have is that it's morally objectionable to millions of americans that some of the federal funding from the united states government is allotted for abortion services. the president is saying you also taken a tremendous amount of money from private resources and donations. perhaps you should earmark those funds that are private, do with it what you will, that's their business for their organization. but federal funds should not be marked for that. >> eric: lets me get dana in. get the women in first. your thoughts on the trump administration and the planned parenthood response. >> dana: this was a chance for president trump to fulfill a campaign promise and social conservatives wanted. republicans wanted. when they were going to shut down the government last year when republicans were mad and

they said the one thing they were mad about was the republicans weren't able to pull funding for planned parenthood. even though planned parenthood itself actually has a pretty good approval rating. there were some senators like susan collins of maine who said this shouldn't be in the obamacare bill at all. or i guess what we are calling the american health care act. the money, they are instead saying, it will go to community health care centers. i don't know if there's enough acceptance of that. planned parenthood is going to fight tooth and nail. i think what's going to happen is republicans will put on the table that they believe access to contraception should be available easily over the counter. and that would be to maybe try to get this funding pulled but be able to provide access to the kind of products they provide there. >> eric: are you saying provide funds but your market for contraception -- earmark it. >> dana: the money would go to community health centers and

they would say we can handle this better than planned parenthood. >> greg: if you believe abortion is the taking of a life, than forcing you to pay for somebody else's abortion is immoral intrusion. that's the argument. i am amazed how the media salutes conscientious objectors over war but not abortion. the goal here is to dehumanize the unborn child. it's like a medical procedure, like getting a mole removed. so therefore somebody else could pay for it. somebody has to speak up for those who cannot speak for themselves which is why this dialogue, wherever it goes, is important. you are talking about this question. >> eric: why can't planned parenthood just decide to have one service for abortion and separated with a chinese wall and all the other services? >> bob: they do. i hate to correct my learned colleagues. they actually have degrees. but there are not a single dime of federal dollars going to

january 20, "new york times" reporter michael schmidt, who broke the hillary clinton email scandal, private server scandal, that was so massive. "new york times" clearly writes wiretaps at the the trump towed the report was given to president obama. according to him, and i am guessing he sourced it and second source stood, these taps were going on. how did he know about it? he had to have a leak from intelligence somewhere. on march 5, chuck todd asked james clapper, was there any surveillance to trump tower? he said none whatsoever. today bill hemmer asked general hayden if there was any surveillance on trump tower. general hayden cited for up to him, absolutely none whatsoever. you have comey, clapper, and hayden saying there were none but yet a respected reporter say he has sources. >> dana: hayden hasn't been a government official for many years. he's got good sources but he

will. do women need to take time off to deal with an election? what if men did the same thing? electricians, sheet metal workers, bricklayers, tylers, joiners, truck drivers, laborers. why not call in sick because it's men's day? how would your wife look at you? she would laugh your lazy butt out of the house. how come it's okay for a woman and not a man? is it our inherent sexism that creates lower expectations for women? what are we saying about teachers, that they are not as vital to civilization? go ahead and play hooky, nobody will care. men's jobs matters, so stay right there. they women posturing, assuming women's careers are less important. i hope the teachers spend the day off with her actual kids, unless that's just another job too. i don't know where to start. >> kimberly: it's a bad idea. >> greg: it is all teachers, so the kids suffer.

>> kimberly: i think it's very selfish. if you are passionate about what you do, you march forward and go into those classrooms and say women are making a difference every single day in the lives of millions of americans, and starting here with the classroom and children. why would you want to have a child that's in desperate need of an education suffer at the detriment because you are upset about who's in the white house? it's ridiculous. go to a march if you want to, there is plenty of them, and you might make an extra 50 bucks. >> dana: [laughs] >> greg: if this was a job and your boss would say you are not getting paid, this is like a teacher's job, i'm assuming they're getting comped. >> dana: that they are taking a sick day. i want to make it clear i will not be here tomorrow but it's not because i'm taking the day off. i'm actually going to africa, and i'm going to be part of it.

tomorrow is international women's day and one of the things i've learned and it's been reinforced for me is that women who live in freedom, like we do, have an obligation to help women around the world who do not that need access to all sorts of things. health care, food, education for their children. i am -- i don't know if taking the day off tomorrow is worth it for these women? maybe they are going to go do service projects but it seems, what about the single mom who was to figure out how to get child care for her child tomorrow? >> greg: babysitter. and the babysitter has to be a guy. if there's going to be no girl babysitters. >> dana: apparently bob is available. >> greg: what about that teachers, will there be peer pressure? they are at school and all of their peers are going but they are saying, will they be looked down upon? >> eric: fine, you want to do this, take a day off.

the only issue is the public-school part of it. everyone is going to pay your taxes, and people who don't have the same agreements are paying the teachers to take the day of off. i believe there's a handful of schools in chapel hill, north carolina, doing it. not fair. >> kimberly: what about the moms at home? i don't get this. i think there's other ways to voice your opinion and women have fought so hard for so many rights in this country, i think the best way to show them who's boss is to celebrate by showing up. >> greg: how do you think the brass here would take if you said you're going to take tomorrow off because it's a special moment for me? >> bob: first of all, a number of things you have to be careful about. especially people like nurses who should not take the day off, obviously. >> greg: that is my point. >> bob: women in this country
