>> this happened last night before midnight. authorities say the suspect was carrying a backpack but no dangerous materials were found inside. kristin fisher is live at the white house with the latest. how in the world than anyone managed to jump the fence at the white house and get away with it? at least they got over the fence.>> reporter: that is exactly what secret service is trying to find out right now. right now president trump is at trump international golf club in virginia. and he just spoke with reporters about what happened last night. he said that the secret service did a fantastic job. as for the intruder he says it was a troubled person, it was very sad it was the furthest that any fence jumper has done since 2014 when i met with a knife made it all the way inside the white house. president obama was not home but this time, president trump was. and according to the secret service it happened shortly before midnight. an intruder with a backpack

jump before the offense, made only to the south entrance which is the engines that you see the president leave from every time he boards marine one. that intruder was arrested. officials said he had no criminal history. the previous history with the secret service, as for the backpack he was wearing for the intruder was wearing excuse me, because we do not know if it was a man or woman. backpack was served and nothing has been found. there have been about 78 fence jumpers since 1991. so this is really nothing new. but the most serious of those instances took place in 2014. omar gonzalez, an iraq army veteran made it to the east room with a knife. the resignation of the director of the secret service at the time. it also led to a congressional investigation. in response, the secret service has said that it was replace the fence. another fence is just six feet tall by 2018 they hope to raise it five feet. that is the plan, that is the fix. but it will not be in place at

and lethal threat. it is not clear until after the fact what their true intent was but sometimes that is too late. >> what additional controls on the inside of the perimeter - would not be advisable? >> well, the more the better. by the secret service right now unfortunately is in a manpower crunch. they are having a real hard time keeping people in the organization. their attrition rate is higher than ever in the history of the secret service. people are leaving in record numbers through retirement and resignation. you know it takes a long time to train a uniform office or a secret service agent. it takes a long time to get the embedded prior to coming on board.a long time to train and a written voluntarily to get them up to speed to what they need to be able to do to work at the white house. i think a lot of the manpower issues have to do with numbers.

adamant about repealing and replacing the affordable care act not coming together on this? >> weed for years criticized pelosi for telling us we had to pass a plan to find out what was in it. now it seems we have done it a 180 and that they hear. this is way too important to get it wrong. there are two primary sticking points i think that the senator paul and it is myself included, against this current plan. so let's work. let's negotiate the plan and get really actually provides a better product with lower cost instead of just passing something to pass it. >> let's talk about sticking points. in case those of us following do not really know why it is a standstill. house republicans are literally in a standoff with conservatives. over the republican replacement bill. and they are pushing an amendment to the bill that would move up the date for freezing obamacare is medicare. the medicaid expansion rather two 2018 is that in 2020. leadership is worried that the change would actually driveway

concern in another issue. as far as sticking points. if the measure doesn't do enough to drive down healthcare costs, and that is a measure that republicans have been sticking to. we want to bring the cost down. we want the bill to repeal obama care essential health benefits which mandate healthcare services that plans must cover. a lot of people do not want to be mandated and told that you must sign up for this. and it must cover x, y and z. will this be less or more affordable if passed? because isn't the bottom line the dollar here? >> theoretically there's a lot of good stuff in the plan. these two sticking points are that are these worth this for conservatives? for me they are. but we want to pass something. i genuinely want to pass on standards do not think it needs to be done by way of an entitlement. i do think we can push cost down. i do think the plan is a step

in the right direction. but it is not as good as we can do and that is what the american people are entitled to expect.>> okay what about premiums? conservatives it saves the requirements of their proposing, taking points to be repealed. insurers could actually offer cheaper plans that cover less and save another gop bill could actually raise premiums. >> well, if you allow people to shop for what they actually want as opposed to mandating what they must have, then we would see no cost going down here to the current plan is you know the status quo is detached from reality. because i have maternity coverage right? i am not going to need that. and a number of other things that are mandated that people would choose not to pay for. when you make it so that your routine checkup is subsidized down to a $10 co-pay, then you realize that everything is going to cost more because you are offsetting the cost of more services to a broader pool. so yes, i mean all legitimate points. >> before let you go, pre-existing conditions.

>> this quickly came under fire from democrats in a number of states. and a minor victory for the administration yesterday when the judge that ruled against the band last month decided not to immediately apply his previous ruling to this latest executive order. now in washington state a group of americans with relatives who were have pending visa applications asked him to immediately shoot down the new version and he denied that request saying they would have to fight this new executive order separately. last month the white house appealed the decision but lost that appeal three to nothing and we saw the when a ban went into place everybody protesting at the airport. what a mess that was for the new demonstration. the ban was removed after that loss and the trumpet ministration quickly went back to work on this new version. this ban removes iraq from the list of countries with block visas living just six nations on the list. you see them there. the new van blocks all refugees from entering the united states
