promising to effect the nation and they're warning people to stay off the road. >> if people have the ability to work from home do so based on the early morning reports it seems people have taken that seriously. there's already significant snow falling in new york and connecticut and western mass and we fully expect it will be moving east with greater intensity. >> bill: can't say we didn't warn you, right and look who's up early. does the electricity work in that room at this hour? >> i didn't know it but it does. we have lots to report things are better, that's the bottom line. yesterday the national weather service was predicting two feet of snow in new york city and boston and a foot in philly and six inches in d.c. and we got

warm air from the atlantic onshore and until about an hour ago new york city was under a blizzard warning and predictions of high winds and two to four inches per hour for hours on end and this is the front of our building. radio city music hall and 48th street coming across and you see the plow guys working but not as bad as they were afraid it would be. here's snow totals and areas we're expecting in washington it should end soon but for the rest of the region it will be a while. let's start with washington. the government offices opening three hours late and it should be tapering in a couple hours. much the same in baltimore, three to six inches in the baltimore area, jersey shore six to twelve inches up and down the

jersey shore. new york city two feet. that will not happen, new yorkers. right now four inches officially in central park getting sleet for a few minutes and snow and then sleet again. it's nasty out there and should continue for five or six hours before it's over in central m k mark -- park and now it's less on the south shore of long island. no color soo four inches across most of the it in boston the national weather service predicting eight to twelve inches, amherst and springfield as much as 18 inches. the bottom line, the blizzard is nasty but the blizzard isn't going to happen. the weather's nasty but you see

it moving faster than they thought it would. new york out to be out of the woods in four or five hours, boston a different story but look over here, rob schmidt is in it union square at 14th street. rob, sleet, snow, what are you getting? >> this is so miserable. it's sleet right now but along with a 30 mile-an-hour wind gust and feels like you're getting stabbed by whatever's coming down at the moment and sleet and snow a little bit but the storm has changed enormously and you're getting sleet on top of it it's turning this stuff hard and it's also going to make a real mess on the roads. you can see the sidewalk. it's all going to turn to ice especially once it gets packed down by tires by people driving on it and the city is a little bit awake. it feels like 6:00 am on a

sunday morning instead of a tuesday. here's times square this is as busy as it typically gets. it's a ghost town. there's a few people straggling along. most the buddies i talked to aren't working, everybody's working from home. must be nice. it's a rough one. there's not nearly the snow we expected. it's not come down at the capacity we expected we were expecting two to four inches an hour and just dumping and we got that for 20 or 30 minutes and you can probably hear it off the mic when the wind gusts come along it nails you. i saw a guy down the block on 14th street which gets a nice tunnel of wind through it blew him over. not just wind but snow and sleet just a nasty day. if you don't have to be outside

don't. dozens of flight cancellations. the city is effectively shut down except for emergency service. stay indoors if you can and the east coast getting a rough one. >> that ice is a bigger problem than you might think because the ice gets on power lines and anybody in the suburbs knows that could be a very bad situation. look at flights. 2700 flights canceled in the new york city and 7700 in all up and down the united states. this is a live look here of leesburg, virginia. it's not the blizzard they were talking about if you look at 12 avenue of the america outside there's snow outside but not a lot of cabs and in new york city most everything is closed. we can't get the front of 1211 of the americas.

price not so fast. >> we disagree strenuously and we believe it will cover more individuals and give them more choices for the coverage they want for them and their family not the government forces them to buy. >> shannon: chief white house correspondent john roberts is live with more. good morning, john. how's it playing out? >> pool ryan is encouraged by the cbo numbers but the white house are attacking not only the numbers but the credibility of the congressional budget office and here's the reason why. let's break it down to three groups of numbers. first the number they like, $337 billion. that's the amount of money saved between the years 2017 and 2026 by getting rid of the subsidies with obamacare and replacing them with tax credits. this is the number the white house likes. here's the number they don't

like, 14 million and 24 million. the number of people the cbo will incredibly lose their insurance in 2018 because insurance going away and the number will grow to 24 million uninsured by 2026. the white house pushing back fiercely against the assumptions and here mick mulvaney from earlier this morning. >> we expected his to happen. the congressional budget office we know and talked about for weeks before the report came out doesn't do a very good job at counting coverage under proposed insurance plans. >> now, here's another number the white house doesn't like, 15% to 20%. that's the amount by which the cbo said single-person group will rise and premiums would decrease by 2020 because states then get money from insurance companies to cover people in high-risk groups.

the president yesterday in his cabinet meeting saying it could change substantially by the time it's approved by to the house. >> we're negotiating with everybody. it's a big fat beautiful negotiation and hopefully we'll come up with something terrific. >> the weather affecting the plans. the president was hoping to have members of the freedom caucus for bowling and friendly arm-twisting on health care because of the snow at the white house it will have to wait until later this week. >> shannon: that must be the most fun thing canceled in washington, d.c. now another story the wiretapping story. they're changing their position a little bit. >> the press secretary yesterday saying when the president initially set out his tweet about ten or eleven days ago the

words wiretapping were in quotes suggesting not just wiretapping. he doesn't think president obama put a tap on his phone but could refer to any one of a number of surveillance techniques and he sent out subsequent tweets where tap was not in quotes. we haven't yet heard from the president on exactly what he meant. he's been asked the question a number of times and continues to ignore the question every time it's asked. maybe we'll get an answer one of these days. >> shannon: doesn't mean you'll stop asking. thank you. >> bill: and dvr alert the president goes one-on-one with tucker carlson here on the fox news channel. it will be really interesting when tucker and the president meet. stay tuned for that. >> shannon: i'm guessing tucker may ask about the wiretapping. all right, welcoming up house

and third phase does. >> bill: if it were able to pass today why not put it to a vote and do it and get it over with? >> because we go through regular order and both committee and then a budget committee and then rules committee and then bring it to the floor. because we don't want to play any games. we want to do exactly as the structure says we're supposed to and that's what we're doing. >> bill: so we are debating the cbo report from yesterday. newt gingrich said this last night with martha whether or not the cbo is onto something. >> they should abolish the congressional budget office. it's corrupt and dishonest and wrong on obamacare and don't trust a word they've published and don't believe them. >> bill: do you believe them? trust them? >> i go through the cbo and know when they're doing further projections and about people's reaction.

they're good on numbers of dollars but when they have to guess how people would react to it that's a very difficult thing to do. so let's look at what they say about dollars. premiums will go down 10% and save more than $800 billion in taxes and you're seeing small business confidence rise today and you'll lower the deficit by $300 billion. that's without looking at phase two and phase three. look, yes, we repeal the individual mandate so are people having insurance right now because they're forced to and don't want to have it? yes. can we sustain the current projection no because the exchanges have collapsed one third of counties only have one option and then have you medicaid which in ten years is going to cost $1 trillion. that's equal to the amount we use on discretionary spend from the military to agriculture to every department in government. >> bill: let me try to squeeze in two more things. tom cotton said the three-phase

thing is a myth. >> it's not a myth at all. we have to go through reconciliation. if we wanted to just repeal and get 60 votes and wait for eight democrats to join us that bill would look a lot like obamacare. this is obamacare gone and we repeal the taxes and make a system that works and lowers premiums. that's what the cbo says. >> bill: the argument paul ryan and others are making is that fewer people have insurance because fewer people are forced to buy insurance. is that a tough argument to sell? >> no, it's not. in the constitution does it say you have to have insurance in america? no. but what we do is today people have insurance that have deductibles up to $5,000. the premiums have continued to rise. they have spent money because they're forced to because they'll be penalized by the irs and then they can't use it because they can't afford to out

so the president is talking about making cuts and the secret is people don't want to save because they'll get less in their budget and people don't quantity to crackdown -- don't want to crackdown. >> the president is a businessman and when a new ceo takes over a common it's common to turn to departments and say instantly i want you to cut 10%. manager know this and know where the waste is and has been and not that they're bad people and didn't want to cut it before but like you said if you give up room in your budget you don't get that back. so he's saying i'm forcing everyone to cut 10%. the good news is that when you expand again you know exactly where you want to hire and what the needs are. you spend the money the second time around on technology instead of redundancy so it's healthy. i know it makes people nervous

president and new elections coming in may. it's a dangerous time and -- >> bill: and you've had previous administrations trying to push china to do something similar with little to no effect. do you believe president trump will have greater influence or does he meet the same wall? >> i think with respect to north korea the united states for 25 years has pursued a misguided policy of trying to get china to pressure north korea to make an agreement with us for tangible economic benefits and 25 years of diplomacy have brought us to the point of north korea is very close to hitting targets in the united states with nuclear weapons. i think we need a different strategy. i don't think that's produced a result and year 26 of diplomacy won't work either and i think we need to press we need to see reunification in the peninsula. >> bill: what about the currency

wednesday in hawaii and judge james robart said there'll be no hearing but ordered the white house lawyers to respond by 4:00 this afternoon to washington's lawsuit so it's possible washington ties hawaii by also getting to court on wednesday nothing new on the motion for the injunction to stay in effect and economic damages look more impressive in filing the washington suit writing travellers from the middle east spent $96 million in washington and more than $9 million in state and local tax and california received 200,000 visits for spending $206 million generating over $49 million in tax revenue. that's one advantage to having multiple states sign on and they get to share the cost of litigation which is rising by the day. shannon. >> shannon: what the expected

two to four in new york city and another six to eight in boston and ten to 16 in the albany weather. adam is in the extreme weather center. why the turn, what happened? >> the systems are driven by upper level winds and when you're talking about such a large system in such a large area just a couple miles can make a big difference. originally the track would be further out to sea. instead of lining out off the coast it's ended up lining up and again it just takes a couple miles but it's lined up along the coast and you see rain and snow and freezing rain and rain and snow and we've seen sleet in new york. areas that would have been pure snow and maybe piled up quicker the warmer air shifted a couple miles and really it's true because you don't have to go much further north to see heavy snowfalls as we're still looking at blizzard warnings to the north of new york city and
