million people. gives them a tax credit, greater choice. one of the issues i have with the models, they're static. they talk about this piece, this prong only. i think when you look at the subsidy and the cost of a current plan right now without looking at prong 2 and 3 and how those will drive down costs, then it's not a fair analysis of where the plan is going. there's no question that right now there's -- you know, i detailed this to jim. we have a system that mandates that people buy health insurance under penalty of law. it's not working. so the question is, what can we do instead and what can we replace it with that gives people greater choice and lower costs. some people will always choose to not purchase something. we live in a country of 320 million people. at some point, you can't force a product or good down people on a free society. if you can give them a quality

product that serves their needs that they have at the time at a price that they can afford, there's a greater likelihood in every economic model that suggests that that will work. i think it's frankly economics 101 and basic common sense that dictate the more competition and the more choice we institute in this system, the greater likelihood of more and more americans of getting healthcare is something that is easy. john? >> thanks, sean. i want do ask you about the american healthcare act. i want to see if you have an answer to a question that i asked you yesterday and whether or not there are repercussions of the violation of the five-year logging ban. >> i do owe you an explanation on that. i'll check back. >> and on the american healthcare act, you used language similar to language paul ryan used about why republicans should support this legislation. you talked about this binary choice. it's either this particular

legislation or it's obamacare. you have republicans in control of the house and the senate, you have president trump in the white house. why do they have to vote on this particular bill? why can't they negotiate that, for example, the freedom caucus thinks is a better piece of legislation? >> to get back to a question that major asked. whatever it is, it has to get back to 218 votes. you need 218 votes. in the case of the senate, 50 votes. that's your floor. you have to get enough members coalescing around key principles to get you to that floor. you can go as high as 435 in terms of a ceiling. i'm not sure we'll hit that. but you know, the floor is what will coalesce the greatest numbers of members around a bill to get you to 218. so we will continue to work with them, provide ideas and input.

regardless of what caucus or faction you're a part of, if you have an idea that can enhance this bill and make it more patient centric and achieve the goals, we're for it. that's a process. speaker ryan has been talking about this since 2010. a lot of ideas, a lot of debate and issues put forward to have to craft this. so this has been in the works for seven plus years in terms of getting members at least in the republican conference to coalesce around principles and ideas and solutions to make this a more patients centric thing. franchesca? >> two clarifications. it sounded like you were telling mike to ask paul ryan about face phases two and three. the president and secretary price would be in charge of. when would you see a list of those from the white house? >> i'll ask secretary price. i know he mentioned to folks,

th that we'll follow up on that. >> and you said the white house is confident you'll get to 60 votes. is the white house confident about that? >> yes. >> and the final thing is also on healthcare as well. yesterday secretary price say he wasn't saying to disregard the cbo completely. that sounds like what the administration is arguing and what you're arguing as well. you said that the cbo arguments are consistently wrong and you question the credibility. >> no, just to be clear. cbo is a budget office. they look at impacted on the federal budget. that's why they're created and that's what they do. to look at them in terms of their budget numbers is one thing. that's their job. i think on the aspect of budget

impact, it talks about how well we see a 25% increase in premiums this year under obamacare and the individual market, it markedly shows that under the current american healthcare act, there will be a 10% decline in premiums. where the cbo has gotten it wrong and it's not a question of what we characterize it, it's a fact, the cbo when they tried to project people and coverage was over 50% wrong the last time. the point that i think we're trying to make is when you look at their record and you say the last time they did this, they were off by more than 50%. they projected 24 million people would be covered by obamacare and the exchanges in 2016. that number was initially 10.4 and it's dropping. so the question that you have to ask yourself, if you're using that as a gauge to determine your vote, you need to question whether or not they do counting people like they do counting numbers. i think on the budget thing, that's what their wheelhouse is for. that's what they do, they look

at budgetary impact on things. when they have come to counting people, they have been wrong. vastly so. it's important for people to understand the context in which those numbers are given to you. i think that's something that i want to make sure. jordan? >> i asked yesterday about the president's response to steve king. do you have anything on that? >> i think the president believes that this is not a point of view that he shares. he believes he's the president for all americans. so i'll leave it at that. jim? >> reports surfaced friday that the president will support primary challengers to conservative lawmakers that don't support the final version of the healthcare act. can you confirm that report and if it's true, can you offer us insight into what the president is looking for in congressional candidates in 2018? >> i'm not -- i don't have anything for you on that. veronica?

>> sean. two questions. the first one, does the president believe he was surveilled through microwave and televisions? >> i'm not going -- i'll say the president has tweeted about this. he's clear that he believes there was surveillance that was conducted in the 2016 election. i'm going to wait for the conclusion of that. there's sound evidence that it's been -- that microwave is not a sound way of surveying someone and that's been cleaned up. it was made in gest. we can put that to rest. >> newt gingrich said the cob should be abolished. those are harsh words against aspects of the cob. would the president agree? >> cbo. i got it wrong with you. we're even. but that's -- speaker gingrich, that's -- i'll let him comment on the cbo with the establishment and the budget act of 1974. it's up to members to decide whether or not they want to go

through this. we have omb, they have cbo. i'm not going to get in the business of telling the house who their scorekeeper should be. >> can you stand here today and say the president will keep his promise of insurance for everybody? >> i think the president's goal is to make insurance available to everybody yes. that's what he intends to do. that is the goal of this, to make sure that every american has the choice and a plan that they can afford and that they have the choice to buy. that's not what they have now. so -- >> sean, thanks very much. i wonder if the white house has a view on the reports that -- from bloomberg that jared kushner's family spend half a billion dollar with a corporation linked to the chinese government or has been linked to the chinese government in the past? >> i'd refer you to the kushner companies to talk about their

entity. jared went through extraordinary length to make sure that -- although he's not taking a salary here, that he was an employee ant went through extraordinary lengths to make sure that he deconflicted himself. >> and how about jared and mar-a-largo? >> i'm sure he's involved in a lot of stuff. i don't know who is involved in that visit. >> sean, you did just say the president stands by making sure that insurance can be afforded by everyone. what is your response to the cbo's estimate for someone 64 years old, making $26,000 that right now under current law, they would shell out $1,700 in a premium. in this exchange, the premium would go to $1,700 to $14,700. what is the message to a

64-year-old ten years from now -- >> i don't think that that analysis takes into consideration the choice that they. have part of the problem right now, steve, is that a 54-year-old doesn't need certain things. they don't need maternity care. they don't need certain medical services that are being provided to them by this government product that have being forced down them right now. so number 1, you have a product that is being served up too older americans, middle-aged americans or younger americaned that doesn't fit where they are in life and the services that they need. so number 1, having more choice and the ability to tailor a plan to the needs that an individual has depending on their stage of life, whether it's an individual or family, number 1. number 2, that they don't have any competition. so when you combine both of those things together, i think that number goes way down. then the third is that they can have whatever subsidy they want now. on the exchange in many cases, again, they're getting a subsidy to a plan that has a high deductible so that they have a

card, but not care. that's again not an apples to apples way to examine the current plan. that is where this really comes down to. >> is the message wait until phases two and three come in and -- >> it's not just wait. you have to look at the totality of what we're doing, to understand how this is going to impact the plan. right now in the scenario that you're giving, a 54-year-old doesn't have choice, buying a plan that they don't want or need in it for the most part. as a subsidy it's probably not giving them the ability to see the doctors they need to because their deductible is off the chart. that's one thing missing in a lot of these discussions. you can have a premium per month. if your deductible is sky rocketing, then again, you might get an appointment but you're not getting care. sharon? >> cheryl. >> cheryl.

immigration in the past. there's an entire comprehensive process being looked at in terms of how we're preventing legal immigration and illegal immigration, whether it's h 1 bs. there's an entire look being taken with respect to the visa program and we will probably have more for you as we get through this system. thank you guys very much. we're headed off to detroit and nashville tomorrow. if you're not on the trip, we look forward -- i hope everybody wears green thursday and friday. we have a double shot at it this year because of the visit. thank you. stay safe on the roads. >> shepard: sean spicer wrapping up the daily briefing. the headline today, the healthcare bill may be about to change. it's divided the republican party. for those on the right, it cost too much. the new bill doesn't do enough to get the budget deficit down. so the freedom caucus argues it's obamacare by another name. for others, too many people will

be left with no coverage after the president promised there would be healthcare for everyone. even though he admitted it was not a very republican thing to say, as he put it. now our capitol hill team reports there's news. there's about to be a big meeting. amendments to the bill may be in the works. president trump, the house speaker, paul ryan and kevin mccarthy are scheduled for a phone conference less than an hour from now. they need a way to unite the party because democrats are in lock step against this bill. the president says he's proud of it, but the congressional budget office brought bad news. its report found 14 million americans would lose their health insurance after a year. after ten years, 24 million. but the replacement healthcare bill would caught down on the deficit by $337 billion over ten years according to that same cbo report and that is after hundreds of billions in tax cuts, much of it for wealthier americans.

the white house office of management and budget director mick mulvaney spoke about this on fox and friends this morning. he argued that the cbo has been wrong before on healthcare. >> three years ago when obamacare was in full swing, 2013, the congressional budget office estimated that by this year, just three years later back then, by this year, there would be about 24 million people on the exchanges. there's less than half of that. >> there's a lot of reasons for that. the ohio republican congressman jim jordan, who is a member of the house freedom caucus criticized the bill, not the report. >> this bill doesn't unite republicans. this doesn't bring down the cost of premiums. so that's what we're focused on, bringing back affordable insurance for working class and middle class families. this bill doesn't accomplish that. we want to make sure it does. >> shepard: republicans are not united. republicans have to get freedom caucus and other conservatives on board in the house or this bill will never make it to the senate. the reason is math. even if it does make to it the

senate, the gop has a very slim majority there. more than two defections would mean defeat. the president's agenda is at stake here. so for the healthcare bill, change as peer to be in the works right now. john roberts is live inside the briefing where they just wrapped up. what do we know about this and the changes that may be coming, john? >> shep, they haven't said much now about what will go on with the american healthcare act. obviously a lot that is still in the works. the president talking with paul ryan, kevin mccarthy in the next hour. senator ted cruz is coming over to work with the senior white house staff. they're trying to hammer together something that can get through the house and can satisfy enough members of the freedom caucus that it can actually pass. sean spicer today said repeatedly he thinks the cbo numbers are wrong, particularly the point of 14 million people being without healthcare immediately when this goes into

effect. how could there be 14 million people without healthcare when only 9 million have signed up for obamacare on the exchanges? when given the opportunity for buy healthcare for a good value, why wouldn't they do that? >> they don't have insurance. i mentioned this before. having a card and having coverage, that when you walk into a doctor's office has a deductible, 15, $12,000 a year isn't coverage. that's a card. >> so spicer is saying for a lot of americans, they don't have the choice. they've got healthcare coverage, but they don't have in a sense healthcare. shep, their premiums are so high, they can't afford to pay them. or maybe their deductibles are so high they can't afford to go to a doctor. sometimes they roll into a hospital and that costs everybody money. the president yesterday when he was meeting with his cabinet said this is going to be one big

beautiful negotiation which suggests, shep, there could be big changes coming down the pike. >> and the media is coming in 40 minutes now. what else did the white house say? this is just phase one of the change. there's two more coming that we know nothing about. what have they said? >> yeah, that's a point that i made to sean spicer as well. they keep criticizing the scored that the cbo came out with. he said they didn't take into account phases two and three. we don't flow what is in those phases. phase two is supposed to be regulatory. buying insurance across state lines. phase three could be helping to lower the cost of prescription drugs. we don't know what is in those. sean spicer keeps telling people in the white house, telling americans, don't worry. this is a three-phase plan. don't worry about phase one. the cbo hasn't taken into account what is in phase two and three. they're saying trust us. we have this handled, though we only know for sure what is in

bring republicans on the right and left together on the healthcare. how can you cut costs and up the number of people that get coverage at the same time? let's bring in tom bevin. he's from real clear politics. the republicans have an issue here. can you help explain it? >> well, they're in a political pickle. they have a big problem, the big sticking point with the cbo, the coverage issue. the loss of coverage. you heard sean spicer try the address repeatedly in the press conference. the cbo says 14 million will lose coverage next year. 24 million by 2026. so that is a p.r. problem for republicans, especially when trump has promised to make healthcare affordable and acceptable to all. in order to mitigate that issue, they have to eat away at some of the savings. the other things that

conservative republicans like about this plan, the $337 billion in savings that will go to the deficit. so there's not a lot of wiggle room where they can make conservatives happy without alien netting others. >> shepard: there's a few things they could do. not everybody would be happy about it. they save about $900 billion with the new plan. but they aid in about $650 billion in tax cuts, largely for wealthier americans. they could eliminate some of those tax cuts. >> that would eat away at the deficit -- the savings in this bill. that would upset conservatives. it would perhaps mitigate the coverage issue, but it will eat away at one of the things that conservatives like. you mentioned earlier that paul ryan has an issue just getting 218 in the house with the freedom caucus being -- members of the freedom caucus being opposed to this bill. i don't know if they can get there. this is really going to be --

this is high stakes poker among republicans right now. it's going to be interesting to see whether they can come to some agreement. there's a lot of political capitol on the don't do this, going to hurt republicans, certainly going to hurt the white house. >> shepard: the president has made promises here. part of what the white house has said from the very beginning is, this is a president that is keeping his promises. look what we're doing. when we look at this, the president said there will be healthcare for everyone. i promise you that. he went on to say that's not a very republican thing to say, but we're going to pay for it. we're going to pay for this in washington. now he's running against people in his own party that are like we don't want to lay out this money. we want the budget deficit to come down. so the promises and the constituents are in contrast. you can't have both. somebody has to give. i wonder who it will be? >> exactly. that is the point. every republican in the house,

every republican in the senate including this president in the white house ran on repealing or replacing obamacare. that's the one thing they have in common, right? sean spicer made this candidate moment when he said, this is it, guys. speaking to republicans. if you want to repeal obamacare, this is the only way to do it. it's the only vehicle that we have to do it. so i think it's going to come down to a lot of arm twisting, a lot of bullying particularly among president trump who has a lot of juice in the districts where the caucus resides. he says i may campaign against you in 2018 if you don't make the right decision. anybody that crosses trump got a shot across the bow. that's what they'll see in the negotiations. >> shepard: republicans won mid-terms in long numbers saying obamacare must be repealed and must be replaced. come to 2016, everyone campaigned for it on the

campaign trail, from the president all the way down to congressional leaders and the youngest congressman out there. all that time, they never came up with a way to unite anyone. it was all words and no action. that seems stunning that for six years you can run on something and have no plan. >> right. that is -- in retrospect looking back, there was consensus about repealing obamacare and everybody was unified on that. but in seven years they never came up with the same sheet of music about repealing and replacing. that came into the equation late. there was never an agreement on. you've seen the conservative republicans say let's just pass the bill last year, the repeal bill that everybody voted for and we'll move on after that. now you have folks in the republican party saying look, we can't do that unless we have something to replace it with. this is the only way to do it. you're on board or you're standing for the status quo. that's probably right now the best argument that the white house and republican leaders in congress have going for them.

the weather alert and blizzard that has walloped the northeast. it hit exactly as the national weather service predicted, just not exactly where it predicted. in the big cities, turned out to be something of a bust. inland, folks are feeling the brunt. and along the coast, they're looking for major flooding. on the wall, i want to show you a radar loop. the forecasters were saying to expect a monster and calmed two feet of snow. expected for new york and beantown. a foot in philly. the storm took a turn to the west. they thought it would ride out here so we wouldn't get as much warm air from the atlantic. instead, hugged the coast. so all the warm atlantic air came over the big cities along the coast and that brought more sleet and freezing rain. not nearly as much snow as they thought. inland, it's getting it and bad. two feet of snow once you get inland from the big cities.

here's a look at how much of it is still to fall. outside our studios, we with see the poconos still with another 1/2 foot to foot. albany with more. it's almost over here in new york. they have a few more hours in boston, it's warmer there they thought it would be. 4-6 inches an four hours of sleet and freezing rain here in new york. north and west of the city, two feet of snow. in some parts:0 new england where the storm has juice left, this is milford, connecticut along the i-95 coast, 65 miles from manhattan. you can see the waves crashing along the coast. in boston, 8-12 inches. west of there and inland, up to two feet. of course, it's not just about how much snow is piling up. the snow has been a headache for tens of thousands of people that need power. hard to stay warm today, this is the mid -- medford area.

been activated to help out with traffic control and welfare checks. the governor told us an interesting story, shepard. national guard troops help the state police to escort a wave of snowplows and an ambulance that was carrying a 23-month-old boy that needed a heart transplant. wanted to make sure he could get from one hospital to the other. the national guard troops escorted that ambulance to get the boy to the hospital where he's undergoing surgery today. the big warning from the governor and others, stay off the roads if you can. shepard, a 16-year-old girl was killed when she hit a tree in new hampshire this morning. lost control of her car. the roads will remain icy and will nor days ahead. >> shepard: not supposed to get aabove freezing in many areas. officials at the justice department say they need more time to back up president trump's claim about election season wiretapping. trump tower wiretapping.
