administration is in dealmaking mode. resident trump is the closer in chief as paul ryan alluded to yesterday. today, mike pence was the one making the most vocal pitch. mike pence hosted a listening session with a group of small business owners in jacksonville florida. he told them if they want to get rid of obamacare they need to pressure their representatives to replace it with the republican alternative, the american healthcare act. >> be clear on this. this will be a battle in washington d.c. obamacare defenders are working hard, so we have to work harder. we are counting on florida. we need every republican in florida to support this bill and support the president's plan to repeal and replace obamacare. reporter: the vice president said president trump is behind the dough 1000%, but he also

said president trump is open to negotiating. here you have the author, the president, the author of the president of the deal -- making that offer. >> we heard he was making some concessions. what were they and how are they received. reporter: he endorsed two big changes to medicaid that conservatives would like. members of a republican study committee. this is aimed at bringing more conservatives on board. today, for the first time since president trump agreed to tweak the bill, the vice president detailed those two big changes, and here they are. >> we are going to stop anymore and adding a burden to future generations. we will give states the option of block grants of medicaid to the states so states like

florida can innovate and design around the needs of this community, and we allow states like florida to include a work requirement for able-bodied adults ensuring that medicaid benefits are available for those who need them most. reporter: those are two changes that conservatives like and two changes that prompted republicans in the meeting to change their mind and now support this bill. laura: as they say, it's all about timing. when can we expect a vote kristin? reporter: the earliest would be thursday. that is the day everyone is circling. a vote could take place on that day. there was a funny moment on the house floor yesterday that gives you some insight in terms of what to expect. it was between kevin mccarthy and denny hoyer. it brings together two things everyone is talking about right

the justice department is filing a motion on the revised travel ban asking a federal judge in hawaii to clarify his restraining order, arguing that it shouldn't apply to the administration refugee policy. garrett is live in washington. what exactly is the justice department looking for clarification on. reporter: there are 11 sections of the travel ban. the most talked about section is the ban on six predominantly muslim countries. judge watson ruled the new order was likely unconstitutional because of president trump's comment about muslims on the campaign trail, such as this. >> donald j trump is calling for a total and complete shutdown of muslims entering the united states. we can't live like this. it's going to get worse and worse. you are going to have more world trade center's, it's going to get worse and worse, folks. we can be politically practice

or we can be stupid. >> they say comments like that are clear evidence he was targeting muslims with the travel ban. the white house plans to appeal the decision. in the meantime the justice department is trying to get parts of the order reinstated. late yesterday d.o.j. filed a motion arguing that the visa ban is the only part of the order that could be construed as possibly targeting muslims. he requested them to reconsider his decision and allow the other ten sections to remain in effect. those other sections include 120 day halt on the refugee program and lowering the cap on how many refugees the u.s. can bring in from 100,000 down to 50000. laura: another federal judge in maryland claimed a temporary hold on the travel ban. that seems to be where they are focusing their efforts. >> yes, yesterday the justice department said they plan to

file that restriction order to the fourth court of appeals. that is significant because it was the liberal ninth circuit court of appeals that ruled against the first travel ban. the fourth circuit is more conservative and they believe the administration stands a better chance at prevailing there rather than in the ninth circuit. it could still end up, if the , that would come after a precedent is set by the fourth circuit. keep in mind, these battles are over decisions by the federal judges to place temporary restriction on the travel ban being enforced. the much bigger legal fight will as a whole, is constitutional. laura: thank you so much. more to come on that. the world is morning one of the founding fathers of rock 'n ro roll. the one, the only, chuck berry.

laura: the death toll continues to rise in peru as intense rain, flooding and mudslide impacts more than half the nation. the floods have killed at least 72 people since the beginning of the year in what they call the most devastating weather the country has seen in decades. the capital city has been without water service since the beginning of the week. prices has risen sharply because of the cause of the flood. they captured this dramatic video of a woman pulling herself to safety. she escaped being pulled away by the flooding and debris. 800 cities have declared emergency and the armed forces have been deployed to help maintain order in peru and we
