he came out at 4:00 p.m. and suggested the president suggested we should pull. this they weren't going to get the votes. they were 16 short. pete: ryan spoke and president trump spoke democrats spoke. this was president trump yesterday in the oval office after they pulled the bill. >> we were very close. it was a very, very tight margin. we had no democrat support. we had no votes from the democrats. they weren't going to give us a single vote. so obamacare is exploding with no democrat support. i think the losers are nancy pelosi and chuck schumer because now they own obamacare. they own it 100 percent own it. and this is not a republican healthcare. this is not anything but a democrat healthcare. and they have obamacare for a little while longer until it ceases to exist, which it will at some point in the near future. and just remember, this is not our bill.

this is their bill. clayton: i think that's a weak argument. point the finger the a democrats here? you are in charge. you are in charge. republicans run congress. they run both branches. this was their bill. as tucker pointed out yesterday no one knew what was in the bill. it was a garbage bill to begin with. no one knew what was in it. even in the last few minutes no one knew what was in it and you didn't have republican support for this bill. to pass the buck to the democrats. democrats weren't called. they were sitting back on their hands. pete: they were never going to answer the call. they want to impeach this guy if they can let alone be a part of the good faith part of process. hillary clinton, bill clinton said it was a disaster. hillary clinton said she would tweak it on the campaign trail. no proposal to fix the disaster obamacare. clayton: yeah, but -- pete: difficult to explain why they didn't peace it on the day to pass it. abby: i don't think anyone is disagreeing with you on that one.

a lot of people are hurt by obamacare and they have been wanting it to change now for seven years. they have been promised if republicans were in charge this would change. and here was a real missed opportunity because the republicans do have control as you are saying, clayton u it started in the house. they had this ability to put this bill together. had you republicans on both sides of the aisle, the conservative he is and more moderates that could not come together on this. i think if anything, if americans weren't that upset before this, they should be friederikeen angry right now. theyer the ones that lose in this whole thing. not democrats, not republicans. the american people lose on this more man anyone else. clayton: it's a great point. our viewers are smart enough to know if you are going to pointed the finger at anyone this morning democrats who weren't called and involved in this process at all? or the guy in charge speaker of the house paul ryan. a lot of republicans calling for him to be ousted. he said this yesterday, we deserve a pat on the back. >> we came really close today, but we came up shoirt. i'm really proud of the bill that we produced. it would make a dramatic

understood what was in it. clayton: great point and asking the president to go out -- this is how the president was sold this, which is you are going to sit back, mr. president. we have got this. we have consensus. you will come in and close the art of the deal. go out to a couple different cities and sell it. then the president goes out to these cities. abby: impossible task. clayton: 60 to 54-year-olds the most hurt by this bill. didn't have any consensus. falls solely inside the chambers. pete: seven years and give me this crappy bill. misrepresent what's going on on capitol hill. call me at the white house help me save this bill. as a deal maker i roll up the sleeves and do the best confidential informant there is a point president trump said i don't really like this bill either. that's why he called the vote for friday. let's getter done if we are not going to i don't want to be saddled by this by speaker ryan. abby: the swamp is a lot swampier than i thought it even was.

pulled 716 billion from their medicare and seniors are figuring out the solution is we will hurt our older folk as little more but don't worry. you guys have been dead on about what you have been been talking about. but, let me tell you, this bill they were bringing before us was based on a lifetime achievement i don't know where the lie came from. i don't know if someone in our leadership created the lie. that may be quite possible that somebody lied to them and they just accepted it. abby: what's the lie? inch listen though, the lie was. this we can't do what you guys want to do because the lateral men tarren won't allow us to do it. we can't check with the parliamentarian until we pass the bill in the house and send it to the senate. the parliamentarian never rules. that's a lie. be a this goes well above a lot of the people's lives. >> they told the president that, too. they told the president that, too. clayton: the irony here is that democrats and republicans

that break not only protocol but break the law. clayton: that's what bob woodward had said yesterday. americans caught incidentally in these surveillance schemes, their names have to be protected. they have to be masked. >> exactly. clayton: why would were they unmasked. this is what bob woodward said yesterday. i want to get your comments. >> the idea that there was intelligence failure here is really thin. it's, again, down the middle. it's not what trump said, but this could be criminal on the part of people who decided oh, let's name these people. under the rules that name is supposed to be blanked out. and so have you got a real serious problem, potentially, of people in the obama administration passing around this highly classified gossip. clayton: gossip out there, colonel.

what do you make of this? >> clearly they were after gossip because it's political. this has no intelligence value. let me be clear on this, i have run these sorts of operations before. i have had to go to the white house and brief on this sort of operation. and you instantly, and let me be clear on this for your audience. you instantly bend information relating to u.s. persons. it used to take us time, like minutes. now it can be done instantly. i mean the moment it hits so there is absolutely no technical reason. so what i have been saying is this incidental, it's incidental on purpose. they knew what they were going for. therefore, what mr. woodward was just say something absolutely correct. i believe they is much worse than watergate by order of magnitude by the fact that you had people both in the intelligence community who were political appointees and i would argue mr. trump's battle against the intelligence community wasn't against the community it's about the political appointees running the intelligence community clearly now the evidence is they abused their authority and used it for political purposes.

claims she was raped and sodomized in a bathroom at her high school. that's the focus. abby: unbelievable. some maryland lawmakers are still pushing for sanctuary state status. pete: our own griff jenkins got a chance to speak with the maryland governor. he joins us now. abby: good morning, griff. >> good morning, guys. the governor also want to ignore this issue. let me back up for one second just days after this horrific incident happened. the maryland house of dels passed a bill making maryland a sanctuary state. it's only the first step because it still has to be voted by the senate and then the governor would have to sign it. well, governor hogan said he would veto it that sanctuary state. you know, a lot of people don't know exactly what that means. just for clarity for our viewers, that means it would bar local and state officials from assisting federal immigration officials with cases just like this. so, when the governor refused our request all week long, we decided to show up at a press conference and take it right

to them. >> what assurances can you give parents who are worried today that their child could be assaulted, as we saw in rocksville, allegedly, by a criminal illegal alien here? >> i'm not sure i can give assurances that a crime would never happen in our state. we are working very hard to get to the bottom of this one and find out how it was allowed to happen. as you know, there is also a bill here in the legislature which i threatened to veto which would make maryland a sanctuary state and prohibit our local and state law enforcement or interfere with their ability to cooperate with federal law enforcement, which i'm absolutely opposed to. first will be to get to the bottom of this particular case. second will be to stop this sanctuary bill from passing. three, we are going to try to make the montgomery county school system a little more accountable. >> now, in fairness, the governor is a lone duck there in maryland because it's a heavily democratic and

weeks later, credited to my incredible medical staff at at walter reed, those wearing the uniform and serve every single day. pete: i read the citation. you made the split second decision to jump in front of a grenade to save a fellow marine. was that instinct or what makes a man do that? >> i don't recommend it but -- you know, the marine corps is just and our military as a whole is so incredible and amazing. they instill into us to look out for each other and to truly care about each other. and put yourself behind others and others first. with that mentality from the moment we step on the yellow footprints of paris island for that to be drilled into us and for us to, you know, sweat, bleed and die beside each other is incredible and powerful thing. nic was my junior marine there on that roof. it was just him and myself.

and -- pete pete you say it's instinct, viewers out there like myself it's an extraordinary measure. you were pronounced dead at one point? >> yes, sir. pete: very much alive and fought through. you are a lance corporal in the marine corps serving your country. a few years later the president of the united states is putting a medal of honor on that you you very much deserve. how does that change your life? >> well, yeah, it was very surreal. but, you know, it's very bittersweet. i'm so appreciative for the platform it's given me to help others and connect with others and especially veterans and fellow service members. at the same time, it's a very, very difficult and heavy medal to wear. a lot of people, you know, see the introduce, seat pictures, seat social media stuff. i'm very appreciative for all the support and love. also, i'm wearing this medal and i have been given this

they had 200. they needed 216, that's why you just saw that clip of president trump after that in the oval office saying putting the blame on democrats really saying this is your fault. the bill we have now for the remaining future is obamacare and people are going to continue to hurt because of that. here is what he says. >> we were very close. it was a very, very tight margin. we had no democrat support. we had no votes from the democrats. they weren't going to give us a single vote. so obamacare is exploding with no democrat support. i think the losers are nancy pelosi and chuck schumer because now they own obamacare. 100 percent own it. this is not a republican healthcare. this is not anything but a democrat healthcare and they have obamacare for a little while longer until it ceases to exist, which it will. at some point in the near future. just remember this ♪ our bill this is their bill.

office he said that he would be willing now to work with democrats on a healthcare bill moving forward. clayton: if i can't work with republicans i will work with democrats to fix this bill. that is sort of a stick. abby: he has written about this in his book "the art of the deal" here is part of what he wrote in that book i never get attached to one bill or one approach. for starters i keep balls in the air. most deals fall out no matter how promising they seem at first. anything can happen. best laid plans even if it means alienating along the way. things usually work out for the best in the end. pete: this guy has tricks up his sleeve. not concerned about who he is working with. he wants to get a dissolutions. the democrats are going to own this more and more and more. say what you want about speaker ryan's lack to be build a coalition obamacare is the law of the land. failing.

choices are going down and premiums rising. we can't live with this disaster. clayton: it's a shame republicans aren't in charge of every branch of government right now so get some things done and actually come together. abby: no two ways about that. republicans this is their opportunity. promised for seven years. missed opportunity. wake-up call too for president trump. clayton: here is what i'm scared about is tax reform. that's where they need to go next and maybe a lot of critics saying this morning maybe that's where they should have started can they get something on tax reform. abby: i think he will have still a lot of leverage. people are asking how much political capital did they waste over this bill. i actually think he is going to be in a good position. you compared this to 8 years ago when president obama passed healthcare down straight partisan lines sending a message clearly in the beginning i'm not willing to work with congress if you don't agree to work with me. this is a sign president trump is willing to come to the middle. is he wanting to compromise and follow through on the promises he made to this country.

following all week long. the story of a rockville maryland high school student. one of many brutal cases involving illegal immigrant. pete: in new york this week an immigrant from el salvador allegedly stabbed two women and stabbed a 2-year-old. all of this after he was deported four times. abby: joining us now with more on this and other cases. former nypd detective bo dietl who is, of course, now running for new york city mayor. bo, good to have you here. >> good to be here. abby: under terrible circumstances we can't get to the real details of what happened in this particular case it is horrendous and sickening. the reality is these things are happening not just in maryland but elsewhere. >> in new york city, in rikers island ms-13. 80,000 central americans from el salvador, honduras what they do have the gangs that original nafted in the 1980s in los angeles. now it's spread around the whole western hemisphere. they are very identifiable

with their tattooing marks on them and all that now, what we have is an influx where they are bent on doing human trafficking, murders for hire, robberies, drug dealings, and all that now we are getting them. and then the issue comes up about illegal people in the united states. look, i'm not sitting here saying i want to deport illegals from new york city or the united states. i want to deport. and if you can't deport them. this guy was deported four times on long island. and he cam back each time. well, if you come back the second time, we have got to build more grals and put them in jail. by deporting them they come right back. what are we doing? also, these gangs are so vicious and people don't know. they don't make the headlines because our liberal headlines and liberal newspapers, don't hear about this thing on long island. this is one of the most horrific crimes that i have ever heard of. pete: why would mayor de blasio not be proactive in getting rid of these easily identifiable via length criminals here illegally. >> because he wants to continual and there is the liberal aspect of this government in the united

to their constituents. they have to say alternative now is obamacare. that's going to be the law of the land for the foreseeable future. we weren't able to come together and figure out a bill that was better that works. >> first, when they go home, i hope that the people who supported them show up at town hall meetings and let them know how disappointed that they are. secondly, they promised to repeal and replace. they didn't say how, which was one of the excuses that was used by. so republicans. you have to work the how within the legislative constraints and that was the bill that they came up with. i support the bill as a great start. the republicans blew it. now, i agree, let's move on and see whether or not they can accomplish something behind closed doors from this point forward.ng on means tax reform. that's that seems where the president and a lot of people said should have gone first instead of trying to do healthcare first. the president said interestingly what he said in

the oval office, i can't work with republicans maybe i can start working with democrats to get some things done. that's got to sting republicans. do you think the president actually means that and will democrats come on board for fax reform package? >> i think he's got a better chance of getting some democrats coming on board for a tax reform package because, here again, it effects everybody. and i also happen to believe that the president is right. some democrats may come on board and i believe that he may be able to get enough support on tax reform more so on repealing obamacare. and here's why. no democrats wanted to talk to the republicans or talk to the president about this republican plan. none. so, when people say democrats didn't get talked to, i'm sorry, they did. they didn't want to. maxine watters, who you have featured some of her tweets, she said she didn't want to be in the same room with the president. she said she didn't want to

president. he has really been fantastic. still, we have got to do better and we will. i absolutely believe that. pete: an interesting tone for a man who had just failed. what's your take? >> yeah. don't break your arm there patting yourself on the back because that's not covered by obamacare or by rhino care. i'm one of those people who have been harmed by obamacare. i know that this foe peal. fake peal wouldn't have made my situation any better. this is the problem that so many grassroots limited government conservatives have had with paul ryan. it does fall squarely on his shoulders. and that's not a surprise. because if you are measured by your actual results as opposed to your effort. he wants an a for effort. that's what that press conference was about. and that's pathetic. conservatives measure things by results. not by rhetoric. and if the question that these conservatives in the beltway

are supposed to ask every morning is, what did i actually do to limit the size and scope of government in americans' lives, he gets a big fat f. clayton: members of the freedom caucus felt lied to. you heard louie gohmert. he said we were told we had to roll this out in three phases in order to get more of the difficult phases done in the second and third fades. we could have got continue done in the first phase but we were lied to. how does he continue on as speaker? >> louie gohmert is such a trooper. a real patriot. somebody who stands that if you keep doing the same thing over and over again, you're not going to get different results. and there has been efforts to try and get rid of these establishment beltway figures who have paid lip service to limited government and then stabbed conservatives and the americans in the back every single time. maybe a new revolt against that so-called -- the leadership. failed leadership will finally work this time. and that has to come from

inside the house. abby: yeah. well, you have former speaker newt gingrich who was on last night. he compared it to president trump owning a business u and he said if this were to happen to one of his apartment complexes or a restaurant or a hotel, he said people would be fired from this. this is not what would go down under his leadership. is he waking up this morning trying to figure out how to move forward because on one end you have a republican party who clearly can't see eye to eye on how to move forward on healthcare. then have you democrats, as you saw yesterday, who is gleeful about this, who are sort of praising the fact this bill didn't pass yesterday. here is hillary rodham clinton. she tweeted this saying today was a victory for all americans, basically saying that the status quo as we know it in this country is a victory for the american people. how does president trump move forward? because if anything yesterday should have been a wake-up call to him that is ultimately going to come from his leadership if he wants to get anything done. not speaker ryan, not anybody else. >> well, he is talking to the wrong people and he alived himself with the wrong people.

looking back, of course, one of his greatest regrets is going to be having endorsed paul ryan for re-election. and instead of listening to the grassroots conservatives who have had a real repeal plan in place and knew what they were doing and committed to the palestinian principles og this thing with something that would make every american in a better place, instead of hastening the death spiral that obamacare did. pete: democrats may be gleeful, but they were gleeful through their resistance. they were never going to work with president trump no matter. what it seems that those on the left find an excuse to blame him for just about anything. we have to get your take on another topic this morning. one of the attorneys in this rockville maryland, rape case was asked by our own martha maccallum about the case and what had happened, the illegal immigrant alleged to have committed the crime there the attorney brought up an interesting excuse. take a listen. >> as criminal defense attorneys, usually we don't

so obamacare is exploding with no democrat support. i think the losers are nancy pelosi and chuck schumer because now they own obamacare. they own it. 100 percent own it. and this is not a republican healthcare. this is not anything but a democrat healthcare and they have obamacare for a little while longer until it ceases to exist. which it will at some point in the near future. and just remember, this is not our bill. this is their bill. clayton: geraldo rivera joins us. abby: geraldo joins us on the couch. this is something we have heard before from president trump with the art of deal. the book many people have read. he talks about it i never get attached to one deal. i keep a lot of balls in the air because most deals fall out no matter how promising they seem at first. yesterday had to have been a huge wake-up call for the president, right? >> well, i had a very curious reaction. my first reaction was disappointment that the bill failed but not in substance.

i was disappointed because my friend had failed in his first major legislative effort. you know, the bill itself, i was never crazy about it pete and i discussed it on the radio. i thought it was selfish, harsh, retroin many ways. and, yet, compromise where you get the conservative who feel people should be responsible for their own healthcare and liberal who thinks that single payer, everybody should be taken care of by the government. it's very hard to craft a compromise. and i thought that this was a reasonable compromise if you thought that the previous bill, the obamacare bill was too generous. this was a reasonable compromise, i was very annoyed with the freedom caucus for not backing their president. they are very good at opposing things. very good at raising their voices and being the party of no. but when it comes to actually passing something. pete: we had congressman louie gohmert earlier on the show this morning. he was no vote on this if it would have come to a vote. he said he felt lied to, the

freedom caucus felt lied to in that they were told we would have to roll out the more difficult phases of this at the third phase, second phase. what he said is we learned we could have actually done it all at once. we were lied to. listen to what he had to say. >> we were trying to get to yes. we were trying very hard. in fact, of the president said okay, we'll get there. we'll fix these things that you have asked for. we will do that and then ryan and the other guys come back and say you can't do that. the parliamentarian won't let these things happen. and they had never checked with the parliamentarian. we were trying to help this country and this was a bad bill. because we read it. we knew what was in it. too many people did not. clayton: congressman, can speaker ryan continue on as your leader? >> i don't know. we have to learn from this disastrous mistake. pete: so he and a lot of others are pointing right at speaker ryan. president trump as you heard is pointing at nancy pelosi and the democrats. who should would he be pointing to. >> he is full of bologna. i actually have no patience for these people anymore.

they stand for nothing but their own. pete: you say he is lying? >> louie gohmert is full of bologna. he didn't back his president. what is he for? could you cram craft a bill that provides any semblance of medicine to poor people that that man or any of his caucus would repeal. pete: seven years on repealing and replace. instead of putting a fully throated. speaker ryan watered it down. instead of putting in things going across state lines and bring competition and reduce price. that's what he is referring to. >> i feel very strongly that the freedom caucus would not have passed any healthcare bill whatsoever. if they -- if you said to them go ahead, here's a piece of paper and a pencil, you draw an national health insurance plan that you can support i want to see what's in that plan. the republican party now is dysfunctional.

that's their only plan. how is this a good plan? it's not a good plan. [talking at the same time] >> that's zero plan. what do you do 60 years old. got cancer, no insurance. how is that going to help you? pete: how is obamacare helping you. >> obamacare is giving you mammograms and. pete: mammograms for guys that don't need them and premiums that are skyrocketing hand no health coverage in certain states. failed law. >> you believe ideologically that everybody has he to take care of themselves. i understand that. i believe that this nation owe as shared responsibility to people who cannot take care of themselves. abby: can i jump in here? because let's bring it back to the american people, right? they are the ones in many cases that have been suffering. they have been telling us their stories for seven years now. many of them small business owners. just trying to get off the ground. they have been hurt many of them because of obamacare. yesterday we heard republicans upset that a vote didn't go through. democrats, they were celebrating, they were

majority whip deny barack obama any achievement whatsoever. the republicans have been the party of no for seven years. abby: obama also passed that law down partisan lines though, geraldo. >> you can forgive out democrats some gloating now. i want to go back to where we started. you read et excerpt from after the the deal. the art of the deal says if this doesn't work, i will try. this i urge, what a concept. president trump, a republican, working with the democrats and like-minded republicans to craft a bill that, rather than allowing obamacare to explode, or implode, crafts a better bill than that pete says has interstate trade, increases competition. you know, has some of these other issues that people can generally agree on to make a better bill. clayton: can democrats work with the president at all? pete: that's the heart of the question. these are folks that boycotted his inauguration who are resisting.

who say they should be impeached. clayton: back to the mitch mcconnell thing that you joust brought up. >> in part is it t. is as is the opposition to gorsuch the supreme court nominee. i think a lot of that has to do with merrick garland not getting a vote on whether he could be confirmed to the high court. i think that there is some real bitter partisan rancor right now. this is exactly the time where someone has innovative, as unfettered by tradition as donald trump, someone who is not -- who is a post ideological person, i believe, a person whose philosophy is to make, as abby says a deal. i think this is an ideal point where he becomes the grown-up in the room. he says steve bannon you show up. reince priebus you showed up. chuck, remember me from down the street here on 56th street, come on, what do you want? what can i do? what can we do? left's craft. this this bill is too generous here. abby: he is realizing, geraldo, how swampy d.c. actually is. >> that's true. abby: at the end of the day you have these lawmakers who

clayton: question this morning lone wolf on known wolf. when was someone who was on law enforcement's radar but not directly connected to any specific plot become the focus for investigators and one step further and how many known wolves are likely he would hiding in plain sight in the united states? joining me is terry territory sherry. terrorism division of the fbi. he led the unabomber negotiation. thank you for being on the show. >> thank you, clayton, good morning. clayton: this idea of the known wolf, it's certainly not new to you. it might be new to us. how are they different than the lone wolf? >> there is a could i

difference. in case the of the lone wolf. no one knows when they are going to strike. no one tells anyone. they live in a physical and psychological isolation. in the case of a nittany lion wolfknown wolf.these people have attention of law enforcement or maybe come to the friend or associate or roommate or something. and they then at some point in time after law enforcement leaves the picture go out and decide to commit a crime. and some sort of terror attack. and the key, i think here, for us to remember is that a couple things. law enforcement, the fbi certainly here works under guidelines. and a lot of these guidelines came out of the day of watergate back in the 70's. and you have a certain amount of time to do an investigation. and you can take it a certain -- to a certain point. and then have you to stop. if you haven't found anything other than ideology. and with these terrorists,

it's not just being motivated by ideology. it's also kind of that psychological point where they decide. clayton: something triggers them. >> that's the part that may not be there during an active investigation of them and during interviews of their friends. and so law enforcement has to walk away and then a year, maybe two years, maybe four years later, something happens. and everybody is saying how could you have missed this. today, that's compounded by volume. it's compounded by all kinds of other disturbing trends, such as sanctuary cities, the failure to deal with the immigration issue. clayton: right. >> and others. we really have our hands full. clayton: the anti-immigration league report on extremism 25 u.s. residents terror plots. 21 accused of being involved in plotting domestic attacks. americans sitting around thinking this morning that these kinds of things can happen like what unfolded in

london could happen here. at what point can law enforcement jump in? they are watching them. is there anything that could trigger them to jump in beyond them carrying out this horrific act? >> this is a real weakness, clayton, in our system. law enforcement and you see this time and again. the tsarnaev brothers in the boston marathon bombings. the situation with the prophet mohammed cartoon. those people, several attacks last year. people had come to the attention of law enforcement. there was an investigation. that snapshot in time produced nothing but perhaps ideology and that type of thing. they had to walk off and go ahead and worry about other things. because the volume is simply so great. and the guidelines restrict doing anything beyond what they did. this is a real weakness. clayton: unabomber experience, do you have any similarities with what we are facing with these lostles. we see a lot of similarities.

i will give you similarity in ideology that strikes out at me. this takes us a long way back. a few months ago or maybe it was last year, megyn kelly did an interview of bill ayers a very active terrorist in the 1960's and 1970s. he said something very interesting. he said you know i don't think we were ever tout kill people. out to give a message and destroy property. the same thing the euna bomber said. they all think alike. they all have the exact same goal in mind. that is to cause damage and to kill people because people are going to incidentally be killed by the kinds of things they do. nothing changes in their mind. we have to learn as much about them as we can in order to be a couple steps ahead of them. right now i don't think we know enough. and i don't think we are ahead of them right now. clayton: great to see you this morning former deputy assistant director of the fbi. we appreciate you joining us. >> thanks, clayton. clayton: you bet. nobody knows what's going through the president's head better than this man. former campaign manager corey lewandowski joins us next.

pete: president trump taking the healthcare defeat in stride vowing to continue pursuing strategies that will help the america people. clayton: what's going through the president's head this morning after a whirlwind friday? what will his next move being? his former campaign manager corey lewandowski joins us this morning. good to see you this morning. interesting piece in the "wall street journal" this morning about how the president can govern going forward it says he doesn't have a coalition right now. he needs to build a coalition. in order to get things done moving forward, tax reform,

and anything else he wants to do. do you agree with that? >> well, of course the president needs a coalition. he needs to work with his friends and leagues in washington to make sure that he is moving the legislation that he has promised on the campaign trail. but have you to remember something. the president did not come to washington as someone who is a creature of washington. and he is changing washington, d.c. from the inside now. which is something that people don't understand and what the president said about the healthcare legislation was he could have written the sloot salute perfect bill and not one democrat was going to support that bill. what we know is that it took barack obama until march of 2010 to get obamacare through congress. now just after seven years that that bill has been in place. this president is someone who wants to get things done. in the first 60 days he has already tried to get a repeal and replace done. look, it's going to happen. he has made a pledge on the campaign trail. he is going to hold that pledge. we have seen coming to fruition on washington, d.c. does that mean there is more work to do? of course there is.

he has pledged to do it and it will get done. abby: corey, so you know president trump better than many, many people. we saw more of a more calmed version of him yesterday. he didn't send out any angry tweets and message we played this morning. obviously he was upset about this bill but he even talked about reaching across the aisle when the democrats are willing to come to me, i want to negotiate. i want to get this bill done and get it right saying he wants to work with them. work with democrats. help us understand what's going on inside his mind this morning as is he trying to figure out how to move forward, how to get this right. >> the president always said he wants to make sure that the american people have healthcare and what he said on the campaign derail and continues ttrail andcontinues tt going to throw people out people who have preexisting people can't get coverage. that's not going to happen. if you are under 26 years old and want to stay on your parent's healthcare you should be able to do that. that's not a republican or democrat idea. that's an american idea. abby: that means he is never going to get members to the freedom caucus on board.

>> i don't agree with that look, i don't agree with that if the members of the freedom caucus and many of them are friends of mine want to throw people off because they have got preexisting conditions then shame on them. have you to take care of the american people. people under 26 years old need to stay on their parent's healthcare, they should be able to do that. that's not a republican or democrat idea. that's an idea for the american people. there are 10 u.s. senators up for re-election that are democrats in states that donald trump won in the last election cycle. do you know what that means? they are going to negotiate with the president. they are going to come because they want to get reelected. they are going to take care of the american people. there is nothing wrong with taking care of people. that's what the president said. that's what we're going to do. pete: people say they want to resist you and impeach you and not come on board for anything. it's hard to imagine democratic support here. could speaker ryan not have delivered better for his caucus? ultimately it was republican votes that fell short. he was believed he could deliver them and he did not. the president didn't name him by name in the oval office.

is there frustration by the inability of the speaker to deliver this? >> well, i don't want to just blame speaker ryan candidly. i think the entire house leadership and senate leadership were not on the same page when this bill was rolled out. what we saw is the house members were saying that if we pass certain components of this bill due to the arcane rules in the senate the senate wasn't going to be able to do that due to budget reconciliation issues. i said this very clearly. i think it was a mistake not being able to put healthcare when you can cross state lines in your initial bill. we heard this is in version three. i don't know what version three is. what i know is people should have the opportunity and the president has campaigned on this buy healthcare along state lines so there is more competition. i think that should have been part of the bill. i understand the senate parliamentarian would have said that is not relevant. i get all of that what i get. i think it would have helped because it creates more competition. have you to get the bill done. the roll-out probably could have been better and i don't blame any one person in

>> i have always liked. i would say we would probably start going very, very strongly for the big tax cuts and tax reform. that will be next. pete: that was president trump yesterday shifting his focus to another campaign promise. clayton: will republicans be able to come together and deliver on this pledge? let's ask stuart varney host of varney and company on the fox business network. if we had microphones during the commercial break. >> is he fired up. clayton: your contention is holy smokes we could go through the exact same thing again on tax reform that we just went through on health reform. >> i'm here to tell threw is a split in the republican party over tax reform. all republicans agree cut

taxes to individuals. cut taxes to corporations. there is no dispute. that's what everybody wants. the other part of tax reform, however, is a new tax. and it's called the border adjustment tax. you pay a tax on stuff that comes across the border. most -- not most. half of the republican party says we don't want that. the other half says okay, we need that to raise revenue. abby: you are saying the same thing could happen with taxes that we just saw play out yesterday on healthcare. that could be the end result? >> personally i cannot believe that the republican party will deliver another gross failure on top of the gross failure that it delivered yesterday. i can't imagine this. >> revenue at the heart of that right? you cut all of these taxes the individual rate, the corporate rate, where dots does the government get revenue in order to function? that's where that vat tax. >> eventually. but the border adjustment tax brings in revenue to make up for lost revenue from cutting

taxes to individuals and corporations. in other words, it would be revenue neutral. basically. >> a lot of republicans don't want it. but some republicans don't want that new tax and so many do. you have a very similar split on tax reform as you had with obamacare reform which is incredible. abby: what does he do? >> i don't know. i think he was surprised how swampy the swamp actually is in washington, d.c. today. how does he looks forward differently to get it passed? >> you lay down the lawed to the republican party and you say do not do that again. do not embarrass the party and embarrass president trump by another gross failure. get on board, compromise somehow or other. put your ideological differences to one side and get an agreement, please. this is a must. if we don't get a tax reform package, you can abandon the idea that america goes forward to prosperity. you won't have growth and prosperity unless you cut taxes.

pete: we know there is a split. what do you think the average supporter want. drain the swamp. let's get the economy greg. the populist. what do they want him to do? >> they want a tax cut package. they are not necessarily. pete: not worried about the border adjustment. >> they want a tax cut package. prosperity and growth way to do that is cut taxes. make sure the republicans get together and cut taxes. clayton: article in the "wall street journal" this morning talking about how donald trump needs a coalition in order to go forward. he, yesterday, in the oval office said if republicans aren't going to work with me i'm going to work with democrats on this. they like taxes. democrats like taxes. pete: they don't like cutting them. clayton: they could come together on border readjustment tax. he could get those democratic votes. abby: or on infrastructure if they combine the two somehow. >> not out of question that some democrats would jump ship and go to the other side in the event of a tax reform package that had something in it for them and the 10 states

where democrat senators are up for re-election next year. that's a possibility. it's remote. the republican party has to come together, period. abby: you are so right though. the american people work too hard for them to be paying such high taxes and paying that much on healthcare. i don't care what party you are in. >> if you don't get any kind of tax reform. if it just goes out the door and it's another failure, say goodbye to the president trump presidency and prosperity in america. pete: important preview what they need to avoid in order to get the next thing right. >> thank you, pete. abby: good to have you. >> thank you. abby: starting with brexit as we mentioned earlier and president trump the latest example of how damaging climate change can be. well, at least according to al gore. >> it has unleashed with other factors this incredible flow of refugees into europe which is creating political instability in europe. and which contributed in some ways to the desire of some in the u.k. to say whoa, we are

not sure we want to be a part of that anymore. abby: let's try to break this down. his theory goes like this. climate change caused the drought in syria which caused civil war which caused refugees to flood europe causing brexit. makes sense. is nebraska the democratic party encouraging voter fraud. welcoming refugees with a gift basket complete with voter registration form. >> inside each basket there is also a letter from the nebraska democratic party welcoming the family to nebraska. it's signed by me as chair of the party. and then we include a sticker in them for their to put on their car. also includes a voter registration form. abby: of course refugees can't legally vote because they are not u.s. citizens. chair woman jane denies any wrongdoing. pete: details. abby: discount for disconnecting. a pennsylvania restaurant offering 10% off the bill to families who leave their phones at the door.

over there. and the, you know, basically the village elders had said that they wanted to renounce themselves from the taliban and bring us in. we were going to go in and help them out and provide security for, you know, to be able to get them to support the government. it was something that we do over there all the time. and we were going in on the mission. and, you know, my team was up ahead. i stayed back with the trucks. you know, what it turned into was the vidged village elders had set us up and brought the whole team. in immediately the team was under attack. so, you know, they were stuck up in the valley. and they were cut off. it was so coordinated that it was insane. so, what ended up happening is rodriguez chavez and myself we kept going in a few times to get those guys out. pete: you call it going few times. hail of gunfire fellow man afghans earning the medal of honor changed your life and

fantastic representative for veterans. also speaking out about the threat we face. whether it's the taliban or isis. this attack in london just this past week. yet another reminder that we have got a threat from radicalism. how do you feel like the west from america is confronting that challenge at this point? >> we will start confronting it a lot better than we have. first off, i have been saying forever is we have to state what the problem is before you can find a solution. we finally have an administration that's not going to be tolerable to this type of behavior. i mean, look, this country was founded to where anybody could come here. they could come here through the right process. they could come here to this country. what they could do is had the same opportunity as anybody else. you could be whatever you wanted to be in this country and be successful. i think that's what makes us great. what i can say is that if we don't go and head this on somewhere else. if we don't go take this threat on that these people are not tolerable. these people want to go against that every moral fiber of our being that made us great, and so if we don't take

it to them, then i promise they are going to come to us. then this thing that we have, it's called a choice for us to be able to choose who we want to be and do what we want to do it will be gone. that is their number one goal to take that from us. pete: comes down to i'd okay. on thiideology.what does it meat medal? >> it means a lot to people. it represents so much. it represents what the greatest of this country is it's not my medal. i'm not a medal of honor recipient. i'm a united states marine that received a medal of honor. it represents the sang sacrifices that were made on behalf of this country and the great men and women who have done it. pete: amen. well said. i know as a vet myself i look at guys who wear that medal and you wear it for every member of our generation as well. thank you four being such a great representative. >> thank you. you are the man, pete. pete: you got it. president trump says obamacare

take a listen. >> we were very close. it was a very, very tight margin. we had no democrat support. we had no votes from the democrats. they weren't going to give us a single vote. so obamacare was exploding with no democrat support. i think the losers are nancy pelosi and chuck summary because now they own obamacare. they own it. 100% own it. and this is not a republican health care. this is not anything but a democrat health care. and they have obamacare for a little while longer until it ceases to exist, which it will at some point in the near future. and just remember, this is not our bill. this is their bill. >> here's why they own it. because why are we repealing and replacing? because obamacare is such a disaster and how many democrats came to the table to help fix it? abby: a lot of people were upset because this is the first real test that republicans -- put them in charge, and they have promised

after seven years we get this crap bill where they can't get enough votes to 216, donald trump had to come in at the last minute try to save it, ultimately there were too many faxes and too much disagreement. the person's got to be looking in the mirror this morning i think is speaker ryan. >> well, cory lewandowski was on the show this morning and said, look, president trump if it's one person that can fix it, it's him. >> the president did not come to washington as someone who is a creature of washington, and he's changing washington d.c. from the inside now, which is something that people don't understand and what the president said about the health care legislation was he could have written the absolute perfect bill and not one democrat was going to support that bill. and what we know is that it took barack obama until march of 2010 to get obamacare through congress. it's now seven years, just after seven years that that bill has been in place. this president is someone who wants to get things done. >> and he didn't even need democrats in this. he didn't have the moderate republicans that speaker ryan

thought we had. those safe republicans he couldn't get onboard. so yesterday this press conference with paul ryan after -- he was the first person to come out and speak on this. it's hard. he's reaching around trying to pat himself on the back a lot. abby: couldn't reach it. >> yeah, he couldn't reach it. take a listen. clayton: he's trying. >> i'm really proud of the bill that we produced. it would make a dramatic improvement in our health care system. i want to thank so many members who helped make this bill better. a lot of our members put a lot of hard work into this. i also want to thank the president. he's really been fantastic. still, we've got to do better, and we will. i absolutely believe that. >> that press conference drove me nuts. now, i like speaker ryan but what that press conference says to me is he's not a leader. what are you proud of? that you got kind of close? you failed. you're thanking members, some

of which bailed on you. oh, shucks we almost got it done. no, you should have stepped up and said president, he failed you. american people, we failed you because we didn't have a good enough plan. we have to go back and get this right. democrats were going to oppose him no matter what, he couldn't deliver. abby: he could have done a much better job. he could have communicated this a lot better to the lawmakers and the american people. but there are off a people people frustrated with the freedom caucus. they didn't put anything forward that was any better, you know? so they were opposing that. we had michelle malcolm on earlier and they said republicans get a big fat f on their effort on this. >> i am one of those millions of people who have been harmed by obamacare, and i know that this fake appeal wouldn't have made my situation or millions of others any better. and this is the problem that so many grassroots limited government conservatives have had with paul ryan.

if you are measured by your actual results as opposed to your effort, he wants an a for effort. that's what that press conference was about, and that's pathetic. conservative measure things by results, not by rhetoric. >> yeah. give had me a trophy for participation. pete: last night we were watching this unfold, and she was, like, why are democrats celebrating this it just felt awful, it felt awkward that democrats -- this should have been a time where they were quiet. they were showing how exciting they were, hillary clinton was tweeting, today was a victory for all americans. really? it made us all feel icky. abby: does she remember what her husband said about this? you have people working hardest in this country, sometimes 60 hours a week, their premiums have doubled. tested this is a crazy system. clayton: obamacare is a utter failure, yet you wouldn't know it when you heard the democrats at the podium yesterday. >> what happened on the floor

americans want right now. but they watch politicians be incompetent. and then the other side laughs at their incompetence saying we're going to do it and they don't do it. and that's why president trump knows the swamp is thick, the swamp is deep, and it's time to move on. let's vote on friday. you had seven years. times up, losers. if you can't get it done, you can't get it done because i'm not you and the swamp. it's about fixing what's wrong. abby: and he said yesterday that he would be willing to work with democrats. because he's realizing, though, if you want to get anything done, you need enough votes for it to pass. and if you're not going to get people in the freedom caucus, try to get some modern democrats. pete: maybe not these, though. they should be ashamed for their actions for celebrating. abby: and says i'm currently on long-term disability and says my insurance costs have more than doubled under the so-called affordable care act like everything else obama did, it's going to me be a

address the issues in akron, ohio of what trump care would have looked like for your voters; is that right. >> yes, sir. >> so that's still going on despite the faok like it's going to go forward. the president pointing the blame right at democrats saying, look, this is yours. you guys own obamacare. the best thing for us right now politically is let this thing implode and then come in and work with democrats to get something through. what yowhat do you think of his statement yesterday? >> well, you know, the president tends to push blame off on other people. that's a pattern of behavior. they control the house of representatives. the republicans control the senate. he's a new republican president. there's really no excuse why he shouldn't have been able to pass his own initiative, other than this bill really was a disaster. it was chasing their political rhetoric over the last seven years instead of just trying to fix the issues that obamacare had. we expanded coverage to 20 million people, layoff prevent care, substance abuse,

mental health, people are now getting that coverage. but obamacare is not perfect. it's not flawless. we need to fix things. so they didn't come with a plan to make adjustments to the things that needed fixed that would allow us to make it more affordable to more middle class people and move the system more towards apprehension than the disease care system that we're in now. >> so you do admit it is costly for some americans. for many americans, we've seen premiums go up, double and triple in some cases. what would you bring to the table in meeting with the president? how could come together to get affordable care for all americans passed? >> well, one of the things we could do is expand the credits. the credits ended a family that make about $90,000 a year. if you make 100,000 or 125,000 or in some areas of the country $150,000 a year you're still living paycheck to paycheck, working-class family, we should help those

families pay for health care. i think we do need to increase competition in some of the rural areas. the problem is there was an insurance transfer program in which we would help insurance companies to go into riskier areas like rural areas. we hear a lot about these insurance companies are dropping out of certain areas. we were supposed to help them. there's no business incentive for them to go there. this is the whole problem with health insurance. so we were helping insurance companies be competitive and provide services in rural areas. and the republicans got that program in 2015. so those are the kinds of things we can do. this is all fixable if we sit down like reasonable people and actually try to solve the problem and not beat each other up and demagogue it. >> i think the american people are sick and tired of that, though. >> well, i'm sick it and tired of it. we're all sick and tired of it. >> look, i think americans are upset, even on the supreme court nominee. you have the attract ability right now, chuck schumer and others saying they're going to

filibuster the supreme court nominee. a highly qualified candidate for the supreme court. would you stand by that? >> well, you know what? honestly i haven't been paying that much attention to what's going on in the senate. we've had our hands full in the house as you know for the last couple of weeks. so chuck schumer has to make that decision for themselves. but i will say the american people want to work on their behalf and stop the partisan food fight. >> will you work with the president on tax cuts? >> yes. the tax code needs simplified. we need to make sure that startup businesses don't get overwhelmed with any kind of major tax burden. entrepreneurism has to thrive if we're going to create a new economy in the united states. i'm for a reduction in the corporate tax rate. i'm for a progressive tax code. i think if you're making a billion dollars a year, you should pay more in taxes to help if you understand the roads and bridges and broadband and education, the things we need to fund. research. but i'm definitely willing to

home from school when an illegal alien made a last second left-hand turn, collided with him. and then trying to flee drove back and forth over his body three times killing him. >> so he would still be alive. >> well, he would have been alive if the guy just stopped. but certainly he would have been alive if it weren't for the illegal immigrant and other things in the system that could have prevented this, you know, prior -- even if the guy was here could have prevented it. abby: this has got to be such an emotional issue for you, and you're in the heart of it right there in l.a. where the mayor there, he has banned airport police and firefighters from cooperating with federal immigration agents, not letting them do their job. what's going on where you are? >> i guess insanity would be the easy answer. you know, what's amazing about what garcetti is doing, aside from

getting ready to run for his next office, is he's jeopardizing the health safety welfare everybody in los angeles and the surrounding area. if we learned one thing from the 9/11 commission when it came to terrorism, is that law enforcement has to work together. and look what just happened in england this week. so you have a terrorist wasn't on the watch list, could have flown to los angeles, and he's telling the los angeles police don't work with the federal authorities, even at the airport? i mean, it's criminal behavior on his part. and then you listen to his other comments, which is we don't separate families. well, yes, we do. we separated my family, and you've separated tens of thousands of families. you never talk about that. you talk about separating families where people have committed crimes, and you say that that's democrat onizing them. it's outrageous.

abby: committing crimes when had shouldn't. if you were to go face to face in l.a. in your town there, what would you say to him? because this obviously hit so close home to you and so many others that have lost someone so close to them. >> well, first, i would tell them to resign because he took an oath of office, which he has violated. and then i would tell him that he better watch out because he needs to be indicted and convicted. he's violating federal law. he's obstructing, he's obstructing justice. and if he wants to talk about demonizing, he's the one doing demonizing because he's comparing legal law-abiding immigrants with illegal aliens. so they're doing the demonizing and of course the l.a. times does absolutely nothing to tell the truth of what's going on. i mean, they haven't even run a story about that 14-year-old girl that was raped and sexually assaulted in florida, but they did run a story front

their premiums go up. >> there's one thing they could have done, and we talked about state lines. think of it this way. they said don't worry down the road, we'll get state lines done, you're not going to get that either because you need 60 votes. better way to put a better bill together where that was in the first and then work through. >> but now those members have to go back to their district and defend that obamacare who's holding the bag here? >> i've called it ryan care from the very beginning. it's not fair to say ryan only. it was house leadership. it was the leadership groups. it was ryan, it was brady, a couple other five or six others who said this is the bill we're going with. conservatives, the freedom caucus, you know? they may be obstructionist in this, but they want to be part of that process, and they were excluded in that process. the leadership said, no, we have the votes. this is our bill. we're going to go for it. abby: yeah, they clearly didn't. we had congressman on this morning as well, and he was really up in arms. he said actually the freedom caucus we were totally lied to

by speaker paul ryan. >> do you remember rand paul walking through the halls of the house. >> trying to find the bill? >> show me the bill so i could post it online. they had it locked down, and they wouldn't even let us see it. >> they felt lied it to. listen to what he had to say. >> they were trying to get to guess, we were trying very hard. in fact, the president said. okay. we'll get there. we'll fix these things that you've asked for. we'll do that. and then ryan and the other guys come back and say you can't do that. the parliamentary won't let these things happen. they have never checked. we were trying to help this country and this was a bad bill because we read it -- we knew what was in it. too many people did not. >> congressman, can ryan continue on as your leader? >> i don't know we have to learn from this disastrous mistake. >> same question to you. can he continue on? >> no. abby: really? >> i guess he can, but it wouldn't be wise.

they told president trump they were going to deliver a bill that the american people -- congress could get behind and the american people, and they delivered something that was absolutely terrible. >> how did they stand at the podium then saying i'm proud of this bill. i mean, what was that? >> i could be conspiratorial. there's no love loss between paul ryan. trump at one point went to paul ryan's opponent, primary opponent was paul, remember that? there was some of that going on and then backed off the support of trump for a while. so there was a lot of that going forward. very quickly the politics play out this way. obamacare stays intact for now; right? if the premiums continue to skyrocket, if the system starts to bog down or break, which it likely will, then trump can come in and say you know what? this is on you, democrats, i'm going to, say, this. there are ways to do it economical to offer incentives, to keep people insured and then come back with the other plan. in the meantime, you have to

do tax reform i mean, the american people. abby: we have not had comprehensive tax reform since the year i was born. 1986; right? this is something president trump has talked a lot about. why did they do it first, though? >> i don't know why they didn't do it first. in fact, rand paul said we can do it simultaneously, which is counter to everything they tell us. here's what you have. a ceo commander-in-chief right now who's used to getting things done. if he's given something he's told is going to work, he expects it to work. so he's feeling his way out right now, and i think you're going to see him be much more effective going forward. tax reform is one of those things are the freedom caucus and the moderates, everyone's behind tax reform on the gop side. so it will get through. >> can speaker ryan deliver the coalition and bring in some democrats, maybe, but in reality, it's going to be republicans. >> here's what you're going to end up. it's going to be another battle on the hill. yes, all republicans want tax reform. but the battle is going to be how do you pay for it? so you have massive tax cuts but there has to be a pay for for some of the house

heroic story nice to see you this morning. >> and congratulations. >> and congratulations and thank you for your service to our country. it's an unbelievable story. take me back to 2011 when this all happened. >> so i was a machine gunner first battalion out of carolina, and we were doing oef, and we were deployed in basically trying to win the hearts and the mind of the people and basically there to help out and eliminating the threat of the taliban forces. on the night of january 21st, 2011, we were doing a night op, which is basically going inside the compound and making sure there were no combatants there or any type of ied-making materials. upon going inside the compound, everything was cleared. we were setting up to basically stay there overnight and begin the missions the next day, i was on a rooftop with the rest of my machine gunners, and we were just setting up the gear, and i said that i would be back and when i jumped off the roof, i landed on a 30--pound bomb. upon the bomb going off, both

my legs were amputated below the knees, and i had a broken pelvis and shattered femaler. my doc was there, co was there, everybody was very supportive, very professional and was able to stop the bleeding until the medic evacuation got there. >> and you were taken to germany. how long was the recovery process? >> i would say about a year time lapse from beginning to end. but from germany to medical center, it was just remembering waking up in washington d.c. and basically start recovering from the wounds and walking. >> at three months, it took you to start walking, which is amazing. why being -- why the police department? >> so the police department and military are very similar in many different things. we have the knowledge of basically learning both traits except in the military you're just taught to follow directions, follow instructions and basically the police department is something

along those lines except you're released to become a police officer on your own. you have to make very important decisions on your own. >> but you wanted to do this since you were a kid. >> i did. i wanted to do this when i was a kid. when i moved to the united states from a small country in south america, i noticed men in uniform in the united states american core uniform, and i told my dad wow i want to be that guy when i grow up. and my dad told me what it stood for, giving us the liberty that we have and, you know, the police department and the military being so similar, i said if one doesn't work out, then the other one will. abby: it's incredible. nothing has stopped you from wanting to serve this country. as i mentioned earlier you're the first double amputee; right? >> yes, ma'am. >> that's incredible in and of itself. and we were talking during the commercial break when you first mentalled realized what you had lost. and you had lost both of your legs. what was going through your mind at the time? and what kept pushing you to want to keep fighting, keep giving back in that moment? >> well, my family kept me going forward.

now i'm married with a 3-year-old daughter and really i just want to live for them. i know i would want my daughter grow up being strong-willed. but my fellow classmates in the police academy and staff was so supportive, it's hard to not continue to go on. >> a lot of people wouldn't, so we really commend you this morning, and it's a safer place having you go on the street. >> i appreciate that, sir. >> thank you very much. they've got a tough day, you're an aspiration. >> we all need to hear your story today. >> all right. more fox and friends next.
