a unique way here, but what eric bolling discovered in checking with cuban is that he does see health care as, again, a human right. take a look. >> you, i've read, said health care should be a right. can you please explain that. >> sure, not all health care should be a right. what i've said is everyone in this country face a genetic risk. we're all in the genetic lottery, and nobody dies healthy. we can lose the life lottery. the station station toilet could fall on your head, and we could be in the wrong place at the wrong time and suffer a serious injury. for chronic illnesses and serious and life threatening illnesses that should be a right for coverage.

>> who pays for that. >> we pay for it anyway. >> i love to give free stuff to everyone, too. that's, you know, you're talking about massively expensive health care. >> well, who pays for it now? >> well, i mean, you can walk into an emergency room and we all pay for it, is that what you're getting at? >> we pay for it. when somebody is sick, everybody you know is going to get sick at some point and not everybody is going to be able to pay for it. right now, whether it's walking into an emergency room, whether it's not being able to hold a job because your cousin, your brother, your sister, your mother, your daughter, your son, is sick, et cetera, et cetera, somebody was in an accident, we all pay for it. and because the only way that it's going to work where you know, we can have a productive-- let me have the right ray -- way to say it we all share the risk. >> you're basically saying the government has to provide a single payer system for catastrophic health care.

>> and even less than catastrophic health care, for chronic illnesses and serious injury as well. so, the answer is yes, single payer for those. everything else can be absolutely free market. >> how does it go in the budget? where is the pay for it? that's quite a program. >> it's a great question. right now we're paying for it taxes. one thing i would change, i would take the insurance companies out of the equation completely. i don't know, in the health care, whether it's obamacare, whether it's trump care, or don't care, whatever you want to call it, i don't think the insurance companies solve any problems or actually deserve to be in the mix and so, we're already paying into insurance companies, we're already paying for various types of health care, we're paying in local and state taxes, to take care of paying for hospital programs, paying for emergency room programs, i forget the exact name of the program. we're paying for it anyway, if you take the insurance companies out of the mix then really the arbitrage is the 20% plus profit

margins of the insurance company versus the inefficiencies of the government and using new technology and new approaches, can we reduce the inefficiencies of the government to less than the insurance companies profit margins? i think the answer to that is yes. >> okay, so the conservative answer to that is absolutely not because that sounds like a bernie sanders socialist program. i don't want to get too deep in it. let's talk about what's next on the horizon for the trump administration. the next big political policy thing he's got to deliver is tax reform, now, you're an investor, you watch the stock market go up and down based on what's going on with health care, what's going on with the potential for tax reform. with are do we stand on that? are you okay with a very substantial tax cut for corporations and individuals? >> yeah, i mean substantial is relative, right? would i like to see our corporate tax rates be a lot more competitive so we have fewer inversions? absolutely. when i was working with secretary clinton she wanted me

to go out and talk to businesses about her tax program and i wouldn't do it because she wouldn't commit to reduced corporate taxes, i think that's critical. should they be 15%? no. 20, 25% somewhere in that range, absolutely. >> and individual taxes as well? you're all right with lowering those? >> i'm all right with lowering individual taxes i'm okay with the tax rate i have. i think people in my tax bracket, there's no reason to cut our taxes, but for those making 2, $300,000, $400,000, yes, a lot of great reasons to cut their taxes. >> so mark cuban agrees with donald trump on taxes and bernie sanders with health care. >> no, no, don't put me on the same as bernie sanders. bernie sanders wants all health care to be a right. that's not what i said. i said for chronic illness and catastrophic illness, yes, but the-- >> the most expense stiff part of health care you want government to be a part of, but you're willing to say taxes should come down. i guess, it's that conservative viewpoint where if you lower taxes let people keep more money and the economy will grow.

>> i'll disagree with you, eric. i'm taking the entrepreneurial viewpoint. what i'm saying there's a lot of new technology coming out and a lot is changing, so in the past we looked at insurance companies to be the intermediary and handle it for us. they had their own goals. we're going to a new age where there can be a conservative government effort to be a lot more efficient to implement technology so we can be as a government more effective. >> mark, i have a couple of minutes quickly. can we talk about the wire taps, this is has been blowing up. >> sure. >> where do we stand? is there an ability for us to find out exactly who is tapped and whether they're surveilled, whether it's easy or not? >> it's easy, president trump says i want to take a look at this and if he thinks it doesn't impact national security, says you know what?

it here it is for everyone to see, story over. >> eric bolling, i don't know story over. on the math part of being okay with big tax cuts, all right, and then, yet, you know, all of these rights in health care paid for, how does that add up? >> i think it adds up to massive increase in the deficit. unless, you know, you and i would probably agree that the lower taxes would inspire growth, and spark growth and growth economy. >> buy that, right? >> i think that part is the part he buys into, otherwise you're going to add literally trillions to the deficit over the course of time. neil: i'm wondering, too, this view of many on the left. happy that health care was shot down or the republicans' shot at health care was shot down. and you alluded to that, we don't know what the republican party avoided. >> can you imagine, we did the

math and cbo scoring. some of trump's largers voting blocks, 60 to 64, 65 and older would get destroyed over the bill and multiples around mid terms. neil: around mid terms next summer. >> the town halls when all the congressmen are going up in front of constituents and have the same thing, that the democrats had in 2008, 2009, i think that would have been a disaster for republicans. my view is here is likely what will happen. obamacare is going to start to implode upon itself. we agree on that. trump can come in and help the people who lose coverage and say, here is a fix, a bandaid to fix until we give you the replacement that will work a lot better and cheaper. the problem with that bill, it did nothing to reduce the cost of health care, nothing at all. neil: bigger the wounds they're licking now than wounds later. >> they'd risk losing the house. neil: and the differences between the republicans on the

tax cuts, some want it paid for, some want a border tax, some don't. there are a lot of divisions there. what do you think that republicans do on that and what do you think the president's message will be to them. >> this is the fight going back and forth on the republican side, believe it or not. it's almost like you have three parties going on. they've got to get it together and i think that everyone towards the end of the day will get together because it's tax reform, well overdue, 30-some years before we'd had tax reform. neil: don't miss this shot. >> they can't miss this shot. this is it. i mean, you've had seven years, eight years to get this thing together. you don't want to miss on your two major legislative outputs. neil: you don't want to screw that up. all right, eric, thank you, very very much. host of cashin' in, in for o'riley and the five and all and all and all. and we have a lot more coming up, including the read from these protesters who probably kind of had the same message, exempt they're protesters for donald trump. in fact, they're nopt p--

convinced he's not making america great again. so we'll keep our eye on it and one of the organizers for today's march on behalf of donald trump will be speaking with us shortly. which brings us to the next guy who says everyone has got to kind of calm down and get past the heated rhetoric. and daniel cleaver, congressman, a preacher by training and i like that because he steps back and avoids the confrontation. i'm sure that you're relieved that obamacare is place, but just a matter of time before it potentially starts unravelling just because the costs associated with it have spiraled and the means by which to pay those costs are limited. what happens now, do you think? >> well, you know, if we can somehow begin to move some of the toxicity out of washington, we should do what we probably

should have done years ago and that is to sit down with both sides, some kind of a committee, and try to make repairs to the affordable care act. there's no question that there are parts of that bill that are flawed and that's usually the case with anything that we approve. neil: all right. >> but i think, number one, i was one of the people who said, along with others, that democrats don't need to go and do an end zone dance. we don't need to dance in the end zone. the issue is, how can we make sure that we do what donald trump said in his campaign, which was to insure every american and that's a public option, but i think if president trump wants to meet with democrats and republicans, try to get a consensus, i think the interest is there to do it. neil: yeah, but you talked about the toxicity in washington,

congressman and we're looking at what's up in providence, rhode island, supposed to be a rally on behalf of make america great again and protesters have come out to protest them. i think the toxicity is alive and well in the country, don't you? >> no question about it. i asked a question of my friends in congress, look, are we infected by what's going on in the country or have we infected the country? i'm not sure which one is causing all of this polarization, but it's not good. look, i have a good friend, kevin yoder from kansas, across the state lines, i was scared to death, i'm so glad they pulled the plug on the bill because i thought, if he voted for it, it was going to give ammunition to my side to come after him and of course, i'm not going to campaign against him because he's a friend, but you know, i think-- i see what happens when you vote for something that doesn't make

it because that bill would have never made it out of the senate. and left the u.s. congress after chairing the armed services committee because he voted on cap and trade, and even though the senate didn't take it up the vote was there and the record was there and used against him to defeat him. neil: the next measure we're told, tax cuts, the republicans still licking their wounds, told, we're hearing, look, that you've got to do. you've got to do big ones and you can't quibble over the details, even talk about revenue neutral and that, you've got to get these things done because our very majority, republicans talking where they stand with and the white house is in peril, what do you think? >> well, do think we need to do tax reform and we need to deal with corporate tax rate. i don't think we ought to, you know, do it to the point where it imperils the country. if you look across the state line in kansas, they did just

wholesale tax cuts and now the state is over a billion dollars, you know, in debt beyond its budget and state law requires you to balance your budget. ku, one of our great universities, k state, are all in trouble financially because of what has happened. so, i think we have to be careful on tax cuts, but when you look at all of the fortune 500 companies that are abroad and also parking their money abroad, we ought to be able to do some things to allow a tax rate that's comparable to the international average, whatever that may be. >> which would be lower than where we're at now. >> and support it-- it would be lower no question about it, but i think we're in another situation because people who signed this agreement with grover norquist who i don't know, they will support no increase in taxes no matter what. and on the other hand, i don't know how you're going to be able

to real tax cuts unless there are some taxes that are lowered while at the same time others end up paying their fair part. but that would be viewed by mr. norquist, i guess, as a tax increase. neil: we'll watch closely. we'll watch closely. congressman, i always reach you taking the time. thank you very much. >> good to be with you. neil: congressman emanuel cleaver joining us out of kansas city. we have an update on providence here. and you know, the people exercising their american right after this. i joined the army in july of '98. our 18 year old was in an accident. when i call usaa it was that voice asking me, "is your daughter ok?" that's where i felt relief. we're the rivera family, and we will be with usaa for life. i just had to push one button wto join.s thing is crazy. it's like i'm in the office with you, even though i'm here. it's almost like the virtual reality of business communications.

that immediately got some anti-trump groups involved. but it seems to have all been peaceful, so far so good. and joining us, the republican there, rhode island council member, are you one of the organizers for this? >> i am the sole organizer for this, neil, yes, i am. neil: this was done and arranged before the health care thing blew up yesterday, right? >> oh, yes. this was about a month in the making. absolutely. neil: okay. and why? why have the rally now? >> well, it's a national rally. it's make america great again rallies throughout the country and they reached out to me and asked me if i would organize the earlily and i was like, sure, i'll definitely do it. it's quite the crowd here, neil. quite the crowd. neil: i'm getting a look at it here. do you know whether some of the supporters there are a little bummed out with the health care thing falling apart? i've heard others say, well, we're relieved because we didn't like what they were coming up with on the hill? where do you stand? >> i'm hearing relieved. i haven't heard anybody that

wanted this to pass. they're very happy, they want the democrats to take full responsibility for the entire failure of obamacare, so, that's what we're hearing in rhode island. neil: rhode island is a big democratic state by and large, so, how are you received there? >> well, excuse me, donald trump did win 65% in the vote in the primary here, that was one of the biggest wins-- it was the biggest win in the state of rhode island. and one of them here was a democrat all his life and he's now a republican because of donald trump. and rhode island, is blue, but you'd be surprised how many trump supporters are here. neil: looking at it now, if you had advised the president on his agenda, would you say, even with the divisions that popped up on health care among republicans, there are similar divisions we're hearing on tax cuts, some say you've got to pay for them,

mr. president. you can't, you know, drive the deficit any worse, make the debt worse, where do you stand on that and whether there's an issue, tax cuts-- >> there should be tax cuts, but i'm hearing that the president made a lot of promises and they want to see the president keep his promises. they want to see the wall bill and crackdown on illegal immigration. they want to see a tax cut and want today see obamacare repealed and replaced. obviously, that failed, but we have a president that's doing pretty much everything that he said during his campaign. and that's why he's getting a lot of respect, not only from the republican party here, but from the democrats as well. neil: so, doreen, when you hear from republicans, some who have been telling us, it's not tax cuts at any price, neil, if these make the deficit worse, we don't want them and we will oppose them, say what?

>> i say the same, find a way to do it without raising the deficit. we can't have that anymore. we have in rhode island, we're struggling here, we're last in everything and now we have a governor here that wants to give free college tuition to the entire state. so, we have to drain the swamp here in rhode island and in washington, like president trump said he was going to do, so-- >> if they can't agree on tax cuts and paying for them and say we can't have the tax cuts, would you be all right with that? >> no, i would not be okay with that. we need a tax cut without making the deficit bigger than it is. neil: all right, doreen costa, that's something they want to see is the tax cuts, the devil in the details and how you pay for them and all of that, we've heard from others who say don't worry about having to pay for them, make sure that we get them. give investors even more. and at $4.95, you can trade with a clear advantage.
