program, that was about when obama was taking his apology tour and policy and, you know, it doesn't work during that time. now you have china agreeing that we need to get rid of those weapons because you don't know who will be the target next time. obviously it didn't work. neil: what do you make of that? >> i disagree with that. it's just not been strong for national defense and for building our defense so i just disagree and pretty small minority of people who share

changes his mind hour by hour and minute by minute but clearly trump has gone around about whether they think reince priebus is doing a good enough job, let me say one other thing, he has a short list of replacements. at the top of the short list is gary cohn, head of nec, national economic council and kevin mccarthy, the republican congressman and a few other people and i think the best we could say about priebus is that, you know, it's -- he's got to fight for his job, neil. i can't tell you that he's going tomorrow, but clearly the word is out there and the word is being put out there, you know, not by just sort of random people inside the white house, it's being put out by trump himself. he is personally asking people do you think reince priebus is doing good job and asking before the health care debacle who said it was priebus' fault.

they both come from wisconsin. so that's a state of play and i will say this, it's an interesting story in "the new york times" today where trump asks both jared kushner and steve bannon to work things out. it shows you the nativity. steve bannon, believes in tax cuts and closing the border and jared kushner who is a moderate to liberal democrat. it's fascinating watching the ideological struggle. neil: your sources are telling you that there might be a shake-up, something, something is going to happen? charlie: we only say this is what we are saying and you to watch it. here is the thing that reince priebus is fighting for his job

unfortunately we are dealing with politics and politicians and there is no way that the president can order politicians, congress, get out there and cut taxes. i do agree with you ad hoc, i feel like this legislative schedule, tax cut schedule is being pushed and pushed further back. we were promise that had we would get it by the august recess, that appears to be melting away. now we are into the fall. that's not a good signal. neil: markets have been priced for cuts coming to reality. let's say the best they can muster is corporate tax cuts and individual rates next year. i don't see individual rates next year. it's impractical. then what? you push back the tax reform ethic, you push it back and back, i think the market will

pull back. you're absolutely right, the trump rally was predicated on tax cuts, deregulation and growth. take tax cuts out of the picture, you don't have the growth you were supposed to get, you don't have the profitability you were supposed to get, the market has to adjust for that. look, i just -- you're smiling. come through with what he promised? neil: i would be happily stunned and surprised. i'm telling you, it's not looking good. stuart: he believes that the border adjustment tax to make it revenue neutral -- neil: steve mnuchin doesn't believe it. stuart: he believes in cutting taxes for corporations and i believe cutting taxes in individual as well. neil: they all believe they should counterupper income tax cut with limiting deductions. that's something reagan wouldn't have done. people are going to be surprised, wait a minute. stuart: i'm speechless. neil cavuto cannot come through with the understand, the promise of the republican party.
