3:17 pm
syria, and that there will be information for lawmakers about the legal justification for the strike conducted thursday, two separate issues, legal authority that he used terse thei thursday night. and secondly, what is next. and part of the reason it is sort of separated like that, is that lawmakers feel contents from listening to general joseph dowdunford, that is a one time attack. anythinging reaction from syria immediately with bashar al-assad. by thursday night, you heard a lot of lawmakers saying we need to talk about authorization for use of military force. however friday afternoon it became clear it may not lead to
3:18 pm
anything else immediately in syria, lawmakers were content with notion that trump in coming weeks will come to congress, with a strategy on syria in the weeks ahead. eric: president obama he did not launch missile strikes because he did not get congressional authorization, that held him back, but he used a 2001 authorization after 9/11 to do a whole host of things, do you think that congress will try to tie the president's hands in dealing with this? or what he sends to the hill will satisfy them. >> this is a tough issue. you are right, on other hand, he can't go forward with more attacks unless he gets authorization, i think that president obama did those airstrikes with isis, and other actions putting some boots on the group there, using that 2001
3:19 pm
authorization lawmaker back then were saying it cans time too second a -- it is time to take a second vote on this, i think, so many years have gone by since 2001, there will be a demand on this problem is, it is political poison to vote on this, two sides cannot agrow o agree on tt policy with authorizes war powers for the president, democrats' something limited, and republicans want something less restrictive. you have a big disagreement on capitol hill, when president trump brings something forward you are likely to get support from a lot of republicans. eric: rand paul calling these attacks an atrocity for example, then lindsey graham, here is what he said this morning on "meet the press." >> if you kill babies with
3:20 pm
conventional bombs, it still a moral outrage, here is what i think assad is telling trump. f-you, and i think he made a serious mistake. because if you are an adversary of the united states and you don't worry about what trump may do on any given day, then you are crazy. eric: you heard it, he is colorful. so what do we did with that? >> a lot of people talked friday about how thursday strikes were about a message, sending a message. there are, of course, as we remember, a lot of complains from republicans that obama was not forceful enough and did not send a strong message, not just to syria but north korea, china to russia to anyone who is pushing to back too hard on united states and elsewhere, i think that is when you hear from lawmakers. they like the fact it sent a message but the problem is, where do we go from here. the next question is, what will be the creation from syria --
3:21 pm
reaction from syria, will it require more response from united states, when that happens that is when get to a complicated issue in congress they debate how to authorize the president is more power to conduct military action, if that is where it leads us. but what is clear, what president was doing and lawmakers acknowledged friday, he was sending uses this to send a message, that message was needed, and they fell president obama had not done, that perhaps leading us to this situation we're in. eric: what is the mood? assad may be relaunching carlaus warplanes, but no chemical weapons now.
3:22 pm
what do they is a? >> they were satisfies, even democrats with the strike. there are some outliers like rand paul. but generally, speaking bipartisan agreement that this was a smart move for the president to make, however, there was also concern about what is coming next, because, you need to have a strategy, the message i heard from capitol hill is, there needs to be a strategy, we have not got one yet, the sound bites prove you played, that is coming from republican and democrats. eric: and that certainly is what they want to see on capitol hill in next few weeks, thank you, susan. >> thank you. arthel: well there is a massive manhunt for this man, considered arms and very dangerous, police intensify their search for a man they say has become highl agitated by national politics.

south korea is happy to see it. arthel: captain collins, you mentioned china, how does china factor in with options that do not involve direct military action? >> well, look, the fact is that china is only reason why north korea is ver survives, 85% of nh korea trade, goes to china. china gives them about 90% of north korea energy needs, if china wanted to they could turn the tap off and bring north korea to its knees. however the chinese did not want a destabilized north korea, biggest fear is a unified korea backed by western powers on its borders. >> and as you know, captain collins, president trump said, if china does not want to put a

analyst -- analytical report is one thing, a detail get in the weeds type. who said what, where and when. the issue is, what was the effect on the election,y know that someone released a lot of documents that were somewhat harmful to hillary. but we have to step back and think we need hard evidence. that these happened. without that, we're speculating, and agency sometimes does that, their threshold for coming to a conclusion is different from that of the fbi, it will be good to see what they come up with together, then we could make a decision. we don't want russians here in our democracy. and we know they are trying to get in here. we have to be ready. eric: there was a split between fbi and cia on whether it was to influence the election or an
