>> shall we get to the news? >> let's do it. >> we're going to start with the growing tensions with the u.s. and russia. we expect no handshake with rex tillerson and vladimir putin. the kremlin says the russian leading won't sit down with america's top diplomat there. as rex tillerson was leaving the g7, he had his toughest words yet to syria and russia after bashar al-assad gassed his own people. >> it's clear to us the reign of the assad family is coming to an end. the question of how that ends and the transition itself could be very important in our view to the durability, the stability inside of a unified syria. that's why we're not presupposing how that occurs. i think it's clear that we see no further role for the assad region longer team. >> no words mixed there. secretary tillerson told the

russians they have a decision to make. you're either with us or you're with syria's brutal dictator. watch. >> russia has aligned themselves with the assad regime, the iranians and hezbollah. we want to relieve the suffering of the syrian people. we want to create a future that is stable and secure. so russia can be a part of that future and play an important role. or russia can maintain its alliance with this group, which we believe is not going to serve russia's interests longer term. >> there's a serious accusation from russia against senator john mccain. here's that. >> i believe that russia knew about the chemical weapons because they were operating from exactly the same base. i also know that russian aircraft used precision-guided

weapons to strike hospitals in alep aleppo. i believe that the united states should first tell russia that this kind of war crime is unacceptable in the world today. >> also just today, vladimir putin who denies any russian involvement says they will appeal to the united nations to investigate the chemical attack. the syrian government would have no reason to use chemical weapons and is willing to let international experts examine their base. let's start here. when it comes to the u.s. air strikes against syria, recent polling shows that 57% of americans approve. jesse? >> yeah, it's a very popular strike. i don't think though that the country has the stomach for any sort of land war or any escalation. we know what happens with regime change in the middle east.

usually a disaster. we saw what happened in libya and iraq. nobody wants that. i don't know if your father's allegations have been completely confirmed yet by the entire intelligence community. i want have put it past the russians to know about it. tillerson is going with a strong hand. moscow has been humiliated. these tomahawks landed on their door step. just remember, if these landed in portuerto rico and we didn't anything about it, that's pretty bad. >> and their relationship with syria is close. maybe not quite as porter rico. but what do you think about the moving line where we would engage? is that redundant? >> this is a president that won't put up with a lot. this is fully on display here. i think he would be willing to

move again. he's got the challenge of people not necessarily being on his side with this one. i think rex tillerson is making it very clear, they want russia to come around. russia is sort of stuck in this bad pattern where they continue to support syria. i think it has to change. tillerson has a good shot, president trump does, of getting vladimir putin to at least back off in this case. >> to be clear, vladimir putin is not meeting with rex tillerson when he gets to moscow. >> rex tillerson is not even going to meet with his counter part. in other words, so from an outward perspective, from a sort of international stage perspective, from a p.r. perspective, putin is doing everything he can to save face. in back channels, they have to work with us. we're stronger than russia. if they say enough with assad, they're going to have to start thinking. >> what i meant by moving the line is something that we talked about yesterday. what is the red line really. first it was chemical weapons. now from the administration,

it's the use of barrel bombs reportedly. so what is next? firing on your own people? it is war. it is a bloody civil war. more than 400,000 people have died, barrel bombs have been part of that. >> there's a lot of questions that people have. it's important to note that these specific chemical weapons of mass destruction have been used four times since world war i, including 2013 with bashar al-assad. so this is a next level war crime, by international war standards. the question going forward, what exactly is the strategy from the trump administration. now that he has said this red line will no longer stand, the united states of america will no longer do what president obama did for eight years, what happens? russia is playing hardball. i think the fact that putin nor his counter part is meeting with

rex tillerson is actually a very negative sign. so what happens if russia says huh-uh, we're siding with assad? so where do we go from there? the question going forward, which side of the administration will trump listen to. as we're aware, there's two factions with very divergent ideas about where america stands with foreign policy in syria. >> in terms of that meeting not going to happen with vladimir putin, according to a spokesperson, that was never on the schedule. but he says "returning to pseudoattempts to resolve the crisis by defeating montras that assad must step down are not help out." >> one could look at that as an example of diplomatic retaliation in the wake of what is happening. to get back to your point about american tolerance going forward, as far as what happens next in trump strategy, megan, only 18% that were surveyed would want ground troops to your point. >> pop that up on the screen. >> it's very low.

>> going forward, 7 in 10 americans think mr. trump needs to get authorization from congress. obviously you heard that call from paul ryan. the way he acts going forward after the first strike is going to look a lot different. it would have to, right? >> yeah. you want to have buy-in by the congress so they take ownership of it and makes everybody in capitol hill happy and feel like they're doing something. if you're going to launch a few more cruise missiles in there, i don't think you need congressional authorization. as we said before, nobody wants another quagmire in the middle east. nobody knows where syria is on the map. i did a piece the other day. i said where is syria? this woman said africa. there's another woman that said europe. they don't know, they don't care. they know it sounds like "cereal." until the president knows this is in the national interest, i don't know if this will have a

lot of legs. >> the foreign policy argument right now is, what is america's role? are we still the nation that is going to police weapons of mass destruction? gross -- >> yes, no. if someone commits chemical weapons attacks on their own people, i think the united states is justified in saying this is unacceptable -- >> what about barrel bombs? >> the part of the problem is putin put out a joint statement with iranian leaders. he said it's a crossing of their red lines. they said america knows our ability respond. that is a threat. >> sounds like the u.n. should get involved. i don't know if that will go anywhere. >> i have little faith -- we talked about this many times in the election. i knew we would have a come-to-jesus moment with russia. don't forget the power they have with cyber war, wikileaks in their back pocket. this could get bad soon and i

hope rex tillerson knows what he's doing in russia. >> just pop up the numbers about the full military involvement with troops. 18% of those surveyed said they would be in favor of that it gets foggier. air strikes, no troops, 30%. diplomatic talks only. if you add the last three segments up, most people don't want to see our american soldiers on the ground in syria. we already have some people on the ground right now. trish? >> you make a very good point. the majority of americans don't want to see ground troops over there. but i think there's some room here on the international front. people are not going to support this. russia is out there by itself alongside iran. if you get the international community saying enough is enough, why can't we just go in there and take this guy out and get some kind of better regime in place? jesse, what i hope they're doing is figuring out what is next. this has been our problem over

test. the trump administration says they're reviewing their policy and all options are on the table. here's john bolton. >> the way to end the north korean nuclear weapons program is to end north korea. i think through reunification of the peninsula. it's something we should talk to the chinese about. it's going to be hard for the chinese to accept but they have said for many years, they don't want a nuclear north korea. here's the way to achieve it. >> all options on the table. how does the president move forward with what is happening in north korea? >> we've seen some of it in mar-a-largo with the chinese president. he said you have to get tough. it looks like now china is turning back coal ships. they don't want them exporting and they're turning around. we have the strike force coming in sending a message to the allies. the problem is that they could have an inter continental

missile and reach california. we might not take it out and intercept it in the air so would have to strike preemptively at their launch pad and that would create a humanitarian crisis. not a lot of options. >> has the president put forward as we've discussed a strong stance on foreign policy? what message is he sending to north korea? >> this is a challenging one. you have a crazy guy. with putin, you know where you're coming from. in north korea, you have one crazy man. hopefully china will work with us on this. we can put economic pressure on china to make sure they do work with us on this. this is a tough situation. i don't envy being the president of the united states right now. donald trump has his work cut out. >> let's put out what donald trump tweeted today. the

president xi was just here. is china going to play ball? are they growing to put economic sanctions on north korea? if not, we're in a precarious situation. gordon chang said that he thinks north korean leader kim jong-un will heed american military power because there's a new sheriff in tower. they knew that president obama wouldn't respond. we now have a president that will act if there's aggression going on internationally. maybe because having a new president that takes american's role in the world differently might be good at the moment. >> i would feel better if we knew that they were not building

a ballistic weapons program and put the heat on the back of it to reach the united states in a short period of time. that would make me feel better. if he's feeling like kim jong-un, we might come after him and hit him hard. the problem is if he figures out how to do that, if he hits us, it's not our ships. it's us. that's crazy. your father called him the crazy fat kid? >> and he had a complete meltdown. >> your dad? >> no. kim jong-un and my brother is like he's grog to assassinate our family now. that is really -- >> they are very aggressive, no doubt. >> and leaders are looking at this and seeing every side. there's no answer back for the insane and the insanity notion. so it would make me feel better if we knew how far along with putting heat on the back of that weapon to reach us. >> he's one of the great dictators in history.

>> as tensions mount over syria, there's new worries we could be headed for a second cold war. here's tom mcclintock. >> i'm concerned that things are moving a little too much back toward the cold war. but it certainly puts to light any suggestion that somehow president trump is vladimir putin's passy. >> russian's foreign ministry says the relations are at a low point since the fall of the soviet union. it's obvious that the russian-american relations are the lowest to the cold war. during the upcoming talks, we want to understand that the u.s.a. recognizes a need for stabilizing and normalization of bilateral relations and adding a top u.s. navy admiral says

russian navy activity in europe is at levelling not seen in years. including a warship just deployed to the mediterranean. are we headed to another cold war? >> february -- if we are, we're going to win it. that rusty warship looked rusty to mind. their military is a joke but they're rattling sabers. this is the evolution of the democratic party when it comes to russia. after the cold war, the come you mists and the democrats had a lot in common. when reagan defeated them, next thing you know they're debating with romney and president obama. and they say that russia is our great est foe. russia hacks the election and now they are our biggest political foe.

and then russia just gets blasted by these tomahawks and the democrats don't know what to do. you hear that sound there? that is the sound of the democratic-trump-russia narrative collapsing. >> you're 100% right about the hypocrisy of democrats. nobody cared about the expansion of putin annexing crimea. didn't care until it was a political argument. you think harris, with everything going on, you think we're headed to another cold war? >> you know, i mean, i don't think that history necessarily repeats it serve as such. we may graze on something like that temporarily. i like jesse's cliff notes version. in college, i would have depended on that. >> cold war for dummies. >> if we feel it out, russia has their hands full with their own neighbors. remember how this started with crimea, ukraine? there's some things they want to do territorially.

they want to get back to what they were doing in terms of building their own nation and strength. they're completely distracted with what's going on between us and syria. i don't know that it benefits them -- remember who else has come on the stage. cuba, iran. i don't know if it benefits russia to be too spread out. as jesse's cliff notes version said, they'll military is not like ours. if they're splintered, it puts putin being the most powerful in his neighborhood and he doesn't want to lose that. >> are we 82 days now in trump's presidency? >> yeah. >> you look. this is a major test of president trump. so early on in his young presidency. what is falling in his lap? to repeat the words of the navy admiral, we didn't see movement since they were the soviet union. >> we're talking about the reunification of the korean peninsula and air strikes in syria, the russian navy coming

into the mediterranean. the russian navy is trying to maintain that port in syria. they're land locked. so there's a lot going on. feels like 82 days. feels like it's been 800 days. >> putin wants to dominate the middle east. he wants to be the king in the middle east. he wants to control the oil supply. if he were smart, they would be thinking about the threat of isis. why shouldn't he work together with us to fight isis? that is a problem for him and will increasingly become one, especially as he tries to make his presence known in the middle east. i think that he be smart to back off here, as you said -- they don't have the arsenal. they don't -- >> they're not us. >> what happened to the naval ship that he sent to our fleet? i think it had to turn around and go home. >> look at the terrorism that just unfolded in russia. the rebels are aligned with sunni arabs.

now it's complicated. you have iran and the shiia. big nations like saudi arabia that are sunni. russia, i don't think they want to see what they have. even though it's not what we want. >> putin longs for the days of ussr and mother russia and a time when they were a huge global power and his annexing of crimea and his capacity to take over has to do with money and with the economic capacity that those countries have in the baltic states. there's many people -- there's armies in astonia preparing for a possibility that putin could expand into them. he longs for the days of the ussr. if he succeeds what happens with rex tillerson and going forward with the relationship with russia. no doubt this man wants to be a super power and he wants to go back to the golden days of mother russia. whether or not it happens, stay tuned. >> and turning now to a deadly shooting in chicago.

he's doing enough to keep himself in office. in some ways, he's not properly incentivized to turn and these inner cities. in a big way. getting back to your point. if he was, he would be sending in all kinds of police. he would be asking for all kinds of money. he's not doing what he needs to do in part because you just keep people where they are as long as they keep electing you, status quo stays. >> so sad. >> one thing he's been able to do is to kind of go -- you talk about the heart. he tries to go through the social issues of the sanctuary city plea and say who is he going to protect to keep his base glued to him. you know, if he were really smart, he would talk with president trump about this. because that's been one of the president's focuses. you heard secretary ben carson this weekend say he's ready to get into that city. he's been to detroit. he's going to miami next. they have ideas to partnership between public and private funding --
