>> jon: that police knew conference coming up, see you back here and in our. >> jenna: "outnumbered" starts right now. >> sandra: breaking news on the suspect in a cleveland facebook murder. police say he is now dead. we are awaiting a news conference from officials in cleveland, set to start any minute. let's get pursed stomach first to peter doocy. >> we know that as of two hours ago, police said they had about 400 total tips from across the country of people who were calling in from as far away as texas who say they saw the alleged facebook killer, steve stephens, but it ended up being a pennsylvania state police officer who was an pursuit of -- we don't know what cargo he was in at this point, but they told

us two hours ago that he was still in the 2016 white ford fusion that he was seen last at the murder scene with. we know that the last known communication with this alleged facebook killer was on sunday afternoon easter when this man allegedly pulled right up to the sidewalk and just executed somebody who was picking up aluminum cans on the sidewalk. a complete stranger that he did not know and then nobody knew where he was until today, until about some point in the last hour when they believe that law enforcement officers were pursuing him. he stopped somewhere on a road and pennsylvania in erie county which is less than two hours away from here in cleveland, it's about two hours away and at some point after the car stops, there was a gunshot and steve stephens was dead. we don't know if he was by himself, we don't know if the police got to him because of one

of these of 400 or so tips and we don't know if anybody is going to be collecting the $50,000 reward that was offered up last night to try to encourage everybody in the country to try to keep their eyes peeled. it is notable that he was found less than two hours away from here because overnight, as far away as california, law enforcement agencies, they had these billboards up on the side of the road that had a picture of his face and a picture of it as a vehicle that they believe he was in. they thought he could have been basically anywhere in the continent of the united states and he ended up and pennsylvania less than two hours away from here. this is something that even though he didn't make his way onto the fbi most wanted list, he was the top priority for all law enforcement agencies in this area because again, he posted a video of himself allegedly murdering someone and then said in a separate video that he was going to go and do the same

thing again. there are a lot of things and to give you a sense of how quickly this is happening, just two hours ago, they gathered law enforcement agencies from federal state and city were at a press conference at city hall here and they told us that they really did not know where he was. they have not heard from them since sunday. they have not gotten any hits on his temporary license plate on the 2016 white ford fusion that he was believed to be driving. they had no idea where he was. they were pleading with the public to help find this person and they were saying that somebody thought they saw him, don't worry if you don't know with the help line is, just call 911. he was that dangerous. it ends up being lucky for public safety purposes that it was police officers, some sort

of law enforcement that spotted him. at this time, it appears of the suspect was so scared basically of what was going to come next after he saw a police car behind him that he took his own life. we don't know yet and we hope to learn soon if these police officers and started him to stop. we don't know if there was any kind of a roadblock, how many vehicles it was, this is something we hope to learn the next 10 minutes or so. this is a press conference that we didn't know if he would get today. they told us this morning, we'll let you know if we get an update, you might not hear from us again. they told us to get back to city hall by noon, so we do have a camera inside right now. we're just waiting to find out some more details about this. the big headline, this alleged facebook killer has now killed himself.

>> sandra: the irony of all of it is at the pennsylvania police who as you pointed out, as of this morning, had no idea where this man was. confirmed on facebook of the facebook killer's death. we are awaiting that press conference, we'll bring it to you when it happens. what we do know and what depends when you police are confirming on his facebook page, he was spotted by police who attempted a traffic stop and after a brief pursuit, stevens shot and killed himself. he also point out we don't know who was with him, who knew of his whereabouts, and that we will hopefully learn in this press conference a little bit later on. the facebook killer has killed himself. the big discussion continues to be, facebook liability and all of this and their responsibility for monitoring, obviously, this type of activity. >> his facebook friends were

able to see this video of him executing a helpless senior citizen on the sunny sidewalk on easter sunday for over two hours before anybody from facebook was able to do anything. we understand that mark zuckerberg is going to speak at some point this afternoon at a separate event for a programmer. we may get some details about what his social media plans to do about this. even though the law enforcement officers from earlier this morning really did not have a concept over the suspect was, they were pretty spot on with their prediction of what was going to happen. the official who was upstairs from the u.s. marshals service said that he thought, as of this morning, the alleged facebook killer was either dead or someone was helping him by letting him crash at their plac place. within two hours, one of those predictions ended up becoming true. again, there are a lot of things

that these law enforcement agencies were saying at these press conferences for the last few days. they did appear to be speaking directly to steve stephens. they were saying turn yourself in, give us a call, there are clergy that you already have spoken to that you know here in cleveland that are willing to help you, they don't know if the message was being heard. the last they heard from him actually was on sunday when somebody called 911 and said my facebook friend steve stephens just posted a video of him shooting someone in the head and that person is now dead. a detective here called steve stephens cell phone and he picked up in the detective told him, it's really time for you to come in and turn yourself in, just end this now. they do not have any luck with that and from there, what they did know where he was, they didn't know what direction he was heading, and they were really desperate to get him. they said that they did not have

any evidence -- the 13 people that stevens claimed to have killed and one of his facebook rants, but they did have very clear evidence against him in the death of this 74-year-old innocent man on the streets of cleveland and because of that evidence and because they said they believed he still has the pistol, they were very, very desperate to catch this person as soon as possible. it does seem like it was the hard work of all law enforcement agencies, but it seems like in this case, the pennsylvania state police who spotted him and either scared him just by showing up or convinced him through some other means that it was the end of the road, because he is now dead and it would appear that the threat he posed that he would kill

someone at random and again, we still don't know what happened in his life specifically in the lead up to this. there are reports about financial problems, problems gambling, problems with his love life, somebody would pick a random stranger, kill them, broadcast it, and then to take off, that was obviously a major threat to the public within driving distance of where he wa was. the federal, state, and local law enforcement agencies were all very, very concerned does appear that the threat he posed is now over because he is lying dead on a road or in a car in pennsylvania right now. >> sandra: that's erie county pennsylvania, where police finally closed in on him after he sparked a multistate manhunt. peter doocy, thank you for bringing that breaking news to us. we will go to that press conference when it happens in cleveland. ed henry joined us on the couch

is facebook doing to stop these videos from appearing? facebook lie was a global priority for facebook founder, mark zuckerberg, and they rolled it out clearly before they had their arms around how they were going to monitor these videos. these videos are monitored by a small group of people, of contractors in the bay area and they're not doing enough in terms of developing technology and software to detect these kinds of videos. it's very difficult. >> ed: remember the horrific case in chicago, only months ago that was broadcast on facebook. >> dagen: there were 50 sensitive videos. >> meghan: we talk about this often because we think that facebook should do more to protect us from terrorism and terror language going on on all forms of social media. when i see things like this, i think of you because you and i are so intense on this, what are they going to do to keep americans safe? they have this magnanimous

in terms of how facebook cooperates with law enforcement abilities -- authorities, they say they're in touch with law enforcement in emergencies where there are direct threats to physical safety, but beyond that, they will only share basic records with law enforcement like names, login, credit card information under subpoena. >> sandra: going back to how important this is in cleveland, they received more than 400 tips concerning this manhunt for steve stephens. how important that is in tracking down the killer. >> lisa: if you remember, there is a murder of a television correspondent on live tv, on camera. sometimes if people are deranged and they're going to utilize whatever platform they can to get out sort of egregious hate and murder and disgusting things they're doing. there's a variety of platforms out there for sick individuals that are twisted to use.

i think there is a moral responsibility for these companies like facebook to want to help out, particularly when you look at things like terrorism. of course they could to doing more to shut down some of these accounts. >> meghan: we had many conversations about this and apple didn't want to turn over their phones because of civil liberties. if you are a murderer or a terrorist, you don't get liberties or rights anymore. you created heinous acts against soety. thereo caught up in being politically correct in keeping their servers safe and under control but they don't see the larger picture. >> sandra: we are being told that steve stephens, the facebook killer as you see him pictured there, his mother has not responded to news of his death. listen. >> that girl upset him so bad like that. he was a gambler, that's what started all of this.

questions. there is still information to be gathered. speaking this afternoon will be mayor frank jackson, chief calvin williams, a special agent in charge of the cleveland office of the fbi, steve anthon anthony, and pete elliott, u.s. marshal. mayor. >> we have closure in regards to the search for steve stephens. the chief and other law enforcement will give you the details of that. i want to again give our condolence to the family and all of its members and really again, thank them for the way in which they've handled this very tragic situation, not only for them personally, before the community as a large. i also want to thank the community. there is a lot of support from the community, not only in terms of family, but in terms of law enforcement effort and the kind of information and tips that we

the media, you are very helpful to us in keeping things straight, keeping the facts straight, reporting the stories in a way that really helped us to do our job. chief? >> thanks, mary. i want to officially announce that the search for steve stephens has ended. at approximately, a little bit after 11 today, pennsylvania state police officers received a tip that the vehicle that we were looking for, the white ford fusion, was in a mcdonald's parking lot near erie, pennsylvania. those officers responded, the vehicle fled from that area, there was a short pursuit in which the vehicle was stopped. the officers approached the vehicle, steve stephens took his own life. we are grateful to the people

that gave this tip to the pennsylvania state police. we are grateful that this has ended. we would prefer that it had not ended this way, because there are a lot of questions, i'm sure that the family and the city in general would have had for steve as to why this transpired. again, our condolences are still with the family of mr. godwin. you've all heard them on the news lately, they were forgiving, excuse me, were forgiving of steve for committing this atrocious act, and we need to follow their lead. as the mayor stated, there are other victims of the city, around the country, and we continue to work hard to bring closure to those families also. there are a lot of things about this that we don't know. a lot of circumstances that we are still gathering as sergeant stated, we are in the early stages of this.

it's been probably less than an hour since it's transpired. as we get than information, we will get it out. i know that my partners here, steve and pete, would like to come up and say a couple of words. steve? >> just real quick, as we discussed the goal from 2:00 yesterday was to make sure that no one else was a victim of violence by mr. stephens. even though investigation is continuing, we believe that to be the case. that was the number one goal. obviously the other goal was to bring mr. stephens in safely and unfortunately, he chose that not to be the case. again, we thank the public, as we said from day one, roughly 45 hours ago, the public would be key to bringing the tip that was needed to resolve the situation, that's exactly what happened and kudos to the pennsylvania state police were doing an outstanding job in addressing the tip.

confirm with the state police officers and really look in the vehicle itself may be tracked back, hopefully some people that may have seen him along the way today, we won't actually know where he was and what he was doing. >> did he shoot is often the head? >> i don't know, we don't know that. >> reporter: you said you don't know where he would be in the u.s. how did you narrow it down? >> i can't comment on that. >> reporter: if you had narrowed it down, is there a reason you wouldn't want that information out there? >> we put out the information, first of all, locally here. we put out the information then statewide and then we came back and be expanded that search. as we got information through leads, through our investigators that have been working day in and day night on this, that we expanded the search area. >> reporter: is there any

information prior to this? >> not that we have right now. again, we are taking a slow, cautious approach with this right now. we're making sure that we go back and retrace as much as possible. there may be connections that we don't know about and if people in that area have may be seen him and i put two and two together over the last couple days, we are still encouraging them to call that fbi tip line. >> reporter: wasn't a violent citizen? >> again, i don't know. increased police presence since sunday? >> no, but our partners were engaged in that area. >> reporter: did he do anything to alter his appearance? >> again, i don't know. this happened less than an hour ago. our investigators are on their way now. we have several of our federal partners already they are conversing with state police in pennsylvania and as soon as we get all those details, we will definitely push that back out. we've spoken with all the families involved, all the families that are really involved with this case here they've been notified and we ask that you guys give them a little space in this because it for them, it's not over. we ask that you give them some space. >> reporter: was in a plan that it ended this way? >> this started with one tragedy and ended with another person taking their own life. a loss of life is a loss of

life. we would like to have brought steve in peacefully and really talk to him about why this happened because there may be other people out there that are in similar situations that we can help by finding out why he did what he did and what drove him to this. we talked about this a little bit a couple days ago. there are people out there who are in a d place or they think they kneel help, they need to reach out and call. an call a division of police and we can forward them to our mental health community here in northeast ohio, but if you are feeling not quite right and you need assistance, you need to reach out and call somebody. we'll get you that help. >> reporter: he said there was a brief pursuit. do you know how long that was? >> short.

[indistinct question] >> no, we're not even putting that energy out there. i think everybody has learned from this. i think the people on social media kind of know the power and i think they know the harm it can do. we talked before about people not living their lives on social media and being truthful on social media and not harming people via social media, and this is a prime example. this is something that should have been shared around the world, period. although kids should not have seen this, i'm sure they have. they need to take this as a lesson. we can't do this in this country. we just can't.

be, but he's shown himself to be a strong negotiator which is what he promised to do in the campaign. he focused on china. china is the nation that has the most leverage on north korea because it doesn't really have any other trading partners. if you think about it, there's an 880-mile border between china and north korea and that is the reason china sent about 150,000 troops to the border last week because they're concerned about refugees coming across, and for an fact there's a war, they'll have to deal with that. this is also why china is stepping up somewhat to gruesome economic pressure on north kore north korea. if you continue with these provocations, china, we're going to go after them economically and that could cripple their economy. >> sandra: north korea promising weekly missile tests. >> dagen: remains to be seen, it's still in the early stages, turning away the dozen ships that were heading to china, just

"the wall street journal" today has a really critical article saying watch beijing's opposition to the missile defense system in south korea. that will get their continued opposition to that will get in the way of them working with us to take care. hours after these staged failed attests, the chinese foreign minister reiterated, their opposition to putting american belt systems in south korea and they started economic reprisals against south korea. that a truly telling in all of this. >> lisa: it's important to not only keep other countries gassing to some degree. depending on what happens in

syria, you need congressional behind you, there needs to be a little bit more of a broader threat there. countries need to know that sending tomahawk missiles into syria and dropping a bomb that has never been dropped before in afghanistan doesn't send that message. ed is right in regards to china. 80% of trade with north korea comes from china. that gives china a lot of leverage both in dealing with north korea, but also in the united states. we've also seen president trump say that china as a currency manipulator, we have to work with china -- >> dagen: something about that china and trade, that china's trade with north korea had grown tenfold in the last 15 years, even while china was talking about abiding. they say one thing and do another.
