[♪] eric: president trump preparing to mark a milestone this week, his 100th day in office. it comes among a jam-packed agenda. the president says he's preparing to announce major tax cuts even as house speaker paul ryan focuses on a spending bill to keep the government up and running before it hits the deadline. arthel: house speaker reinholding a conference call with gop lawmakers telling them

his main goal the coming days is passing a spending bill to avoid a government shutdown and any deal on healthcare reform will have to wait until it has the votes to pass. kristen fisher is live from the white house. what are white house officials saying about the likelihood of a government shutdown next week. reporter: they say they hope it won't come to that. but negotiations hinge on whether president obama insists funding for th -- whether presit trump insists funding be included. but budget director mick mulvaney was less certain when asked about it on "fox news sunday." >> we are asking for our priorities. reporter: the point being elections have consequences and the american people voted in

fast it of president trump's priority like the wall. but democrat say funding for the wall is a deal breaker. even some republicans on capitol hill are arguing it's not worth risking a government shutdown over a campaign promise. >> that's a conversation and debate worth having and if we can do some of that now, that would be great. but we cannot shut down the government. >> i hope the president would whack off. to think that he would consider shutting down the government of the united states of america over this outlandish proposal of a border wall which we can't even pay for at this point and is opposed by democrats and republicans all along the border, that would be the height of irresponsibility. reporter: we are heading for a real showdown with just days to go before the government runs out of funding. arthel: how are this approval ratings?

reporter: according to a new poll put out this morning by the washington post. they are at record lows, just 42%. that's the lowest approval rating since the days of president eisenhower. however, this approval rating among this supporters is huge, 94%. only two% say they -- only 2% say they regret voting for him. they will, groundskeepers behind you. you won that battle. take care. eric: someone has to have the leaf blowers. it's election day in france. tens of thousands of officers are guarding the french polling stations. four top contenders running neck-and-neck. with the top two. marine le pen and emmanuel

macron. this comes three days after the terrorist shooting on the champs-elysees in paris that murdered a police officer. rick palkot is live in paris with the latest on -- not all the election results. but how the voting is going. reporter: the polling stations in paris are open for two more hours. there is a lot riding on this race, not just for france, the even fire world. take a look at what we saw. turnout was expected to be trite for this first round of the presidential election. but here in the city hall, the 15th area, it's anything but. the vote has been called unpredictable and important. the people are treating it like that.

turnout is strong than expected. if it keeps up at this pace it will be just under 80%. the top two vote getters will go on to a runoff in two weeks time. one of the top contenders far-right populist marine le pen. she's looking at france's role in nato and the european union and a crackdown on immigration. for the first time in recent history. it may be no candidate from a major party makes it to the runoff. an attack on police here and other deadly terror incidents, this is the first general election being held under a state of emergency. here is what a few voters told us about this high stakes

the u.s. government is weighing howe to respond. -- how to respond. >> we don't have a clear policy how we handle american prisoners. what the process will be region to region. i do think we need a clear policy. reporter: kim was detained at at airport in pyongyang before his flight out. >> when i meet arab leaders they tell me about their fears from iran. they talk about eastern iran, about the even fire world and iran. eric: that's israel's united nations ambassador telling me about their fears of iran. that concern now it seems is only growing as president trump warns tehran in his view is not stick together spirit of the

iranian nuclear deal though the united nations certified iran is complying. so should the deal be reviewed? ambassador john bolton is with us. he's a fox news contributor. senior fellow at at gaits stone institute. the administration has given tehran the seal of approval saying technically iran is cooperating with the iranian nuclear agreement and is filling its responsibilities. but delays big but, and that's iran's behavior. john: i think that certification was a fundamental mistake. i have reason to believe it was not clear at the white house, one may call it the state depth certification. i think secretary tillerson was given poor advice to send that

letter. i think it's perfectly clear iran has violated the deal in multiple respects. that's just what we can tell from publicly available information. they have denied the international atomic agency access to military sites. they exceed the limits of heavy water production. they exceeded the uranium enrichment limits. they violated the ballistic missile provisions. how much cooperation has iran been engaged in with north korea. interestingly the state department did not need to certify come plains or certify non-compliance. if you have reid the statute they could -- if you read the statute they could have said we are not in a position to certify one way or another. so when president trump says correctly iran is not come lying about the spirit of the deal, he

could have gone first and said they are not complying with the letter of the deal. eric: why would the state department say they are fine? john: the state department has a genetic problem calling out nations that violate their agreements. i have seen this myself in case after case. this is something congress needs to explore. but over the longer term the administration is signaling clearly in the words of president trump. this is a diplomatic debacle for the united states. eric: this week there was a revelation from one of the resistance groups. they say there is evidence there is secret nuclear-related evidence and research going on in the parchin site. what about that? that's the group that first re-veelere- -- revealed the nucr issue. john: i can say with respect to

this, i first heard about them 15, 16 years ago when they were releasing information about the nuclear weapons program. i have never seen them make a material mistake about what they said. some things we have not been able to verify. but when they talk about what they call possible it in dimensions of the iranian program. they laid out an extraordinary detail of the organization of the continuing military effort and activities that obviously that vie plate iran's commitment not to try to obtain nuclear weapons. they reaffirm their commitment never to seek it, which they have been violating for 30 years. i think this is just another example of how widespread the evidence is that iran has been violating this agreement since before the ink was dry. eric: you think iran is cheating. what do you predict in terms of

its nuclear program. what should happen with this agreement? john: i would have abrogated this deal 100 days ago. it's a strategic mistake for this country. it's so badly word it would be like trying to nail jell-o to a wall. if i were teaching a course on international negotiations and had this with an exercise, and they came back with this deal, i would flunk the american team. eric: president obama and john kerry said it will prevent iran from obtaining a nuclear bomb. john: it will facilitate them. we need to keep asking questions.

>> i think a deal is cooks. but it's not all the way cooked. when we left for the easter break we had a couple issues on the table that would be negotiated between the leadership of the freedom caucus and the tuesday group, the more moderates. they have been working hard the last two weeks and they think they reached something close to an agreement that would allow us to deal with some of the issues the freedom caucus had and at the same time protecting a big issue for the tuesday group to make sure we have protection for people with preexisting conditions. i don't know the actual details of those. until we have the details and can understand what they would say and provide for our people. i don't think it's time for us to be voting on that issue. >> you see the difference in terms of the importance of

timeline with speaker ryan saying we need to wait. president trump says a lot of people like it. but let me ask you. what's better for the health of the american economy? is it repealing obamacare or keeping the government open or is it both having equal importance? >> they are equally important. but one has a specific timeline to it and that is funding the government. if you don't do anything, the government runs out of funding this friday. when you look at how you sequence things you have to pay attention to that deadline first. now i will say this, i did 11 town halls in my district this past week. the number one issue in the minds of my constituents is healthcare. as quickly as we can get the government funding done, we need to turn to healthcare. arthel: what are they telling you? they want to keep obamacare in

place or scrap it and couple with something more suitable to them? >> there were some people that want us to leave everything the way they are. but as i pointed out to many of those people, the majority of people in my district aren't on the aca exchanges. and they feel they have been hurt by the aca. a young man who works at a shipyard, he says i have been working hard all week. i want you folks to get to work and get these issues resolved. i listened to that young man. i think we need to get those issues resolved. we need to make the changes to aca and not hurt the 5% of the people in my district on insurance provided by the exchanges. i think there is a way for us to do that. arthel: i think you are right there needs to be compromise. so people are sceptical to see

if congress gets there. when you are assessing a spending bill that includes the you border wall and sanctuary cities. in that party, you have the democrats on the other side. does a loaded spending bill survive? >> it depend on what you load it with. that's why we have been having these discussions between people in both parties. democrats and republicans. people on and off the appropriations committees. they made a lot of progress. do they have everything worked out for us to have the spending bill ready to go the moment wee get back on tuesday? no. but this needs to be done by the end of the day friday. they made good progress so far. i anticipate we'll be able to

vote friday afternoon. arthel: you mentioned the town halls. people frankly yelling at you. literally yelling at you. are you willing to go in and get the job done this week, sir? >> yes, absolutely. i think that's what my constituents expect of me. it's time for us to get to work, set aside some small differences that we had over some of these bills to get them passed. we passed a bill just before we left that took away anti-trust protechses from insurance companies around the country. we have proven we know how to work together on important issues and pass them with bipartisan majorities. we need to do that on all these issues. to the extent the democrats will not cooperate with us. we have majorities and we need

we are facing a threat much like we did against japan in world war ii and it's a matter of time before we have a strike like pearl harbor. are we going to wait for it? arthel: are you confident that china will now step up to the plate and put significant and impactful economic sanctions on north korea? >> i sure hope so. they have put 140,000 troops on the border. but if something happens with north korea. if north korea decides to make an act of war against any country including the united states, they are going to lose the war. china and south korea will have to decide who absorbs it they will, the obama administration you feel was not hard enough and determined enough to solve this problem.

but they have been talking to china for years about putting economic sanctions on north korea. now finally kim jong-un is even closer to having nuclear warheads and missiles that can reach the west coast of the united states, is it finally time for china to say we get, we have to put these sanctions on there, and if they do, can kim jong-un work around those economic sanctions? or is that the way to sink him. >> i don't think kim jong-un is going to give you having in everything is gone. i would love to see more participation by china. i would like to see them on our side. donald trump's highest aspiration is peace. but we won't tolerate threats. i don't think kim jong-un is going to back down anytime soon. he has a proper began today war with his own people he has to fight. arthel: you are saying the

united states should not put up with threats. it's a delegate dance here. you don't d it's a delicate dance here. you don't want the united states to kick off an unintended war. maybe it answer is to get rid of kim jong-un and reunite the peninsula. if you think that's a potential way to solve the problem, how do you go about doing that? >> my understanding of chinese politics, they don't mind that insulation from south korea. arthel: they don't want a crazy dictator on their bored either. >> you park our forces off their coast and say if you fire a missile, we'll shoot sit down. when he fires a second missile, you blow you have the installation it comes from.

arthel: but there are other installations and some of them under water, some they are are not able to be found or gotten to, if you will. >> we have the technology to month them up before they reach of any our allies, installations or equipment overseas. we knead to be very vigilant in our intel community to work extremely hard to find out where those are in case there is that need. arthel: you are a former navy seal, and we appreciate your service. i think navy seals are bad a., i can't say the "k" word. i understand your might and muscle and appreciate it. but you don't want war. >> i don't want war. but we can't allow this to go unchecked. this guy is threatening to sink a u.s. aircraft carrier. we'll note bow to him or take his crap for much longer.

in their right to give the president more time to get things in order, even if they are not thrilled with the way things have gone so far. yes, it is tough to be president. i think we are seeing president trompe l'oeil and not on job as he can rent some of the difficulties he's had in pushing his policy agenda forward. and so far, americans aren't thrilled that they are willing to give more time before they regret their vote. eric: he's promised the tax reform, for example appears >> ask him exactly. he started downplayed in recent days the importance of the 100 days. at the same time, we see him trained to work out the attack said on wednesday. there's pressure to get some open on a health care plan. and of course, he has to urge the congress to pass a spending bill before the end of the week when the government funding runs

out. so a lot of the agenda this week. it makes it even harder to log some big legislative achievement, but you can see the president pushing the agenda forward. eric: what does the commander-in-chief, the president due to do this? he had the military strike because of the chemical weapons by assad. what can specifically turn it around in the first 100 days or is it even necessary? >> well, we have seen him as decisively on foreign-policy issues with the strike in syria and his stance against kim jong un and north korea appeared a son ms. pauli has stronger approval for those actions and domestic policy. look, i think we are seeing him learn on the job that policy is hard. repealing and replacing

obamacare probably wasn't that feasible to do it 100 days. pushing that so far made it seem as if this is a real year even though this is something that is really hard to do. tax policy is even harder. him coming out on wednesday at the surprise of his own administration what voters care about most is these domestic policy issues. they want to see movement on tax reform and those are the things he needs to focus on. if he is going to move these poll numbers. >> the "washington journal" -- this is interesting because this is the day he was inaugurated. donald jay trump takes the oath of office as an unprecedented opposition. he will have to win over americans with results. it would depend above all in delivering a greater respect for

america abroad. as you point out, early today, and day 93. so was it an unfair judgment to hold them to that 100 day strategy that everyone's talking about? >> you have to look at what he's been doing in this 100 days. not only with the american people, but also folks in his own party. and the failed after to get a bill to the floor. he took to twitter and bullied members of his own parties to get them on board. he's understanding now he has to bring people to the table, that twitter diplomacy doesn't always work in these situations and he has to try harder to build that goodwill to get his agenda to the florida relatives went to continue to face these obstacles. eric: how much time do you get?
