"outnumbered" starts now >> meghan: north korea conducting large lye fire drills at the nuclear submarine docs at a south korean port. all this as all 100 u.s. senators are set to get updated at a rare briefing at the white house. this is "outnumbered," i meghan mccain. here today, harris faulkner, sandra smith, fox news contributor and founder, taya kyle, and today's #oneluckyguy, john bolton. i'm so happy you're here today. maybe you can quell my anxiety about north korea. >> john: i'm always happy to talk about nuclear weapons.

great day to be here. >> meghan: me too. let's begin. it's not every day that the senate is asked to attend a briefing on matters of national security which underscores the urgency by which the trump administration is trumping the threat posed and threats of more nuclear tests. that briefing taking place at the white house tomorrow. all this after missiles pull into a south korean port after we hear that north koreans are conducting life fire drills. the submarine will join the aircraft carrier strike group in japan. senator lindsey graham will be one of the lawmakers at tomorrow's briefing. he believes the u.s. must be prepared to launch a preemptive strike as a last resort. he met with president trump last night and had this to say this morning on "america's newsroom"" >> i had dinner with the president last night. it was a great dinner. i'm really impressed with his

commander in chief skills. he is not going to let this nut job and north korea develop a missile with a nuclear weapon on top to hit america. he doesn't want to war anymore than i do, but he's not going to let them get a missile, that's where they're headed, and china needs to up their game to stop this before it's too late. >> meghan: there is no better expert than you on the couch today. can you react? it >> john: he's exactly right. one of the reasons it's so important for president trump to have all 100 senators at the white house is after eight years of barack obama not talking about the threat of north korea, i think it's important that the president has his top military advisors layout with a a "no" about north korean capabilities. if military action has to be taken, everybody ought to know just how serious this threat is. i've underlined, it's not simply what north korea can do what we expect they will be able to do in a short period of time which

is militarize a nuclear weapon and target the united states. whatever north korea can do, because iran's close relationship with north korea, they can do the next day with a wire transfer. we can talk about the iran nuclear deal, the problem right now is north korea, its capabilities, but they can share it with anybody which is why this isn't such serious moment. >> meghan: the second question i have for you and it seems like things have escalate in the first 80 days of president trump's presidency. his patience has come to an end and why now? >> john: the administration is exactly correct to project what the obama administration said strategic patients with north korea which is a cinema him doing nothing. at the end of the obama administration, the widespread consensus that north korea was very close to getting the ability to hit the

united states, our commander of u.s. forces in korea said as much last year. just a couple of weeks ago, the commander of the strategic command said the only thing he doubted, north korea had the capability to do right now was the actual militarization. there are very close. it's 25 years of misguided notions that we can talk north korea out of his nuclear weapons peered the chickens are coming home to roost and a threat to the united states as real and these things go imminent. >> sandra: the white house is saying that they are confident that china is making progress and putting pressure on north korea, they are confident that they're going to come along. how do you see china's role in all this? >> john: i'm not confident. i've watched china over a long period of time do a two step on this saying yes, we don't want north korea to have nuclear weapons, but not exerting the pressure that they uniquely can

bring against north korea. they're going through the motions right now. i think that there may be convinced that president trump has been very clear that either they solve the problem or we will solve the problem. if there were a reaction to have direct ramifications for china. based on 25 years of performance to date, i think i'll keep my powder dry for a while and judging china's performance. >> taya: militarily, there's a saying that if you can't be respected, then at least be feared. in a situation where we have a new president and i was talking to texas senator brian come over talk about the hostage situatio situation. he was thinking about how to get the hostages released? after 444 days of those prisoners being held, they release them because they know reagan was willing to do something that carter wasn't. president trump is willing to do summing that obama wasn't. there is little bit of posturing

more than it is an actual threat, but i want to know what your thoughts are. >> john: i don't think we will see hostilities because of the live fire exercise or anything like that. it's a real risk to us of the delivery of nuclear weapons. there's nothing better than the scenario of the chinese president having dinner with president trump at mar-a-lago when the president says that he's just launched over 5,000 tomahawk missiles at syria over coffee and dessert. he told them, at least i heard, at that dinner, the point thatee problem or we would. i think the west has learned. i just have my doubts about china's assessment of the situation. i've long believed the only real solution here is alignment on the peninsula merging the two

countries. until you get rid of this regime entirely, the erratic dangerous nature of the regime poses a threat. >> taya: what would happen to north korea? >> john: i think the regime has a hitler in the bunker mentality. i think it's also why for the past 25 years, we failed for the north to give up the weapon. when we say north korea, give up your nuclear weapons, what they hear is give up your regime. they see the two is anonymous. that's only why china's direct involvement, which over the years, they've try to say you have a problem north korea. wrong. china's got a problem, we all do. we won't solve it except by military force which is lindsay said as a last resort. >> sandra: fox news alert. on a major announcement for tomorrow, resident trumps tax reform plan. it was a big campaign promise

and the president appears to want to get the ball rolling before hits at 100 day mark. stephen nguyen and other top white house officials heading to capitol hill this afternoon to discuss the president's tax proposal. the meetings set to take place in the office of mitch mcconnell. it includes slashing the corporate tax rate from 35 to 15%. >> we've been clear on what the president objectives are for tax reform. middle income tax cut, a priority of the presidents. simplification, the average american should be able to do their taxes on a large postcard. business tax reform. we need to make business taxes competitive and we expect with doing that, will bring back children's of dollars from offshore.

his stomach >> sandra: on the business side, it's making them more competitive. >> harris: businesses know they're going to have that kind of a rate that we've been talking about for over a decade, the dramatic decrease down to 15%, they don't have to do the psychological and intellectual gymnastics to try to get the numbers right. i think it simplifies it for everybody all around. i also think it's a good place to start because you've been saying since the beginning of the year, one is the style reaction going to even out? of the policy supports that, the market stay stronger. >> sandra: interesting you say that when the dow is up 238 points. we saw the stock market rise from election day on. look at us today, sitting above 21,000 on the dow and anticipation of the tax reform. >> john: which is why he needs to deliver.

i think the position ought to be we favor as many tax cuts as we can get across the board and as many different ways as we can. ultimately, this is not about the federal budget. there are lots of debates on how you score, this is about stimulating the economy. i think from a political point of view, trump has a lot on the line here. if he can get the economy going at a rate substantially above what it's grown for the last eight years, all kinds of things are possible. that's what people want. he said he was going to bring jobs back. the way to do that is to increase investment. >> sandra: charles krauthammer mention that first. >> this is the single most important initiative. i think health care reform is much more congressional, it was preceded trump. he was the one who ran on this, he ran as a businessman and this is his one chance, and a good chance, to stimulate the econom

economy. that would make his presidency. >> sandra: is one chance, this is a big deal. this is what the president campaigned on. this is what he promised. this is largely with the american people voted for. >> meghan: let's not mince words. he really needs a legislative one at this point. the tricky part is he needs bipartisan support and i just don't know what democrat you're going to find who will get on board with this. i know that talking about taxes and finances of the greatest thing ever. for me, i need an iv drip into my arm. when i heard stephen nguyen saying i can make this on a postcard. i was in my apartment last night when this was on and said you're going to make taxes easy for me and not complicated? if he can do that, i will give him anything he wants. it is for me, a torturous event every year when i have to talk taxes, talk about what i have to

get done and if you can simplify it for the american people, i will applaud you. >> taya: my degree is in economics -- my professors made it simple for me. the simple thing, which i don't understand why democrats are jumping up and down, reagan did this. he took the tax rate from 70% from the nation's wealthiest 228% and the tax revenue doubled. when he says i'm not taking your money, the tax revenue that we got doubled. to your point, stu relating the economy, that's how it works. they'll make more money because there are incentives to make it. >> meghan: they should hire you and make it not file class. >> harris: look at the timing of this because we're just a week out from everybody having to do their taxes. the timing is right on cue. this is like a tumbler in a lock

situation which i believe you were alluding to, the president wanting to do health care first because the tax benefits even from that would flow into this. if you can get this done, can he then checked this off? >> taya: a large postcard? >> john: the internal revenue code has two lines. line one, state your income. line two, send it in. >> harris: president trump is showing some flexibility. he is now willing to put off funding for the border wall with mexico until the fall and an effort to avoid a government shutdown on friday at midnight on saturday. where will the funding battle go next and will the president officially get the cash for the wall? the president's performance so far up for discussion as he hits the 100 day benchmark this weekend. how democrats are using the date to slam him and push their own

>> harris: let's talk wall. president trump is now open to delaying the funding for the border wall with mexico in hopes of avoiding a government shutdown. president trump is looking for $3 billion to strengthen security measures at the southern border. republicans and democrats are applying the democrats for showing his flexibility. chuck schumer issued a statement saying "it's good for the country that president trump is taking the will of the table in these negotiations. now the bipartisan and negotiators can continue working on the outstanding issues because quote. the administration of making it very clear that the president has every intention of keeping his promise on the wall. kellyanne conway here. >> building that well and having it funded it remains an important priority to him, but

we also know that it can happen into next year and in the interim, use the other smart technology and other resources being used toward border security. >> harris: then there's this, the president tweeted this morning "but don't let the fake media tell you that i have changed my position on the wall. it will get billed and help stop drugs, human trafficking, et cetera." they said they want the government shutdown based on anything on the table right now, it doesn't mean he won't get anything done. >> john: i think the democrats were looking to pick a fight. republicans always get blamed and it's hard to explain when you control all three elected branches that you can't keep it open, but i think the trump tweet shows that he plans to get past the immediate circumstances

for the continuing resolution is going to be passed, he wants to get obamacare repeal past, he's got a lot to do. he doesn't want to fight over the wall now. >> taya: i'm chomping at the bit over this. when they talk about government shutdown, i'm baffled and why president trump is in calling them out on this. a government shutdown, but from what i understand, correct me if i'm wrong, it's 9%-17% of nonessential government employees go home, sit on the couch for two weeks, they come back, they get all their backpay. call their bluff. there is no real shutdown of government. all it is as a bullying tactic to say we're going to shutdown the government. it doesn't shut down. >> harris: if you are part of that nine or 10%, you don't feel that way. >> john: i've been through government shutdowns. i wrote the cable to overseas

about how to do it and you do survive. it's not the end of the world. the perception that the media -- ever since 1995 when republican majorities in the house and senate shut down, it's our fault, and soured disaster. in 1995, i said we are going to show them. >> harris: do you call their bluff? >> john: is not going to happen. >> harris: on friday, the order went out for some of these agencies to ready themselves, which is pretty typical. it did get picked up as a talking point and some of the mainstream media, all my goodness, the sky is falling. >> meghan: i may cut and dry person. i'm not good at interpreting what this wall is supposed to be. lindsey graham said there will never be a 2200-mile billed period. it's become symbolic of better border security. my question to remains. are you talking about a giant cement wall?

there's a lot of people in america think this is as an wal wall. >> harris: some areas need offense. >> meghan: you thought it was a wall. a lot of americans think it's an actual wall. now my interpretation is that we talk about fencing and drones in higher security? to me, that's a cyber wall. >> sandra: the president has gone on the record saying it's going to be a mix of things. delaying the funding for this ambassador, to those who voted for him, he did promise that wall. >> meghan: i'm sorry, -- >> john: this is the ronald reagan metaphor that we talked about sitting on the hill. if it has to have a wall, it will have a big door. i think people understand he was

talking about his view on illegal immigration. a wall is not of a big deal. in the next election, there will be substantial enhancements. >> harris: the president may want to reiterate some of those things so that everybody is on the same page. a lot of that money has been allocated per a 2006 document. it may be the week for the president to judge his achievements thus far. democrats are planning a smackdown of sorts. it is a good political ploy for them or will make their situation make them look like sore losers? when you think about public policy speech by the head of a major political party, you don't always think about this.

promises to american families. a strategist will say they will focus on what they consider a historic lack of accomplishment in office. elizabeth warren falling in line with that plan, giving the president a failing grade when asked about his time in my office far. >> f. he ran for office promising he was going to be there to help working people. what has he done? first, he assembles a team of billionaires and bankers and hands the keys over to them. he promised to deliver for american working people and what is delivered is a gut punch to americans people. >> meghan: for me, and f would be if the country were on fire. what do you make of her comments? it >> john: i hope she runs for president.

send out the memo, go on the attack. i don't know how effective that is because all i heard as anger and negativity. what's the message coming for democrats? there are still failing to tell us how they look back at the failure of 2016 for their party and say how they're coming together as a party. >> john: they would have won the election if the russians wouldn't have manipulated it. that's her message. keep saying it, because people don't believe it. >> harris: the latest polling shows donald trump would beat hillary clinton now. the lowest approval rating yet, but if you dug deeper, that was in it too. >> taya: they want to know how they can connect with their voter base. any job they have in the first 100 days is not the whole story. the whole point has been let's stop donald trump from doing anything. by saying that he hasn't been able to accomplish anything, that's the whole point. maybe they should be celebrating instead.

he dropped the f-bomb in a recent interview after he said if we are not helping people, we should go the [bleep] home and do pass that bill, i first went to my female colleagues and said how do i do this? i have no bleeping clue. a texas democrat, planning to challenge ted cruz in 2018 has also gotten comfortable swearing on the campaign trail. this is an interesting topic for me to lead because i have enough of a trucker, but not at work or in professional situations because i don't think you get your point across may throw around f-bombs. i don't want to throw stones because i may or may not have been sent to meetings, but it's very unprofessional for the head of dnc and sitting senators to be throwing allow him language like this, especially when they're attempting to win over new voters. be

>> harris: this is interesting. some growing outrage as saudi arabia is set to join in the u.s. leading women's rights organization. members are electing the middle eastern kingdom to the united states commission on the status of women. it is 1 of 12 new countries chosen by secret ballot. the commission promotes gender equality and the empowerment of women. the position comes despite that countries being ranked as one of the worst for gender equality. women in saudi arabia are required to wear a head covering, are not allowed to get a driver's license or drive, musket mail permission to travel abroad, mary, and be released from prison. they sometimes need mail permission. what is going on at the u.n.? you've been there. what's happening? >> john: saudi arabia is very concerned about the status of women, they wanted to remain as it's been for the last thousand

years. this shows how jaded i am. nobody should be surprised at this. this is why much of what . is n. for those who say that trump has made a mistake by proposing large cuts and the contributions of the u.s. makes the u.n., that's the only way you're going to get their attention. >> harris: this week, he met with u.n. ambassadors of the white house and he made comments at that time and has previously said that with great reform, there is fantastic potential for the u.n. they tend not to get anything solved. now you're dealing with nations where women have technically no rights that we have here in the united states. like driving is pretty basic, it's on the right, but it's an achievement that we can have in the united states. >> meghan: not being stoned in the street, being able to drive, not being forced into marriage as a child if your father says it's okay. the list goes on and on and on.

i'm deeply offended by this and i'm not easily offended, but the idea that we should include them in anything having to do with women's rights, one of my biggest issues with hillary clinton was the fact that she took money from saudi arabia and claimed it to be a component of women's right rights. i don't want anything in western culture to take on anything in this realm whatsoever. the same reason why i'm for people -- i don't think this way of life for this culture is socially acceptable or humane in any conceivable way at all. i was a person who thought it was ridiculous what president trump originally said about the u.n., but look at his beliefs coming true to form. >> sandra: you talked about how the president said that the u.n. has tremendous potential. he said that shortly after criticizing the handling of

events in north korea and syria. he said you just don't see the u.n. solving conflicts. i think that's going to start happening now. putting some optimism in the u.n. do you have any? >> john: the president is a very optimistic young man. i am not when it comes to the u.n. this will put women's issue to the side. 25 years ago, i went to my first meeting, one of the ladies on the delegation said look around this room and tell me what the problem is. i looked around the room, i said i don't see a problem, she said, it's filled with women. i was too dense to see it, but her point was, they're making it irrelevant. it hasn't gotten any better. >> harris: we were talking about this in the green room before the show and what's interesting about what the ambassador just said is that you have women now on this counsel who are starting at baseline zero to try and change things. when will he get to the rest of

everybody else is not at that baseline? >> taya: the interesting point is i would like to see a woman from saudi arabia and the conversations, not a man talking about women's rights in saudi arabia. i usually don't really care which gender is in any position. it's not relevant to me. for that particular one, that would go a long way. as we were talking about it, would she really have the right to say what she wanted to say? we thought, does it open up the conversation? she may not be able to say what she wants to say. >> harris: these women who are coming from some of these countries. what they're working on are not necessarily the issues that will many around the world are working on. >> meghan: if you are still stoning women in the street and you're going to sell children in america, you have no business in women's rights.

>> sandra: to student groups at uc berkeley are suing over the cancellation of ann coulter coulter's speech. she was supposed to speak this thursday, the school canceled the event citing security concerns, then tried to reschedule it for a later date. a lawyer for the students said the school is discriminating against conservatives and violating free-speech rights. >> famous people come to cal all the time to speak and they're allowed to speak. their speech is not relegated to being off-campus and their speech is not restricted to only students. these are all unique requirements that are being composed on conservative speakers at cal.
