it could be better for trump and citizens, felons or not. and for people that are here illegally. let's get some clarity. also, i would say there has beeh some misreporting and exaggeration when it comes to the concerned that the federal government would cut off funds for cities. this does not include things like medicaid. it is actually just for grants n and the like. i think the white house could do a better job of explaining thata but the misreporting on that has fueled the concern. >> what about jesse, president trump's concerns -- while also the judge and forum shopping and it judge orrick with one of the bundlers with the allegation? >> the judge bundled $200,000 for president obama and $600,000 for john kerry.

i don't see that reported by the way. it is conveniently left out. the politicians in california hired eric holder to fight this legal battle against the trunk policies. i wouldn't be surprised if behind the scenes eric holder is trying to tell these lawyers to file here, file there, untilsc these appeals get circulated up until the ninth. this is the ground year for the trump resistance. i take issue with what the attorney said about president trump exploiting these victims of crime. kate steinle died in san francisco. los angeles. two sanctuary cities, trayvon martin. the democrats wore hoodies. for mike brown, they did "no hands don't shoot." i don't understand why san francisco wouldn't want to make sure there are no more kate

steinles. >> i don't know anybody who wouldn't want it. this is not about that, jesse. j this is all about politicizing the idea that all these crimes being committed by illegal immigrants when in fact the statistics and even by conservative organizations don't support that idea. oh, they are terrible, the ones who commit all the crimes. what what the trunk call them? horrible language that should not have been allowed in the first place. it plays out here. let's talk about what the judge actually said. he has an argument that is not politicized. he said spending powers belong to the congress, not to the a executive. you can't have an executivee saying -- donald trump said we are going to use this as a weapon against people who have a difference on this policy and the judge says you can't do that. you can't use funding as a weapon in the executive branch.

did they not like the most? >> conservatives do not like this idea, adding to the deficit. implementing out massive tax cuts.. they don't like the idea of the 15% tax rate and of course the democrats are sticking with their mantra, if this is just a giveaway to the rich, they are not going to sign onto it. it would appear the president has made adjustments to make this in favor of lower income earners. for the first $24,000 in income, they would not be taxed at all. there are some things to come through negotiations as well in terms of child care tax credit,m that sort of thing. the president making sure here that middle and lower income earners to get their share of the tax cuts but still the democrats will say you are giving free points to richth people. >> it really does open and him up that chart, by goldman sachsi for goldman sachs type people. you have to rely on the

assumption that somehow because you have tax cuts, there will be tremendous growth in the economy and that will take care of the fact that he doesn't have any compensation in terms of new revenue sources. is that a flawed analysis? >> no, that is an analysis,ou juan, that's why conservatives don't want to see this blow a hole in the deficit and ultimately the debt. if you can do that, then you can permanently write these tax regulations into law. with the bush tax cuts, they were not revenue neutral and therefore the sunset after ten years. i think the president would like to put his stamp on tax reform. something that hasn't been done in this generation. it could become permanent after

ten years. >> jesse watters. >> you touched on that earlier, john. it seems like the tax-cut proposals are tailored to middls income and lower income earners and families. when i saw the initial brackets come out, i am thinking my god, that is not very big at all. he was probably thinking enormous tax cuts. that may not deliver the boom that the economy would necessarily result in but it looks like this is more tailor-made for voters in order to be reelected with the 24% nontaxable income for families, being eliminated for small business, is there political consideration behind its reductions? >> no, jesse. there is never a political consideration -- [laughter] >> absolutely. there is a huge political consideration here. there are tax breaks for incomei

earners, individual income earners. no question about that but it is really geared towards corporations because corporate taxes have not come down in decades. the idea that he wants to cut business taxes from 35% to 15%, that hasn't been done in a long, long time, jesse. it's trying to spur the economy by helping businesses grow and the white house has also said that smaller businesses as well will get the same tax breaks asn corporations. we have a two track tax reform plan here. one on the business side, one on the personal side with an indication that hey, we're going to give more than people thought we were to lower and middle income earners. on the high end, his additional tax rate he was proposing a year ago was 25% for the highest bracket. he's come up ten points for that. >> that is what i was hoping for. >> greg gutfeld. >> john, let me indulge for a second. i want to read a letter from janet. she said hi, greg.

this plan stinks for the 40% ofm americans who earn between $30,000-$90,000 a year. it will increase our tax burden. they take away the deductions for medical, dental, required employment, education, uniforms, shoes, not to mention mileage for many. that leads me to my next'll ind. consider the logic of the tax cut. it stimulates the economy, puts more money in your pocket which you spend. if we have people in the white house who believe that debt really doesn't matter, if we declare 2018 a tax holiday for everybody, nobody pays a dime of taxes, all we do is add $1.6 trillion to the debt -- we don't care because it is not like we see it and we get to benefit from this $1.6 trillion added to the debt and imagine that spending in the economy and investing, what do you make of that? [laughter] >> there is a lot of math in there.
