reporter: the president slamming the crowd while hinting he may be willing to go next year. >> reporter: he also made strong statements on north korea. reporter: the president acknowledged kim jong-un took power at an early age right after his father died and he admitted how tough that must have been on him. today he took it a step further on cbs "face the nation."

>> at a very young age he tried to assume power. i'm sure a lot of people tried to take that power away whether it was his uncle or anybody else and he was able to do it. obviously he's a smart cookie. but we cannot let what's been going on for a long period of years continue. reporter: the president is continuing to offer themes ambiguous ultimatums to north korea while at the same time praising his leader just a little bit by calling him a bit of a tough cookie there. eric: for more on president trump's comments on north korea, those remarks coming after kim jong-un's regime test fired another missile. the president said china's president says he is taking kim jong-un's challenge into his own hands.

>> i will tell you a man i have gone the like and respect, the president of china, president xi i believe is putting -- putting pressure on him also. this was not a big missile. this was not a nuclear test which he was expected to do three days ago. we'll see what happens. eric: is president xi now playing ball? gillian, do you think beijing after so many years, aft several decades, is properly address the north korea threat? >> i hate to be unequivocal but the answer is question and no. it's clear president trump is going full speed ahead with diplomacy. he's getting along much better with the chinese leader than anyone could have anticipated, and that's great.

but the no part here, this is something president trump recognizes whether he's saying it publicly, china only shares our security interests vis-a-vis north korea up to a certain point. north korea is never going to present a nuclear threat to the chain eels state in a way they will to the united states, because they realize china is their even tremendous and barrier to the rest of the international community. china props up their national economy every year and is a defense barrier against the rest of their neighbors who are obviously hostile to north korea for obvious reason. it will eventually come up against a wall. eric: he said something interesting in this interview that was aired this morning. the north korea threat takes precedence over trade with china.

>> north korea is maybe more important than trade. trade is very important. but massive warfare with millions, potentially millions of people being killed in that as we would say trumps trade. you understand what i'm saying. if i can use trade as a method to get china -- i happen to think china does have reasonably good powers over north korea. maybe not ultimate, but pretty good powers. if china can help us with north korea and solve that problem, that's worth making not as good a trade deal for the united states. eric: do you think that strategy will work? >> it has to. what i take the president to be saying there, while he ran on a platform of being an economics guy, someone who will strengthen the u.s. national economy, and this reman is his priority and

china is an important way to help us do that. his number one responsibility is to keep our country safe. national security and national defense. a nuclearized north korea presents a clear threat to the health of our nation, the well being our nation, and what he's saying there is it's not up to me to choose here. any adversary of the united states that have nuclear weapons capability is something i have got to watch 24 hours a day. he's keeping his eye on the ball. eric: senator mccain did not rule out a possible preemptive military strike against north korea. that could be disastrous. one million dead. seoul is 37 miles from the dmz. they could lob half a million shells in an hour or so. what does this administration

do? the george w. bush administration took north korea off the terrorist list. if you put them back on. kim jong-un says that's an act of war. reporter: there is no way to gain it out and predict what he's going to do next. so the best thing to do is strategize really focusing on deterrents. which is what the burke administration, the obama administration and trump administration is trying to do. eric: do you think he's gotten that message that he did not test a nuclear weapon because of the syrian missile strike? >> to a degree probably. i think that's part of it. this administration is keeping military action have much on the table, according to senator mccain and president trump. and that's smart. whether we end up using it in

the north is a separate issue. but making sure they feel the threat of it is something that's very important. >> perhaps with that military option on the table diplomacy can start working. >> reporter: the trump administration unveiling a sweeping tax reform. and slashing the corporate rate. president trump talking about his plan at the rally in pennsylvania. >> last week my check team outlined one of the biggest tax cuts in american history, even bigger than that of ronald reagan. you will see companies expand, companies come back into our country. companies not leave our country because taxes and regulations are so onerous. you can see what happens. reporter: what are the chances this plan makes it through

congress? let's kick it off with how much is on your plate there in the house. you have got to get the government funded. there is a repeal and retooling of obamacare. where will taxes lie on the spectrum of importance? >> first of all i think we have done and lot of work around regulatory reform, and we had $2 trillion in cost to our economy. so a lot of headway made there. i think what we have got to do is get pour healthcare reform initiative through the house into the senate for their debate. and get to the president. that will slow down tax reform as much as anything. we are starting to open up the discussions on tax reform. i think the president's plan and the house gop plan is very similar. probably 85 percent of what the

president is proposing is in the better way plan. by the many the big issue to get done, get the momentum and prove to the american people that we as a republican conference can govern and deliver on our promise. reporter: the trump administration hasn't said exactly where the tax brackets would fall. is there an expectation congress will retool all of that? >> i think again we have got to simplify the code. it's way too complicated. when things are that complex, too many people can game the system, and those people aren't the middle and working class folks. those are folks who can afford high-powered attorneys and cpas. and then there is the lowering the rates. got to lower rates. compress the brackets for both individuals and families.

let them keep more of their hard-earned money. let them decide how they want to invest and save. cost of healthcare is going up. cost of education is going up. we have to empower the american people. then we have to give our corporations and business as fighting chance to compete. we are not globally competitive in our tax structure. if we want to continue to be the economic envy of the world, we have to give them a reason to invest, grow, and create opportunity and get our economy back on track and get americans back to work. >> one of the things discussed as tax reform goes forward is deductions disappearing. how can you insure the middle class will see the decrease in their taxes? >> if you get the rates low

enough you can do away with some of the deductions and simplify it. the mort gaining interest deduction, charitable deductions are still in play. that's important in terms of homeownership. we are not just the most powerful and prosperous country, we are the most generous. incentivizing that charitable giving is important. so lots of things to be debated on this. but i think at the fundamental core principles of both plans, simplifying it, lowering the rate, and getting away from empowering the irs, reducing the scope and scale there and empowering our economy and empowering our people and creating as i say more free enterprise. free from the burden of taxes and the burden of regulation. that's how we'll be competitive and get americans back to work.

reporter: thank you very much for joining us. eric: several storms tore through the plains and the midwest last night, killing at least six people, injuring dozens more. hardest hit, east texas where tornado killed at least 4 people there. police say that numbers could grow as crews go through the wreckage. reporter: this is a very big system. the bad news is it's continue to march its way across the cub tri. you see it covering large areas farther north. maybe not twisters, but heavy rain. it's down along the gulf coast where we see that tore mad i can impact happening still today. each one of these polygons means it's ripe for tornadoes to spin up.

it's going to continue to sweep along the gulf coast, so more mississippi running over into alabama. i also want to show you the back side of this system. there was standing know in portions of colorado, kansas, through the overnight hours and early this morning. the back side of this system is pulling in cold air and bringing some snow. as i said, a large one. you are looking at area stretching up from southern i will know up into indiana. we are under flash flood warnings. running all the way count mississippi. all areas where you can see dangerous flooding. the real big concern farce seeing tore mad i can activity, that really is going to be contained to the gulf coast. that's our severe threat throughout the rest of today. in the overnight hours the dade threa --the tornado threat is vy similar.

promises? karl rove joins us now coming to the chief of staff to president george w. bush and of course a fox news contributor. good to see you from texas. supreme court justice gorsuch chemist or a missile strike, sent their message to kim jong un. is this 100 day mark and appropriate barometer or as an overgrown? >> is completely overgrown. the last time we had 100 day presidency that mattered was 1933 and conditions were much different. president fdr had a huge electoral mandate with 57% of the vote to his opponents 40%. kerry and huge majorities in the house and senate. 200 fort team democrats plus five democrat labour members

from minnesota as their allies. huge majorities. he was also the last president to be an underrated march forth. every president thereafter has been inaugurated so we had six more weeks to prepare for his first 100 days and work with the huge majority that he had in the house and senate. three years into the great depression. since then, 100 days is not enough time to get anything done significantly. they were talking about 2001. at this point in his presidency, george w. bush was on his way to his domestic initiative no child left behind. the bill was signed in november and december. it took us a long time to get the bill done. we did get the tax cut in may. the idea that you can accomplish great in granting such a site of a the first 100 days is frankly not accurate.

>> you've been there. what do you think -- how do you think the president is doing at the freedom caucus? potentially onboard health care bill with opting out with the state funding that there may be something in the coming weeks? >> well, there might be. plus presidential leadership and having to go home and explain why the freedom caucus have stopped the process early on. you'll notice all the excuses if we have premium increases for the next two years, we are fully repealing and replacing obamacare. we have to be repeal only. we don't want to have people who failed to get insurance and show up demanding to get insurance coverage. we don't want them to pay an extra fee for having done. all these things go away in this amendment. more an expression of the political pressure inside the caucus. the president is helped by pointing the finger thing we

need this process to go forward. we are just at the start of the repeal and replace affaires. a senate bill that will be significantly different and god knows where it goes from there. that's the way the process goes. the founders didn't make it easier. >> talking about tax reform. what is more reasonable and how do you think it doing? >> first of all, one more thing and you will never happen. if you start with obamacare, you have to use reconciliation to do that. he used a 2017 spending bill to do that. that means you need to use a 2018 reconciliation in the fall to do tax reform. nobody should've never expect it. i think he's doing well and some substantive ways, particularly the supreme court is a big

victory. the style and the talent they are operating have not won the confidence of the american people appeared his job approval is 42% to 43% depending which day you look at it and his disapproval is 52 or 53. the only president since we began pulling the snake it is her higher than his positives in the first three months of his term in office. at this point after the acrimonious election and the supreme court in 36 days and all that, church w. bush's approval rating was 62-29. whatever good thing he's doing are not being communicated our package or a way that wins the confidence that the american people. >> is certainly operating differently. what's your advice? >> well, look. i was slow to. lower expectations that things

[cheers and applause] they'll get it done. we know them. they'll get it done. molly: president trump has passed 100 american is still fighting to repeal and replace obamacare. the president remains confident, but while he has once some other republicans, they still say they will vote no. a lot of them say they vote no. joining us now, chief congressional correspondent for the "washtington examiner." thanks for being here. suzanne, looking ahead, they have a big long-term spending bill as well. they can bring the health care bill to make 100 days which is something they tried are hard to do. how do things look going forward? will we see it this week, next week? >> if they don't put it on the floor this week and passé come in the future of health care reform of the different. they have to start anew with something different.

either a bill that requires democratic support, but a new discussion over what obamacare repeal really should be for the republican party. at this point is that the legislation to the point where any alteration bothers conservatives support if they make in an effort to bring on more moderates. where it stands right now, the more centrist or moderate parts of the republican party are going to support this and they don't have 217 the they need to pass that and those who are opposed to it say there's not a lot that can be done to move the needle for them. that is where they are basically stuck. trying to figure out how to repeal obamacare now that it's been in place several years and there is a lot of republicans who don't want to get rid of the benefits at the core of obamacare. that is the crux of the problem. to the republicans really want to repeal obamacare in full for most of it?

the answer is no, they don't. >> there is a plan drafted by tom macarthur around this draft. it was that may have pulled the freedom caucus on. what does it mean now with the moderates play ball with a serious dimension is this where things get challenging? >> to languish put forward would allow states to wave some of these obamacare benefits and create risk pools for people who have preexisting conditions are more difficult to assure. it would also allow charging people who are older after five times more for health insurance. those changes are costing moderate does. based on who's in her district commanders her district tremendously but will not be happy with changes to the slot and said they are skittish and i want to vote for it. if you change it around to suit the moderates, you will lose conservatives. again, you will not come up with

the magic number to 17. they try to fiddle with this thing until they get the magic number which doesn't bode well for the legislation which then has to turn to the senate where it will be changed a lot and be agreed upon by both chambers. at this point, the party is stuck on whether he wants to repeal the law and how it wants to do it. there's just no agreement. the longer it's been in place come in the more difficult it is for republicans to decide what to do with it despite the fact that it's collapsing. the marketplace is collapsing, becoming more expensive. molly: "fox news sunday" had with chuck schumer. if he backs off repeal, work within. is it to back off repeal? is part of the semantics everyone will want to win? >> yes. they are backing off repeal.

part of the plan keeps it in place. there's no full repeal happening. chuck schumer is saying if we do it on our terms, you heard trump play that soundbite where i've really not if i don't get this done. that sends a signal to me is willing to do whatever it takes to achieve one of his major campaign goals. i wouldn't put it past time to sit down with democrats if he gets not enough they are not able to accomplish a period they are running out of time. they may involve a 2017. 2017 is fast approaching at the end. it's going to have to come in a much different form. >> a while couple weeks in washington. thank you so much. >> thanks a lot. eric: molly, isn't it almost made? after a storm dumped up to snow
