preexisting conditions. we will not embed the cost of preexisting conditions and everybody's policy, we deal separately at the state level with high risk pools, that is a change from obamacare, more like what we had before obamacare and meant to bring down premiums for most people and address the higher premiums for people with preexisting conditions separately. different approach but doesn't mean tens of millions will not get insurance coverage. >> a block grant will allow insurance to charge older americans more and allows states to apply waivers from obamacare. >> older americans under obamacare, a 3-1 ratio, could be charged 3 times what younger americans are charged, the ratio goes 5-1 and many people are concerned about that. the republican bill tries to
